Haryana to conduct HCS and Allied services examination on July 24, Chief Secretary chairs high-level meeting with DCs and SPs

Adequate arrangements have been made by the Haryana Government for smooth, copy-free and fair conduct of the HCS and Allied Services Examination to be held on July 24, 2022. For this examination, as many as 1,48,262 candidates will appear at 524 examination centers in 10 districts across the state.

This information was given in a meeting held under the Chairmanship of Chief Secretary, Sh. Sanjeev Kaushal regarding the conduct of the examination with Deputy Commissioners and Superintendents of Police held through video conferencing here today.

Sh. Kaushal directed that the Deputy Commissioners should appoint Flying Squad of officers for each 5-10 locations in their districts. The joint team of Deputy Commissioner and Police should visit the examination centres set up in the districts and check the area around the centre. Extra vigil should be kept on the suspicious movements of any person or vehicle near any examination centre. Also the exam centers should be visited on the day of the exam as well.

He also directed that Section 144 should be imposed near examination centres and the surrounding area. Apart from this, special vigil should be kept on sensitive centres. He also said that directions should be issued to keep the coaching centres closed on the day of the examination. Apart from this, the stationery shops should also be monitored.

Sh. Kaushal further directed that the Deputy Commissioners should appoint a nodal officer in their respective districts for overall supervision of the examination. Besides this, a coordinator should also be appointed who will coordinate with the staff at the examination centers and ensure all arrangements like rooms, furniture, arrangement of drinking water and toilets, etc. in the examination centres.

The Chief Secretary directed that on July 22, the Deputy Commissioner should hold a joint meeting with the nodal officers, flying squad officers and representatives of the agency at the examination centres and conduct a trial run of all the activities related to the examination.

He further directed the Superintendents of Police that checking should be done in and around the examination centres and special care should be taken not to allow large gatherings outside the examination centres on the day of examination.

Director General of Police, Sh. P. K Agarwal while directing the Superintendents of Police said that often attempts are made to copy by using electronic items. Therefore, the arrangement of parking should be done away from the examination centres, so that any such incident can be prevented. Social media and the cyber cells will also work actively on the day of examination so that the activities happening through the internet can be monitored.

It was informed in the meeting that the exam material for the morning and evening shift examinations would be sent separately and the GPS location of the strong rooms set up in the districts to keep the examination material would also be recorded. The entry -exit record of strong room will also be kept.

He said that CCTV cameras would be installed at the entrance and rooms of the examination centres. Every single activity will be recorded from the time of entry till the end of the examination. In addition, jammers will also be installed.

It was informed in the meeting that the candidates should go for the examination after carefully reading the instructions given by the Commission. The exam will be held on July 24, 2022 in 2 shifts. There will be General Studies paper which will be held from 10 am to 12 noon and CSAT paper from 3 pm to 5 pm. All the candidates should take special care of the time.

94-year-old Bhagwani Devi from Haryana wins 3 medals including gold in the World Masters Athletics Championships 2022

Haryana Chief Minister, Sh. Manohar Lal has congratulated Bhagwani Devi for winning three medals including gold in the 2022 World Masters Athletics Championships being held in Finland.

        Sh. Manohar Lal said that at the age of 94, Bhagwan Devi has become a source of inspiration for the whole world.  This achievement of hers will work to fuel enthusiasm among the youth.  Bhagwan Devi has once again proved that age is not a barrier to achieve anything in life.

        Bhagwani Devi won gold in 100 meters race in senior citizen category. Due to this achievement of Bhagwani Devi India’s tricolor is flying high at international level.

People turn up at Sampark centres in Chandigarh to avail Aadhar related services

A large number of people on Sunday turned up at Sampark Centres in Chandigarh to avail Aadhar related services.

To facilitate the citizens of the city, the department of Information Technology, Chandigarh administration kickstarted all Aadhar related services for citizens on Sunday as well.

