Chandigarh, March-17- With the aim of making the education system in Haryana in line with the vision of the National Education Policy, 2020 and making the quality of education in all government schools, colleges and universities of the state the best in the country, the allocation for the School Education Department in the State Budget 2025-26 has been increased from 8.10  percent  to Rs 17,848.70 crore.  However, for this financial year the budget allocation of the Higher Education Department has been increased  from 9.90  percent to Rs 3874.09 crore.  Meanwhile, the budgetary allocation of the ITI Department has been increased  from 16.68  percent to Rs 574.03 crore, as compared to the revised estimates for the year 2024-25 for the proposals of all the department’s schemes.

Haryana Chief Minister, Sh. Nayab Singh Saini while presenting State Budget 2025-26 as the Finance Minister during the ongoing session of the Vidhan Sabha here today shared that currently, 197 Government Model Sanskriti Schools are operational in the state to provide quality education. Therefore, in the financial year 2025-26, a new Model Sanskriti School will be established within every 10 km radius in the state.  He said that the students from various blocks such as Dabwali, Narnaul, Nagnal Chaudhary, Siwani, Hisar, Bhattu Kalan, Guhla and Pehowa will get an opportunity to receive education in these Model Sanskriti Schools.

Sh. Nayab Singh Saini further shared that one Government Model Sanskriti School will also be developed in each district as a Center of Excellence in Sports. This restructuring will be carried out through collective efforts by Sports University of Haryana, Rai, Board of School Education, Haryana, Bhiwani and the Education Department, he shared.

The Chief Minister said that similarly, one Government Model Sanskriti School will also be established  in each district as a Centre of Excellence in Skills. This restructuring will be carried out through collective efforts by Shri Vishwakarma Skill University, Palwal, Board of School Education, Haryana, Bhiwani, and the Education Department, he shared.

12 schools are operating in double shifts  in 6 districts to now operate in single shifts

Sh. Nayab Singh Saini said that at present, 12 schools are operating in double shifts in the districts of Ambala, Kaithal, Kurukshetra, Fatehabad, Charkhi Dadri, and Mahendragarh.  Now in the financial year 2025-26, these schools will be operated in single shifts by developing the necessary infrastructure. If this initiative proves successful, from the year 2026-27, schools running in double shifts in other districts will also be included in this scheme, said the Chief Minister.

A new STEM Lab will be set up in 615 other government senior secondary schools

The Chief Minister said that to increase the interest of students in lower classes in science and technology subjects and to develop their skills, an Atal Tinkering Lab has been established in 50 government senior secondary schools across 13 districts of the state. In the financial year 2025-26, a new Science, Technology, Engineering, and Mathematics (STEM) Lab will be set up in 615 other government senior secondary schools. This will ensure that every district is covered. In these labs, students up to class 12 will be taught modern technologies such as robotics, 3D printing, and AI, shared Sh. Nayab Singh Saini.

Haryana Math Olympiad will be organized every year for students of class 10th to 12th

The Chief Minister said that to promote mathematical thinking among the students of the state, “Haryana Math Olympiad” will be organized every year for students of class 10th to 12th. Students studying in both government and private schools will be able to participate in it, shared Sh. Nayab Singh Saini. An honorarium of Rs. 1,00,000, Rs. 51,000, and Rs. 25,000 to the students securing the first, second, and third positions, respectively will be awarded. All students securing positions from fourth to hundredth will receive an honorarium of Rs. 10,000, said the Chief Minister.

He said that to  promote STEM, brilliant students from classes 6th to 12th will be taken on a tour of technical institutes such as ISRO, DRDO, and the Bhabha Atomic Research Centre, allowing them to gain firsthand experience of advanced technologies.

Introduction of Third Language in Curriculum for Classes 9th and 10th  in 2025-26, Aligned with NEP

The Chief Minister said that in today’s globalized system, knowledge of multiple languages is crucial. Therefore, in line with the provisions of the National Education Policy(NEP), 2020, a third language will be introduced in the curriculum for classes 9th and 10th in the financial year 2025-26. He said that the French government has promised to support our teachers with quality training to teach the French language to interested students in government schools. The government will soon sign a MoU with them in this regard, shared Sh. Nayab Singh Saini.

He said that to support students of 10th and 12th, the Board of School Education, Haryana will make question papers and mock tests from the last 10 years available on its website.

