Haryana to bring The Haryana Sikh Gurdwaras (Management) amendment Ordinance-2022

Haryana Cabinet, which met under the chairmanship of Chief Minister, Sh. Manohar Lal here today has given the approval to bring an Ordinance titled The Haryana Sikh Gurdwaras (Management) Amendment Ordinance-2022.

The Haryana Sikh Gurdwaras (Management) Act, 2004 was enacted by the State  of Haryana vide notification dated July 14, 2014 with the objective to provide better autonomous management and effective supervision of Sikh Gurdwaras and Gurdwara properties in the State.

Under subsection (8) of Section 16 of the said Act, there is a provision that till the elections are held after the enforcement of the Act, an adhoc committee comprising 41 members shall be nominated by the Government of Haryana to manage, supervise and take over all the assets of the  Gurdwaras till the new Committee is constituted, which should not be later than eighteen months including the periods spent on the delimitation of wards, registration of eligible voters.

A provision for the nomination of Patron by the State Government is required to be made in the said Act. Further, there is no provision in the Act with regard to the recourse to be taken, where the elections are not held and the new Committee is not constituted within a period of eighteen months as provided under sub-section (8) of section 16 of the Act.  Therefore, necessary amendments are required to be carried out in the Act.  The Legislature of the State of Haryana is not in Session and circumstances exist which render it necessary to take immediate action.  Hence this Ordinance has been introduced to amend section 16 of the said Act. Further, the proposed amendment empowers the government to nominate a member of the committee or the Adhoc committee as Patron.

Haryana approves draft of PADMA Scheme

The State Council of Ministers, which held its meeting today under the Chairmanship of Chief Minister, Sh. Manohar Lal here today gave nod to the draft of the Program to Accelerate Development of MSME Advancement (PADMA) scheme aimed at designing and implementing developmental interventions focused on micro and small enterprises at the block level, by leveraging cluster approach and to give a thrust to sustainable employment and entrepreneurship opportunities as well as promote balanced regional growth. After the approval, the scheme will be notified.

The scheme further aims to set up 143 new clusters (one in each block) of MSMEs over about 4000 acres of land, enable the setting up of 10,000 plus new enterprises, attract new investments of Rs. 25,000-30,000 crores, creation of 3,00,000 new employment (direct and Indirect), designing and implementing developmental interventions focused on micro and small enterprises at block level by leveraging cluster approach.

Furthermore, the scheme also aims to give a thrust to sustainable employment and entrepreneurship opportunities, encouraging holistic socio-economic development and a robust industrial ecosystem at the block level, empowering the state’s youth to set up new enterprises by providing them opportunities to grow and be a part of the formal economy and promotion of locally relevant products and provide an opportunity to state farmers to broaden their horizon- from producers to processors.

Meanwhile, considering the high industrialization prevalent in Haryana with the production of a wide array of products, the State Government has gone a step ahead than the One District One Product concept and launched a One Block One Product initiative Program to Accelerate the Development of MSME Advancement (PADMA) on February 23, 2022, and the Chief Minister had further approved the same on August 10, 2022.

The initiative aims at building an Aatmanirbhar Bharat by focusing on developmental interventions for the enablement of micro and small enterprises at the block level by leveraging a cluster approach. This will give a thrust to sustainable employment and entrepreneurship opportunities as well as promote balanced regional growth

Haryana frames The Haryana Prison Rule, 2022

 Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Manohar Lal here today accorded approval to a proposal regarding replacing Punjab Jail Manual- 1894 as applicable in the state of Haryana in the Prisons Department as The Haryana Prison Rule, 2022. These rules shall come into force on the date of their publication in the official Gazette.

These rules will apply to all prisons in the State with regard to its administration and management, staff members, convicts, under-trial prisoners, civil prisoners, female prisoners, young offenders, and detainues under preventive detention laws.

