CM launches official jersey of Punjab Secretariat Cricket Club Chandigarh

Punjab Chief Minister Bhagwant Mann on Tuesday launched official jersey of Punjab Civil Secretariat Cricket Club, Chandigarh at his office here.

Patting the back of the club functionaries for their feats during recent tournaments, the Chief Minister reiterated the firm commitment of state government to restore the pristine glory of the state in field of sports. He said that strenuous efforts are already being made by the state in this regard. Bhagwant Mann unequivocally said that the state government has already enhanced the sports budget to build new stadiums at village level, from where the natural talent is produced but had been hitherto ignored. Talking about the sports extravaganza ‘Khedan Wattan Punjab Diyan’ started from August 29, he envisioned that these games will boost the sporting activity in state by channelising unbounded energy of the players in a positive direction.

Inspiring the club functionaries for their future endeavour, the Chief Minister promised all the logistic support for the club.

Notably, the official jersey of the club was sponsored by Aryan Group of Colleges, Rajpura. Amongst others who were present on the ocassion included Club President Satish Chander, Senior Vice President Gurpreet Singh, Chairman of Aryan Group of Colleges Dr. Anshu Kataria.

FOUR-MEMBER SIT CONSTITUTED TO UNRAVEL CONSPIRACY OF GANGSTER TINU’S ESCAPE FROM POLICE CUSTODY

IEP CHANDIGARH, OCTOBER 4      

     Director General of Police (DGP) Punjab Gaurav Yadav on Tuesday constituted a four-member Special Investigation Team (SIT) to unravel the entire conspiracy of escape of Gangster Deepak Tinu from police custody in Mansa and to ensure effective and speedy investigation into this case.           The SIT comprises Inspector General of Police (IGP) Patiala range MS Chhina as Chairperson, while, three members include AIG Anti-Gangster Task Force (AGTF) Opinderjit Singh, SSP Mansa Gaurav Toora and DSP AGTF Bikramjeet Singh Brar. Station House Officer (SHO) Police Station City-1 Mansa shall offer complete assistance to the SIT, while, the SIT can also co-opt any other officer from Bathinda and Patiala Ranges for assistance.           DGP Gaurav Yadav apprised that investigations into this case are going on at full pace and several Police teams are on manhunt to nab the escapee.            Adopting a proactive approach, Punjab Police had immediately suspended and apprehended the errant Mansa CIA Incharge Pritpal Singh and First Information Report (FIR) was registered against him for dereliction in duty. The accused cop was also dismissed from the service under article 311.           The DGP said that the SIT will conduct a day-to-day investigation into this case and all persons against whom evidence comes on record will be arrested and a police report against them will be submitted in the concerned court of trial.           Meanwhile, the SIT has been directed to conclude the investigation in an expeditious manner.

Cabinet Minister Anmol Gagan Maan extends Dussehra greetings

Punjab Tourism and Culture Affairs, Investment Promotion, Labour and Grievance Redressal, Minister Ms Anmol Gagan Mann extended Dussehra greetings to the people. She said that Dussehra, which is celebrated in the joy of the victory of Lord Sri Ramchandra in Lanka, inspires us to follow his ideals.

She said that we inspire from the life of Lord Sri Rama that goodness always wins over evil and we should always live our lives on the good path. The minister said that the life of Bhagwan Sri Rama Chandra was very selfless, devout and a promise keeper.

She said that Bhagwan Shri Ram Chandra was born in the house of King Dasaratha and established invaluable human principles. Greeting everyone on Dussehra, the minister said that the ideals set by Lord Rama Chandra as a role model will continue to inspire us for ages.

Vigilance arrests Inspector Punsup for taking bribe

The Punjab Vigilance Bureau (VB) during its ongoing campaign against corruption in the state has arrested  Inspector PUNSUP Raman Gaud, posted at Barnala for accepting a bribe of Rs 25000.

In another case ex Sarpanch of village Ajnauda Khurd, Patiala for misappropriation in Panchayat funds to the tune of Rs 5.70 lakh.

