Punjab Government suspends 26 officers and employees of Jail Department for dereliction of duty

Chandigarh, June 28:

The Punjab Government led by Chief Minister Bhagwant Singh Mann has issued an order to suspend 26 officers and employees of Jail Department for dereliction of duty.

Punjab Jail Minister Laljit Singh Bhullar informed that 26 officers and employees of Jail Department have been suspended with immediate effect under Punjab Civil Services (Punishment and Appeal) Rules, 1970 for dereliction of duty/negligence.

Giving a clear message to the officers and employees on duty in the jails of Punjab, the Minister said that illegal activities, misbehavior, indiscipline, absence from duty and activities like involvement with prisoners will not be tolerated at all.

The Minister said that Iqbal Singh Brar Superintendent District Jail Mansa, Maninder Pal Cheema Deputy Superintendent Central Jail Ludhiana, Anil Bhandari Deputy Superintendent Borstal Jail Ludhiana, Sandeep Brar Deputy Superintendent Central Jail Ludhiana, Yadvinder Singh ASJ Central jail Ferozepur Apart from Warders Harbhupinder Singh and Sikander Singh Goindwal Sahib, Bikramjit Singh and Vijay Pal Singh Amritsar, Jatinder Singh, Ravi, Deepak Rai, Kiranjit Singh, Prithipal Singh and Satnam Singh Kapurthala, Satnam Singh and Mandeep Singh Hoshiarpur, Maninder Pal Singh Ludhiana, Anu Malik, Randhir Singh, Arvind Dev Singh, Balvir Singh and Sukhpreet Singh Mansa, Satnam Singh Nabha, Gagandeep Singh Bathinda and Anmol Verma Pathankot etc. have been suspended.

The Jail Minister said that the Punjab government led by Chief Minister S. Bhagwant Singh Mann is committed to providing good administration to the state and negligence in the duty of any officer or employee will not be tolerated. He warned all the officers and employees of the department and said that they should ensure that their duties are done honestly, diligently and according to the rules.

CM Announces Legislation to Ensure Harsher Punishment for Sacrilege of Holy Granths

Chandigarh, June 28 :

Punjab Chief Minister Bhagwant Singh Mann on Saturday announced that the state government will introduce legislation to ensure harsher punishment for acts of sacrilege against holy granths.

Chairing a meeting with officers and representatives of the Sarb Dharam Beadbi Rokko Kanoon Morcha at his official residence, the Chief Minister said that Punjab is a sacred land of great Gurus, saints, and seers who have shown the path of mutual love and tolerance. He emphasized that it is a matter of immense pride that Punjab stands as a unique blend of socialism and secularism, as well as an epitome of communal harmony, peace, and brotherhood. Bhagwant Singh Mann reiterated that the state government is firmly committed to ensuring exemplary punishment for the perpetrators of sacrilege incidents.

The Chief Minister stated that the government would consult leading legal experts to ensure that a robust state legislation is enacted—one that prevents offenders from evading strict consequences, including the possibility of capital punishment for such heinous crimes. He expressed concern over existing legal loopholes that allow individuals guilty of such unpardonable acts to walk free, calling it completely unwarranted and unacceptable.

Reaffirming his government’s commitment to justice, Bhagwant Singh Mann stated that every person involved in these sacrilegious acts, either directly or indirectly, will face exemplary punishment.

The Chief Minister said that It is the bounden duty of state government to ensure that these dreaded criminals are held accountable for their actions. He said that the state government would consult all stakeholders, including religious organizations, in drafting the legislation. Their views, Bhagwant Singh Mann said, would be duly incorporated into the law.

The Chief Minister highlighted that while the Bharatiya Nyaya Sanhita (BNS) provides clear provisions regarding religious places, it remains silent on holy granths. However, he said that as the subject falls under the Concurrent List, the state has the authority to enact such legislation, and legal opinions will be sought accordingly. Bhagwant Singh Mann said that this process will be completed shortly to assuage the sentiments of the general public and very soon a Cabinet meeting will be convened on the issue.

