Hry ACB arrests 21 Govt officers for taking bribery in Sept

During its ongoing drive against corruption, Anti Corruption Bureau, Haryana has arrested 21 government officers/officials while accepting bribe ranging from Rs 3000 to Rs 1.40 lakh during the month of September 2023. The Bureau has also nabbed 3 private individuals taking the number of arrests to 24.

In the same period, the Bureau initiated investigations into five cases involving seven gazetted officers, nine non-gazetted employees, and ten private individuals.

Hry DGP pays homage to immortal police martyrs on Police Martyrdom Day

Haryana Director General of Police (DGP), Shatrujeet Kapur, unequivocally reiterated the state government’s unwavering commitment to the welfare of police personnel and the families who have made the ultimate sacrifice.. He lauded the visionary leadership of Chief Minister Shri Manohar Lal and the insightful guidance of Home Minister Anil Vij for their instrumental roles in the seamless implementation of a range of welfare initiatives. In the unfortunate event of an employee’s martyrdom, the bereaved family not only receives job security but also a pension, in addition to substantial financial assistance amounting to Rs 1 crore 30 lakh. Furthermore, for cases of accidental fatalities involving contract-based employees within the police department, a  financial aid of Rs 50 lakh is extended to support the dependent family.

He was speaking after paying homage to the immortal police martyrs by laying a wreath at the ‘Police Martyr Memorial’ on the solemn occasion of Police Martyrdom Day, held at Police Lines, Panchkula. This day serves as a poignant reminder of the sacrifices made by 188 valiant martyrs of the Indian Police Force.

पुलिस महानिदेशक ने बताया कि पुलिस शहीदी दिवस के अवसर पर सभी प्रदेशों में ड्यूटी के दौरान शहीद होने वाले पुलिसकर्मियों को श्रद्धांजलि अर्पित की जाएगी। इस मौके पर प्रदेश के सभी जिलों में पुलिस लाइन में पुलिस शहीदी दिवस मनाया जाएगा। उन्होंने बताया कि पंचकूला में आयोजित किए जाने वाले राज्य स्तरीय पुलिस शहीदी दिवस के अवसर पर पिछले वर्ष देश भर में  शहीद  हुए 188 पुलिसकर्मियों को श्रद्धांजलि दी जाएगी। उन्होंने आंकड़े सांझा करते हुए बताया कि पिछले 5 वर्षाें में देशभर के 1250 से अधिक पुलिसकर्मी तथा हरियाणा में 7 पुलिसकर्मी शहीद हुए। उन्होंने बताया कि हरियाणा प्रदेश बनने से लेकर अब तक 83 पुलिसकर्मियों ने अपने प्राणों का बलिदान दिया।

 गौरतलब है कि 21 अक्तूबर 1959 को भारत-तिब्बत सीमा पर लद्दाख के क्षेत्र में केन्द्रीय रिजर्व पुलिस बल के दस जवान सीमा पर गश्त करते समय चीनी सैनिकों द्वारा घात लगाकर किए गए हमले का शिकार हुए थे। तभी से 21 अक्तूबर को पुलिस शहीदी दिवस के रूप में मनाने की परम्परा आरम्भ हुई थी। तब से आज तक देश में लगभग 36 हजार 214 पुलिसकर्मियों ने कर्त्तव्य की वेदी पर सर्वाेच्च बलिदान दिया है। इन वीर सपूतों की कर्मभूमि कश्मीर की पहाड़ियों से लेकर नागालैंड और मणिपुर के घने जंगलों तक व चम्बल के बीहड़ों से लेकर कच्छ के रण तक रही है। इन्होंने हर समय आतंकवादियों, उग्रवादियों, अपराधियों व असमाजिक तत्वों से निपटते हुए भारत के जनमानस और भारत माता की सेवा की है। इनमें केन्द्र पुलिस संगठन के तहत कार्यरत बल जैसे भारत तिब्बत सीमा बल, सीआरपीएफ , सीआईएसएफ तथा बीएसएफ के जवान भी शामिल हैं।

Clarify your stand on SYL water for  Haryana

Shiromani Akali Dal today asked Punjab Chief Minister Bhagwant Mann to clear his stand on his own Rajya Sabha MP Sandeep Pathak’s demand for SYL water for Haryana even as the party asked the CM that before calling opposition parties for a debate he should hold a debate with his Haryana AAP unit on SYL canal issue.

