Integrated Command and Control Centre will be set up across the state: Chief Secretary

Haryana Chief Secretary, Sh. Sanjeev Kaushal said that as per the visionary plan and strenuous efforts of Haryana Chief Minister, Sh. Manohar Lal, Integrated Command and Control Centre (ICCC), the key component of the Smart City Project will be established in every district which will support in fetching real-time information and enhance security and surveillance, traffic management, solid waste management and e-governance applications.

He said this while presiding over a review meeting of a committee constituted under the ICCC projects. The State government is already running pilot projects in three districts namely Gurugram, Faridabad and Karnal which are yielding outstanding results.

This project will prove to be a milestone in curbing crime while ensuring transparency in every nook and corner of the state. The Chief Secretary mentioned during the meeting that the government will frame its own model of implementing this visionary plan; which will eliminate the dependency of the third party. He added that the project will be reviewed every 5 years for the upgradation of the smart systems and to meet the gaps.

The key project components include civil infrastructure, smart solutions, sensors/cameras & other devices and IT infrastructure. Extensive discussion also took place regarding the existing private camera integration with ICCC platforms and its network provisioning which will expand the horizon of monitoring through command centres. The Chief Secretary stated that the proposed draft along with a detailed presentation will be presented to the Chief Minister by next week.

During the meeting Additional Chief Secretary, Finance and Planning Departments, Sh. Anurag Rastogi, Additional Chief Secretary, Urban Local Bodies Department, Sh. Arun Kumar Gupta, Director, Urban Local Bodies, Sh. Dusmanta Kumar Behera, DGP Haryana, Sh. PK Agrawal, IGP, Sh. Amitabh Singh Dhillon and other senior officers were present.

Quantum jump in Haryana’s export graph: In the last 8 years, the state’s exports records a four-fold rise

Before 2014, hardly anyone had identified Haryana’s export potential, but ever since  Chief Minister, Sh. Manohar Lal has been sworn in as the Chief Minister, several schemes have been implemented to promote industrial exports.

Consequently, not only Haryana got a new identity but the State has taken a quantum leap in its export graph. As per the official figures in  2013-14, Haryana exported goods worth Rs 68,032 crore, while increasing this by four-fold to touch exporting goods worth Rs. 2,17,222 crore.

Because of the radical changes brought about  by the Chief Minster to promote the Ease Of Doing Business (EODB), Haryana is now third in the country and first in North India in terms of EODB, whereas in the year 2014 it was at 14th position.

Obviously because economic development has also remained the utmost priority of the Chief Minister and during his consecutive tenure, he had always laid emphasis on  boosting Industrial growth in Haryana so as to provide livelihood  to the people of the State along with making Haryana a preferred global investment destination.

Guided by the principle of ‘Minimum Government and Maximum Governance, the Manohar Lal Government has created an ecosystem of Ease of Doing Business (EODB) which not only matches global standards but is even more investment-friendly and has also given a powerful  administrative structure in the industrial sector of the state.

To propel the State to the next level of growth trajectory, Enterprise Promotion Policy (EPP) in the year 2015 was launched. The policy is aligned with the ‘ Make in India’ ‘Digital India’ and ‘Skilling India’ campaigns of the Government of India and offers best-in-class incentives to attract investments in the state.

Furthermore going a step ahead to create a more conducive environment for the industries in the state, for the first time Haryana has formulated The Haryana Enterprises and Employment Policy (HEEP), 2020, after considering suggestions from the industrialists of the state.

The Policy fulfills Chief Minister’s vision to establish Haryana as a competitive and favoured investment destination, achieve regional development, and export diversification and augment livelihood opportunities for its people through resilient economic development. The policy objective is to attract investments of Rs. 1 lakh crore and generate 5 lakh jobs in the State.   Many big investors are currently coming forward to invest.

Notably, the Manohar Lal-led government took another lead in introducing one of its kind initiatives when it launched the Programme to Accelerate Development for MSME Advancement (PADMA) programme to strengthen the economic condition of every region.

