दलित वर्ग ने जिला व ब्लाक स्तर पर टीमों का किया गठन, लोगों करेंगे जागरूक

चंडीगढ़: सुप्रीम कोर्ट द्वारा एससी आरक्षण वर्गीकरण को लेकर दिए गए फैसले के तहत आरक्षित बची हुई सीटें सामान्य वर्ग में नहीं जाएंगी। केंद्र व हरियाणा सरकार ने दलितों के इस संशय को दूर कर दिया है कि आरक्षित सीटों पर एससी वर्ग की ही भर्तियां होंगी, बीच हुई सीटें बैकलॉग में जाएंगी, एससी सीटों पर सामान्य वर्ग के हिस्से में नहीं दिया जाएगा। आरक्षण को लेकर पिछले काफी दिनों से फैलाए जा रहे भ्रम पर दलित वर्ग का संशय दूर होते ही, भ्रम फैलाने वाले विपक्ष को जवाब देने के लिए एससी समाज ने चंडीगढ़ में एकता की हुंकार भरी।

चंडीगढ़ में आयोजित प्रेसवार्ता में प्रदेशभर से दलित संगठनों, सभाओं व समाज के प्रबुद्ध लोगों ने आरोप लगाया कि विपक्ष (कांग्रेस) की ओर से भ्रम फैलाया जा रहा था कि एससी वर्ग की आरक्षित सीटों पर सामान्य वर्ग की भर्तियां होगी, जिससे दलित वर्ग को नुकसा पहुंचेगा। इसके साथ ही क्रीमिलेयर लागू करने का शिगुफा भी विपक्ष ओर से छोड़ा गया है, जिससे दलित समाज भ्रमित हो गया। मगर केंद्रीय ऊर्जा मंत्री मनोहर लाल के साथ हरियाणा सरकार ने स्पष्ट किया कि एससी आरक्षण वर्गीकरण के साथ किसी तरह की छेड़छाड़ नहीं होगी। आरक्षित सीटों पर एससी वर्ग के ही भर्ती होगी, यदि सीटें बच जाती हैं तो उन पर सामान्य वर्ग नहीं, बल्कि बैकलॉग में भेजा जाएगा, ताकि बैकलॉग के हिसाब से उन्हें भरा जाए।

भाजपा नेता सुदेश कटारिया ने कहा कि विपक्ष की ओर से फैलाये जा रहे भ्रम का जवाब देने के लिए जिला व ब्लाक स्तर पर टीमें गठित की गई हैं, जोकि फील्ड में उतरकर न केवल विपक्ष के भ्रम का जवाब देगा, बल्कि भाजपा की हैट्रिक लगाने में भी सहयोग करेगा। उन्होंने कहा कि हरियाणा सरकार द्वारा स्पष्ट किया गया है कि एससी आरक्षण् वर्गीकरण के तहत कोई योग्य उम्मीदवार वंचित अनुसूचित जाति से नहीं मिलता है तो उस स्थिति में अन्य अनुसूचित जाति के उम्मीदवारों में से उस पद के लिए चयन किया जाएगा। एससी वर्ग को 20 प्रतिशत आरक्षण पहले की तरह मिलता रहेगा। आरक्षित बची हुई सीटें किसी भी सूरत में सामान्य वर्ग में नहीं जाएंगी।

लोकसभा चुनाव के दौरान भी विपक्ष ने संविधान पर फैलाया भ्रम

भाजपा नेता सुदेश कटारिया ने कहा कि लोकसभा चुनाव के दौरान भी विपक्ष (कांग्रेस) ने संविधान और आरक्षण खत्म करने का भ्रम फैलाया। इससे दलित समाज भ्रमित भी हुआ, लेकिन अब विधानसभा चुनाव में फिर कांग्रेस ने दलित समाज को गुमराह करने की जो चाल चलती है, उसको जवाब देने के लिए समाज पूरी तरह तैयार है। उन्होंने स्पष्ट किया कि न तो दलित वर्ग का आरक्षण खत्म होगा और न ही क्रीमिलेयर लागू होगा। मगर विपक्षी दलितों को बरगलाने के लिए आरक्षण खत्म करने का शिगूफा छोड़ रहे हैं। विपक्ष के इस भ्रम का जवाब देने के लिए दलित वर्ग की हर जिले व ब्लाक पर टीमें गठित की जा चुकी हैं, जोकि फील्ड में उतरकर दलितों से सीधा संवाद करेंगी।