Addressing a press conference here today, SAD Legal Wing President Arshdeep Singh Kler said the Punjab CM first provided Ministerial Kothi No. 964 to Haryana AAP unit team for demanding construction of SYL canal and ensuring water supply for Haryana and now he is silent on statement of his own Rajya Sabha MP from Punjab Sandeep Pathak who has publicly advocated supply of SYL water for Haryana. He asked CM on how a Punjab Rajya Sabha MP can demand water for Haryana from SYL and why he was silent on the issue ?

Advocate Kler said that Bhagwant Mann should demand immediate suspension of the MP from the party while forwarding his case to Rajya Sabha secretariat for his suspension and subsequently declaring his seat vacant for opposing Punjab’s rights in the country.

Hry ACS asks officers to ensure smooth, hassle-free paddy procurement

Haryana additional Chief Secretary (Food, Civil Supplies and Consumer Affairs Department) Dr Sumita Misra on Wednesday asked the concerned officers to ensure smooth hassle-free crop procurement during the upcoming Kharif Marketing Season-2023-24.

She presided over a review meeting with senior officials of various institutions and departments including Haryana State Cooperative Supply and Marketing Federation (Hafed), Food Corporation of India, Haryana State Warehousing Corporation, Panchkula, Haryana State Agricultural Marketing Board, E Kharid and Meri Fasal Mera Board regarding the procurement operations for the upcoming Kharif Marketing Season-2023-24.

Dr Misra instructed the concerned officers to make adequate arrangements for the same and ensure that no farmers face any problem in selling their crops in the mandis. In the meeting, the issues related to the adoption of mechanized procurement operations, borrowing at low interest rates, reduction in the cost of procurement operations, adoption of new technologies and quality control systems, promotion of coarse grains, bagging requirements, online settlement of food subsidy claims among others were discussed and it was suggested that such innovations should be encouraged.

Haryana will pay centre’s share of the commission given to the depot holders

Haryana Chief Minister, Sh. Manohar Lal while making a key announcement for the depot holders here today announced that to increase the Commission amount from Rs 1.50 to Rs 2. Besides this, from now onwards the state government will pay the share of the commission amount to the depot holders which is received from the Central Government announced Sh. Manohar Lal. The Chief Minister made these announcements while interacting with the ration depot holders through audio conferencing here today. During the interaction, the depot holders had raised the issue regarding increase and the delay in getting the commission before the Chief Minister. While taking prompt action on the same, the Sh. Manohar Lal announced to increase the commission amount and to pay the center’s commission share to the depot holders at the time of the ration distribution only, without waiting for the Center share. 

Jan Samvad programmes will start again in Haryana after August 15

Haryana Chief Minister, Sh. Manohar Lal while chairing a meeting with 7th batch of Chief Minister’s Good Governance Associates (CMGGAs) said that they should work with people on a personal level to bring the public welfare policies of the government to the ground and inform the government about the problems and challenges faced by them.The Chief Minister said that the CMGGAs have to consider all the difficulties faced by people while availing the benefits of public welfare schemes. Besides this, they should also take regular feedback from the people.He also sought suggestions from the CMGGAs for meticulous implementation of the public welfare schemes and the services at the grassroot levels. Sh. Manohar Lal Said that out of 14039 problems received on the Jan Samvad portal, 13730 have been marked and uploaded and so far Jan Samvad programmes has been done in 5 districts. He said that the Jan Samvad will be started again after August 15. The problems that were raised during the Jan Samvad are being resolved through the portal.”CMGGAs should also work dedicatedly on resolving these problems,” said Sh. Manohar Lal.

The Chief Minister said continuing the series of   Jan Samvad he talks directly with the beneficiaries every Saturday through audio conferencing.Through this audio conference, so far, he has talked with lakhs of beneficiaries of various welfare schemes.  He said that the CMGGAs should meet such beneficiaries directly and take the feedback.Sh. Manohar Lal said that a better mechanism will be prepared for issuing passports at the college level. Apart from this, transport officers will be appointed in every school to provide vehicles to the students so that the children studying in the schools do not face a problems in commuting.The Chief Minister said that the next meeting with the CMGGAs  will be held soon and in that meeting, the progress report should be brought regarding the work done by them.The Chief Minister said that 100 percent of land registration would be done under Meri Fasal Mera Byora Yojana. Earlier only the crop sown land was registered by the farmers, but now it is mandatory to register the vacant land also. The government will get a third party to assess the registration work in the field.  After 100 per cent registration of land, each farmer will be given an amount of Rs 100 as an incentive.  For this, prizes ranging from 5 thousand to 20 thousand rupees will also be kept. He said that the government is coming up with a new scheme of about Rs 40-50 crore by changing the Meri Fasal Mera Byora scheme. 