Entrepreneurship competitions to be organized  in every district from the academic session 2025-26

The Chief Minister said that to encourage students to create their own startups, entrepreneurship competitions  will be organized in every district from the academic session 2025-26, and  Rs. 1 lakh will be provided  to selected teams to help them convert their ideas into a business model.

CCTV cameras to be installed in 1,497 government schools

The Chief Minister said that in the interest of the safety of students and teachers, CCTV cameras will be installed  in every PM Shri school, Model Sanskriti School, and every cluster school, totaling 1,497 government schools, to enhance security, surveillance, and discipline. Besides this, e-libraries  will be established in all 197 Government Model Sanskriti schools and all 250 PM Shri schools and keep them open for public use after school hours.

Sh. Nayab Singh Saini said that due to the increasing interest and request of students and parents, the Buniyaad programme will also be started through offline mode from the academic session 2025-26 in four districts namely Gurugram, Hisar, Kurukshetra and Panipat.

Government will make it mandatory for the group A and B officers of every department to visit a government school every month

The Chief Minister said that the state government will make it mandatory for the first and second-class officers of every department to visit a government school every month and spend time engaging with students. They will dedicate at least two to three hours discussing with students subjects of interest, the projects of their respective departments and providing career counseling, shared Sh. Nayab Singh Saini.

One government college in each district will be developed as a Model Sanskriti College

The Chief Minister said that the state government’s vision is to make Haryana a global destination for higher education. With this goal in mind, one government college in each district will be developed as a Model Sanskriti College, on the lines of the Government Model Sanskriti Schools, in the year 2025-26. These Model Sanskriti Colleges will uphold excellent educational standards, provide dedicated teaching facilities, and focus on student welfare, shared Sh. Nayab Singh Saini.

Haryana State Research Fund with an initial allocation of Rs. 20 crore established to promote research in the colleges and universities

The Chief Minister said that the government will establish the Haryana State Research Fund with an initial allocation of Rs. 20 crore to promote research by students and teachers in the colleges and universities of Haryana.

‘Kalpana Chawla Scholarship Scheme’ to be launched to address the issue of low enrollment of girls in STEM courses

Sh. Nayab Singh Saini said that to address the issue of low enrollment of  girls in STEM courses in colleges, the ‘Kalpana Chawla Scholarship Scheme’ will be launched. Under this scheme, scholarships of up to Rs 1 lakh per annum will be awarded to girl students pursuing undergraduate and postgraduate degrees in science and engineering, said the Chief Minister. He said that now the tuition fees for those girls studying in BSc courses in such government colleges, whose family’s annual income is less than Rs 3 lakh will also be f waived off.

Industry-Academia partnerships to be made mandatory in all universities and colleges

The Chief Minister said that the Industry-Academia partnerships will be made mandatory in all universities and colleges to enhance the employability of youth. At least 10 percent of the courses will be converted into the ‘Earn while Learn’ model, where training will be provided in collaboration with industries. Each student selected under this scheme will receive a monthly honorarium of Rs. 6,000. a budget of Rs. 36 crore to ensure the successful implementation of this initiative, shared Sh. Nayab Singh Saini.

He said that to promote vocational education, NSQF-approved certificates and certificates awarded by Shri Vishwakarma Skill University will be valid for all employment opportunities in the State. Besides this, to make vocational education more flexible, a credit portability system will be implemented, allowing earned credits to be recognized in higher education as well, said the Chief Minister.

Medal winners from Haryana at the World Skills Olympics will be awarded a cash prize of upto Rs. 10 lakh

Sh. Nayab Singh Saini said that the medal winners from Haryana at the World Skills Olympics will be awarded a cash prize of upto Rs. 10 lakh. If they wish to start their own business, the government will provide an additional financial assistance of Rs.10 lakh, said the Chief Minister.

He further informed that if the medal winners are not interested in entrepreneurship, they will be offered employment as skill trainers in Haryana’s schools, ITIs, polytechnics, and colleges.  The Chief Minister said that the participants who perform well at the national level will also be given assistance of upto Rs.5 lakh. This new initiative, called Mukhyamantri Kaushal Padak Samman Vijeta, aims to motivate the youth towards skill development and promote vocational education in the state, shared Sh. Mukhyamantri Yuva Kaushal Samman Yojana launched for 2,000 final-year graduate and postgraduate students

The Chief Minister said that under another new scheme namely Mukhyamantri Yuva Kaushal Samman Yojana, 2,000 final-year graduate and postgraduate students from the state will be provided internship opportunities in reputed industries and companies. During this period, they will be given an honorarium of ₹10,000 per month. This initiative will help bridge the gap between academic knowledge and practical skills, providing youth with better employment opportunities, said Sh. Nayab Singh Saini.