Under PADMA ‘clusters’ of small and medium industries are being established at the block level. Clusters have been formed in all 143 blocks of the state, even in the first phase the work of developing 40 clusters has started. Brands namely ‘Har Amrit’ for fertilizer, ‘Har Agro’ for cattle feed, ‘Haryana Fresh’ for mineral water, ‘Ikshu’ for sugar are being promoted to give special recognition to the products of the state.

Five special policies have been implemented for agriculture and food processing, textiles, warehousing-logistics retail, pharmaceutical and MSME sectors. For settlement of government dues and other disputes, help has been provided to industrialists through’ Vivaadon ka Samadhan’.

In order to reduce the ‘cost of doing business’ in industries, a special leasing policy was formulated  for industrial plots so that the small industrialist does not have to spend much of his money on the purchase of plots. ‘Udyog Mitra Yojana’ was launched to create skilled manpower as per the requirement of industries and Haryana Enterprises Promotion Centre was created to provide approvals to entrepreneurs under one roof.

State-of-the-art industrial and Commercial Township is being developed on about 3,300 acres of land near Kharkhoda town in Sonipat district and IMT is being developed on 1400 acres at Sohna in Gurugram. Walmart Vriddhi E-Institute has been started by Walmart in Panipat. Setting up of Medical Device Park in Panipat and Bulk Drugs Park in Hisar and Food and Drug Testing Lab in Panchkula are among some of the ambitious industrial development projects being undertaken by ‘Manohar Sarkar’.

“We are providing a conducive environment to the investors because of which the State has become a favourable investment destination. No stone is left unturned to facilitate prospective investors by taking care of their investments and other needs. State government’s investment-friendly policies are becoming a role model among other states,” Sh. Manohar Lal Chief Minister.

Bhagwant Mann led Punjab Government lives up to its promise with farmers, labourers, millers and arhtiyas

The Punjab Chief Minister Bhagwant Mann led State Government had made a firm commitment to all the stakeholders viz. Farmers, Labourers, Millers and Arhtiyas before the start of paddy procurement season about ensuring the uninterrupted procurement. That the Government has fully lived up to its commitment is proved by the fact that during the current season, 180 Lakh Metric Tonne (LMT) paddy stands procured out of the target of 184 LMT. The procurement has been made at the Minimum Support Price (MSP) of Rs. 2060 per quintal fixed by the Government of India. The rest of the procurement would also be completed by today evening.

Interacting with the mediapersons at the Anaj Bhawan here today in connection with the paddy procurement season, the Food, Civil Supplies and Consumer Affairs Minister Mr. Lal Chand Kataruchak said that this time no problem was encountered by the farmers in the mandis and procurement as well as lifting was done on time. Within mere 4 hours of the procurement, the payments were credited into the bank accounts of the farmers.

Giving more details, the Minister said that the State Government had set up 1806 traditional purchase centres in the mandis besides declaring as many as 583 public places and 37 rice mills as interim purchase centers for the facilitation of farmers and then the allotments were made. Divulging more, he said that the Food, Civil Supplies and Consumer Affairs Department has so far credited Rs. 34263.40 crore into the accounts of the farmers for the paddy procured by the agencies of the State. He also informed that the Government procurement is being ended in most of the Districts of the State and the procurement process would be completed in the few remaining pockets by today evening.

The Minister lauded the yeoman’s role played by the Department apart from the Mandi Board in ensuring hassle free procurement. Besides, he also appreciated the contribution of the Punjab Police in effectively stonewalling the illegal paddy coming from the other States by putting up Nakas at the interstate barriers.

Coming to the other issues, Mr. Kataruchak said that the verification of the blue cards would be completed by the November 30th so as to make sure that only the eligible beneficiaries are facilitated. He also expressed satisfaction that the custom milling policy of the State Government has garnered praise from the Government of India which has asked the State Government to share its expertise with the other States.

Among others present on the occasion included the Principal Secretary Mr. Rahul Bhandari, Director Mr. Ghanshyam Thori and other officers of the department.