Meanwhile, the decision to open five Sampark centres on Sundays got a welcoming response from the citizens. 

Despite heavy rainfall, people have turned up in a good number to avail aadhar related services across these centres. Director  Rupesh Kumar, has visited these centres  and directed the staff to make these centres more citizens friendly by providing necessary infrastructure comprising portable drinking water, clean washrooms,  visitors’ chairs etc.

He also requested the public to spread awareness among fellow citizens to avail these services and make this initiative more successful.

Keeping in view, the vision and ideas of Prime Minister, Sh. Narendra Modi, Haryana Government under the leadership of the Chief Minister, Sh. Manohar Lal has successfully implemented a special grant scheme to promote the cultivation of dragon fruit in the state. In fact, in the three-day National Conference of Chief Secretaries held at Dharamsala in Himachal Pradesh, Prime Minister, Sh. Narendra Modi expressed his views to increase the cultivation of dragon fruit across the country. The Haryana Government took various initiatives to implement the ideas envisioned by the Prime Minister at the grassroot level. With this, Haryana has become the first state to launch a special grant scheme to promote dragon fruit cultivation.

          Considering the market demand of dragon fruit, the cultivation of the fruit is a profitable deal to enhance income of farmers. Planting orchards will also save water and increase the income of the farmers. Therefore, the Central Government led by the Prime Minister is making consistent efforts to make farmers aware about the cultivation of dragon fruit and the government is providing subsidy etc. for the initial requirement in farming.

          Taking a step forward, a provision of Rs 1.20 lakh per acre has been made for planting dragon fruit orchards in Haryana. In this Rs. 50,000 is for planting saplings and Rs.70,000 per acre for trawling system. Under this scheme, a farmer can take advantage of availing subsidy up to maximum of 10 acres. Farmers can avail the scheme by applying on the website of Horticulture Department http://hortnet.gov.in.

          Although this is not the first time when the State Government has taken prompt action to implement the vision and initiatives of Prime Minister, Sh. Narendra Modi, even earlier, the Haryana Government has been working consistently on every recommendation of the Prime Minister. Haryana is the leading state to implement the schemes of the Central Government led by Prime Minister, Sh. Narendra Modi, making plans to support the needy people, ensuring transparency and accountability in the government system using the most modern techniques and technology.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala directed the Health and Development & Panchayats Department officers to take all preventive measures including systematic fogging, frequent spray, strict vigil on waterlogged areas and village ponds, etc. to control the spread of dengue and malaria across the state.

          The Deputy Chief Minister was presiding over a review meeting regarding the preparedness for combating malaria and dengue with the officers of the Health and Development & Panchayats Department here today.

          Considering the exponential surge in the cases last year, he directed the officers of the Health Department and Panchayat Department that all preventive measures should be implemented well in advance across all districts with a special focus on rural areas.

          The Health Department officers apprised the Deputy Chief Minister that last year maximum dengue cases were reported from four districts including Mewat, Palwal, Nuh and Hodal districts. It was informed that one of the main causes of the spread was the prolonged monsoon.

          The Deputy Chief Minister directed the officers that fogging in all districts and rural areas should be done in a phased manner and the first phase of fogging should be completed by July 20, 2022. He further directed to depute a nodal officer from each department for maintaining interdepartmental coordination.

          Sh. Dushyant Chautala said that advance preparation should be made to control larvae breeding in village ponds and other water bodies for which he directed that strict vigil should be kept in those areas and also Gambusia Fish be introduced in the ponds.

          During the meeting Additional Chief Secretary, Health & Family Welfare Department, Sh. Rajeev Arora, Additional Chief Secretary, Development and Panchayats Department, Dr. Sumita Misra, Director, Development and Panchayats, Sh. Dhirendra Khadgata and other senior officers of both departments were present.