Meeting of HPPC and HPWPC held under the chairmanship of Chief Minister

Chandigarh, June 27 -In the meeting of the High Powered Purchase Committee (HPPC), and High Powered Works Purchase Committee (HPWPC) held here today under the chairmanship of Haryana Chief Minister Sh. Nayab Singh Saini, approval was granted for contracts and procurement of various goods worth over Rs 718 crores . Following negotiations with various bidders, the committees succeeded in saving over Rs 26 crores by finalizing reduced rates during the meeting.

Cabinet Ministers Sh Mahipal Dhanda, Sh Vipul Goyal, Sh Shyam Singh Rana, Sh Ranbir Gangwa and Smt Shruti Choudhry were present in the meeting.

During the meeting, contracts worth approximately Rs 132 crore were approved for the manufacturing and supply of transmission line towers, sub-station structures, HT underground cables, and related components by Haryana Vidyut Prasaran Nigam Limited and Dakshin Haryana Bijli Vitran Nigam for the financial year 2024–25. In addition , approval was also granted for strengthening the distribution infrastructure to reduce Aggregate Technical and Commercial (AT&C) losses under the Revamped Distribution Sector Scheme (RDSS) in the Naraingarh Division of Ambala District. The project is estimated to cost approximately Rs 53.86 crore.

During the meeting, approval was granted for the purchase of approximately 220 lakh doses of the FMD+HS dual vaccine by the Animal Husbandry and Dairy Department, aimed at preventing foot-and-mouth and hemorrhagic septicemia diseases in cattle. The total cost of the procurement is estimated at Rs 73.45 crore. It was informed in the meeting that Haryana is currently free from both diseases, and regular vaccination campaigns are conducted to maintain this status. The vaccination is administered twice a year, at six-month intervals.

Projects worth over Rs 127 crore of GMDA approves

During the meeting, the project to further improve the quality of purified water by upgrading the existing 120 MLD STP at Berhampur was also approved. This project is expected to cost approximately Rs 33.88 crore. Additionally, the meeting approved the upgradation of the existing 100 MLD STP in Gurugram city and the establishment of a 75 MLD tertiary treatment plant, with a  estimated cost of Rs 51.34 crore.

Chief Minister Sh Nayab Singh Saini directed that greater efforts be made to increase the utilization of treated water. He emphasized that treated water should be supplied to industries according to their requirements to reduce the consumption of clean water and curb groundwater extraction.

The meeting also approved the purchase and maintenance of non-medical equipment worth Rs 26.95 crore for Shri Sheetla Mata Devi Medical College, located in Sector 102A, Kherki Majra, Gurugram. Additionally, the relocation of recycled water pipelines at various locations along the Dwarka Expressway was also approved at an estimated cost of Rs 14.90 crore.

The projects of the Faridabad Metropolitan Development Authority were also approved in the meeting. Pipelines will be laid to improve the water supply in Faridabad, which will significantly benefit the NIT and Ballabhgarh areas. This project is estimated to cost approximately 13.85 crore rupees. Additionally, approval was granted for the cleaning and maintenance of the master sewerage and drain lines in Faridabad city, with a project cost of Rs 21.35 crore. Furthermore, a bus depot will be constructed in Sector-61 of Faridabad to support electric buses under the city bus service, including a provision for a charging station. This project received approval for Rs 18.48 crore.

Additionally, the construction of a Girls’ Hostel at Pandit Bhagwat Dayal Sharma University of Health Sciences in Rohtak at a cost of Rs 23.64 crore, a 100-bed Mother and Child Hospital (MCH) block at the Civil Hospital campus in Sonepat district at a cost of approximately Rs 49 crore, and a 100-bed MCH at the SHKM Government Medical College campus in Nalhar, Nuh district, at a cost of Rs 27.95 crore were also approved.