MAAN GOVERNMENT WILL SPEND APPROXIMATELY RS.11.65 CRORES TO PROVIDE WATER SUPPLY AND SEWERAGE SYSTEM AT PATIALA AND FATEHGARH SAHIB: DR. INDERBIR SINGH NIJJAR

    The Punjab government led by Chief Minister Bhagwant Mann is continuously working to provide basic facilities and clean environment to the people of the state.  Taking another step forward in this direction,  Local Government Minister Dr.Inderbir Singh Nijjar said that the Punjab government has decided to spend Approximately Rs.11.65 crores for development works related to water supply and sewerage at Patiala and Fatehgarh Sahib in Samana, Bhadson and Mandi Gobindgarh.  The department has started the tender process for these works. Diviluing more details , Local Government Minister Dr. Inderbir Singh Nijjar said that the Punjab Water Supply and Sewerage Board will be  spend Rs 5.98 crores for laying a new sewerage line from the main road Patran to the sewerage treatment plant in Samana of Patiala and  all also other works related to sewerage will be done.  Similarly, approximately Rs.1.44 crore will be spent on Providing and Laying sewerage and other related works at Bhadson.Dr. Nijjar said that apart from this, Rs. 4.23 Crores will also be spent  at Mandi Gobindgarh of Fatehgarh Sahib for sewerage related works and Providing and Laying of different sizes of water supply lines and all the works related to water supply and Sewerage will be done.          He also said that apart from this, Local Government Department  has also published e-tenders for many other works related to water supply and sewerage.  Through these tenders, rates have been sought for carrying out various works.The Cabinet Minister  said that the Punjab government led by Bhagwant Mann is trying hard to provide basic facilities and clean environment to the people of the state so that the life of the common people of the state can be easy and healthy.He further said that local government department has already e-published tenders for these works on the website www.eproc.punjab.gov.in.  If any amendment is made in these tenders, the details thereof will also be available on this website.          The Cabinet Minister also said that the state government wants to provide corruption free administration to the people of the state. He has directed the officials of the Water Supply and Sewerage Board to ensure transparency and quality in these works.

Haryana Electric-Vehicle Policy-2022 notified

The Haryana government has notified the Electric-Vehicle Policy, under which 12 schemes have been made live. Additional Chief Secretary of Industries and Commerce Department, Sh. Anand Mohan Sharan said that the aim of the Electric-Vehicle Policy is to promote the manufacturing of electric vehicles and their components in the state. He stated that with the formulation of this policy, research and development in the field of electric-vehicles will be encouraged. In addition to strengthening the infrastructure, provisions have been made in the policy to reduce the upfront cost of electric-vehicles. In this, the buyers of Hybrid EV will also get incentive.

Sh. Sharan said that the Industries and Commerce Department has notified the Haryana Electric-Vehicle Policy-2022, under which 12 schemes have been made live on the website (www.investharyana.in) so that people can take advantage of it. He informed that the 12 schemes that have been made live to encourage electric vehicles in the Electric-Vehicle Policy include Purchase Incentive for Buyers, Charging and Battery Swapping Station Scheme, Net SGST Reimbursement Scheme, Capital Subsidy Scheme, Employment Generation Subsidy Scheme, Electricity Duty Exemption Scheme, Stamp Duty Reimbursement Scheme, Patent Fee Reimbursement Scheme, R & D Incentives, Human Capacity Building Excellence Centre of Excellence Scheme, Seed and Conversion Fund Scheme, Water Treatment Incentive Scheme. All eligible buyers willing to take advantage may visit the website, check details and may apply for incentives within 45 days from the date the portal has been made live. The policy document and scheme document detailing the terms and conditions for claiming the incentive can be downloaded from the website.

