CHINESE NATIONAL ARRESTED AND INSTANT LOAN MONEY APP GANG BUSTED BY CHANDIGARH POLICE

Chandigarh Police Cyber Cell achieved major success with the arrest of a Chinese national who was overstaying the visa period and kingpin of an illegal instant loan app racket being run with a battery of 60 people under him. 20 more accused have been arrested in a marathon 10-day operation spanning across 5 States.

 This breakthrough was achieved under the leadership of Sh. Ketan Bansal, SP, PS-Cyber Crime, UT, Chandigarh and under the close guidance of Sh. A Venkatesh, DSP/PS-CC & IT UT, Chandigarh and under the supervision of Insp. Ranjit Singh, SHO, PS Cyber Crime, Sec.17, Chandigarh by busting a racket of online APP LOAN fraud, in which 21 accused ( Including one Chinese) are arrested in the said cases.

 In continuation of investigation of case FIR No. 33 dated 03.09.2022 U/S 384, 468, 471, 420, 509, 120B IPC PS- Cyber Crime, Chandigarh  and FIR No. FIR No. 28 dated 30.08.2022 U/S 384, 419, 420, 120B IPC PS- Cyber Crime, Chandigarh found that arrested person were working on Online loan applications i.e. Hugo Loan, Coin Cash, AA Loan, AK Loan, Win Credit etc. and request to google has been sent to delete the alleged applications from play store and it also found that they are using virtual number for contact and we are trying to trace the origin of these virtual numbers as well as other suspects.  Accused were using social media applications i.e. Dingtalk, Wechat, GB Whatsapp and request to obtain the information about the social media accounts of accused are also sent to verify the IP details and other information about the suspects of the case.           Most of the arrested persons were the employees of PC Finance, Gurgaon in year 2019-2020 and some Chinese were also on top position  in PC Finance and we have verified the previous facts of PC Finance and found that Peter,Tray and Nicoholson were on the top positions in PC Finance and said company shut down in year 2020.  Now they have changed their working method and they are running their syndicate from China and they made  Parvej Alam @ Jitu Bhadan @ Sonu Bhadana as boss (Who is already arrested by us) of online loan syndicate  in India for cheating through loan applications and now he is the main kingping on this syndicate in India.  Chinese person Jeffery Jhu who left India in year 2020 is also involved in this syndicate and he is managing the money matters of online loan application scam, arrested accused Anshul Kumar is the main associate  of Jeffery Jhu in India and he is involved in Money Laundering about Rs. 100 Crores and he is working on the directions of Jeffery Jhu. In the same manner arrested accused Wan Chengua (Chinese) is also working under Jeffery Jhu and he paid approax. Rs. 35-40 Lacks to Anshul Kumar and Anshul Kumar further delivered the same to Parvej Alam @ Jitu Bhadana @ Sonu Bhadana and Visa and Passport of accused Wan Chengua is expired in year 2020 and request to obtain the travel history and information about passport , Visa sent to FRRO, Delhi and after the report of FRRO Section 14  of Foreign Act. will be implemented in present case.

It also emerged during investigation that accused instead of using regular WhatsApp,Facebook, Instagram, are using GB WhatsApp as delete for everyone is option is not working in GB Whatsapp which is available on play store and  a clone application of whatsapp which takes  all access of our mobile phones and later misused by fraudsters. Similarly Dingtalk and WeChat applications were also used by the fraudsters to commit their misdeeds.

            All online loan applications are cheating the money through UPI ID’s and these UPI ID’s are connected with bank accounts, during the course of investigation some of these accounts are verified and found that transactions in bulk amount are made out in these accounts and total 20 accounts have been freezed and Rs. Approx 50 Lacks are also freezed in these accounts.  It can also assumed that these suspected accounts are involved in Money Laundering or Hawala Karobar, we have written  to ED,FIU and CBI regarding this.  These accounts are opened on the name of companies, enterprises and some of these companies are verified and found that these are shell companies and registration has been done by using fake documents.