 In the meeting, several infrastructure projects were approved, including the construction of a ROB on the Jind-Panipat railway section and the Delhi-Ambala section in Panipat district; the extension of the existing two-lane ROB to four-lane ROB at  level crossing (LC) 575B on the Mumbai-Delhi railway line on the Ballabhgarh-Pali-Dhauj-Sohna road in Ballabhgarh; and the construction of a RUB at LC number 576 on the Delhi-Mathura railway line, crossing Delhi-Mathura road to Mujesar in Faridabad district. These projects will cost approximately 109 crore rupees.

Principal Advisor Urban Development Sh DS Dhesi, Additional Chief Secretary of School Education Department Sh Vineet Garg, Additional Chief Secretary Irrigation and Water Resources Department Sh Anurag Aggarwal, Commissioner and Secretary-I Finance Department Mohammed Shayin, Director General of Supply and Disposal Department Sh Pankaj, besides administrative secretaries of the concerned departments were present in the meeting.

ECI starts proceedings to delist 345 RUPPs

Chandigarh, June 26 :

The Election Commission of India (ECI), under the Chairmanship of Chief Election Commissioner, Gyanesh Kumar along with Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, has started proceedings for the delisting of 345 Registered Unrecognized Political Parties (RUPPs) which have failed to fulfil the essential condition of contesting even a single election for the last six years since 2019 and the offices of these parties could not be physically located anywhere. These 345 RUPPs are from different States and UTs across the country.

It has come to the notice of the Commission that of the over 2,800 RUPPS, currently registered with ECI, many RUPPs have failed to fulfil the essential conditions which are required to continue as an RUPP. Thus, a nationwide exercise was conducted by the ECI to identify such RUPPs and 345 such RUPPs have already been identified till now. In order to ensure that no party is unduly de-listed, the CEOs of the respective States/UTs have been directed to issue show-cause notices to such RUPPs following which, these parties will be given an opportunity through a hearing by the concerned CEOs. The final decision regarding the de-listing of any RUPP shall be taken by the Election Commission of India.

Political parties (National/State/RUPPs) in the country are registered with the ECI under the provisions of Section 29A of the Representation of the People Act 1951. Under this provision, any association once registered as a political party, gets certain privileges and advantages such as tax exemptions amongst others.

This exercise has been conducted with the aim of cleaning up the political system and de-listing of such parties which have not contested any election to Lok Sabha or Legislative Assemblies of States/UTs or bye-elections since 2019 and those which could not be physically traced as well. These 345 RUPPs have been identified in the first phase of this exercise, which shall be continued with the objective of cleaning up the political system.

सीएम धामी ने लोकतंत्र सेनानियों की मुद्दों के तत्परता से निस्तारण के लिए शासन स्तर पर नोडल अधिकारी नामित करने के निर्देश दिए। उन्होंने निर्देश दिए कि लोकतंत्र सेनानियों के कल्याण व हित में मानसून सत्र में अधिनियम लाने की तैयारी की जाए। मुख्यमंत्री ने लोकतंत्र सेनानी सम्मान निधि की प्रक्रिया सरल बनाने के निर्देश दिए है। उन्होंने अधिकारियों को लोकतंत्र सेनानियों की समस्याओं के शीघ्र निस्तारण के लिए कहा। सीएम ने संबंधित सचिव को लोकतंत्र सेनानियों को तत्काल प्रमाण पत्र उपलब्ध कराने के निर्देश दिए है।

सीएम धामी ने कहा कि हमारी सरकार ने लोकतंत्र सेनानियों को प्रतिमाह मिलने वाली सम्मान निधि को बढ़ाने का फैसला लिया था, जिसे आने वाले समय में और बढ़ाया जाएगा। हमारी सरकार लोकतंत्र सेनानियों की प्रत्येक समस्या के समाधान हेतु पूर्णतः प्रतिबद्ध है। हम राष्ट्र के प्रति आपके अतुलनीय योगदान को जन-जन तक पहुंचाने हेतु प्रतिवर्ष लोकतंत्र सेनानियों का सम्मान कार्यक्रम आयोजित करते रहेंगे।