मनोहर ने किया दलितों का उत्थान, पदोन्नति में दिया आरक्षण

भाजपा नेता सुदेश कटारिया ने कहा कि हरियाणा के पूर्व मुख्यमंत्री एवं वर्तमान में केंद्रीय ऊर्जा, आवास एवं शहरी विकास मंत्री मनोहर लाल ने दलितों का उत्थान किया। 1966 से लेकर 2014 तक कितनी सरकारें बनी, सभी ने दलितों को वोटबैंक के तौर पर इस्तेमाल किया और पूर्व की कांग्रेस सरकार में दलितों ने सबसे ज्यादा अत्याचार सहे। गोहाना व मिर्चपुर कांड को दलित अभी तक भूले नहीं हैं, मगर जब 2014 में मनोहर लाल ने प्रदेश की कमान संभाली तो उन्होंने दलित वर्ग की सबसे बड़ी मांग पदोन्नति में आरक्षण को लागू किया। इसके साथ ही उन्होंने एससी कमीशमन व सफाई आयोग का गठन किया। सबसे बड़ा काम उन्होंने मेरिट के आधार पर नौकरियां देने का किया, जिसमें दलित वर्ग का पढ़ा लिखा होनहार युवा क्लर्क से लेकर एचसीएस भर्ती हुआ।

Punjab Vidhan Sabha Unanimously Passes Punjab Goods and Services Tax Amendment Bill, 2024

To enhance tax compliance and further streamline the State Goods and Services Tax (SGST) regime, the Punjab Vidhan Sabha, led by Chief Minister Bhagwant Singh Mann, unanimously passed the Punjab Goods and Services Tax Amendment Bill, 2024, on Wednesday. The bill was introduced by Finance, Planning, Excise, and Taxation Minister Advocate Harpal Singh Cheema.

          While introducing the bill, Finance Minister Harpal Singh Cheema highlighted the key amendments, including the exclusion of Extra Neutral Alcohol (ENA) used for manufacturing liquor for human consumption from the GST purview.  He said that now Value Added Tax (VAT) will be charged on ENA being used for manufacturing liquor.

          Announcing big relief to taxpayers, the Finance Minister said that the Taxpayers will allowed to avail the input tax credit (ITC)  claimed through  returns  filed up to November 30, 2021, for the financial years 2017-18 to 2020-21. “Additionally, an authorized representative can now appear on behalf of the summoned person instead of personal appearance of the owner/ dealer himself as was the case previously.  Further, the notice period for taxpayers has been extended from 30 days to 60 days for future adjudication, simplifying the procedures and enhancing tax compliance”, said Cheema.

          Finance Minister further also announced amnesty for taxpayers for the financial years 2017-18 to 2019-20. He said that if  a taxpayer pays the full amount of tax demand pertaining to years 2017-18 to 2019-20 by March 31, 2025, he will be granted a complete waiver of interest and penalty.

          During the discussion on the bill, Finance Minister Harpal Singh Cheema expressed gratitude to Principal Budh Ram for highlighting the issue of GST compensation. He said that when the GST system was introduced in 2017, a 14% year on year growth-based compensation for States was agreed upon until July, 2022. However, he lamented that the previous governments made no efforts to revive the State’s economy over the next five years, relying solely on compensation. “In contrast, the current government, under Chief Minister Bhagwant Singh Mann’s leadership, has initiated various measures, including establishing a tax intelligence unit, emplying intelligent module developed by IIT Hyderabad and launching schemes like ‘Bill Layo Inam Pao’, to enhance tax compliance. As a result, the State has seen a significant increase in GST collections”, he added.

          Minister Cheema pointed out that the GST system’s implementation led to the subsuming of all kinds of taxes levied by the State. Previously, the state received approximately Rs. 7,000 crores from the Central Givernment on food grains which would have increased to around Rs 10,000 crores by now. It now stands subsumed in GST. Unfortunately, the previous state government failed to secure compensation for this significant loss”, said Cheema.

          Minister Cheema also criticized the previous government, led by Chief Minister Charanjit Singh Channi, for falsely claiming to have waived taxes  for 40,000 traders in OTS. In reality, not a single trader benefited. He highlighted that, for the first time, under Chief Minister Bhagwant Singh Mann’s leadership, over 70,000 Punjab traders have benefited from the OTS scheme, and the state treasury has earned Rs 164.35 Cr.