“Hariyali Mahotsav” organized by Haryana Forest Department in collaboration with Ministry of Environment, Forest & Climate Change

“Hariyali Mahotsav” was organized by the Haryana Forest Department on Friday. The celebration of Haryali Mahotsav was in the spirit of “Azadi Ka Amrit Mahotsav”. Hariyali Mahotsav was celebrated by undertaking plantation at 3 Nagar Van sites, that are to be made in Haryana in collaboration with Union Ministry of Environment, Forest and Climate Change (MoEF & CC), New Delhi. The three Nagar Van sites in Haryana lie in Gurugram, Faridabad and Palwal Districts. In Gurugram district, the Nagar Van is to be made in village Ghata in an area of about 60 hectares. A programme to mark the Hariyali Mahotsav was organized at Ghata Nagar Van site in district Gurugram.

          Voluntary Organizations, School Children and local citizens besides officials from Haryana Forest Department also participated enthusiastically in the Hariyali Mahotsav at village Ghata and planted saplings in the Nagar Van. On the occasion the school children were also distributed with fruit plants. In addition to Nagar Van at Ghata, plantation drives with people participation were undertaken at 4 other sites namely Village Sirmathla, Village Damdama, Village Rithoj and Village Mehchana in district Gurugram today.

          Principal Chief Conservator of Forests, Haryana, Sh. Jagdish Chander, said that “Hariyali Mahotsav” was organized today to create awareness about the importance of trees not only for the life of present generation but also for the future of our upcoming generations. Trees form the most essential components of our environment. Out of all elements found on this planet, trees account for the sustainability of a large portion of the environment. All forms of life depend on their direct and indirect needs on the resources provided by trees. Since life runs on the exchange of carbon dioxide and oxygen, trees are inherent to our survival. Trees play extremely important role in mitigating adverse effects of climate change.

          He said that this Mahotsav is perceived as an effective tool to instill enthusiasm among the people living in major cities of the state of Haryana. This “Hariyali Mahotsav” programme was celebrated across the country as it was announced by Ministry of Environment, Forest and Climate Change in recognition of the crucial role of Forest/Greenery in maintaining the ecological balance and providing many ecosystem services to the planet. As part of Hariyali Mahotsav, ceremonial plantations were undertaken at 75 Nagar Van sites across the country. The plantation drives being undertaken at these 75 Nagar Vans from all over the Country were live streamed to MoEF&CC at Talkatora Stadium where Hariyali Mahotsav was organized at central level.

          Sh. Chander informed that Hariyali Mahotsav 2022 was organized by Forest Department, Haryana in collaboration with Ministry of Environment, Forest and Climate Change, New Delhi for undertaking plantation drives on the occasion. Ceremonial Plantation was organized at three Nagar Van sites- Ghata in Gurugram, HPGCL, Sector-22, Ballabgrah in Faridabad and Palwal  Protected Forest area in Palwal District. In addition to plantation at Nagar Van sites, plantation drives were undertaken at 75 other sites in all the districts of Haryana.

          In this Hariyali Mahotsav , Sh. Jagdish Chander, was the Chief Guest. The event was graced by eminent citizens Vice Chancellor, Sushant University, Dr. Rakesh Ranjan, Pro Vice Chancellor, Sushant University, Dr. Sanjiv Kr. Sharma, Councellor, MCG, Sh. Mahesh Dayama. Senior officials from the Forest Department, Additional Principal Chief Conservator of Forests (Forestry), Haryana, Sh. Suresh Dalal, Additional Principal Chief Conservator of Forests (B&P), Haryana, Sh. Kailash Chand Meena, and Chief Conservator of Forests, South Circle, Gurugram, Smt. Haryana state delegation to Rome meets the Director-General, FAO of UN and organized a meeting to encourage Italian investments in India

The Haryana state delegation, led by the Minister of Cooperation, Dr. Banwari Lal, is in Italy to study technologies for the preservation of food and cereals and to promote the state as an investment destination for Italian companies, in particular SMEs. The delegation includes MLA, Sh. Deepak Mangla, Chairman, HAFED, Sh. Kailash Bhagat, Managing Director, HAFED, h. A. Sreenivas, Deputy Secretary, Cooperation Department, MS. Shivjeet Bharti and the General Manager, HAFED, Dr. Arun Kumar Ahuja.