मुख्यमंत्री श्री पुष्कर सिंह धामी ने आपातकाल लगाए जाने के 50 वर्ष पूर्ण होने के अवसर पर आयोजित संविधान हत्या दिवस 2025 पर  मुख्यमंत्री आवास  में  लोकतंत्र सेनानियों व उनके परिवारजनों का स्वागत एवं अभिनंदन किया। मुख्यमंत्री श्री धामी ने आपातकाल में मीसा एवं डीआईआर बंदियों के साथ संवाद किया।  

समस्त लोकतंत्र सेनानियों को नमन करते हुए मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि जिन्होंने आपातकाल के अंधकारमय कालखण्ड में भारत के लोकतांत्रिक मूल्यों की रक्षा हेतु अपना सर्वस्व अर्पण कर दिया, उन्हें सम्मानित करना अत्यंत गौरव का अवसर है। लोकतंत्र सेनानियों ने जेलों की काल कोठरियों में रहकर भी लोकतंत्र के दीप को बुझने नहीं दिया। यह लोकतंत्र प्रहरियों के तप, त्याग और अटूट संकल्प का ही परिणाम है, जिसके कारण भारत के प्रत्येक नागरिक के मन में लोकतंत्र के प्रति एकनिष्ठ आस्था विद्यमान है।

आपातकाल संविधान की आत्मा को कुचलने का प्रयास

मुख्यमंत्री ने कहा कि भारतीय लोकतंत्र के इतिहास में 25 जून 1975 का दिन हमेशा एक काले अध्याय के रूप में याद किया जाएगा। 50 वर्ष पूर्व इसी दिन देश पर आपातकाल थोपा गया था और संविधान की आत्मा को कुचलने का प्रयास किया गया था। और यह सब एक व्यक्ति की हठधर्मिता और तानाशाही रवैए का परिणाम था।

मुख्यमंत्री ने कहा कि इलाहाबाद हाई कोर्ट ने तत्कालीन प्रधानमंत्री इंदिरा गांधी जी को चुनावी भ्रष्टाचार का दोषी ठहराते हुए उनकी लोकसभा सदस्यता को निरस्त कर दिया गया था। सत्ता छिन जाने के भय से 25 जून की रात को भारत जैसे महान लोकतांत्रिक देश में आपातकाल की घोषणा करवा दी गई। भारतीय संसद का गला घोंट दिया गया, प्रेस की स्वतंत्रता को बंधक बना लिया गया और न्यायपालिका की गरिमा तार-तार कर लाखों देशवासियों के मौलिक अधिकारों को रौंद दिया गया। आपातकाल के उन काले दिनों में सत्ता के नशे में चूर तत्कालीन सरकार ने सभी विपक्षी नेताओं, सैंकड़ों पत्रकारों सहित हर उस आवाज का निर्ममता से दमन किया जो लोकतंत्र की रक्षा के लिए उठ रही थी। अभिव्यक्ति की स्वतंत्रता को कुचल कर पूरे देश को एक खुली जेल बना दिया गया था। मीसा और डीआईआर जैसे काले कानून को थोपकर हज़ारों लोकतंत्र समर्थकों को जेलों में ठूंस दिया गया।

मुख्यमंत्री ने कहा कि आपातकाल के दौरान लोकनायक जयप्रकाश नारायण, श्रद्धेय नानाजी देशमुख और श्रद्धेय अटल बिहारी वाजपेयी जैसे महान नेताओं ने जेलों में रहते हुए भी लोकतंत्र के प्रति युवाओं में चेतना जाग्रत करने का कार्य किया। सत्ता के दमन का प्रतिकार करते हुए देशभर के विश्वविद्यालयों और कॉलेजों के छात्र-छात्राओं ने तानाशाही के विरुद्ध सड़कों पर उतरकर लोकतंत्र के पक्ष में जनजागरण प्रारंभ कर दिया। दिल्ली, बनारस, इलाहाबाद, पटना, जयपुर, पुणे, बेंगलुरु जैसे कई शहरों के अनेकों शैक्षणिक संस्थानों से शुरू हुआ विरोध धीरे-धीरे राष्ट्रव्यापी जनक्रांति में बदल गया। राष्ट्रीय स्वयंसेवक संघ, अखिल भारतीय विद्यार्थी परिषद सहित अनेकों सामाजिक-सांस्कृतिक संगठनों ने भी अपनी पूरी शक्ति से लोकतंत्र को पुनर्जीवित करने के लिए आंदोलन चलाया। हजारों युवाओं ने जेल जाना स्वीकार किया, यातनाएँ सही, लेकिन अन्याय के आगे सिर नहीं झुकाया।
आपातकाल के काले अध्याय से आने वाली पीढ़ियों को अवगत कराना जरूरी