Along with this, by banning LPG gas in the state, we will make solar stoves available at low prices and by providing cow dung gas cylinders for only Rs 50 and 100, we will reduce the kitchen expenses and also reduce the financial burden by reducing the prices of everyday food items.

He said that by building new schools and colleges in the entire Haryana, better free education will be provided and by building new hospitals in the entire Haryana, better free medical treatment and medicines will be provided. Along with this, efforts will be made to make the entire Haryana state the best state of India.

He said that by connecting all the rivers in the entire Haryana, the system of clean drinking water and clean water for farming and irrigation will be streamlined, MSP will be provided to the farmers, by building government market yards in every village, the crops will be taken from the farmers and the said money will be given immediately. Along with this, by making a new tax policy, by removing GST from 28% and implementing tax at 16%, the public will be given relief. In the state, arrangements will be made to solve the problems of the public quickly by building permanent offices and residences for the MLAs in their areas.

He said that by eliminating 100% unemployment in the state, we will provide employment to everyone and provide better roads and infrastructure. We will beautify nature by planting trees so that everyone gets oxygen, everyone’s health remains better and special care will be taken of animals and birds as well. Along with this, we will control all kinds of inflation in the state and will put a stop to adulterated food items. 

We will maintain good law and order by putting a stop to all kinds of atrocities on the public. He said that the families of soldiers will not have to visit the office for any government work. All their work will be done by the government while sitting at home, because soldiers protect the country on the border, due to which every Indian can sleep peacefully.

एमएसपी ने बदल दी हरियाणा प्रदेश की राजनीति

हरियाणा में अब 24 फसलों की खरीद एमएसपी ( न्यूनतम समर्थन मूल्य) पर होगी। ऐसा करने वाला वह देश का पहला राज्य बन गया है। यह फैसला भाजपा सरकार के लिए मास्टर स्ट्रोक साबित हो सकता है। जिसका असर तीन महीने बाद होने जा रहे विधानसभा चुनाव में साफ तौर से नजर आएगा। मुख्यमंत्री नायब सैनी ने 4 अगस्त को कुरुक्षेत्र में आयोजित विजय शंखनाद रैली में इसका एलान किया तो विपक्ष अपनी भाषण की स्क्रिप्ट बदलने में लग गया। एमएसपी ऐसा मुद्दा था जिसे 2019 के विधानसभा चुनाव में भी तत्कालीन मुख्यमंत्री मनोहरलाल अपनी समझदारी से विपक्ष के हाथों से छिनने में कामयाब हो गए थे। इसके बाद उन्होंने केंद्र सरकार से कदमताल करते हुए अपने साढ़े 9 साल के शासन में कांग्रेस और इनेलो को विधानसभा के अंदर और सड़कों पर इस मुद्दे पर बैकफुट पर रखा। उन्होंने एमएसपी पर बजाय शोर मचाने के बेहद संजीदगी से काम करना शुरू कर दिया। उन्होंने नवंबर 2023 में गन्ने के एमएसपी को 372 से बढ़ाकर 386 रुपये प्रति क्विंटल कर दिया था। साथ ही 2024 के लिए भी गन्ने का एमएसपी 386 से बढ़ाकर 400 रुपये प्रति क्विंटल करने की घोषणा की।

जिसकी सराहना राष्ट्रीय स्तर पर हुईं। इतना ही नही फरवरी 2024 में बजट पेश करते हुए मनोहरलाल ने किसानों के कृषि ऋण पर ब्याज और लघु माफ करने की घोषणा कर दी। उनका इरादा किसानों को हर लिहाज से आर्थिक तौर पर मजबूत करना था। जिसे पूर्व मंत्री किरण चौधरी ने भी सार्वजनिक तौर पर स्वीकार किया है। किरण चौधरी लंबे समय तक कांग्रेस में किसानों के मसलों पर रणनीति का हिस्सा रही है और अब मनोहरलाल से प्रभावित होकर भाजपा में आ चुकी है।