Disclosing this here today a spokesperson of the VB said Inspector PUNSUP has been nominated as an accused during the investigation of FIR No. 25/21 registered at VB police station Patiala. He informed that the allegations against him were that he along with another PUNSUP Inspector Pukhraj Singla had taken a bribe of Rs 25,000 from an Artiya for getting his bills cleared. In this case Pukhraj Singla had already been arrested. The VB team during the search has recovered an amount of Rs 3.40 lakh from him.

Further investigation in the case was under progress.

The spokesperson further added that in another case the VB Patiala Range has arrested Ex Sarpanch Sukhwinder Kaur of village Ajnauda Khurd, district Patiala on the allegations of embezzlement in Gram Panchayat funds amounting to Rs 5.70 lakh during her tenure. Further investigation in the case was under progress, he added.

Vigilance Bureau registers case against revenue Patwari, private person for demanding bribe

The Punjab Vigilance Bureau during its anti-corruption campaign on Tuesday, has registered a corruption case against Revenue Patwari Amirk Singh, posted in Revenue Halqa Palla Megha, district Ferozepur and his accomplish Jarnail Singh for demanding bribe of Rs 10,000 and 50,000 respectively.

Giving this information here today, a spokesperson of the Vigilance Bureau (VB) said the accused Patwari and his accomplish has been booked under section 7 of the Prevention of Corruption Act after the investigation report prepared on the basis of an online complaint lodged by a complainant Jagtar Singh of village Langiana, Ferozepur district on State Anti-Corruption Helpline. In this regard a FIR has been registered at VB Police Station Ferozepur.

Revealing the details, the spokesperson informed that the complainant has alleged in his complaint that the above mentioned Patwari and his middle man was demanding bribe for mutation of his land. In addition to this the complainant has submitted that the above mentioned private person has demanded Rs 50,000 as a bribe on behalf of Patwari to issue copies of mutation and girdawari of his ancestral land thereby he recorded the conversation on his phone. Further investigation in this case was under progress, he added.

In another case, the VB has registered a bribery case against Aman Masih, Reader to Tehsildar, Ferozpur and Surjit Singh, Circle Kanungo, Halqa Arifke, Ferozpur district.

Giving more details the spokesman informed that the complainant Angrej Singh, village Dulla Singh Wala, Ferozpur has lodged a complaint against the above mentioned accused on the toll-free anti-corruption helpline.

The complainant has alleged that the accused Reader has demanded Rs 20,000 for Tehsildar and Rs. 5000 for himself in lieu of executing the court orders to give him possession of his land. He further alleged that the above said Kanungo had not implemented the possession warrants in this case and in connived with the opposition party.

The spokesperson informed that in this regard a case has been registered after thorough investigation into the complaint under section 7 of prevention of corruption act and under section 420, 465, 466, 468, 471, 120-B of IPC at VB police station, Ferozpur. Further investigation in this case is under progress.

Making timely payments to the sugarcane farmers is utmost priority of the State Government – Banwari Lal

Haryana Cooperation Minister, Dr. Banwari Lal said that all the sugar mills of the state should make timely payments of cane. A target of crushing about 500 lakh quintals of sugarcane has been fixed during the current financial year. The crushing work of sugarcane in all the sugar mills of the State will start in the first week of November.

All the preparations for this must be completed by the end of October directed by the Minister while presiding over the review meeting of the officers of the Cooperative Federation today.

Additional Chief Secretary, Cooperation Department, Sh. T.V.S.N Prasad, Managing Director, Haryana Dairy Development Cooperative Federation and Managing Director, HAFED, Sh. A. Sreenivas, Managing Director, Haryana State Federation of Cooperative Sugar Mills, Captain Manoj Kumar along with officers of the Cooperative Department were present.

Dr. Banwari Lal said that the government has taken important decisions in the interest of farmers. There should not be any problem in ensuring the successful implementation of the same.

He said that the work of the micro irrigation scheme should be started through cooperative PACS. Apart from this, necessary arrangements should be made for ensuring proper electricity, water, toilets, canteen etc. in the rest houses for the convenience of the farmers.