Libraries, laboratories, and workshops of all government educational institutions in Haryana will be opened to the general public

The Chief Minister said that libraries, laboratories, and workshops of all government educational institutions in Haryana will be opened to the general public. This will allow individuals to fulfill their desire for knowledge and utilize resources for innovation and entrepreneurship. This initiative will be a significant step towards democratizing education and innovation in the state, said  Sh. Nayab Singh Saini.

Two engineering institutes at Nilokheri, Karnal, and Panniwala Mota, Sirsa will be upgraded to the HIT

The Chief Minister said that two engineering institutes of the State Government, located at Nilokheri, Karnal, and Panniwala Mota, Sirsa will be upgraded to the Haryana Institute of Technology (HIT).

He said that today, there are many polytechnic institutes in the state. To encourage healthy competition among them, a reward scheme will be introduced. Institutes will be evaluated based on various parameters such as placement records, examination results, availability of machinery and equipment, staff position, discipline, sports etc, shared Sh. Nayab Singh Saini.  He said that the  institute securing the first position will be awarded Rs. 50 lakh, the second position will receive Rs. 25 lakh, and the third position will be awarded Rs. 10 lakh.

Chandigarh, March 17 – Haryana Chief Minister Sh. Nayab Singh Saini, while presenting State Budget 2025-26 as the Finance Minister during the ongoing session of the Vidhan Sabha  here today, said an Urban Drainage Fund of Rs. 100 crore will be established to improve drainage infrastructure in all cities. This dedicated fund will launch projects to ensure sustainable flood management and protect cities and towns from future disasters.

The Chief Minister announced to allocate Rs 5,666.28 crore for the year 2025-26 for Urban Local Bodies, which is an increase of 38.5% from Rs 4,091.95 crore allocated last year. 

The Chief Minister said to empower local governments, the Municipal Corporations, Municipal Councils and Municipal Committees will be granted the authority to determine taxes and fees in the financial year 2025-26. These local bodies will have the flexibility to set taxes and fees—such as property tax, development tax and charges, garbage charges, advertisement charges, and water and sewer fee—within the range of the minimum and maximum rates prescribed by the Haryana Government.

The Chief Minister said as per the policy of the Urban Local Bodies Department, priority will be given to cooperatives formed by members of the Scheduled Castes and women in tenders for sanitation works. A policy to allocate 50 percent of tenders to Safai Mitras and their groups will be notified in the next financial year.

Road infrastructure to be upgraded

The Chief Minister said the old areas of all the big cities which are haphazardly settled will be redeveloped. For this, the state government will upgrade the existing road infrastructure to meet international standards, focusing on the needs of all road users, with a particular emphasis on making roads pedestrian-friendly. In the first phase, 1,000 km of Right of Way (ROW) will be developed.

Machinery and equipment to all municipalities

The Chief Minister said the State Government is committed to providing better services in a faster and more efficient manner in areas such as sanitation, street cleaning, sewerage maintenance, road repairs, and gardening, by equipping Municipal Committees with the necessary machinery and equipment. He proposed to provide machinery and equipment, including vacuum suckers and cleaners, tree trimming machines, gardening shredders, small sweeping machines, patchwork machines, road rollers, and washing/sprinkling machines, to all municipalities and councils in the financial year 2025-26.

Sports complex in all municipal committees

The State Government will construct a sports complex in all municipal committees to promote sports infrastructure and nurture the talent of the youth. This initiative aims to enhance community sports facilities and foster a culture of fitness and excellence.

Multilevel parking facilities

On the lines of multilevel parking facilities constructed in Rohtak and Gurugram, similar multilevel parking structures will be built in all major cities of the state. This initiative will address parking issues and improve traffic management in these cities.

He also proposed to establish Common Effluent Treatment Plants (CETPs) in Panipat, Faridabad, Gurugram, and Yamunanagar.

Ultra-modern parks for persons with special abilities

The State Government will develop ultra-modern parks for persons with special abilities. These parks will feature wheelchair-friendly infrastructure, interactive sensory zones and inclusive play areas, ensuring a joyful and accessible experience for everyone, he said.