INDUSTRY SHOULD IMPLEMENT ENERGY EFFICIENCY MEASURES TO SAVE ENERGY, ENVIRONMENT: SUMEET JARANGAL

Punjab Energy Development Agency (PEDA) on Thursday organized a one-day workshop in association with Bureau of Energy Efficiency (BEE), Ministry of Power GoI on Signing of MoUs with 14 identified Industries and a technical session on “Adoption of ISO 50001:2018 Standards” at PEDA Auditorium here.Welcoming all the participants, Chief Executive PEDA Dr. Sumeet K. Jarangal encouraged industries to implement energy efficiency measures to achieve the global mission for saving energy, environment, and climate. There were a total 40 Designated Consumers (DCs) notified by the Ministry of Power under PAT Scheme in the State of Punjab and out of 40 DCs, two industries namely NFL Bathinda and Ropar from the fertilizer sector have signed MoU with BEE for implementation of ISO 50001:2018 standards, he added.Meanwhile, Chairman PEDA Mr. H.S. Hanspal, the Chief Guest of the Workshop, deliberated upon the importance and involvement of industries & MSMEs for implementation of energy efficiency projects in the State which would further boost the economy. He suggested that financial institutions shall provide required support for implementation of such projects in the State.Director BEE Mr. S.K. Khandare has emphasized upon the importance of energy efficiency & implementation of new and innovative energy efficient technologies in Industries & MSME at the Central & State level. He also stressed on the importance of investment potential in Industries & MSMEs which could enhance the infrastructure at the state level.The dynamics of industry, transport, buildings and agriculture sectors were bringing new opportunities, said he, while mentioning that energy was slowly transitioning to be demand driven rather than supply driven. He further deliberated upon the importance of bridging the communication and knowledge gap between project implementers and funding agencies for the implementation of energy efficient activities in Industries & MSMEs.Director PEDA Mr. M.P. Singh said that PEDA has been making concerted efforts to translate energy sector strategies into actionable low-carbon solutions to increase the utilization of clean and green energy. He said that PEDA has been planning to assess potential of latest technologies such as electric vehicles (EV) and utilization of hydrogen that could invariably impact the energy demand in the transport and industry sectors, which would contribute significantly in reducing the GreenHouse Gases emission. Mann government releases grant worth crores for state of the art infra in govt. schools

Taking another step in the direction of establishing a better structure in the government schools of the state, the Punjab government led by Chief Minister Bhagwant Mann has released Rs 45.66 crore for the purchase of new goods in place of damaged or dilapidated conditions goods in government schools.

Disclosing this information, the Punjab State School Education Minister. Given by S. Harjot Singh Bains said that this amount has been released to government elementary (primary and middle) and high and senior secondary schools of the state. He said that with these funds new infrastructure to be purchased in place of damaged equipments in schools.

He said that apart from this, sports equipment, laboratory equipment and necessary teaching aids will be purchased. Also, this amount is used for maintaining the infrastructure including classrooms, libraries, labs, toilets and others.

S. Bains said that it has also been made compulsory for each school that 10 percent of the amount received under this scheme shall be spent on the activities carried out under the Sanitation Action Plan.

The Education Minister said that the Punjab government is committed to transform the government schools into centers of education in the true sense.