            Further, today i.e. on Friday all accused are produced before the Hon’ble Court and total 18 accused are sent in judicial custody in both cases till date and police custody till Monday of accused (1) Wan Chenghua S/o Wanyanmei R/lo Flat No 9061, Tower 09, ATS, Paradiso, Greater Noida, UP, PS Bitta-2, Nationality-Chinese Age 34 Years. (2) Anshul Kumar S/o Ram Naresh Kushwaha R/o New By Pass, Near Flyover, Tulsi Ada, Etawah, UP, C/o Rajiv Chauhan Village Barola, Sector 49, Noida, UP, Age 25 Years. (3) Parwej Alam @ Sonu Bhadana @ Jitu Bhadana S/o Jan Mohamad R/o Hasib Fatkal Toll, PS Ratu, Distt Ranchi, Jharkhand, has been granted by court for further investigation of the case.       DGP, UT, Chandigarh Sh. More accolades for PGIMER as Prof Ashish Sharma, Head, Deptt. of Renal Transplant Surgery, PGIMER  and his student Dr. Dev Parkash Choudary awarded 2022 INTERNATIONAL TRANSPLANTATION SCIENCE MENTEE-MENTOR Award  in the ongoing international conference by the highest scientific body in the field of transplantation at Buenos Aires, Argentina.The purpose of this award is to foster the training of new young investigators and promote research in the basic science of transplantation. The award was given based on their original research carried out at PGI in the field of preservation of deceased donor kidneys. The traditional method of preservation of deceased donor organs involves keeping the organs on ice whereas there has been recent interest in keeping these organs on a machine which can keep the organs at body temperature.PGIMER Chandigarh is presumably the only institute in India to have such a facility for preserving donated kidneys at body temperature. This method also allows assessment of damage caused to these kidneys if any during organ donation and retrieval process. If this assessment is not available, kidneys were routinely discarded in the past but this technique has allowed PGIMER to assess and transplant these kidneys.PGI also routinely utilises kidneys donated after cardiac death and when compared to brain death, there is always a chance of organs sustaining damage during the process. The findings of the research presented at Buenos Aires also showed that kidneys preserved by this technique has better kidney function at 1 year post transplantation.

Two held for evading GST worth crores of rupees

Haryana Police has arrested two persons on the charges of evading GST worth about Rs 75 crores from Hansi. Both the accused who were involved in creating fake firms and invoices have been sent to police custody.

                    While stating this here today, a Haryana Police spokesperson informed that arrested accused have been identified as Shubham, a resident of Shakur basti, Delhi and Deepanshu alias Monty of Mundka, Delhi.

                    Police has also recovered PAN cards, Aaadhar Cards, ATMs, two laptops, mobile phones, a note-counting machine, blank cheques, hard disk etc from the possession of accused.

                    Primary probe reveals that both were involved in creating fake firms and generating fake invoices without actual supply of goods. For this, both used to evade GST through fake firms by taking Aadhar cards, PAN cards of innocent people. They had created about 35 fake firms and the value involved in fake invoices issued by them is nearly Rs 75 crore.

                    A case has been registered and a thorough probe to ascertain the involvement of others is underway.

Vigilance registers case against four officials of Ludhiana Improvement Trust

 The Punjab Vigilance Bureau, during its campaign against corruption, on Friday registered another corruption case pertaining to allotment of residential plots in the Ludhiana Improvement Trust (LIT) under locally displaced persons’ (LDP) scheme against Boota Ram now Executive Engineer, Jagdev Singh Executive Engineer (XEN), Inderjeet Singh Junior Engineer, LIT, Mandeep Singh Junior Engineer of Municipal Corporation Ludhiana and Kamaldeep Singh, a private person, resident of Model Town Extension, Ludhiana. In this case Jagdev Singh XEN, Inderjeet Singh and Mandeep Singh (Both JEs) and Kamaldeep Singh have been arrested.

Disclosing this here today, the spokesperson of the Vigilance Bureau (VB) said during investigation of case registered under FIR 8, dated 14.07.2022 under section 7, 7A the Prevention of Corruption Act and 120-B of IPC at VB Police Station, Economic Offences Wing, Ludhiana, it has been found that officials of the LIT with corrupt practices and in connivance with others had allotted residential plots to unauthorised persons under the LDP scheme.  Though some of the allottees had already died but their plots were reallotted by the LIT officials to unauthorised persons violating prescribed rules and took huge bribe money from the beneficiaries.

Giving details he further informed that during this probe it has come on record that plot No 1544-D, in Model Town Extension, Ludhiana was allotted to a private person Kamaldeep Singh violating the rules. In this case Inderjeet Singh JE, Boota Ram Trust Engineer and Jasdeep Singh XEN, Mandeep Singh JE MC Ludhiana had prepared false/fabricated reports to the LIT regarding non availability of water and sewerage facilities in the above said locality.

With an aim to favour the allottee, the above mentioned officers/officials had waved off a non-construction fine amounting to Rs 27 lakh without getting approval from competent authority whereas it was required to be charged from the allottee thereby causing huge financial loss to the state exchequer.

The spokesperson further added that earlier to this a similar case under FIR No 09 under section 7, 7A, 8, 12, 13(2) of the Prevention of Corruption Act and under section 409, 420, 467, 471, 120-B of IPC had already been registered at VB Police Station, Economic Offences Wing, Ludhiana for allotment of plots under LDP scheme by getting huge bribes from the beneficiaries.