Ensure repair and maintenance of sugar mills

The Minister gave strict directions to the officers of the department that repair and maintenance of all sugar mills of the state should be ensured in a time-bound manner so that no mill could be closed during the sugarcane crushing season this year.

He said that apart from increasing the capacity of sugar mills, special emphasis should be laid on setting up ethanol plants, and making other essential things like jaggery, Khand, candy etc. so that sugar mills can become self-reliant. Co-operative sugar mills should manufacture jaggery and make it available for sale at HAFED and VITA centres.

Dr. Banwari Lal said that apart from increasing the capacity of sugar mills, special attention should be paid to their maintenance and repair so as to avoid any mechanical fault. 

He further directed that the sugar mill should not be closed due to any valid technical reason. Arrangements for spare equipment should be made in advance. To increase the income of sugar mills more attention should also be paid to increasing the sales, directed the Minister. 

The cooperation department should move forward toward prosperity and economic stability

The Cooperation Minister said that the State Government endeavours for making the Cooperation Department prosperous and further make the department self-reliant. For this, emphasis is being laid on starting reform programmes.

He said that in order to make sugarcane seeds available to the farmers in sugar mills, it should be ensured that sugarcane farmers get themselves registered on the Meri Fasal Mera Byora portal. Besides this, inventory management should be prepared online for the availability and requirements of sugar mills so that all mills can get information about it. A WhatsApp group of all sugar mills should also be created, directed the Minister.

State Vigilance Bureau tightens the noose around corrupt officials

While swiftly working towards a zero-tolerance policy against corruption as adopted by Haryana Chief Minister, Sh. Manohar Lal, the State Vigilance Bureau, under its ongoing crusade against corruption has completed 18 enquiries during the month of July and the report of these enquiries has been sent to the Government.

Sharing more information here today, a spokesperson of the bureau said that in two enquiries, departmental action has been recommended against one gazetted officer and three non-gazetted officials. In one enquiry, the Bureau has recommended to register a criminal case along with departmental action against one non- gazette official, and in one enquiry, recommended a criminal case against one non- gazette official. Besides this, in one enquiry, the bureau has recommended cancelling the plots and action against plots owners as per the rule of Panchayati Raj Department.

        The spokesman said that on the basis of complaints and enquiries, the Bureau has also booked 48 government officials including 15 class-I officers, 10 class-II officers, 23 class-III employees and 12 private persons in 13 separate cases under the Prevention of Corruption Act and various sections of IPC.

He said that during the same period, 13 government officers and officials and 8 private persons were caught red-handed while taking illegal gratification ranging from Rs. 4,000 to Rs. 65,000.

Among those who were caught red-handed include Subhash Arora, resident of Vidya Nagar, Bhiwani while accepting illegal gratification of Rs 65,000 (Rs. 30,000 online mode and Rs. 35,000 cash), Rajender Soni, Executive Officer, M.C, Narwana, Jind district for accepting Rs 40,000, Ved Parkash, Superintendent, O/o DC, Sonipat for accepting Rs 20,000, Sunil Mehla Junior Engineer, HSVP, Panipat for accepting Rs 50,000 and Sumer Singh, Lineman/clerk UHBVN, Murthal, Sonipat for accepting a bribe of Rs. 50,000.

Anil Kumar, Incharge, and Vinay Kumar, Computer Operator, Haryana Khadi Gram Udyog Board, Panipat were caught red-handed while accepting illegal gratification of Rs 20,000. Similarly,  Raman Panwar, Old Housing Board Colony, Bhiwani  was caught while accepting a bribe of Rs. 10,000 on behalf of Dinesh Kumar, L.A., State Pollution Control Board Bhiwani.

ASI Bijender, PS Farukhnagar and Lal Chand, residents of village Khera Kharrampur, District Gurugram were caught red-handed while accepting illegal gratification of Rs. 20,000.

