VIGILANCE BUREAU NABS ASI, PRIVATE PERSON FOR TAKING BRIBE RS.5, 000

Keeping in view the zero tolerance policy against corruption adopted by the Punjab Chief Minister Bhagwant Mann led state government, the Punjab Vigilance Bureau during its ongoing campaign has arrested a private person Karamjit Singh Kamma red handed accepting bribe of Rs.5,000 on behalf of ASI Harpreet Singh posted at AntiTheft Police Station PSPCL, Ludhiana.          Disclosing this here today, a spokesperson of Punjab Vigilance Bureau (VB) said the accused ASI Harpreet Singh and Karamjit Singh have been arrested on the complaint of Tarlochan Singh resident of Mandi Gobindgarh, district Fatehgarh Sahib.          Giving details he informed that the complainant has approached the VB and alleged that the above mentioned ASI was demanding bribe of Rs 15,000 to settle his domestic power theft case but the deal was struck at Rs 5,000.          The spokesperson added that after verification of the facts submitted by the complainant, a VB team caught Karamjit Singh red handed, who has accepted the bribe money of Rs 5,000 on behalf of Harpreet Singh ASI, from the complainant in the presence of two official witnesses.          He further informed that in this regard a case FIR No. 15 dated 16.09.2022 u/s 7, 7A of Prevention of Corruption Act has been registered at VB police station Flying Squad-1, Punjab at SAS Nagar and further investigation is under progress. 

Dr Inderbir Singh Nijjar inspects projects being implemented by Department of Soil and Water Conservation

Dr. Inderbir Singh Nijjar, Minister for Soil and Water Conservation, Punjab today inspected various projects being implemented by the Department of Soil and Water Conservation. In the northern sub mountainous area of Punjab, where agriculture is mostly rainfed, the department has constructed several check dams for harvesting of runoff water which is later utilized by the farmers for irrigating crops during the lean period. These projects also help to arrest soil erosion and augment ground water.

 Disclosing this an official spokrsperson of the Punjab Government said that during the visit, earthen check dams located in Paroul and Burana villages of Majri, Mohali were visited by the Minister. Interacting with the beneficiaries of the projects he praised the initiatives of the department for providing them assured irrigation through these check dams. Dr. Nijjar also commended these projects and said that besides conserving water, these dams are also helping the environment by improving soil moisture regime in the catchment thereby increasing the vegetation cover. Pertinent to mention here that Government scheme for construction of check dams was closed during 2003-04, but with the special efforts of minister, a new scheme has been sanctioned for integrated development of kandi area under which 50 such new check dams will be constructed.

The Minister directed the department that efforts should be made to bring more and more area under such irrigation techniques so that we can equip ourselves for the future water crisis in the state.

Haryana government expands the scope of Ayushman Bharat Scheme, 22 lakh families will get benefits – Chief Minister

Haryana, people suffering from Thalassemia will be given Rs. 2,500 per month and the necessary medical tests for their health check-up will also be free of cost so that the cost burden of treatment does not fall on the family members.       This announcement was made by Haryana Chief Minister, Sh. Manohar Lal while addressing on the occasion of blood donation camp organized by Samaras Hindu Manch in Gurugram on the occasion of the birthday of Prime Minister, Sh. Narendra Modi. On behalf of the people of the state, the Chief Minister extended warm greetings to Prime Minister, Sh. Narendra Modi on the occasion of his 72nd birthday.       The Chief Minister boosted the morale of the Thalassemia affected children and their families present in the camp. The Chief Minister also got a group picture with them.       On this occasion, Sh. Manohar Lal also distributed cards among 125 children suffering from Thalassemia through which they can get their blood tests done along with other tests like MRI etc. at free of cost for one year by Municipal Corporation, Gurugram. He said that Thalassemia is a serious disease, in which a person’s blood has to be changed after a period and its treatment is expensive.Haryana government expands the scope of Ayushman Bharat scheme, 22 lakh families will get benefit        The Chief Minister said that the Ayushman Bharat scheme has been implemented to provide medical treatment facilities to the poor, and is a combined scheme of the Central and State Governments. According to the norms of the Central Government, 1.5 lakh families in Haryana were covered under this scheme, but the state government expanded the scope of this scheme, due to which now 22 lakh families of Haryana have come under the purview of this scheme.       The Chief Minister said that we have to draw inspiration from the path shown by Lord Vishwakarma to ensure our contribution in the progress of the country and the state.       The Chief Minister said that Samaras Hindu Manch has taken a pledge to collect 1,100 units by organizing a blood donation camp on the birthday of the Prime Minister today. Describing blood donation as an act of virtue, he said that the donated blood gets replenished in a person’s body within a month. Many blood donors keep donating blood every three months. A person donating blood gives life to another person and that is humanity.       On this occasion, Mayor, Smt. Madhu Azad, Municipal Councillor, Smt. Madhu along with district administration officers and other dignitaries were present. 