मुख्यमंत्री ने कहा कि 1977 के उस आम चुनाव में देश की जनता ने पहली बार किसी गैर कांग्रेसी सरकार को चुनकर लोकतंत्र की नई सुबह का सूत्रपात किया। भारत की स्वतंत्रता की लड़ाई के बाद वो  दूसरी सबसे बड़ी जनक्रांति थी जिसने भारत को सत्ता के एकाधिकार से मुक्ति दिलाने का कार्य किया था। हमारे यशस्वी प्रधानमंत्री श्री नरेंद्र मोदी जी स्वयं आपातकाल के समय भूमिगत रहकर लोकतंत्र की लड़ाई में अग्रणी भूमिका निभा रहे थे। यही कारण है कि उन्होंने लोकतंत्र सेनानियों के योगदान और आपातकाल के काले अध्याय से आने वाली पीढ़ियों को अवगत कराने हेतु 25 जून को “संविधान हत्या दिवस” के रूप में मनाने की शुरुआत की।

मुख्यमंत्री ने कहा कि आज आदरणीय प्रधानमंत्री जी के नेतृत्व में सत्ता को सेवा का माध्यम मानकर प्रत्येक व्यक्ति के कल्याण हेतु योजनाबद्ध तरीके से कार्य किया जा रहा है।  प्रधानमंत्री जी के नेतृत्व और मार्गदर्शन में हमारी सरकार लोकतंत्र सेनानियों के सम्मान हेतु पूर्ण रूप से संकल्पित होकर कार्य कर रही है। इसी क्रम में आज हमने आपातकाल के 50 वर्ष पूर्ण होने पर लोकतंत्र सेनानियों को सम्मानित करने का निर्णय लिया है। इसके साथ ही, आज प्रदेश भर में आपातकाल के विरुद्ध हुए इस महान आंदोलन के बारे में हमारी युवा पीढ़ी को जागरूक करने के उद्देश्य से विभिन्न प्रदर्शनियों को आयोजित किया जा रहा है।

मुख्यमंत्री ने कहा कि उत्तराखंड जैसे छोटे से राज्य में लिए जा रहे निर्णय देशभर के लिए आदर्श बन रहे। हम हर क्षेत्र में अग्रणी राज्य बनने की दिशा में आगे बढ़ रहे हैं। राज्य में देश का सबसे सख्त नकल विरोधी कानून लाया गया है। एसडीजी रैंकिंग में हम प्रथम स्थान पर रहे है।

Haryana Governor reflects on the 50th anniversary of the Emergency: A blot on Indian democracy

Chandigarh, June 25, 2025: On the occasion marking 50 years since the imposition of the Emergency in India on June 25, 1975, Hon’ble Governor of Haryana, Shri Bandaru Dattatraya, issued a poignant reflection on one of the most turbulent chapters in India’s democratic journey.

Recalling it as “the darkest day in the history of independent India,” Governor Shri Dattatraya underlined the widespread curtailment of civil liberties and democratic rights during the 21-month period of Emergency.

He emphasized that the move to suspend democracy was triggered by the political unrest following the Allahabad High Court’s verdict invalidating then Prime Minister Indira Gandhi’s 1971 election due to electoral malpractice. The decision sparked nationwide protests and mass mobilizations led by stalwarts like Jayaprakash Narayan.

In his statement, Governor Shri Dattatraya highlighted the severe economic hardships and political repression of the time. “Over one lakh citizens were detained under preventive detention laws like MISA and DIR. The press was muzzled, the Rashtriya Swayamsevak Sangh (RSS) was banned, and voices of dissent – be it political leaders, journalists, or students – were silenced,” he noted.