Somparkash, resident of Shiv Colony, Village Sahapura, Ballabgarh, district Faridabad was caught red-handed while accepting illegal gratification of Rs. 14,000.  Head Constable, Sunil Police Post, Gwal Pahari Gurugram was caught red-handed while accepting illegal gratification of Rs. 10,000.

Yusuf Khan, resident of village Mohadamka, PS Hathin, district Palwal was caught red-handed while accepting illegal gratification of Rs. 10,000.  SI Krishan Kumar, Incharge Police Post, Sector 16 Faridabad and Udit Wadhwa, resident of Sector 17, Faridabad were caught red-handed while accepting illegal gratification of Rs. 10,000.

Narender Kumar, Patwari, Halqa Bhajala, Tauru, Nuh and Dalip, residents of village Sundu were caught red-handed while accepting illegal gratification of Rs. 9,000. Sunil, Halqa Patwari, Kandela, district Jind was caught red-handed while accepting illegal gratification of Rs. 8,000. E/SI Satpal, PS City Mahendergarh was caught red-handed while accepting illegal gratification of Rs. 7,000. 

Gagandeep, resident of village Manakpur, PS Sadar, Ambala was caught red-handed while accepting illegal gratification of Rs. 4,500 and SI Anil Kumar, PS Jatusana, district Rewari was caught red-handed while accepting illegal gratification of Rs. 4,000.

As per Chief Minister’s directions Panchkula Rehab Centre to prepare a sports-wise exercise plan for players

While strictly adhering to the directions issued by the Haryana Chief Minister, Sh.  Manohar Lal, now a sports-wise exercise plan will be prepared at the Sports Injury Rehabilitation Centre in Panchkula. The performance of each player will be recorded at the micro level and guidance will be given on how they can improve their game.

The rehab centre aims to help the players recover from injury under expert supervision and further improve their performance.

Sharing more information in this regard, an official spokesperson said in a bid to ensure that the maximum number of players can be benefitted from this rehab centre, as per the Chief Minister’s directions sports-wise exercise plan for players will be prepared.

As per the schedule, there will be a morning and evening time table for exercise. Directions have been given to prepare such a schedule that every player gets an equal chance to exercise.

Notably, amid at providing high-level sports facilities to the players of the state, the State Government has opened Sports Injury Rehabilitation Centre.  The State Government has set a target of setting up National Level Scientific Training and Rehabilitation Centres in Gurugram and some other districts of the State.

State-of-the-art infrastructure has been made available

The Spokesperson said that state-of-the-art infrastructure has been made available at the Sports Injury Rehabilitation Centre in Panchkula so as to improve the performance of the players. Special analysis machines and strength-measuring machines etc. have been installed in the Centre to improve the performance of the players.

Rehabilitation centres are set up so that  players continue  to play their game

The Chief Minister has been making constant efforts to develop Haryana as a sports hub. He firmly believes that injuries are a part of sports but due to injury career of a player should not end. Acknowledging the same, rehabilitation centres are being set up so that players continue to play their game.  Besides this, work is going on in full swing to open many more such Centres in Haryana.

Haryana has been rightly tagged as the land of Champions as out of the total medals won by the players of India in international competitions, one-third of the medals have been won by the players of Haryana. Not only had this, but even in the Paralympics Games, Haryana remained in the forefront as compared to other states. The State is also leading in giving the highest prize money to the medal-winning players.

Invest Haryana Roadshow organized in Dubai to promote State as a leading investment destination

In a bid to promote Haryana as a leading investment destination, Invest Haryana Roadshow was organized in Dubai today. The Roadshow which was organized under the Chairmanship of the Chief Minister, Sh. Manohar Lal drew an overwhelmingly enthusiastic response from the business community of the UAE.

Deputy Chief Minister, Sh. Dushyant Chautala, Chief Principal Secretary to Chief Minister, Sh. DS Dhesi, Additional Chief Secretary, Industries and Commerce Department, Sh. Anand Mohan Sharan, Principal Secretary to Chief Minister and Chairman HSIIDC, Sh. V Umashankar, MD HSIIDC, Sh. Vikas Gupta accompanied the Chief Minister.