कृषि विशेषज्ञों का भी मानना है की अप्रैल 2021 में भी मनोहरलाल ने किसानों के प्रति बड़ा दिल दिखाते हुए 10,769 किसानों को एक दिन की देरी से किए भुगतान पर ब्याज के रूप में 7,80,000 रुपये का अतिरिक्त भुगतान किया। साथ ही एलान किया की फसल खरीद का 72 घंटे में भुगतान न होने पर 9 फीसदी ब्याज मिलेगा। यह देश की पहली सरकार थी जिसने इस तरह का कदम उठाया है। वर्तमान में मनोहरलाल केंद्रीय मंत्री है लेकिन उनकी किसानों के प्रति भावनात्मक सोच को मुख्यमंत्री नायब सैनी ने 24 फसलों पर एमएसपी का एलान करके मजबूत कर दिया है। सीएम पद छोड़ने से पहले मनोहरलाल किसान संगठनों के साथ मिलकर 10 ओर अन्य फसलों की एमएसपी पर खरीद को लेकर काफी चर्चाए कर चुके थे।14 फसलों पर उनकी सरकार पहले से एमएसपी पर खरीद करती आ रही है जबकि उनके पड़ोसी राज्य पंजाब में आम आदमी पार्टी की सरकार में इतनी फसलों पर अभी तक एमएसपी नही है। कुल मिलाकर 4 अगस्त को कुरुक्षेत्र की भूमि से सीएम नायब सिंह सैनी ने विजय शंखनाद रैली में 24 फसलों पर एमएसपी का एलान करके कांग्रेस- आप, इनेलो और जेजेपी की रणनीति को बदलने के लिए मजबूर कर दिया है। विपक्ष अब इसका क्या तोड़ निकालेगा यह देखने वाली बात होगी।

Chandigarh: The State of Working India 2023: Social Identities and Labor Market Outcomes report said that although the unemployment rate managed to touch the trough created by the pandemic, it remained as high as 42.3 per cent for graduates under 25 years of age.
More than three lakh youth of the country will get employment under the Super Thirty Rojgar Mission. This mission is to provide employment to those youth who are facing problems for employment due to lack of skills. A Square has come up with this mission. Mission will not only develop the skills of the youth and make them employable within thirty days for just Rs 30, but will also give them a platform through which the youth can get employment.

In a press conference organized at Hotel Mountview, Chandigarh, educationist Ankit Malhotra said that there is no shortage of employment in the country. There is employment but there is a shortage of skilled people for employment. He said that if a youth develops his command only on a foreign language, he will earn seventy to eighty thousand rupees in a month. He said that no special degree is required for this. He said that he himself is an expert in French and before launching this scheme, he had done a trial run on some youth.

He said that during the skill training, he will provide air ticketing training, software training, visa filing practical course, digital marketing training, foreign language training, artificial intelligence as well as stock market training. Especially for the financially challenged children, his plan is to provide training to these children at an amount of Re 1 per day. Some standards have definitely been set for this. Those who have to follow. He said that he has done Masters in French from Punjab University, Chandigarh and has obtained a degree in Foreign Languages from Embassy Private College. Along with this, he has done Diploma in Air Ticketing from Montreal, Canada.

A Square MD Maninder Kaur said that she got the most benefit from the vocational course. It was always her desire to teach as many vocational courses as possible to the youth. She said that the youth in Punjab are getting disoriented. they dream of going abroad, but they probably do not know that they can earn more money in their own country than abroad, provided they have special skills.

Neuroanaesthesia Unit at PGIMER, Chandigarh Raises Awareness on Head Injury and Prevention with Walkathon Event

The Division of Neuroanaesthesia and Neurocritical care at PGIMER, Chandigarh organized a Walkathon on March 24, 2024, to raise awareness about Head Injury, its Prevention, and the importance of Primary Care. The event took place at Sukhna Lake and was attended by 70-80 doctors including Prof. Y Narayana, Head, Department of Anesthesia and Intensive care along with senior faculty members , who actively participated and advocated for the prevention of Head Injury throughout the walk.

The Walkathon was organized to commemorate Head Injury Awareness month and aimed to educate the general public about the early signs and symptoms of Head Injury, which should not be ignored. The event also highlighted the significance of immediate transfer to the hospital for vulnerable populations, such as children and the elderly, who experience a fall and hit their heads. The importance of wearing helmets for both drivers and pillion riders was emphasized during the event.