Haryana Chief Minister announces a big largesse for workers and their families on the Labour Day

On the occasion of  Vishwakarma Jayanti a state level function was organized  in Gurugram, the  city of Guru Drona, Haryana  Chief Minister, Sh. Manohar Lal made several announcements for the welfare of the workers in the State.

       Addressing the State-level function on the Labour Day Haryana Chief Minister , Sh. Manohar Lal had  announced Mukhyamantri Parivar Swasthya Parikshan Yojana for more than 60 lakh labour families. Under the scheme, tests like ENT, blood, sugar, ECG etc. will be done free of cost once in a year. 

       The Chief Minister also announced the opening of 200 Shram Yogi Clinics in the state.  He  said that 100 ambulances with advanced life support facilities would be available in the state.  At the same time, 44 mobile medical vans will be run for general health check-up.

        Now the labour families will not be required to give any  guarantee  to take loans under the Mukhyamantri  Antyodaya Parivar Utthan Yojana.

Amount of financial assistance given on the death of a worker at the workplace increased

       The Chief Minister announced to increase the financial assistance of Rs 2.5 lakh to Rs 4 lakh given  on the death of an unorganized sector worker at the workplace. The  financial assistance given to the  handicapped has also been increased.  While the financial assistance has also  been doubled in case of any disability.

       The Chief Minister also announced to increase  the assistance being given to handicapped children  from Rs.2,500 per month to Rs.3000.  

       Sh. Manohar Lal  further announced  a monthly financial assistance of Rs. 2500 to  Thalassemia patients. 

       The Chief Minister said that under the Antyodaya Aahar Yojana, 100 canteens would be opened for the workers in the state.  In these, workers will get quality  food in just Rs. 10.  

       Sh. Manohar Lal said that while taking  concrete step towards skill development,  a University named after Lord Vishwakarma,  Shri Vishwakarma Skill University has been established  at Dudhaula in district Palwal.  

       He  said that an agreement was signed between the ESI and the Health Department, Haryana according to  which  the workers and general public have got the facility of treatment in the hospitals of both the departments.

       Sh.  Manohar Lal, while paying homage to Lord Vishwakarma, extended  greetings and best wishes to everyone, especially the craftsmen, artisans and technicians on Vishwakarma Jayanti.  

       He said that it is a very happy coincidence that today is also the birthday of our ‘Karmayogi’  Prime Minister Sh.  Narendra Modi who is blessed with a dynamic personality. 

       It would not be incorrect to say that our country’s Prime Minister is the architect of modern, developed and self-reliant India, added Sh. Manohar Lal.  

       The Chief Minister on behalf of 2.5 crore people of Haryana congratulated   Prime Minister on his birthday. 

Haryana has taken concrete steps for the welfare of the workers

       Sh.  Manohar Lal said that India has also been considered as the “craft guru” of the world and certainly the Vishwakarma community had played an important role in this. The marvelous wonders of the unique craftsmanship of Vishwakarmas can be seen in the Ellora caves. 

       The Chief Minister said that many schemes are being run in Haryana for the welfare and upliftment of the workers.  He said that at present about 52.30 lakh workers are registered on the Labour Department portal.  About 8 lakh workers are registered in the Building and Other Construction Workers Welfare Board, out of which more than 6 lakh members are active. 

The state government has taken concrete steps for their welfare. An amount of Rs 906 crore has been spent by the Haryana Building and Other Construction Workers Welfare Board for the welfare of about 17.47 lakh  construction workers during the tenure of the present government.  