        The delegation along with HE Dr. Neena Malhotra, Ambassador of India to Italy met the Director-General, Food and Agriculture Organization of the United Nations, Mr. Qu Dongu at its headquarters at Rome.

        The DG, FAO emphasized that the land is limited and more yield from the same land is required to feed the population with the least impact on the environment. Natural and organic farming techniques with minimum or no use of pesticides and chemical fertilizers is the need of the hour. He emphasized the need to support small and marginal farmers. They need inputs including seed, marketing channel, price support. He praised the Ambassador of India to Italy for her active role and offered to work together in the betterment of the farmers.

        He further said that FAO offers technical support and ensured all possible help in the interest of the farmers of the State on receipt of request through the federal government of India.

        Thereafter, in an event organized by the Indian Embassy in Rome at Hotel Westin Excelsior, the delegation had the opportunity to present the State of Haryana before Italian entrepreneurs. The meeting brought together several potential partners for trade and investment development between the two countries.

        Welcoming the delegation and Italian entrepreneurs, Dr. Neena Malhotra, Ambassador of India to Italy, said, “The state of Haryana represents a wonderful opportunity for collaboration between the two countries, especially in this environment in global food shortages are expected to increase dramatically.”

        She further said that the Indian delegation has been sent to Italy by the state of Haryana to develop partnerships between India and Italy and study new technologies, especially in the agricultural sector. Modern Haryana is one of the most developed states in India. It has the highest per capita income among the largest states in the country and is one of the largest producers of wheat and rice. More than 60% of the exported Basmati rice is grown here, one of India’s best-known varieties of rice. Furthermore, many Indian agricultural workers who come from this land currently work in Italy.

        Haryana is also one of the leading global Business Process Outsourcing (BPO) destinations and over 5% of the world’s BPO and call centers are operated by Gurugram and other neighboring cities. Haryana is home to over 120,000 Indian micro, small and medium-sized enterprises, so it is aware of the various challenges of the sector.

        The head of the delegation, Dr. Banwari Lal, Minister of Cooperation, Haryana State informed that “Haryana is a leading producer of wheat and paddy. This visit serves to study modern technologies for the storage of grain and cereals. All this would help create a similar infrastructure in Haryana as well as minimize storage losses, and also extend the shelf life of the grains. We can also plan to do contract farming for supply of quality grains/products as per required EU quality parameters.”

        Sh. A. Sreenivas, MD, HAFED gave a detailed presentation about HAFED and told that HAFED is the largest federation of agricultural cooperatives in Haryana that works to provide farmers with services and assistance together with the government with a turnover of USD 2.2 billion during the last financial year.

        HAFED not only deals in procurement and Warehousing of food grains but also deals in Agri-processing and marketing of quality consumer products including rice, mustard oil, etc. First time in the history, HAFED has been exporting 20,000 MT of Basmati rice to a prominent buyer of Saudi Arabia (UAE) and we plan to manifold the export of rice in the coming years. This year, as a commercial decision, HAFED has also procured Durum quality wheat from Madhya Pradesh state, which is consumed in Italy for production of Pasta, etc. primarily for its export to Italy. Though the Government of India has banned the export of wheat, however, this can be sorted out bilaterally with the intervention of the Government of India.

        For Italian companies, the Haryana Government initiative is an opportunity to export their technology to India and to raise awareness of its large food market. In fact, India is the second-largest producer of wheat in the world. However, this resource is rarely exported due to the national needs of its population of over 1.4 billion people.