ALL POSSIBLE EFFORTS WILL BE MADE FOR THE COMPREHENSIVE DEVELOPMENT OF CHILDREN AND WOMEN: DR.BALJIT KAUR

  Social Security and Women and Child Development Minister Punjab Dr.  Baljit Kaur said that the department has worked very seriously for the all-round development of children and women .  She said that while the department is working with determination for the complete development of children through Anganwadi centers, women are also being empowered through one stop centers.  She was addressing various programs during his visit to Hoshiarpur today.  Meanwhile, she was also given a guard of honor by the district administration in the rest house of the Public Works Department.  On this occasion, Director Social Security, Women and Child Development Mrs. Madhvi Kataria, Deputy Commissioner Mr. Sandeep Hans, S.P.  (Headquarters) Mrs. Manjit Kaur, District President of Aam Aadmi Party Mrs. Karamjit Kaur, Mrs. Vibha Sharma wife of Cabinet Minister Mr. Bram Shankar Gimpa, Mayor Surinder Kumar, Senior Deputy Mayor Mrs. Praveen Saini were also present. During the visit to Hoshiarpur, the Cabinet Minister participated as the chief guest by inaugurating the ‘Udaarian Child Development Fair’ at the Anganwadi Center of village Dholanwal, while also inaugurating the newly constructed building of the Sakhi One Stop Center inside the Civil Hospital Hoshiarpur.  After this, she also visited the old age home, children’s home, special home at Ram Colony camp and met the elderly and children there and assured to fulfill their needs on priority basis. Speaking during the ‘Udaarien Bal Vikas Mela’ fair, she asked the common people to take advantage of the schemes being run by the departments through Anganwadi centers.  She asked women to come forward to contribute to this campaign.  She said that the purpose of the fairs is to bring forward the children of Anganwadi centers on every front and develop them all round.  She also saw the exhibition of nutritious food for children and stalls set up by self-help groups.  Meanwhile, children from Anganwadi Centers also showcased their talent. Cabinet Minister Dr.  Baljit Kaur, while inaugurating the Sakhi One Stop Center built at a cost of Rs 48.43 lakh in Civil Hospital Hoshiarpur, said that the department is committed to prevent physical and mental violence against women and through the Sakhi One Stop Center, women who suffer from any kind of physical  or suffering from mental violence, they can come here and get free legal services, police assistance, housing assistance and health assistance.  She said that till now 670 cases have been settled by Sakhi One Stop Center in Hoshiarpur, out of which 342 are related to domestic violence.  Apart from this, free medical services have been provided in about 280 cases and free legal services in 71 cases.  She directed the employees of the One Stop Center to work with maximum effort and encouraged the women to take advantage of this center. Ms. Madhvi Kataria, Director of Social Security and Women and Child Development, while giving information about the ‘Udaarian Child Development Fair’, said that these fairs are being organized in the entire state till November 20.  Under this programme, awareness seminars on a new topic are being conducted at the village level in different Anganwadi centers every day.  On this occasion, she also sought suggestions from the beneficiaries and the parents of the children to implement the schemes being run by the department at the ground level.  During the inauguration of the Sakhi One Stop Center, she emphasized to make the center accessible to common women, so that less educated women can benefit from this center and the access of these centers is not limite.

WITH PROMISE TO MEET AGAIN CURTAIN FALLS FOR KHEDAN WATAN PUNJAB DIAN AS CM VOWS TO RESTORE PRISTINE GLORY OF STATE IN SPORTS