To engage the audience and further reinforce the importance of Head Injury prevention, resident doctors carried out a skit at the entrance of Sukhna Lake. The skit portrayed three common scenarios of children and the elderly falling and hitting their heads, demonstrating the need for immediate medical attention. The event was a success with approximately 100 attendees who enthusiastically supported the cause.

India is facing an increasing burden of Head Injuries, with road traffic accidents primarily affecting the younger population, especially males, during evening and night hours (approximately-66%). The statistics reveal that pedestrians (26%), two-wheeler riders (31%), pillions (12%), and bicyclists (8%) are most at risk. Major behavioral factors contributing to Head Injuries include not wearing helmets, driving under the influence of alcohol, over-speeding, and reckless overtaking. Head Injury is currently one of the leading causes of death and disability in India.

Prof Nidhi Panda, Head of the Division of Neuroanaesthesia and Neurocritical care, spoke about the event and emphasized the significance of Head Injury awareness. She said, “March 20th marks World Head Injury Awareness Day every year. The need of the hour is to raise awareness about Head Injury, its symptoms, and the importance of immediate assistance during the Golden Hour, which can save many lives. This Walkathon is an attempt in that direction, and I hope this message reaches the public at large.”

Pregnancy is an exciting time, in anticipation of new beginnings. With Holi round the corner on Friday, doctors recommend some basic care so as not to let pregnancy mar the festive spirit. For instance, did you know that some colours, despite being branded ‘natural’ or ‘organic’ can still be harmful? ‘Some colours termed natural are made from fruits and flowers, but their powder base could have harmful chemicals such as lead and mercury which can get absorbed and cause pregnancy complications like premature birth or even a miscarriage. These colours can also adversely affect the nervous and reproductive system of expecting women says Dr.Sujata Sanjay, gynaecologist at Sanjay Maternity Centre, Jakhan, told.

 “Younger babies less than six month of the age are strongly suggested to stay away from the colours. It’s best not to put any colours on babies, younger than six months because of their delicate skin. A red sandalwood tikka would be enough to ritualize and symbolically celebrate the festival.”Says Dr. Sujata

Dr. Sujata Sanjay advises to take some precautions, so that the health of pregnant women does not deteriorate and the enthusiasm of the festival remains in them. She told that if precautions are not taken, there may be problems like premature birth, loss of baby’s weight during birth and miscarriage. She suggests that pregnant women can play with herbal colours, which are made from fruits and flowers.

Holi, the festival of being immersed in colors, gathering, eating and drinking, and fun . Holi is celebrated everywhere. Everyone wants to get drenched in colours. But as much fun, jumping and hustle-bustle can be done by ordinary people on Holi, pregnant women have to be as careful. If a pregnant woman is a little negligent in the fun of Holi festival, then her skin will be damaged and her unborn child may also suffer. Along with colors, water is also used a lot in the festival of Holi, due to which there is a risk of you falling ill. Remember, playing Holi is a form of entertainment. But pregnant women should keep in mind that now it is not only you, there is also a little life with you, which has to be taken care of.

Dr. Sujata Sanjay clearly forbids the consumption of substances like alcohol. Although chemical-rich colors and adulterated sweets can be dangerous for anyone, pregnant women are advised to take special care; these things can prove to be harmful for both the pregnant woman and her unborn child.

If you are a new mom and get your baby breast-feeding, then you should also stay away from harmful chemicals with chemicals during Holi. This is because if these colors reach the baby’s body through your milk, then it can be fatal to the health of the newborn.

Clean yourself completely after playing Holi. People sometimes use things like kerosene, nail paint remover to clean the colors, but you do not need to do anything like this. You can also use gram flour to remove the colours, which is completely natural. If someone has put a wet or chemical dye on you, wash your face immediately with clean water. Use only herbal ingredients to remove the colours. If there is irritation, dryness and pimples on the colored skin, then get it checked by the doctor. Protect your eyes from color and gulal.

This year also corona virus is around us, so pregnant women have to take double care. It would be good that you play Holi at home this year and include only your family members in this festival. Avoid inviting as many outside guests as possible. To add more fun this Holi, you can make very good and delicious dishes and sweets at home.

The most important thing for you during pregnancy should be your safety and that of your baby and not playing Holi. Therefore, while playing Holi, follow all the safety rules carefully and do not take the slightest carelessness regarding the health of the child towards you.