Hon’ble Governor Shri Dattatraya, who was then an RSS Pracharak in the Nizamabad and Adilabad region (then Andhra Pradesh, now Telangana), recounted his personal experiences of resisting the Emergency. “To evade arrest, I changed my name to Dharmendra and went underground, donning western clothes. Along with other volunteers, I distributed underground bulletins to inform citizens and support families of detained leaders,” he recalled.

Despite efforts to remain anonymous, he was eventually arrested in Bellampally and jailed under MISA at Chanchalguda Central Jail in Hyderabad. There, he shared space with individuals from varied ideological backgrounds – from future Union Ministers to activists and even Naxalites. “There was a silent camaraderie among all of us imprisoned unjustly. Our unity came from our common commitment to restoring democracy,” he said.

One memory that continues to inspire him was the optimism sparked by the 1977 election results. “The announcement that Mrs. Indira Gandhi and Sanjay Gandhi were trailing was a turning point. The air in the jail was electric with hope,” he recounted, as he remembered his fellow inmate Advocate Raja Bose’s rendition of ‘Savere Wali Gaadi Se Chale Jayenge,’ sung in joy.

The Emergency, he said, shaped his life profoundly. “I emerged from prison with a new perspective on politics, democracy, and public service. I learnt the importance of standing firm for constitutional values and of nurturing democratic institutions.”

Governor Shri Dattatraya urged the people of India, especially the youth, to stay vigilant and protect the democratic ethos of the nation. “Our democracy has withstood severe tests, thanks to the resilience of our people. Let us never forget the sacrifices made and ensure that such a chapter is never repeated,” he concluded.

He reiterated the importance of further strengthening all four pillars of democracy – the legislature, executive, judiciary, and the media – to ensure that India remains a vibrant, free, and fair society.

Speaker and MLAs interact with more than 100 students of 35 colleges of Punjab

Chandigarh:

Punjab Vidhan Sabha Speaker S.  Kultar Singh Sandhwan interacted with professors and more than 100 students of 35 colleges of Punjab.  The students asked him about the various functions of the Vidhan Sabha and duties of the Speaker.  Besides this, students also asked the speaker how they manage the political pressure during the session. The Speaker replied that he provide an equal opportunity to the opposition to speak in the House.

Speaker Sandhwan said that politics is a selfless service and we should serve our nation with complete honesty and dedication. The students asked him what more steps could be taken to keep the proceedings of the House more transparent. Responding to the student’s question, the Speaker said that if these three wings – Judiciary, Executive and Legislature do their work efficiently, more transparency can be brought into the proceedings of the House.

Highlighting further, Speaker Sandhwan said that to make the proceedings of the House more transparent, he has already implemented live telecast of the House since 2022 so that everyone can watch the proceedings and become aware of the proceedings of the House.  He urged the students to watch the proceedings of the House  and they must ask the concerned MLA regarding new laws they have promulgated for their welfare.

Students have also brought in the knowledge of the Speaker that the cost of getting higher education has become very expensive and what steps have been taken by the government pertaining to this, the Speaker asserted that education should be provided free of cost to the students.  He said that he will write a letter to the  Chief Minister, Punjab on this matter and request him  that necessary steps should be taken to provide higher education free of cost.  Sandhwan asked the students to adopt their mother tongue in full letter and spirit and also learn other languages along with it.

The students asked the Speaker that one has to pay lakhs of rupees to get a ticket of major political parties, responding to their question, the Speaker said that I was a Sarpanch of a village and the Aam Aadmi Party gave me a ticket without taking any amount.  He further said if you are serving the common people wholeheartedly,  then big political parties will approach  and offer you tickets to contest in the elections.

He stressed that Politics is a selfless service and we should connect with grass root level. We should also listen to the grievances of the people so that we can become aware of their issues and resolve them.

He asked the students to recite daily one Shabad of Gurbani. He further said that industries should be promoted further to make Punjab prosperous. He added that there is a need to convert agriculture into an agribusiness because the land of the Punjab is very fertile. It is very difficult to find such fertile land.