100 percent cleaning of all old garbage sites

Over the last 10 years, out of 101 lakh metric tonnes of garbage from 75 old garbage sites, approximately 69 lakh metric tonnes of garbage has been disposed of scientifically, and 109 acres of land has been reclaimed. This land is now being used to build green areas, parks, and community infrastructure. The government has set a target to achieve 100 percent cleaning of all old garbage sites by the financial year 2025-26, the Chief Minister added.

Chandigarh, March 17 – Haryana Chief Minister Sh. Nayab Singh Saini, while presenting State Budget 2025-26 as the Finance Minister during the ongoing session of the Vidhan Sabha here today, said the state government aims to provide clean and affordable rental housing to urban migrants, unorganized sector workers, and economically weaker sections (EWS) through the Affordable Rental Housing Scheme under Pradhan Mantri Awas Yojana (Urban) 2.0. This initiative will offer short-term rental housing options for those who do not wish to purchase their own home. A pilot project will be launched to rent out approximately 1,600 flats in various sectors of Sonipat at concessional rates for 25 years, using a transparent system.

The Chief Minister announced to allocate Rs. 2444.27 crore to the Housing for All scheme for the year 2025-26, which is an increase of 303.8% from Rs. 605.30 crore allocated last year. 

The Chief Minister said the Government of India believes that every citizen has the right to a safe and dignified home. The state government is equally committed to realizing the goal of ‘Housing for All.’ For this purpose, a new department by this name was established in the year 2020-21. This department is actively expanding housing facilities across the state, ensuring that the poor and middle-class families have access to pucca houses at affordable rates.

He said the benefits of the double engine can be understood through the simultaneous implementation of the Mukhyamantri Shahri Awas Yojana and Mukhyamantri Gramin Awas Yojana 2.0 in Haryana, alongside the Pradhan Mantri Awas Yojana-Urban and Pradhan Mantri Awas Yojana-Rural. Through these schemes, the Haryana Government is providing plots of 50 square yards in Mahagrams and 100 square yards in other villages, while and the construction cost on these is being assisted by the Central Government.

The Chief Minister also announced that the Housing Board will be merged with Haryana Shehri Vikas Pradhikaran in the financial year 2025-26.

Chandigarh, March 17 – Chief Minister Sh. Nayab Singh Saini, while presenting State Budget 2025-26 as the Finance Minister during the ongoing session of the Vidhan Sabha here today, said the Haryana Government will sign an agreement with the World Bank for technical and financial assistance, under which an investment of Rs 3,647 crore will be made over the next 6 years to combat air pollution.

The Chief Minister allocated Rs.714.89 crore to Environment, Forests, Fauna and Natural Resources for the year 2025-26, up by 32.7% from Rs 538.54 crore allocated last year.

He said the Haryana Government has introduced a vehicle scrappage policy. He proposed that the government will develop a new policy for effective e-waste management. Under Haryana’s Enterprise and Employment Policy, industrial units that adopt zero-waste disposal processes and excel in promoting the circular economy will receive special recognition and support. The Haryana Government will place a strong focus on raising awareness and developing skills in this area. To turn this concept into reality, the government will collaborate with private companies, as well as national and international organizations, to adopt and implement the best global practices.

He said Prime Minister Sh. Narendra Modi has placed significant emphasis on the concept of the circular economy. Circular economy is a way in which we reuse things instead of throwing them away after use. This approach involves reducing waste, reusing things as much as possible, and reusing leftovers things.

Every effort will be made to begin the construction of an international-level Aravalli Jungle Safari on 10,000 acres of land in Gurugram and Nuh districts as soon as possible. For this, adequate funds will be allocated in the financial year 2025-26. He said a Forest Research Institute will be built in Yamunanagar.

Trees to be honoured under Pran Vaiyu Devta Pension Scheme

A new survey will be conducted to identify eligible trees to be honoured under Pran Vaiyu Devta Pension Scheme. Plans will be developed for the conservation and growth of rare and endangered native tree species, ensuring the protection of their gene pool. Apart from this, an environmental training center will be established in IMT Manesar, Gurugram.

New steps to prevent pollution in rivers

To prevent pollution in rivers (Ghaggar and Yamuna) caused by immersion after worship and factory leakages, the Haryana Pollution Control Board will introduce a new arrangement to ensure that the faith of the people is respected by providing designated immersion place along the riverbanks.

Chandigarh, March 17 – Chief Minister Sh. Nayab Singh Saini, while presenting State Budget 2025-26 as the Finance Minister during the ongoing session of the Vidhan Sabha here today, allocated Rs. 300 crore for the modernization of the Haryana Police to equip police personnel with the latest and most advanced technology, as well as to enhance their capacity.