In this case investigation was being carried out against the officials of LIT which included Raman Balasubramanium, former chairman LIT, Kuljit Kaur EO, Ankit Narang SDO, Parveen Kumar sales clerk, Gagandeep clerk and Sandeep Sharma PA to former chairman. Among the above mentioned accused Sandeep Sharma PA, Parveen Kumar Clerk and Kuljit Kaur EO have already been arrested and lodged in judicial custody. Others were avoiding arrest as further investigation was under progress, he added.

Chief Secretary directs officials to speed up the recruitment process for over 26,000 government jobs in Punjab

          Aiming to generate maximum employment for youth of Punjab, the Chief Secretary Vijay Kumar Janjua has emphasized on speeding up the recruitment process of over 26, 000 government jobs in a meeting with the top officials of various departments.

          He said that the government led by Chief Minister Bhagwant Mann is creating many employment opportunities for the youth of Punjab from day one after forming the government.  In order to prevent the youth from going abroad in absence of employment, the Chief Secretary squarely instructed to all departments to complete the recruitment in a time-bound manner to achieve the goal of providing employment to maximum number of youth in Punjab as desired by the CM Mann.

          He said that special attention should be given to the completion of the recruitment process in all the departments in time so that maximum number of boys and girls can be given employment opportunities. He unequivocally directed concerned officials to ensure that the entire recruitment process should be carried out in a transparent manner.

          During the meeting, the Chief Secretary was informed that the recruitment process is going on for 26,454 posts in different 24 departments. Among the departments where the recruitment is underway includes Home Department (Police), School Education (Teacher Recruitment), Health, Power, Technical Education, Finance Department, Rural Development, Cooperative Department and Water Supply Department.

          The Chief Secretary said that with the new recruitment, where young men and women will get employment, the performance of the government will be nourished at the administrative level as well. With the new recruitment, government work will be done more efficiently and swiftly.  The Chief Secretary asked officials to resolve any issue pertaining to employment process on the spot and also asked the officers for timely recruitment.

Two Senior PGI Radiology Professors honoured by National Radiology Association on Teachers Day

     Prof. Dr. M.S. Sandhu, Head, Deptt. of Radiodiagnosis and Imaging, PGI, Chandigarh  and Prof. Paramjeet Singh, Professor, Deptt. of Radiodiagnosis were both honoured by the Indian Radiological and Imaging Association”  (IRIA) National  body on Teachers Day 5th September, 2022 in  recognition  of their outstanding services  and in recognition of their hard work, dedication and teaching over last more than 3 decades.

     Prof. M.S. Sandhu is a Senior Professor at PGI working in the Higher Administrative Grade. He has over 35 years of teaching, research and work experience. He has over 225 Research Publications/Presentations/ Chapters in Books.  He is the current President of the Chandigarh Chapter of Indian Radiological and Imaging Association (IRIA) and also the Current President of the North India Chapter of Indian Society of Vascular and Interventional Radiology (ISVIR). He has previously been honoured with a Fellowship of the Indian College of Radiology in view of his outstanding services to the field of Radiology.  He has been awarded a Certificate of Completion of Specialist training by the Royal College of Radiology, London, UK.  Prof. Sandhu has also been awarded the Dr. M.L. Aggarwal Oration by the Indian College of Radiology and Imaging.

        Prof. Paramjeet Singh who is the senior faculty in Neuro Radiology Section is convener of DM Neuro Radiology course,  has over 30 years research, work, and teaching experience. He has published over 180 research presentations/ chapter in Books. He is former President of Chandigarh Chapter of Indian Radiological and Imaging Association and also former President of Chandigarh Chapter of ISVIR. He has previously  been awarded a certificate of Completion of specialist training by the Royal College of Radiology, London, UK. He has been honoured with a Fellowship of the Indian College of Radiology in view of his outstanding services to the field of Radiology.   He has also been awarded the Sir JC Bose Oration by IRIA, and  is former President of the Indian Society of Neuro Radiology.

PGIMER ENT Department’s National level Surgical Skills Workshop starts today

In pursuance of its commitment towards imparting quality educational and training opportunities to the ENT surgeons across the country,  the Department of Otolaryngology Head and Neck Surgery (ENT), PGIMER, Chandigarh is conducting a three day Surgical Skills Workshop in collaboration with the Department of Anatomy, at the institute.

The workshop starting from today till 17th of September 2022 intends to cover all the subspecialties of ENT and includes the 18th Temporal Bone Dissection Workshop, 13th Hands on Cadaveric Head and Neck Dissection Course and 13th hands On Cadaveric Basic and Advance FESS (Functional Endoscopic Sinus Surgery) Course.

The programme includes lectures on the various aspects of the different advanced ENT Head and Neck Surgeries by faculty of the Department of Anatomy followed by live demonstration of the nuances of the procedures by the experienced faculty from the departments of ENT, Plastic Surgery and Cardiothoracic Surgery. The delegates will then be given the opportunity to dissect and operate on the cadavers.

