Punjab Slams Haryana’s ‘Technically Impossible’ Water Demand of 10,300 Cusecs

Chandigarh, May 15:

Punjab Water Resources and Soil and Water Conservation Minister Barinder Kumar Goyal today said that Haryana has further complicated water-sharing negotiations by increasing its already unfeasible water demand from 9,525 cusecs to 10,300 cusecs during today’s Technical Committee meeting of the Bhakra Beas Management Board (BBMB).

Following the meeting of officials of state of Punjab, Rajasthan and Haryana, the Cabinet Minister informed that Haryana’s escalating demand clearly shows its unwillingness to reach a reasonable resolution to our shared water challenges. Haryana tactics appear designed to create an impossible situation rather than work toward practical solutions.

He said that in the Technical Committee meeting, chaired by the BBMB Chairman, Water Resources Secretary Krishan Kumar and Chief Engineer Sher Singh represented the Punjab, alongside Chief Engineers from Haryana and Rajasthan, with Central Government representatives participating virtually.

The Cabinet Minister said that “Haryana had initially demanded 8,500 cusecs, which our technical team clearly explained was impossible to provide. On humanitarian grounds, Punjab has already been supplying 4,000 cusecs since April 4 specifically for drinking water purposes,” said Barinder Kumar Goyal.

He informed that as we already explained our limitations, Haryana has demanded 10,300 cusecs of water to be delivered from May 21 onward, despite their previous written correspondence requesting 9,525 cusecs, which is significant and unexplained increase.

Barinder Kumar Goyal, while stressing the physical impossibility of meeting Haryana’s demands, said that the Bhakra Main Line (BML) has a maximum capacity of 11,700 cusecs. Punjab requires a minimum of 3,000 cusecs for our own critical needs. Now, Haryana’s demand of 10,300 cusecs would effectively leave Punjab with almost no water and exceeds what the infrastructure can safely handle, especially while repairs of BML are ongoing.

He said that Punjab officials presented documentation of Haryana’s previous written request for 9,525 cusecs during the meeting, highlighting the contradiction with their new demand. The BBMB Chairman acknowledged the discrepancy and committed to examining the matter further, he added.

“By making these technically impossible demands, Haryana is deliberately creating complications in the water-sharing arrangement,” said the Cabinet Minister, adding that Punjab has consistently adhered to all BBMB rules and regulations, while Haryana continues to shift its position.

The Minister also clarified Punjab’s position regarding the ongoing water supply, saying that the 4,000 cusecs we have been providing to Haryana since April 4 is drawn from Punjab’s allocation. We have formally stated that the total accumulated volume will need to be returned to Punjab when required.

The Cabinet Minister said that when the meeting began, the Rajasthan government expressed appreciation to Punjab for reliably supplying water when needed. In contrast, Haryana reverted to making excessive demands.

Thousands of people, including children and women, participated in the yatra, paying homage to the brave soldiers of the country. The Chief Minister and other Ministers paid floral tributes to the martyrs at the Major Sandeep Shankla Memorial, saluting the valor and courage of the soldiers.

Sh Nayab Singh Saini said that our soldiers have taught a tough lesson to those who threaten the nation. They ensured that the national flag, the Tricolor, which symbolizes the pride and honour of Mother India, never bowed down. He explained that the Tiranga Yatra is not just a celebration of Mother India’s pride, but a tribute to the self-respect and valor of the nation. It is an expression of our national unity, consciousness, and pride. The yatra is dedicated to the warriors who responded to the enemy in their own language and continues to inspire us to embrace patriotism in every moment.

He said that the courage, loyalty and discipline with which our brave soldiers carried out ‘Operation Sindoor’ under the leadership of Prime Minister Sh Narendra Modi has become not just a military operation but a symbol of India’s national dignity. The clear message from the Prime Minister, “India will go to any extent to protect its citizens,” has resonated across the globe. This reflects the self-confidence of a new India and the identity of a developed nation.

Operation Sindoor” – A Unique Example of India’s Military Strategy and Soldier’s Bravery

The Chief Minister that Operation Sindoor stands as a unique example of India’s military strategy, showcasing the skillful leadership of the Prime Minister and the bravery of our soldiers. The operation led to the destruction of numerous terrorist bases and sent a clear message to Pakistan: the price of attacking India’s sovereignty is extremely high. When it comes to the nation’s security, India does not compromise. India changed the definition of war with Operation Sindoor.

He further said that in addition to military actions, India also took strong non-military measures. The Indus Water Treaty was suspended, and all exchanges whether related to artists, visas, or trade were halted. Pakistani citizens were sent back, the Attari border was sealed, terrorist networks were exposed, and Pakistan was isolated from the global community. This was not just a military strike—it was a statement of the new India’s resolve and strength. Our forces did not merely launch missiles; they delivered a message so powerful that it resonated even in the United States and China. This is the new India, the strong India, under the leadership of Prime Minister Sh Narendra Modi.

The Chief Minister also said that the day Operation Sindoor commenced coincided with Sita Navami and Tuesday. On this day, nine terrorist bases were attacked. In Pahalgam, the “sindoor” of sisters and daughters was destroyed, which is why the operation was named “Sindoor.” He further highlighted that the press briefing of this significant operation was conducted by women officers of the Indian Armed Forces Col Sofia Qureshi and Wing Commander Vyomika Singh, both of whom consider sindoor to be a symbol of good fortune.

India is not in favor of war, But as long as peace is seen as weakness, India will not remain silent

He has eliminated the terrorists hiding in Pakistan. He said that when ceasefire discussions took place on international forums, India once again set an example of restraint and peace. He said that this was not merely a military decision but a significant step taken in the interest of humanity. It reflected the maturity, wisdom, and self-confidence of the nation. The Prime Minister has also made it clear to the world that India stands firmly against terrorism and will not tolerate it. This stance proves that India is not in favor of war, but as long as peace is seen as a weakness, India will not remain silent. This combination of bravery and restraint is what makes India a truly great nation.

We drop our children off to school each day, while they spend months away from theirs. As we take part in the Tiranga Yatra, they give their lives, holding the tricolor close to their hearts. Their bravery and valor are India’s true assets.

The Chief Minister also saluted the families who have dedicated their sons, brothers, and husbands in the service of the nation and extended thanks to the citizens of the country, whose unity and discipline have kept the nation united in this time of crisis.

Tiranga Yatra dedicated to brave soldiers – Chief Secretary

Chief Secretary Sh Anurag Rastogi said that the Tiranga Yatra is dedicated to all the brave soldiers who have sacrificed their lives for the country. During the meeting, delegation members discussed with the Chief Minister about investment and business opportunities in Tanzania. They also expressed their gratitude to the Chief Minister for the guidance being provided by the Haryana Government and the global business opportunities it has facilitated.

While addressing the delegation in the meeting, which took place late last evening, Chief Minister Sh Nayab Singh Saini said that the state government aims to ensure a strong presence of Haryana entrepreneurs not just within India, but also on the global stage.