The Haryana Prison Rules, 2022 are based on the Model Prison Manual, 2016, approved by the Union Ministry of Home Affairs after making suitable amendments, additions, alterations and deletions as per the local laws and local conditions. The establishment of reception centres in every prison for newly admitted prisoners to enable their individual behavioural study, health screening and orientation have been incorporated in these newly framed Rules. 

Under these Rules, classification of Prisoners for segregation, special provisions for gangsters and hardcore prisoners have been provided. Besides this, the rights and duties of prisoners have also been included. Provisions for prison diet, its preparation and distribution management have been provided in the Haryana Prison Rules, 2022.

Special provisions have also been made for female, old age and terminally ill prisoners. As on date, the Punjab Jail Manual-1894 notified during the British Rule as applicable in the State of Haryana governs the establishment of prisons. Hence with the passage of time, more than a century-old document needs updation in conformity with the changing times.

Haryana Cabinet accords ex-facto approval for providing State Government Guarantee of Rs. 500 crore for UHBVNL loans

Haryana Cabinet which met under the Chairmanship of Chief Minister, Sh. Manohar Lal here today accorded Ex-post facto approval to a proposal for providing State Government Guarantee of Rs. 500 crore in favour of State Bank of India, against the sanctioned Capex loan of Rs. 500 to Uttar Haryana Bijli Vitran Nigam Ltd. (UHBVNL) for meeting the Capital expenditure and power purchase payments.The Nigam manages its day-to-day operations by using fund-based and non-fund-based working capital limits sanctioned by various banks. Due to the increase in power purchase payments, to meet the capital expenditure requirement and provide a Letter of Credit in favour of power suppliers as per Ministry of Power guidelines, UHBVNL requires fresh working capital loans and Capex loans.To meet the fund-based requirement, UHBVNL had requested the bank to sanction the Capex loan of Rs. 500 crore. The State Bank of India has considered the Nigams request and sanctioned a Capex Loan of Rs. 500 crore.

Haryana approves final DPR for Metro extension project connecting Palam Vihar

In a major development to provide better connectivity between Rezangla Chowk, Gurugram to Sector 21, Dwarka, final Detailed Project Report (DPR) of the Metro Rail Connectivity project was approved today in the meeting of the Council of Ministers held here today under the Chairmanship of Chief Minister.

According to DPR, the spur or metro extension connecting Rezangla Chowk in Palam Vihar and Dwarka Sector 21 station will be 8.40km long, of which 4 km will be from Palam Vihar to Sector 111 in Gurugram and the remaining 4.40 km will be from sector 111 to sector 21 Dwarka. This entire route will have 7 stations.

During the meeting  Sh. Manohar Lal also accorded approval of the gross project cost along with the State Government’s share of Rs. 1541 crore. Approval was also given to nominate the Administrative Secretary, Town and Country Planning Department as nodal officer for the signing of agreements and other related documents for the implementation of the said project.

This Mass Rapid Transport System (MRTS) project will give connectivity to the maximum part of Gurugram city with Delhi and other surroundings. It will interchange with Palam Vihar station of Gurugram Metro Corridor, interchange with IECC station of Airport Express Metro Corridor and interchange with Sector 21 Dwarka station of DMRC blue line and Airport Express Metro Corridor. This MRTS will also have an interchange with Dwarka Expressway at Sector 110-A. These linkages will enhance the efficiency of the transportation system in the National Capital Region (NCR). This will also give hassle-free transportation facility to the passengers who would be travelling to Delhi International Airport as there will be check-in facility given at sector-21, Dwarka Metro Station.

The introduction of MRTS will result in the reduction in the number of buses, Intermediate Public Transport (IPT), usage of private vehicles, air pollution and an increase in the speed of road-based vehicles. This, in turn, will result in significant social benefits due to reduction in fuel consumption, vehicle operating cost and travel time of passengers. Reduction in accidents, pollution and road maintenance costs are the other benefits to society in general.