The workshop is being attended by around 30 delegates and 30 ENT residents from all over the country. The participants will also be judged on the basis of the finesse of dissection and prizes will be given to the best dissectors in all the categories

Deh Shamlat land case will be resolved by staying within the ambit of law: Financial Commissioner

In the matter of Deh Shamlat land, a solution will be found by staying within the ambit of the law. While protecting the interests of the farmers, the government will not allow any farmer to be harmed in any way; this was stated by the Additional Chief Secretary, Financial Commissioner, Revenue and Disaster Management and Consolidation Departments, Sh. Varinder Singh Kundu while talking to the mediapersons after the meeting of Chief Minister Manohar Lal Khattar with the farmers’ delegation.

Earlier, a delegation of farmers met the Chief Minister. The Chief Minister assured all possible help to the farmers’ delegation. He said that the present government is completely dedicated to the interests of the farmers. The Chief Minister told the farmers’ delegation that whether it is the matter of crop compensation or the purchase of MSP crops, the government has always defended the interests of the farmers.

After the meeting, Additional Chief Secretary, Financial Commissioner, Revenue and Disaster Management and Consolidation Departments, Sh. Varinder Singh Kundu said that the Chief Minister has assured that all possible help will be extended to the farmers within the legal framework and no damage will be allowed to impact the farmers. He said that the government has heard the side of the farmers’ leaders and each and every issue will be resolved. In the case of Naraingarh Sugar Mills, the previous dues of the farmers will be paid first. The government’s stand is also positive for compensation for crop damage caused by water logging.

Haryana Chief Minister releases book on inspirational stories of MMAPUY beneficiaries

After losing her father at a young age, the 19-year-old Monica, hailing from the remote village Khanak never in her dreams had thought of running a small dairy unit of her own.  Thanks to Manohar Lal-led Haryana Government which not only helped Monica in setting up her own business but also instilled hope in many other young people like her to move proudly in their lives, despite facing struggles.

        While Monica is not the only blessed one for whom the State Government has paved the way for being self-reliant.  Amanpreet, another young man from Ambala, who at one point in his life was struggling to get employment, today not only proudly owns a Common Services Centre but also became a job giver from a job seeker.

Now the common thread that connects us with the inspirational stories of these young people is that they are the beneficiaries of Mukhyamantri Antyodaya Parivar Utthan Yojana (MMAPUY), an umbrella Mission scheme of the Department of Social Justice and Department.

        While, apart from these two, MMAPUY also proved a fortune turner for Praveen Kumari, a widow from Yamunanagar who after availing of the scheme benefits started a tailoring shop at her home to proudly raise her children.

        “These stories certainly give us an insight into the transformative journey of Antyodaya families in overcoming poverty with the help of MMAPUY,” said Haryana Chief Minister, Sh. Manohar Lal while releasing a book titled Mukhyamantri Antyodaya Parivar Utthan Yojana- A compilation of success stories here today.

        Complied by the Department of Social Justice and Empowerment, this 48-page booklet has inspirational success stories of 37 MMAPUY beneficiaries residing in 22 districts of the State highlighting how this scheme has proved to be a boon for them in achieving their dreams. Besides this, the reader will also get a glimpse of the Utthan Melas.

        Notably, since 2014, the Chief Minister time and again had reiterated his commitment to making the unprivileged believe that they have the first right on their Government.  To uphold this belief, it was last year only when Sh. Manohar Lal had launched ‘Mukhyamantri Antyodaya Parivar Utthan Yojana to increase the income of the poorest ‘Antyodaya’ families having annual income of less than Rs. 1 lakh.

        In just nine months, MMAPUY while swiftly working on its core objective of alleviating poverty by facilitating economic inclusion of the last mile citizens, the State Government not only identified actual needy families having an annual family income of less than Rs. 1 lakh but also made dedicated efforts to increase their annual family income to Rs.1.80 lakh by linking them to various loan-based, skill development and employment generation schemes.

        Under this scheme, Antyodaya Gram Utthan Melas were organized so as to ensure greater transparency and efficiency in the delivery of schemes. As per the official data, so far (as of September 7, 2022), a total of 861 Melas were organized in three phases across all the 22 districts of Haryana.

        A total of 136130 identified beneficiaries turned up, and applications of 76454 beneficiaries were approved in principle under various loan-based schemes, skill development training and employment generation schemes. Thereafter, loans of 32743 beneficiaries have been sanctioned out of which over 14000 have been disbursed as well.

        Further 436 beneficiaries have joined private employment opportunities and 908 beneficiaries have secured contractual jobs through Haryana Kaushal Rozgar Nigam. Additionally, a total of 1185 beneficiaries have been provided with various skill, and development opportunities.