Crop insurance will also be included in this.Sh. Manohar Lal said that the government is working to take care of every citizen from their birth to retirement through the State government’s Parivar Pehchan Patra Yojana.He said that in this ambitious scheme, the government has divided the citizens into four groups according to the age groups.”The Women and Child Development Department has been assigned the duty of taking care of children from birth to 6 years. Similarly, the school education department is responsible for the youth of 21 lakh families in the age group of 6 to 18 years”, shared Sh. Manohar Lal.The Chief Minister said that under Nirogi Haryana Yojana, not only sick people but also healthy people would be taken care of.He said that the government is working to motivate people to remain healthy. For this, CMGGAs should work jointly with the school management and ensure cleanliness in the schools.

Home Minister Anil Vij today gave directions to suspend DSP in Hisar

Haryana Home Minister Sh. Anil Vij has directed to suspend a DSP for not following the directions given by him in the monthly meeting of the District Public Relations and Grievances Committee held at Hisar today. Apart from this, he has also given directions to suspend two patwaris and a data entry operator in a registry case.

        Sh. Vij was answering the questions of media persons after the monthly meeting of District Public Relations and Grievances Committee in Hisar today. He said that 12 complaints were received in today’s meeting, out of which he has given directions to take action on each complaint. He said that some complaints have been resolved while some have been dropped.

        He said that today he has given directions to suspend a DSP who did not follow the directions given by me during the last meeting and he kept on covering up the matter in his own way which was not in compliance with the instructions of the committee for action.

        Similarly, in another case there was a registry pledge and a committee was constituted in the last committee meeting to investigate into it. He said that now the report of the committee has received and two patwaris and a data entry operator have been found guilty in this case, so directions have been given to suspend them as well.

        During the hearing of the first complaint, he directed to suspend the then Barwala DSP Rohtash. Bhateri’s wife Satpal, a resident of village Kirori district Hisar, had told in her complaint that she had cultivated wheat crop on two acres of land, in which the standing crop was spoiled by poisonous spray.  In this case, Home and Health Minister Anil Vij had given directions to arrest the culprits without delay.  Due to non-action as per directions, orders were given for suspension of DSP and immediate arrest of the accused in the case.

        In the second complaint, Prem Singh s/o Dal Singh, Ajmer Singh s/o Preet Singh, Balwant Singh s/o Nawab Ali and the residents of The Hisar Scholar House Building Society Gangwa have demanded immediate action against the head of the society on the allegation of multiple allotment of the plot.  In this matter, during the last meeting, directions were given to suspend the Assistant Registrar (Cooperative Societies) and take strict action by registering an FIR in the matter.  The police has registered an FIR yesterday.  In this matter, the Home Minister instructed the Corporation Commissioner to speed up the investigation and conduct the elections of the society.

        In the third complaint, Rajpal Singh’s son Prabhuram resident of Narnaund said that in the year 1981, after taking approval from the government, a plot in Murabba No. 68 was sold by auction by the Gram Panchayat Narnaund.  He had also bought plot number 40 in the auction.  But due to some reasons the identification and registration could not be done.  On this, directions were given to the officials in the meeting that after taking the records from the Panchayat Department, the civic body department should immediately get the registry done in favor of the complainant.

        In the fourth complaint placed in the meeting, the Resident Welfare Association, Hisar, while demanding provision of drinking water, arrangement of STP, cut on National Highway 52, government arrangement of electricity and facilities in Marvel City, told in the meeting that this colony was formed in 2007, but even till date facilities have not been provided to the plot holders.  Hearing the complaint, Home Minister Anil Vij said that a letter has been written to Herera, Gurgaon for investigation in this matter and to the higher authorities of Town and Country Planning for cancellation of Marvel City’s license and recovery of fine.  Apart from this, directions were given to re-sampling the water available in the colony.

        In the fifth complaint, the villagers of Chamar Kheda told that some people of the village have encroached upon the public places of the gram panchayat like phirni, johad, pond, cremation ground, community center, panchayati plot and agricultural land.  On this, a three-member committee was constituted in the last meeting and they were instructed to see the opportunities in the villages.  On being unsatisfied with the answer, ADC, DSP Barwala, along with Grievances Committee member inspected the spot and videography was instructed, along with it was also said that if encroachments are found in the village, BDPO will be suspended immediately.

        In the sixth complaint in the Grievances Committee, on the demand of investigation in the lawsuit filed by Devendra’s son Mukand Lal of Syahdwa village against the members of his family, the Home and Health Minister said that an impartial inquiry should be conducted.