Amendment in Haryana Public Works Department Public Health Branch, Junior Engineers (Group C) Service Rules, 1986

Haryana Cabinet meeting met under the Chairmanship of Chief Minister, Sh. Manohar Lal held here today accorded approval to a proposal regarding amendment in Haryana Public Works Department Public Health Branch, Junior Engineers (Group C) Service Rules, 1986.

These Rules may be called Haryana Public Works Department Public Health Branch, Junior Engineers (Group C) Service (Amendment) Rules-2022.

As per existing rules, it has not been possible to fill up the posts against the promotion quota due to the non-availability of eligible employees working in feeder cadre posts that is Surveyor or work inspectors for Junior Engineer (Civil) and Shift Engineer Water Works, Superintendent and Foreman for Junior Engineer (Mechanical).

In order to fill up the posts meant for the promotion quota, the Department has recommended for promotional Avenues amongst all Group C and D employees of the Public Health Engineering Department with experience of 5 and 8 years respectively after passing the departmental exam. Hence amendment in Haryana Public Health Branch, Engineers (Group – C) Service Rules, 1986 has been made/effected.

This will give a merit-based level playing field to the eligible group C and D employees and also fill the vacancies in JE cadre (Civil and Mechanical) in the department. Further, other engineering departments of the state shall bring similar changes in their rules as per decision of Government.

State Cabinet gives nod to Haryana Money Circulation Schemes (Banning) Rules-2022

In a bid to ensure to a complete ban on the promotion or conduct of prize chits and money circulation schemes, the Haryana Government has formulated Money Circulation Schemes (Banning) Rules-2022 which will come into force from the date of their publication in the official gazette.

A decision in this regard was taken in the State Cabinet meeting met under the Chairmanship of Chief Minister, Sh. Manohar Lal here today.

The provisions of the ‘Prize Chits and Money Circulation Schemes (Banning), Act, 1978’ were made applicable to the State as per section 13 of the Act and under this now the Money Circulation Schemes (Banning) Rules-2022 has been formulated.

As per the Money Circulation Schemes (Banning) Rules-2022, no individual or company or firm or business association, in any form will promote, run or participate in money circulation scheme including a disguised money circulation scheme.

The Nodal Police Authority will be responsible for coordinating with other State Governments, the Central Government and agencies concerned under such Government and the Reserve Bank of India and will also be responsible for furnishing the information to the Reserve Bank of India in the format and periodicity as decided by the State Government in consultation with the Reserve Bank of India.

On the conclusion of the investigation, if adequate evidence exists that a money circulation scheme is being run by a company or firm or business association in any form, the Investigating Officer, apart from prosecuting the case under the Prize Chit and Money Circulation Schemes (Banning) Act, 1978 (Central Act 43 of 1978), shall forward a report to the Competent Authority, under intimation to the Nodal Police Authority, to take action for winding up such businesses.

In the case of companies and other business entities where such a power is vested in the Central Government, the Competent Authority shall forward a report with its recommendations to the concerned Ministry in the Central Government for initiating action for winding up the company.

LIGHT IS THE SPIRIT OF TOGETHERNESS- ENACTUS TEAM OF PANJAB UNIVERSITY CELEBRATES DIWALI FESTIVITIES WITH SPECIALLY ABLED AT SAMARTH