       Under the ‘Antyodaya Aahar Yojana’, food is being provided to the workers in 10 districts for Rs. 10. Under the ‘Pradhan Mantri Garib Kalyan Anna Yojana’, free food grains are being given to the poor every month. 

About 30000 people got employment in Antyodaya Melas

Sh. Manohar Lal said that Antyodaya Utthan Melas  are being organized by the government from time to time at the block level to provide employment opportunities.  

       About 30,000 people have been given employment in these Melas. Online grievance redressal portal has also been started for speedy disposal of workers’ grievances. 

        Under the ‘Mukhyamantri Mahila Nirman Shramik Samman Yojana’, all registered women workers are given annual financial assistance of Rs 5100 for clothing and their personal needs.

         In order to provide maximum employment opportunities in private sector enterprises, 75 percent reservation has been given to the youth of the state.  Similarly, several other  schemes are being run for raising the standard of  living of the workers and their families.  

       The Chief Minister said that in the year 2020, Haryana has been at a leading position in the entire country by fully implementing 49 trade reforms allotted to the Labour Department. 

       The  State Government has implemented Ease of Doing smoothly to provide a better environment to the entrepreneurs, added Sh. Manohar Lal. 

Cyber Thugs use fake profiles of high rank officers to dupe users, training session of Cyber Nodal Officers held

Under a special initiative launched to combat the latest modus operandi of cyber fraudsters who cheat people on social media by using the photographs of high-ranking officers, State Crime Branch, Haryana organised a training session for all Cyber Nodal officers across the state.

       Sharing the information here today, a Haryana Police spokesperson informed that the cyber fraudsters download the photos of IPS/IAS officers from the Internet and used it as profile picture on their WhatsApp numbers. Besides that, they also send messages to junior rank officers asking for money or other favours. “Similar cybercrime cases have come to the fore in many states of the country,” he added.

       “In such incidents, it is advised that if someone asks you to send money or buy something on the message, then you should call and check with the concerned person before doing so. In this training session, all the Cyber Nodal officers of the state and the employees appointed at the Cyber Desks were sensitized about the new trend,” said Sh. O.P. Singh, ADGP Crime.

       “With changing modus operandis of cybercrime, Police is also becoming more advanced. More of these training sessions will be organized for cyber officers in the coming future,” he added.

       Recently, a meeting with the nodal officers of WhatsApp was also held to prevent such crimes. Post which, a new feature was added by WhatsApp that has helped the Police in the crime investigation process. This feature is called LERS (Law Enforcement Response System) which allows Police to report any suspicious account details to WhatsApp so that it can be closed immediately.

       72 Nodal officers and Employees from across the state have participated in this online training session. In this session, it was also told how to conduct investigations, trace the complaints and best ways to nab the cyber thugs in the case of similar modus operandi where fake WhatsApp account is used to defraud people.

       The citizens are advised not to get involved if a message comes from unknown number. The Cybercrime cases can be reported via. call at 1930.

Shrimad Bhagavad Gita adorns the library of Canadian parliament

The  three-day International Gita Mahotsav took off at the Parliament House in the Canadian capital Ottawa in a grand manner with the message of  Haryana Chief Minister, Sh. Manohar Lal played.

       On this occasion, the holy book Bhagavad Gita was placed in the library of the Canadian parliament after  Ms Sonya, Head of Parliament Library, received its copy for Parliament Library from Gita Manishi Swami Shri Gyananand Ji and India-born Canadian MP, Sh. Chandra Arya.

       Later speaking on the occasion, Swami Shri Gyananand Ji said that the relevance of the Bhagavad Gita has become more relevant  in the present times. Every person should imbibe the teachings of  Gita in his life. 

       He said that the message of the Gita holds eternal relevance and it has been inspiring human beings for thousands of years.  

       “We have to spread the message of the Gita to every corner of the world.  For this purpose, International Gita Mahotsav(IGM) programmes are being organized,” said Swami Shri Gyananand Ji. 

       A message from the Prime Minister of Canada, Sh. Justin Trudeau welcoming everyone to Parliament Hill in  this Mahotsav was  also read out at the programme.   

       The Prime Minister said that such events not only bring Canadians together but also greatly  encourage them to celebrate their diversity.  