        In the seventh complaint, in complaint by a woman, it was said that action was not taken in the case of attempt to rape on the dominant persons of the village.  It was informed that the culprits have been arrested, so the complaint was also dropped.

        In the eighth complaint, Hansi resident Ashok Kumar s/o Sant Lal The Adarsh Sahakari NATC Samiti lodged a complaint of usurpation of his deposited capital.  In this case, despite having identified a plot of the committee, its plot was sold to another person, in this case the plot was also registered without investigation.  After investigating the matter, the Home and Health Minister gave directions to suspend two patwaris and a data entry operator.

        In the meeting, the ninth complaint related to stopping the construction works going against the map in Anand Niketan Welfare Society, the tenth complaint related to obstructing the work of laying cables on transformer and poles in Kauth Kalan and the construction of backward chaupal in village Panihari.  The 11th complaint was dropped due to the action being taken.  In the last and twelfth complaint, instructions were given to keep the matter of encroachment of a pond of municipality in ward number-6 of Barwala again in the next meeting.

        After this, while talking to the media persons, Home and Health Minister Anil Vij said that action is being taken regarding the selection of land for the construction of a civil hospital with state-of-the-art facilities in Hisar.  After the completion of the formalities, the construction work of the hospital will be completed here soon.  Responding to a question regarding the availability of medicines in civil hospitals, he said that civil hospitals established in the districts have been asked to procure medicines.

        Haryana Rajya Sabha MP Dr DP Vats, Hansi MLA Vinod Bhayana, Barwala MLA Jogiram Sihag, Mayor Gautam Sardana, District President Captain Bhupendra, Additional Director General of Police Shrikant Jadhav, Corporation Commissioner Pradeep Dahiya, Hisar Superintendent of Police Ganga Ram Poonia were present on the occasion.  Hansi Superintendent of Police Maqsood Ahmed, Additional Deputy Commissioner Neeraj Kumar along with officers of various departments and members of the Grievance Committee were present.

Government moving towards rural development and employment generation of youth: Dushyant Chautala

Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that a robust road network is the foundation of progress and development. The government is fulfilling the commitment made to the people for inclusive development. Employment to the youth and rural development is the topmost priority of the government.

The Deputy CM was addressing the villagers on Friday after laying the foundation stone of the improvement work of 41 roads in Jhajjar district’s Badli area village Jahangirpur at a cost of more than Rs. 102 crores.

         The Deputy CM said that the roads are being improved by sanctioning hefty amounts for its repair and improvement. He added that 41 roads in the villages of Badli, Bahadurgarh, Beri and Jhajjar assembly constituencies of district Jhajjar. He said that the roads being constructed by the Public Works Department and Panchayati Raj Institutions will not only make the traffic movement smooth, but would also boost the economy of the area.

         The Deputy Chief Minister reiterated that for the prosperity of any area, it is necessary to have strong roads and pucca streets. Sh. Chautala said that a provision of Rs. 25 crores have been made to each assembly constituency of the state for the repair of damaged roads, due to which the roads will be repaired in the next few months.

        He said that industrial areas have gained momentum under the able leadership of the present state government, due to which avenues of employment are opening for the youth.

Referring to the Maruti Suzuki plant being set up in Kharkhoda, he said that with the commissioning of this plant, 15,000 to 20,000 youths will get employment. On the other hand, enthusiastic industrialists from Bahadurgarh Footwear Zone are also looking forward to setting up a new company in the footwear sector, due to which more than 200 companies have taken interest to commence footwear production in Rohtak IMT, thereby creating employment avenues for thousands of youth.

Foundation stone laid for the improvement work of these roads

The Deputy Chief Minister, Sh. Dushyant Chautala on Friday inaugurated the improvement work of 41 roads of Badli, Beri and Jhajjar and Bahadurgarh assembly constituencies during a programme organized at bus stand in village Jahangirpur. In this programme, besides four-lane 18.250 km Jhajjar-Badli road, he also laid the foundation stone for the improvement work of 56 km long roads of Badli region.

Similarly, along with the improvement work of 10 roads of 40 km length in Beri assembly constituency and 15 roads of 27 km length in Jhajjar assembly constituency, the improvement work of seven roads in Bahadurgarh area has also been started. On the demand of construction of Jahangirpur to Pahsaur road, he said that this road will be constructed after taking approval from HSIIDC.