        In addition to wheat, milk is another great resource of India, so much so that the country is the world’s largest producer of milk. In particular, Haryana offers interesting opportunities for the Italian cheese segment, considering that over 40 percent of Indians are vegetarians. In this regard, the Haryana executive has launched initiatives to promote the production of milk with higher fat content and the Italian experience in production and in the cold chain could open a new market. The MD, HAFED said that this will certainly open growth avenues for the Federation as well.

        These meetings will go a long way in the bilateral relationship of the EU and India and in the economic interest of farmers of the state.

Sextortion cases on the rise in country

Beware of that super friendly woman you meet on Istagram or Facebook or What’s app. She could be a member of a gang targeting people into explicit sexual situations and then demanding money not to expose them on public platforms.

One of the victims on the condition of anonymity said that he got a call from unverified numbers and callers posing as Sub-inspector in Delhi Police, asking him to shatter the issue by paying money otherwise compromising pictures or videos will be put on social media platforms.

As per the statistics, sextortion, or extortion using sexual methods, tops the charts in the cybercrime cell of Chandigarh region. In all such cases, stories have emerged of individuals being “lured into recording themselves performing sexual acts” before being blackmailed. The cyber crime investigation cell (CCIC) of Chandigarh Police has advised the people to be careful about video calls from unknown numbers. Sources in the CCIC Chandigarh Police said that the number of sextortion (extortion cases using nude pictures) are increasing. There have been a number of incidents and the victims’ list is increasing. But due to shame or social stigma, the victims often do not report the crimes to police, they added.

When contacted, Mohali based cyber expert said that people who often get connected with strangers through social media or even gaming apps are targets of these crimes. It begins with offers of friendship but soon leads to sharing of compromising pictures or videos that are used for blackmail. The victims of such crimes belong to all age groups. Victims of such crimes are unwilling to come forward and report them to the police for fear of embarrassment or disrepute it might bring. However, the best and surest way of bringing such cases under control is to report them to the authorities, he added.

He further said, “The modus operandi of the gangs is to create fake accounts posing as girls on social media platforms and lure men, most of whom were rich with high-profile backgrounds. While posing as girls on social media, the accused took the victims into confidence and insist on starting obscene video chats, which they would then record. Then they blackmail the victims with the recorded videos and extort money from them. The person behind the profile is actually a criminal whose main motive is to extort money from the victim. These fake profiles are deliberately made to look very attractive so that people fall prey to this scam easily, he added.

Constable Rajnish, who posted at Panchkula cybercrime cell, said that the cases of cheating people into indulging in virtual sex and recording them to extort money from them have seen a spike during the last one year. Over dozen such cases have been reported in Panchkula district. “We have detected a few such cases and found the culprits to be from Rajasthan and the northern belt. Recently, Panchkula police Station, Sector 20 have arrested the person, native of Alwar, Rajasthan involved in sextortion. “We have urged people to report any cybercrime cases at the earliest in order to ease the detection process. Victim can register compliant at local police station or through on toll free number 1930 or website cybercrime.gov.in,” he added.

13 killed, 2 injured as bus falls into gorge in Kullu; Haryana CM expresses grief over road accident

Thirteen passengers were killed and two others injured after a bus fell into a gorge in Himachal Pradesh’s Kullu district on Monday, officials said. Initial reports had put the death toll at 16.

The bus was on its way to Kullu from Shainsher when it fell into the gorge at a hairpin bend near Jangla village around 8.30 am, the officials said. Dead Jhablu Devi’s brother-in-law Tej Prakash alleged callous attitude on the part of the authorities in rescuing the victims.

“It took almost three hours to take Jhablu Devi from the accident site to the hospital. Had the administration acted swiftly, some lives could have been saved,” he said. Twelve of the 13 dead have been identified as Tanu, Prem Chand, Fateh Chand, Anita Devi, Susheel Kumar, Khim Dasi, Roshi Devi, Parvati Devi, Jhablu Devi, Amit Kumar Rajak,  Aaksh and Rakhi Maya.