He further advised the students should keep their dreams high and only those who have high dreams get their dreams fulfilled and not to take stress in their life and live their life happily. During this interaction with the students, many important issues were discussed including One Nation One Election also.

On this occasion, students and professors presented a shawl, a heritage hand fan, and scenery to the Speaker.

Health Minister Arti Singh Rao holds public hearing, directs swift action on grievances

Chandigarh, June 25 – Haryana Health and Family Welfare Minister Arti Singh Rao met with citizens at her official residence in Chandigarh, where she  listened to the concerns and grievances raised by the public regarding health services and other issues.

During the interaction, the Minister assured the people that their problems would be addressed on priority and instructed the concerned departmental officers to take immediate and effective action. She emphasized the importance of responsiveness and accountability in the health system, directing officials to resolve each issue within the defined time frame.

Arti Singh Rao reiterated the government’s commitment to improving healthcare delivery and ensuring that citizens receive timely, transparent, and quality services. “The government is committed to ensuring that healthcare services reach every corner of Haryana. No grievance should go unheard or unresolved. Our aim is to deliver prompt, transparent, and efficient services to every citizen,” the Minister added.

Undermining the core values of the Constitution is in Congress’s DNA – Chief Minister

Chandigarh, June 25– Haryana Chief Minister, Sh. Nayab Singh Saini while launching a scathing  attack on the opposition, saying that Undermining the core values of the Constitution is in the DNA of the Congress, even though they pretend to be its protectors. Even today, they attempt to disrespect the Constitution by giving statements such as restoring Article 370 if they come to power, he said.

The Chief Minister said that unlike Congress, under the leadership of Prime Minister, Sh. Narendra Modi, the country has been governed in accordance with the Constitution for the past 11 years since 2014, and people have witnessed a truly independent India.

The Chief Minister was addressing the Samvidhan Hatya Diwas, program held  in Karnal on Wednesday, marking the 50th anniversary of the imposition of Emergency– a dark chapter in Indian democracy.

Atrocities were committed on the public to fulfill political motives

The Chief Minister said that June 25 reminds us of how, at midnight, the government imposed Emergency, and innocent citizens were arrested and tortured. The brutality still sends chills down our spines. The decision was made purely to fulfill the political will of those in power, driven by arrogance, thinking “only I matter, no one else.” It was a deliberate conspiracy where the sacred Constitution was crushed for personal gain. Not once during the Emergency was the Constitution or democracy remembered. Writers and leaders who dared to raise their voices were jailed to prevent dissent, said Sh. Nayab Singh Saini. 

He added that when India gained independence, there were 562 princely states, and the responsibility of unifying them was given to Sardar Vallabhbhai Patel, who succeeded in doing so. However, only one princely state was entrusted to Pandit Jawaharlal Nehru, and the consequences are well known to all, said the Chief Minister. 

Those claiming to defend the Constitution never truly respected it

The Chief Minister said that Congress never respected the Constitution. Their “Yuvraj” (referring to Rahul Gandhi) once stood in Parliament, the temple of democracy and tore up a bill, insulting the Constitution. The generations of those who now talk of defending the Constitution never respected it. Due to Congress’s flawed policies, people suffered greatly, and today, the public has decisively rejected them, he said.

Prime Minister fulfilled Dr. Syama Prasad Mookerjee’s dream of One Nation, One Constitution, One Flag

Sh. Nayab Singh Saini said that back then, the government implemented a permit system to enter Jammu and Kashmir. Their intention was clearly to separate the region from the rest of the country. But Dr. Syama Prasad Mookerjee opposed this permit system, declaring that there would be no two heads of state, no two flags in India. He launched a movement and entered Jammu and Kashmir without a permit, for which he sacrificed his life. The Chief Minister further shared that only then was the permit system abolished. Still, for many years, two constitutions, two heads, and two flags continued. Prime Minister Sh. Narendra Modi abolished Article 370 and fulfilled Dr. Mookerjee’s dream of one Constitution, one head of state, and one national flag, he said.