Haryana is the land of sports, Haryana can end the hunger for medals in the whole country: Home Minister Anil Vij

Haryana Home and Health Minister Sh. Anil Vij said that Haryana is the land of sports and Haryana can end the hunger for medals in the whole country. Haryana is only 1.3 percent of the entire country while our medals are more than 50 percent. He said that we have laid special emphasis on sports infrastructure to promote sports because until the sports infrastructure is not provided to the players, the players will not be able to do their best.

         Sh. Vij was addressing special players and attendees going to participate in Special Olympics World Summer Games – 2023 in Berlin, Germany through Special Olympics Bharat in Gurugram today.

         He said that new stadiums are being constructed in every city of the state. In Ambala, a world-class football stadium has been built there and work has been done to revive the football game. Speaking on the sports policy, Sh. Vij said that when I was the sports minister in the last term, I made the sports policy of Haryana with consultation to the players, because many times there is a gap in making policies, and to bridge this gap. So, I also included the stakeholders i.e. the players. This work was greatly appreciated by the players then and said that to date no one has asked us about the sports policy and this is the first time that it is being asked before making the sports policy. He said that today players from other states also demand to implement Haryana’s sports policy in their state and say that Haryana’s sports policy should be implemented in their state.

         Talking about the medals, he said that in the Olympics gold medalist gets Rs 6 crore, silver medalist Rs 4 crore and bronze medalist Rs 2.5 crore, which is probably the highest in the country.

         He said that in the hustle and bustle of life, we forget many of our responsibilities because we are living in a water-tight compartment and if we pluck even a single flower in this compartment, it can be felt even to the farthest stars. That’s why not everyone feels the pain that goes or reaches in society, only a few feel it. He said that realizing this pain, Smt. Mallika Nadda, who is sitting among us today, has done the work of taking such people forward to walk step by step like other people through Special Olympics India.

Sh. Vij said that success can be achieved only with ability and opportunity. These special players also have potential, but today Smt. Mallika Nadda has given these children an opportunity to show their potential. He expresses gratitude from the bottom of his heart to the organization and all the people for their cooperation in this.

         Congratulating the special players who are going to participate in the Special Olympics World Summer Games – 2023 in Berlin, Germany, he said I have full hope that these players will bring back good medals from there. Praising Smt. Nadda, He said that she organizes health camps for these players from time to time.

He said that education and health are two important sectors of a government. Our government has implemented a new education policy to improve the education sector, which is unprecedented work. He said that education is a mechanism to make a man a human being and a good nation can be made only after becoming a good human being. Regarding DAV institution, he said that DAV institution has contributed to education even before and after independence and it is a revolution in the field of education.

         Special Olympics India Chairperson Smt. Mallika Nadda while congratulating the players going to participate in the Special Olympics World Summer Games – 2023 in Berlin, Germany said that 16 players and coaches are present here today. Praising the Home Minister Sh. Anil Vij, She said that these players are grateful to him for bringing change in the lives of these special players, giving them respect and providing them employment because during their tenure a lot of new things have been done. She said that for the promotion of these sportspersons, full cooperation is being received from the Haryana Government and the Health Minister. In this series, the stadium has been given to Special Olympics India in Daulatabad. She said that an amount of Rs 50 lakh has been announced by Home Minister Anil Vij for Special Olympics India. This amount will be used to build this stadium, she added.

        She said that we have to reach out to every Divyang and Special Olympics India has extended full cooperation in this movement. She said that 190 countries are in the Special Olympics with 1.5 million registered athletes. She said that 198 players will participate in 16 types of sports in the games to be held in Berlin. Expressing hope, she said that out of about 200 players, 150 players would definitely come with medals. Calling upon the people, she said that every class should make efforts to bring these special players into the mainstream.

         State President of Bharatiya Janata Party Sh. Om Prakash Dhankhar said that these special players should become the identity of the country and participate in progress, for which the Special Olympics is a great effort of India. Appreciating Smt. Nadda, he said that it is extraordinary to bring out the best in such special children as they strive to bring out the best in a challenge. Congratulating and wishing these special players on his behalf, he wished that they come victorious from Berlin and come back iconic. 

         Special Olympics Bharat State Pattern Smt. Latika Sharma, DAV School Vice Chairman Yogesh Munjal, Special Olympics Bharat Area Manager Virender Kumar, DAV School Principal Aparna, SGT University Registrar Yogendra Yadav also addressed on the occasion.

         Home Minister Sh. Anil Vij, Special Olympics Bharat Chairperson Smt. Mallika Nadda, BJP State President Sh. Omprakash Dhankhar and DAV School Vice Chairman Yogesh Munjal also provided dress kits to special players and coaches and other team members.