During the Roadshow marketing of key marque projects of the State such as the Global City at Gurugram, Integrated Multi-Modal Logistics Hub at Nangal Chaudhary, Integrated Aviation Hub and the Integrated Manufacturing Cluster at Hisar, and Electronics Manufacturing Cluster at Sohna was done.

In his inaugural address, the Chief Minister spoke about different initiatives such as sector-focused investor-friendly policies, GIS land bank, investor facilitation cell, single roof clearance mechanism, time-bound delivery of services, grievance redressal system etc. which have been undertaken by the State so as to emerge as a leading destination of choice for investors and to create a seamless business environment.

Sh. Manohar Lal also shared his vision of developing the State with an intensive focus on modern technology fields, future-oriented industries, low carbon green infrastructure and ease of living.

He also highlighted the economic and cultural relationship between UAE and India.   He also invited the UAE-based investment community to invest in the different projects of the State and further build long-lasting bonds on the seeds of trust and cooperation between the State and UAE.

The Roadshow was kicked off with a Welcome Address by the Consul General, Consulate General of India, Dubai, Sh. Aman Puri, followed by opening remarks and context setting address by Additional Chief Secretary, Industries and Commerce, Sh. Anand Mohan Sharan. Later, MD HSIIDC, Sh. Vikas Gupta gave a detailed presentation on the key investment opportunities in Haryana.

In the presentation it was highlighted how Haryana with its unique strategic locational advantage, robust industrial infrastructure of 34 Industrial Model Townships and Industrial Estates spread over 28,540 acres, strong connectivity, robust policy frameworks and a large pool of skilled manpower has emerged as one of India’s most industrialized states and a leader in the Automobile, IT/ITeS, Electronics, Food Processing, Logistics and Textile sectors.

Key Mega Projects of Haryana such as Global City, a mixed land use township being developed over approx. 1080 acres in Gurugram with the aim of redefining the concept of urban development and what cities of the future shall look like through its sustainability-focused future-oriented infrastructure planning and design, the Integrated Multi Modal Logistics Hub being developed over 886 acres at Nangal Chaudhary to provide efficient, end-to-end logistics services to the Delhi-Mumbai Industrial Corridor and facilitate economic activity between NCR /Northern States and Mumbai port, the Integrated Aviation Hub being developed at Hisar over 7200 acres and the Integrated Manufacturing Cluster being developed over 300 acres in the vicinity of the Aviation Hub, and the Electronics Manufacturing Cluster being established at IMT Sohna were highlighted amongst others. Different opportunities available for investment in the Industrial Estates and Sector-specific clusters such as food parks etc. were also highlighted.

Investment opportunities discussed with ADIA

During his Dubai visit, the Chief Minister conducted a detailed discussion on the Key Investment Opportunities in the State with the Abu Dhabi Investment Authority, one of the world’s largest sovereign wealth funds in Abu Dhabi. The discussion focused on promoting Haryana as a leading investment destination and marketing key marque projects of the State such as the Global City at Gurugram, Integrated Multi-Modal Logistics Hub at Nangal Chaudhary, Integrated Aviation Hub and the Integrated Manufacturing Cluster at Hisar among others.

Established in 1976, ADIA is a sovereign wealth fund that prudently invests funds on behalf of the Government of Abu Dhabi through a strategy focused on long-term value creation. ADIA is ranked as the third largest sovereign wealth fund in the world in 2022 with over $708 billion in assets and has a diversified portfolio that spans geographies, asset classes and asset types. Major focus sectors for investment include Real Estate and Infrastructure apart from different financial instruments such as equities, fixed income securities etc.

The ADIA Group appreciated the efforts of the Haryana Government and showcased a keen interest in the projects. The Group also provided their inputs on the different upcoming projects from the point of view of planning, marketing, positioning and support that would be required from HSIIDC and State Government to ensure the successful implementation of the projects.

Chief Minister chairs meeting with Aldar Group

The Chief Minister discussed the State Government’s Global City Project with the Aldar Group in Abu Dhabi. The discussion focused on marketing the Global City Project and seeking the valuable inputs of the Group so as to generate their interest in participating in the Project.