       He said that the message of peace, harmony and brotherhood taught in the Bhagavad Gita is universal.  He thanked everyone present there for being a part of this special day.

       In this programme, cultural programme and Gita shloka recitation were done by the children of Chinmaya Mission, followed by a classical dance performance.

As per government data, a typical farmer in Punjab now uses 3.5 times more fertilisers and pesticides than in 1970 to get the same output.Almost 85 per cent of Punjab’s geographical area is under agriculture,and just 3.6 per cent of the area is forested. More land under agriculture means higher stress on water resources leading to over-extraction of groundwater. A 2021 study done by Punjab Agricultural University found that the state’s groundwater level has been dipping by 1 meter every year, from 1998-2018. The low water productivity of the state has also contributed to the overuse of groundwater. Transfer policy implemented to correct teacher student ratio, most teachers got the station of their choice

The education department in order to correct the student-teacher ratio in the state, implemented the transfer policy and due to the implementation of this policy, the teacher and student ratio in most of the schools in the state has been corrected, along with this, in the transfer policy, majority of the teachers have been given their desired station.

        Giving detailed information in this regard, a spokesperson of the department said that the education department has been working on this transfer policy since 2016 with an aim to provide quality education to every student and at the same time provide maximum facilities to the teachers. The department also informed in detail about the need for rationalization before the transfers.

        The spokesperson said that there were many schools in the state where the number of students was more but the teachers were less and vice versa. As observed in few cases there used to be only 6-8 periods in the whole week, due to which rationalization was necessary before transfers and this is the reason due to which decision to transfer teachers according to rationalization was made by the government. Prior to this, inadequate workload was there among the teachers which was observed in various cases.

        About 36,000 teachers were transferred in the transfer drive process, which includes 30,367 regular teachers and 5,241 guest teachers. After the transfers, 75 percent of the regular teachers were allotted their first 10 schools of choice, while 68 percent of the guest teachers were allotted their first 10 schools of choice.

According to the department, in these transfer drives, the department has ensured that an adequate amount of student-teacher ratio is there in the schools so that the aim of quality education is ensured in the Government schools. Transparency has been ensured in this transfer drive programme and no room is left for any impartiality. The spokesperson further added that in many cases related to transfers have approached the High Court, in which the department cleared their side and resolved as per the directions of the High Court.

He further said that some schools are still facing shortage of teachers which will be overcomed by recruitment of teachers through Haryana Kaushal Rozgar Nigam. Apart from this, a demand has been sent in writing to HSSC and HPSC on behalf of the department for regular recruitment of teachers.

        While giving information on the transfers of guest teachers, it was informed that guest teachers have been included in the transfer process on their demand. Since it was directed to all guest teachers in 2021 itself that after the transfers of regular teachers they will also have to join the transfer process and leave their existing schools, all guest teachers have been transferred according to the policy. Apart from this, the same instructions have been given by the department that if any guest or regular teacher has any problem related to transfers, then they can put forward their issues through the Sugam Sampark portal.

It is worth noting that wherever any error came to the fore regarding the transfer process, special cognizance has been taken by the department and orders have been revised again. It has been clarified once again by the department that no school has been closed in these transfers, but schools have been merged with the aim of making maximum use of the teachers so that the head of the school prepares the time table of the available teachers.

CHINESE NATIONAL ARRESTED AND INSTANT LOAN MONEY APP GANG BUSTED BY CHANDIGARH POLICE

Chandigarh Police Cyber Cell achieved major success with the arrest of a Chinese national who was overstaying the visa period and kingpin of an illegal instant loan app racket being run with a battery of 60 people under him. 20 more accused have been arrested in a marathon 10-day operation spanning across 5 States.

 This breakthrough was achieved under the leadership of Sh. Ketan Bansal, SP, PS-Cyber Crime, UT, Chandigarh and under the close guidance of Sh. A Venkatesh, DSP/PS-CC & IT UT, Chandigarh and under the supervision of Insp. Ranjit Singh, SHO, PS Cyber Crime, Sec.17, Chandigarh by busting a racket of online APP LOAN fraud, in which 21 accused ( Including one Chinese) are arrested in the said cases.