The injured were admitted to the Kullu regional hospital for treatment. The president and the prime minister have condoled the loss of lives in the accident. President Ram Nath Kovind said he was distressed to learn about the death of students and other people in the accident. Condoling the loss of lives, Prime Minister Narendra Modi announced Rs 2 lakh each for the next of kin of those who died. The injured will be given Rs 50,000 each, the Prime Minister’s Office said in a tweet. Himachal Pradesh Chief Minister Jai Ram Thakur also expressed grief over the tragic bus accident.

Thakur said a magisterial inquiry has been ordered and the Kullu ADM will probe the whole incident. The CM said Rs 5 lakh will be provided to the next of the kin of the each dead whereas Rs 15,000 will be provided as immediate relief to the each injured. He said free treatment will also be given to the injured persons. Thakur thanked Prime Minister Narendra Modi for approving an ex gratia of Rs 2 lakh for the kin of the each dead and Rs 50,000 for the each injured.  

Haryana Chief Minister Manohar Lal Khattar on Monday expressed shock at the road accident that took place in the Sainj Valley of Kullu, Himachal Pradesh. The Chief Minister stated in a tweet that the news of this tragic incident is disturbing and the entire nation is with the bereaved families in their hour of grief. He prayed that God may grant peace to the departed souls and wished speedy recovery to the injured.

        This incident happened on Monday morning when a private bus met with an accident in Sainj Valley of Kullu district. There were many people travelling on this bus, out of which some died while some were badly injured.

Statue of Viraat Swaroop of Lord Krishna unveiled in Jyotisar, Kurukshetra

The 40-ft tall ‘Virat Swaroop’ of Lord Shri Krishna was unveiled today on the holy land of Jyotisar in Kurukshetra, Haryana, amid the blowing of conch shells and chanting of mantras.

        Rashtriya Swayamsevak Sangh (RSS) Chief, Dr. Mohan Bhagwat, in the august presence of Haryana Governor, Sh. Bandaru Dattatraya, Chief Minister, Sh. Manohar Lal and Chairman, Gita Gyan Sansthanam, Geeta Manishi Swami Gyananand Ji Maharaj, virtually unveiled the statue by pressing the remote control button from the Gita Gyan Sansthanam.

        The 40-ft tall ‘Virat Swaroop’ of Lord Shri Krishna weighing close to 35 tons is made from a mixture of 4 types of metals, including 85 percent copper and 15 percent other metals. In this vast form, 9 forms of Lord Shri Krishna are depicted.

        During the unveiling programme, a magnificent description of Lord Krishna’s journey from  ‘Viraat Roop’ and ‘Vishwaroop’ were also depicted through an incredible light and sound show.

        Notably, under the first phase of the renovation of Jyotisar, the first site of the Krishna Circuit project, the statue of Lord Krishna’s Viraat Swaroop has been unveiled today. After this, as per the directions of the Chief Minister, a world-class ‘Jyotisar Anubhav Kendra’ is being set up at Jyotisar, which is likely to be ready in the next year. The Centre will be divided into five buildings. In its first building, information about the events before the war of Mahabharata will be made available.

        With the 18 Mirrors installed in the next building, visitors will be able to see the events that happened in 18 Days of War.  Besides this, the visitors can also seek solutions to their problems written in Gita from the interactive pod. In the fifth building, information about the post-war events like the coronation of Yudhishthira etc. will be made available. This Centre will become a Centre of attraction for visitors coming across the globe.

        On this occasion, Home and Health Minister, Sh. Anil Vij, Education and Tourism Minister, Sh. Kanwar Pal, MPs, Sh. Rattan Lal Kataria, Sh. Nayab Singh Saini, Sh. Sanjay Bhatia, Rajya Sabha MP,  Sh. Kartikeya Sharma, MLAs, Sh. Subhash Sudha, Sh. Mahipal Dhanda, Sh. Parmod Vij, Sh. Leela Ram and other dignitaries also remained present.