Prime Minister is committed to building the India of freedom fighters’ dreams by 2047

The Chief Minister said that after independence, India did not progress at the speed it should have. A clear contrast can be seen between the 55 years of Congress rule and the 11 years of development under Prime Minister Sh. Narendra Modi. But Congress refuses to acknowledge this difference and continues to wave around the Constitution for political drama, he said.

The Chief Minister said that under the Prime Minister’s leadership, India has transformed and is moving ahead rapidly. The country is now aligning with the dreams of the great freedom fighters. The Prime Minister has taken a pledge that by the time India celebrates 100 years of independence in 2047, it will be a developed nation. Achieving this vision will require the contribution of every citizen, said Sh. Nayab Singh Saini.

Democracy is not just about winning elections; it is a way of life, a value system

Sh. Nayab Singh Saini emphasized that democracy is not limited to winning elections or forming governments, it is a way of life and a value system. He urged elders to inform young generations about the Emergency declared on June 25, 1975. He said that since 2014, we have had the opportunity to celebrate the birth anniversaries of our national heroes, allowing us to remember their sacrifices for the nation and humanity and to pass these stories on to the coming generations.

The Chief Minister said that today’s event is not just about reflecting on the past, it is an opportunity to prepare for the future. We must build a future where democracy thrives, the flame of freedom continues to burn, and India remains a strong and vibrant democracy on the global stage, he said.

On this occasion, the Chief Minister also visited the exhibition organized by the Department of Information, Public Relations, Language and Culture and planted a sapling in the Kalpana Chawla Medical College campus.

Haryana to Modernise Registration Offices on Lines of Passport Seva Kendras – Dr. Sumita Misra

Chandigarh, June 25 – Financial Commissioner Revenue and Disaster Management Department, Dr. Sumita Misra, said that the State Government will modernize all registration offices across the state by restructuring them on the model of Passport Seva Kendras. This initiative underscores Chief Minister, Sh, Nayab Singh Saini’s commitment to ease-of-doing-property-transactions for citizens.

She stated this while reviewing the working of the Revenue and Disaster Management Department. Dr. Misra said that the initiative will be rolled out in a phased manner, starting with high-density and high-transaction districts such as Panchkula, Gurugram, and Faridabad. She stressed that this transformation is not limited to infrastructure improvements but is part of a broader plan to strengthen service delivery, boost transparency, and increase accountability within the revenue administration.

Dr. Misra said that this new model will include citizen-centric features such as online slot booking, well-equipped waiting areas, real-time digital display systems, and dedicated helpdesks. Signage and information will be made available in local languages to further assist citizens. To address persistent issues of slow server response during registration activities, particularly at sub-divisional and tehsil levels, Dr. Misra directed the establishment of two state-level Revenue Data Centres with a storage capacity of 2 petabytes each. She directed officers to float tenders for the same within the next 10 days.

While reviewing the Haryana Large Scale Mapping Project, Dr. Misra instructed officers to complete the Tatima updation across all districts by the end of August. She stated that this exercise is crucial for accurate land demarcation and for facilitating faster and dispute-free registrations. These steps are part of the state’s broader vision to promote digital governance, improve citizen services, and ensure a corruption-free and transparent property registration system.

She apprised that till date, 418 out of 440 pilot villages (95%) across 22 districts have successfully completed their Tatima updation. This represents a substantial leap forward in land records modernization and a strong increase from the 380 villages reported on May 8, 2025, reflecting the addition of 38 villages in just over a month. Several districts have achieved 100% Tatima updation of their allotted pilot villages. These include Charkhi Dadri, Faridabad, Fatehabad, Hisar, Jind, Kaithal, Karnal, Panchkula, Panipat, Rohtak, Sirsa, and Sonipat. Gurugram also showed progress, leading in new additions with 11 new villages reaching 80% completion. The efforts have resulted in a significant increase in processed records, with a total of 3,53,680 Tatima records completed as of June 25, marking an increase of 23,005 records since May 8.