 In continuation of investigation of case FIR No. 33 dated 03.09.2022 U/S 384, 468, 471, 420, 509, 120B IPC PS- Cyber Crime, Chandigarh  and FIR No. FIR No. 28 dated 30.08.2022 U/S 384, 419, 420, 120B IPC PS- Cyber Crime, Chandigarh found that arrested person were working on Online loan applications i.e. Hugo Loan, Coin Cash, AA Loan, AK Loan, Win Credit etc. and request to google has been sent to delete the alleged applications from play store and it also found that they are using virtual number for contact and we are trying to trace the origin of these virtual numbers as well as other suspects.  Accused were using social media applications i.e. Dingtalk, Wechat, GB Whatsapp and request to obtain the information about the social media accounts of accused are also sent to verify the IP details and other information about the suspects of the case.           Most of the arrested persons were the employees of PC Finance, Gurgaon in year 2019-2020 and some Chinese were also on top position  in PC Finance and we have verified the previous facts of PC Finance and found that Peter,Tray and Nicoholson were on the top positions in PC Finance and said company shut down in year 2020.  Now they have changed their working method and they are running their syndicate from China and they made  Parvej Alam @ Jitu Bhadan @ Sonu Bhadana as boss (Who is already arrested by us) of online loan syndicate  in India for cheating through loan applications and now he is the main kingping on this syndicate in India.  Chinese person Jeffery Jhu who left India in year 2020 is also involved in this syndicate and he is managing the money matters of online loan application scam, arrested accused Anshul Kumar is the main associate  of Jeffery Jhu in India and he is involved in Money Laundering about Rs. 100 Crores and he is working on the directions of Jeffery Jhu. In the same manner arrested accused Wan Chengua (Chinese) is also working under Jeffery Jhu and he paid approax. Rs. 35-40 Lacks to Anshul Kumar and Anshul Kumar further delivered the same to Parvej Alam @ Jitu Bhadana @ Sonu Bhadana and Visa and Passport of accused Wan Chengua is expired in year 2020 and request to obtain the travel history and information about passport , Visa sent to FRRO, Delhi and after the report of FRRO Section 14  of Foreign Act. will be implemented in present case.

It also emerged during investigation that accused instead of using regular WhatsApp,Facebook, Instagram, are using GB WhatsApp as delete for everyone is option is not working in GB Whatsapp which is available on play store and  a clone application of whatsapp which takes  all access of our mobile phones and later misused by fraudsters. Similarly Dingtalk and WeChat applications were also used by the fraudsters to commit their misdeeds.

            All online loan applications are cheating the money through UPI ID’s and these UPI ID’s are connected with bank accounts, during the course of investigation some of these accounts are verified and found that transactions in bulk amount are made out in these accounts and total 20 accounts have been freezed and Rs. Approx 50 Lacks are also freezed in these accounts.  It can also assumed that these suspected accounts are involved in Money Laundering or Hawala Karobar, we have written  to ED,FIU and CBI regarding this.  These accounts are opened on the name of companies, enterprises and some of these companies are verified and found that these are shell companies and registration has been done by using fake documents.

More accolades for PGIMER as Prof Ashish Sharma, Head, Deptt. of Renal Transplant Surgery, PGIMER  and his student Dr. Dev Parkash Choudary awarded 2022 INTERNATIONAL TRANSPLANTATION SCIENCE MENTEE-MENTOR Award  in the ongoing international conference by the highest scientific body in the field of transplantation at Buenos Aires, Argentina.The purpose of this award is to foster the training of new young investigators and promote research in the basic science of transplantation. The award was given based on their original research carried out at PGI in the field of preservation of deceased donor kidneys. The traditional method of preservation of deceased donor organs involves keeping the organs on ice whereas there has been recent interest in keeping these organs on a machine which can keep the organs at body temperature.PGIMER Chandigarh is presumably the only institute in India to have such a facility for preserving donated kidneys at body temperature. This method also allows assessment of damage caused to these kidneys if any during organ donation and retrieval process. If this assessment is not available, kidneys were routinely discarded in the past but this technique has allowed PGIMER to assess and transplant these kidneys.PGI also routinely utilises kidneys donated after cardiac death and when compared to brain death, there is always a chance of organs sustaining damage during the process. The findings of the research presented at Buenos Aires also showed that kidneys preserved by this technique has better kidney function at 1 year post transplantation.