Enactus team of Panjab University took the festive spirit of Diwali a step further by celebrating the festivities with the specially abled at Samarth, a residential home for these children in Sector-15, Chandigarh. The team has been celebrating the festival of lights with these children of lesser God since last many years as these special children are the driving force for the Enactus members providing them with immense courage and helping them understand that nothing in life is unachievable, informed Prof. Seema Kapoor, Faculty advisor of Enactus team.The event was attended by around 110 people including specially abled, staff of Samarth and Enactus members. It started with a diya lighting ceremony with the lighting of 150 diyas for the specially abled children around the world to celebrate their courage, wisdom and above all the carpe-diem energy. The event was graced with some mesmerizing dance performances to enhance the festive spirit. It was immensely heart-warming to see the young souls dance and jump to the rhythm of songs, said Tushar Jhanwar, Gaurav Mishra and Ainesh, Vice Presidents of Enactus team. Marketing head, Aditya Kumar, talked about how these celebrations have been a source of happiness for all including potters who work in Maloya under project Dhra, whose creative hands brought to life these diyas and many other clay products. The event also marked the connection of our mother Earth to this festive season as these diyas made by the potter community symbolizes how the true spirit of Diwali lies with the connection to mother earth and how we should persevere to save the planet by celebrating Green Diwali, said project heads, Samarth and Mridul. CM DESCRIBES VICTORY OF CYSS AS A VERDICT IN FAVOUR OF MAKE INDIA NUMBER 1 CAMPAIGN

Punjab Chief Minister Bhagwant Mann today said that the victory of Chatarr Yuva Sangarsh Samiti (CYSS) – the student wing of Aam Aadmi Party in Panjab University is verdict in favour of Make India Number 1 campaign across the country.

The Chief Minister, while interacting with the newly elected team of student council of Panjab University here at his residence, said that the University is the melting point of the students from the various states and other parts of the country. He said that the election has proved the massive undercurrent in the favour of the visionary and decisive policies of Arvind Kejriwal. Bhagwant Mann said that this result will prove to be a stepping stone for bringing the much needed revolutionary change in the politics of the country.

The Chief Minister said that the result was a slap on the face of the divisive forces who are trying to spread hatred in the country. Congratulating the new team led by Ayush Khatkar, he asked them to work for the well being of the students. Bhagwant Mann said that the team must dedicate it for bringing the much needed positive changes in the University campus.

The Chief Minister said that this massive victory has filled us with more humility and responsibility to serve the students. Bhagwant Mann said that now the time has come when the newly elected team must dedicate itself to make sure that comprehensive development of the University campus and the well being of students is ensured by all means. He assured fulsome support and cooperation from the state government for this noble cause adding that no stone unturned will be left for this.

EASE OF DOING BUSINESS: • Industrialists won’t need to apply at two separate departments for approvals, says Aman Arora

 In order to promote ‘Ease of Doing Business’ for giving a boost to economy and to generate employment opportunities in the state, Punjab Government led by Chief Minister S. Bhagwant Mann has delegated powers to grant approval of Building Plans and Completion Certificate for standalone industries to Director of Factories, disclosed Mr. Aman Arora, Minister for Housing and Urban Development (H&UD).Mr. Aman Arora said that the H&UD has delegated powers for approval of Building Plans and grant of Completion Certificate of standalone industries including compounding of standalone industries, outside MC Limit, to Director of Factories so that the industrialist need not to apply at two separate departments for getting the Building Plans of their factories approved.The H&UD Minister said that now, the industrialist can apply for approval of Building Plans directly in the office of Director Factories, Punjab. Since, Change of Land Use Permission has already been waived off for Industry, therefore, on receipt of the application, Director Factories shall seek parallel report from District Town Planner (DTP) of concerned District w.r.t. the permissibility of the industry as per the provisions of the Master Plans, Regional Plan, Land Use Plan, Local Planning Area and other sitting guidelines of Housing and Urban Development Department. The concerned DTP shall provide information within 7 working days to Director Factories, he informed.The approval of Building Plans for standalone industries shall be issued by the Director of Factories adhering to Punjab Urban Planning and Development Building Rules, 2021. This way the single competent Authority shall issue the approval of Building Plans, the H&UD Minister added.Mr. Aman Arora said that this was the long pending demand of industrialists of the state as they had to apply at two separate departments (H&UD and Factories) to get the Building Plans of their factory approved. This move will reduce the time limit for getting Building Plans approved and ease out the regulatory approvals for standalone industries, he added.Mr Aman Arora affirmed that this decision will go a long way to give fillip to the economy and investment, which will further help in generating more employment opportunities for the youth of the state.