With the promise to meet again next year, the around three months long sporting extravaganza ‘Khedan Watan Punjab Dian’ culminated here on Thursday at the local Guru Nanak Stadium as the Punjab Chief Minister Bhagwant Mann vowed to restore the pristine glory of the state.Addressing the gathering after digitally transferring cash amount worth Rs 6.85 crore in the bank accounts of 9961 players who had bagged Gold, Silver and Bronze medal at the state level during games, the Chief Minister congratulated all the players for their stupendous success. He said that Rs 10,000 cash award has been transferred in account of winner of Gold medal, Rs 7000 in account of silver medal winner and Rs 5000 has been transferred in account of bronze medal winner. Bhagwant Mann said that these games will be held every year to promote sporting activity in every nook and corner of state.The Chief Minister also felicitated the teams of Patiala, Ludhiana and SAS Nagar for bagging first, second and third position in the state level games with 202, 133 and 123 gold medals respectively. He also honoured nine districts including Amritsar, Barnala, Faridkot, Jalandhar, Ludhiana, Patiala, Roopnagar, SAS Nagar and Sangrur for successfully organising state level games well in their districts. Bhagwant Mann also congratulated the Sports Minister Gurmeet Singh Meet Hayer for successful completion of these games.Announcing the culmination of this around three months long gala sporting event, the Chief Minister said that it is a matter of great pride and satisfaction that in this mega event more than three lakh players have participated in different six age groups. He said that these players have participated in various competitions from block to the state level in 28 sports categories. Bhagwant Mann also announced that the state government will give top priority to recruit the outstanding players in various government departments.Congratulating the players who had won medals in the games, the Chief Minister urged them not to feel proud of their victory but to stay humble and work hard for more success. He said that the games have got overwhelming response across the state and youth have participated in them with huge enthusiasm. Bhagwant Mann said that he is elated to share that even in some events three generations of families have participated in these games.The Chief Minister said that he is an avid sports lover due to which he is making strenuous efforts for promotion of sports. He said that his government had felicitated the commonwealth contingent as soon as they had returned from the games. Bhagwant Mann envisioned that the day is not far when all the first three slots in every game will be bagged by Punjabis both at national and international level.The Chief Minister said that in a path breaking initiative his government has resumed Shaheed Bhagat Singh youth award, which will be bestowed to 46 youth every year for their outstanding contribution in several fields. He said that the award winners will get cash money worth Rs 51,000 along with appreciation certificate. Bhagwant Mann bemoaned that this award was stopped around seven years back but will be resumed now.The Chief Minister also vowed to make Punjab as the front runner state in the country. He said that his government is already making all out efforts for this noble cause. Bhagwant Mann envisioned that the concerted efforts will give desired results and an era of unprecedented progress and prosperity will be ushered in state.The Chief Minister further said that the prestigious G-20 summit, scheduled to be held in the holy city of Amritsar in March-2023, will promote Punjab as a preferred destination for business on the international level. He said that the summit will also provide a stage to the government to showcase its achievements and facilities for setting up new businesses. Bhagwant Mann said that this is a golden opportunity when Punjab can be highlighted as a land of best opportunities adding that the state is fortunate to have got this opportunity to host this event, in which leading countries from around the world will discuss education and labour and other crucial issues.The Chief Minister said that the state government has been making all out efforts for promoting sports across the state to channelize the unbounded energy of youth in a positive manner.  He said that these games were a right step towards this direction as it has provided platform to the players for showcasing their latent. Bhagwant Mann asserted that these games will also help the state government to identify the strengths and weaknesses of the players which will be beneficial for grooming them for the national and international events in future.The Chief Minister further said that the state government is leaving no stone unturned to popularize sports in the state as it can be play a key role in progress of the state and prosperity of its people. He asserted that it is the need of hour to encourage more budding players to excel in field of sports. Bhagwant Mann said that Aam Aadmi government is working on an aggressive campaign to produce maximum number of trained sportspersons so that Punjab can contribute more players in the Indian contingent for international events.The Chief Minister said that Punjab has abundant sports talent and Punjab government will leave no stone unturned to tap their potential and enable them to participate and excel in international events. Bhagwant Mann said that Punjab and sports have a strong and inseparable bond adding that the youth of the state have an inherited talent but the successive governments have failed to provide requisite infrastructure to them. He asserted that now the players will be provided the state of art infrastructure and world class facilities.Earlier, Sports Minister Gurmeet Singh Meet Hayer welcomed the Chief Minister and other dignitaries on the occasion. He also lauded the role played by the entire government machinery to make this sporting event a huge success. Meet Hayer said that these games have scripted a new success story in history of the state.Meanwhile, Commonwealth silver medalist weightlifter Vikas Thakur handed over the games flag to Chief Minister.  Bhagwant Mann gave the flag to Sports department for organising the games annually.During the closing ceremony, cultural performances by artist troupes mesmerised the audience with their dazzling performances. Leading Punjabi singers Kulwinder Billa, Pari Pandher and Armaan Dhillon entertained the audience with their songs.On the occasion an impressive video about the sporting extravaganza accompanied by magnificent traditional dance ‘Giddha’ and ‘Bhangra’ enthralled the audience and forced them to tap their feet. Vigilance arrests Police officials, a private person for taking bribe Rs 10,000

Aiming to eradicate corruption in the state on the directive issued by Punjab chief minister Bhagwant Mann, the Punjab Vigilance Bureau (VB) during its ongoing campaign on Monday arrested a senior police constable and a private person for taking a bribe of Rs 10,000.

Disclosing this here today a spokesperson of the VB said the above mentioned accused constable Gurdeep Singh (No 1665/Amritsar), posted as Naib Reader in the office of ACP East Amritsar and private person Mayur, resident of Karimpura, Amritsar have been arrested on the complaint of Sucha Singh, resident of Partap Nagar, Amritsar. He further informed that the complainant has approached the VB and alleged that the local police had registered a case against his son and the above mentioned police official and private person were demanding Rs 15,000 for facilitating a compromise in this regard with the complainant in police case but deal was struck at Rs 10,000.

After verification of the facts in the complaint and the material evidence, a VB team have arrested the above mentioned police officials and private person for accepting a bribe of Rs 10,000 from the complainant in the presence of two official witnesses.

The spokesperson informed that in this regard a case under Prevention of Corruption Act has been registered against both the accused at VB police station, Amritsar and further investigation was under progress.