The Aldar Group lauded the visionary thinking of the Haryana Government for the conceptualization and development of the project and envisaged keen interest to invest in the Project as they were seeking a foothold in India and the project would provide them with a launchpad for the same. The Group also provided their inputs on the project from the point of view of planning, infrastructure, marketing, positioning and support that would be required from HSIIDC and State Government to ensure the successful implementation of the project.

The Aldar Group, headquartered in Abu Dhabi, is one of UAE’s largest real estate development and asset management companies by market value. The group has developed several iconic destination projects in the UAE such as the Yas Island which includes the Yas Marina Circuit, Ferrari World and Yas Hotel Abu Dhabi, the Saadiyat Island, Reem Islands etc., and the Group’s investment arm manages an AED 39 bn portfolio of quality real estate assets across the retail, residential, office, education and hospitality sectors.

Chief Minister meets Sultan Ahmed Bin Sulayem

The Chief Minister also held an important meeting with Sultan Ahmed Bin Sulayem, Chairman and CEO of DP World, in Dubai. The meeting was focused on marketing the Integrated Multi-Modal Logistics Hub Project at Nangal Chaudhary and seeking the valuable inputs of the Group so as to generate their interest in participating in the Project.

Formed in 2005 by the merger of Dubai Ports Authority and Dubai Ports International, DP World is one of the world’s leading logistics companies. It specializes in cargo logistics, port terminal operations, maritime services and free trade zones and handles 70 million containers that are brought in by around 70,000 vessels annually – this equates to roughly 10 percent of global container traffic. Until 2016, DP World was primarily a global ports operator, and since then it has acquired other companies up and down the value chain.

After Arete, RERA’s warning to ILD builder to complete project and handover to allottee

The Haryana real estate regulatory authority (RERA), Gurugram, on Monday came heavily on ILD Green promoter giving it a final warning to reply with facts whether it has any intention to complete the constructions of remaining units and hand over the same to approximately 200 allottees waiting for their dream homes to be delivered for over a decade.

While fixing the next date of hearing two weeks later on October 17, the authority has sought balance statements of accounts of the allottees as per the builder buyer agreement (BBA) in seven days. The promoter has been further directed to submit the remaining information such as affidavits of directors and company regarding their net-worth as on date, duly notarised, legally valid unambiguous within a period of seven days.

The authority observed that the extended period of RERA registration of the project stands lapsed on August 15, 2019 and directed the promoter to apply for continuation of the registration as mandated by the real estate (development and regulation) Act 2016 in 15 days.  

The authority took on record the submission of complainants written in form of a reply to the builder’s resolution plan to complete the project.

“It is observed from the annexure IV (page 42) of the reply (of the complainants) that the respondent builder has taken booking/sold inventories on various dates after expiry of even the extended period of RERA registration. The decides to appoint SC Goyal registrar to investigate into the matter and to give his report to the authority as to whether the inventory has been actually sold as above and violations committed by the promoter within a period of two weeks and the parties may appear before SC Goyal on October 7 at 3PM,” stated the proceedings.

The authority further noted, “It is brought to the notice of the promoter that as per the section 40 (2) read with 27 (1) every order passed by the Authority under the Act, rules and regulations made there under shall be enforced by the Authority in the same manner as it were a decree or order by a civil court in a suit pending therein. Attention of the promoter is also invited to section 63 of the Act 2016 wherein he shall be liable to a penalty for every day (which may extend up to 5 percent of the estimated cost of the project) during which he fails to comply with or contravenes any of the orders or directions of the Authority.”

More than a decade old ILD Green is a group housing project at Sector 37C.

RERA Chairman Dr KK Khandelwal, said, “Authority wants to get the project completed and make sure the promoter handover the units to aggrieved allottee.”

As per the report of the Authority appointed engineer, the total cost to make this project livable is estimated to be Rs 36 crore plus the GST as applicable and the total time to complete the project for making it livable is estimated between 9 to 12 months from the date of restart of the construction.