The Chief Minister allocated Rs 8,315.30 crore budget to the Home Department for the year 2025-26, up by 12.6% from Rs 7,383.28 crore allocated for the year 2024-25.

The Chief Minister informed that in 2014, there were 270 police stations in the state; today, that number has risen to 429. The number of women police stations, which was 2 in 2014, has increased to 33. The percentage of women police personnel, which was 6% in 2014, has now grown to 12%. In addition, 29 cyber police stations have been established in the last 10 years.

On September 10, 2024, Haryana was awarded the first prize by the Hon’ble Union Home Minister, for the efficient functioning and tracking of the cyber crime helpline number 1930.

Haryana has set a deadline of March 31, 2025, to implement three new criminal laws: Bharatiya Nagrik Suraksha Sanhita 2023; Bharatiya Nyaya Sanhita 2023; and Bharatiya Sakshya Adhiniyam 2023. With this implementation, Haryana will become the first state in the country to adopt these new criminal laws. With the implementation of these laws, the citizens will get timely and prompt justice.

The Chief Minister said fast-track courts will be established in every district of the state to ensure the speedy trial and punishment of drug-related cases. Also, a centralized NDPS monitoring cell will be set up at the state level.

A proposal of Rs. 10 crore has been made for the development and implementation of modern technologies, such as drones, to maintain law and order. Cyber police cells will be established at the sub-division level in districts with a high incidence of cyber crimes, the Chief Minister announced.

Chandigarh, March 17 – Aiming for greater transparency in governance, Chief Minister Sh. Nayab Singh Saini, while presenting State Budget 2025-26 as the Finance Minister during the ongoing session of the Vidhan Sabha here today, proposed to install CCTV cameras in every ETO and DETC office room of the Excise and Taxation Department.

The Chief Minister proposed a revenue target of Rs 68,834.91 crore for the department in the year 2025-26. He said it is a matter of pride that our state has the second-highest growth rate among the large states of India in GST tax collection. Also, Haryana ranks first among such states in per capita GST tax collection. As against the revenue target of Rs 63,348 crore for the financial year 2024-25, Rs 58,693 crore has been deposited in the treasury as net revenue income till March 12, 2025.

For the convenience of taxpayers, the government has approved the One Time Settlement Scheme (OTS), which will be implemented from next week. Under this scheme, small taxpayers whose dues are less than Rs. 1 lakh will have their tax, interest, and penalty completely waived off. Taxpayers with dues between Rs 1 lakh and Rs 10 lakh will receive a 60% waiver on their interest, penalty, and tax amount. This scheme will provide relief to 1.50 lakh small traders. Those whose dues are between Rs 10 lakh and Rs 10 crore will receive a 50% waiver on interest, penalty, and tax. Overall, about 2 lakh small and medium traders will benefit from this initiative.

The Chief Minister said at present, there is no limit on the Excise and Taxation Officer (ETO) to issue demand in tax matters. From 1 April 2025, in cases where the tax demand is more than Rs. 2 crore, the Deputy Excise and Taxation Officer (DETC) will now be authorized to issue the notice instead of the ETO.

The competent officer to conduct Suo Moto investigation under Section 61 of the Haryana GST Act, 2017, is currently the Excise and Taxation Officer (ETO). To reduce the problems faced by taxpayers, we have decided that Suo Moto investigation under this section can now be initiated only after prior approval from the Joint Excise and Taxation Commissioner (JETC), the Chief Minister added.

He said for the convenience of taxpayers, the audit of the last three to four years, to be conducted under Section 65 of the Haryana GST Act, 2017, will now be done in one go. This will ensure that traders do not have to visit the department repeatedly. Starting a new practice, a panel of Special Audit Chartered Accountants/Cost Accountants will be established under Section 66 of the Haryana GST Act, 2017.

Other suggestions received include GST exemption on agricultural equipment, automation of GST refunds, annual self-assessment instead of monthly, and increasing the invoice limit from Rs 5 crore to Rs 10 crore. These suggestions will be advocated by the Haryana Government in the GST Council, the Chief Minister said.

He also announced setting up a new training institute for the training of officers and employees. He said he was confident that the implementation of the above new arrangements will increase the tax collection of the state.

Chandigarh, March 17 – Haryana Chief Minister Sh. Nayab Singh Saini, while presenting State Budget 2025-26 as the Finance Minister during the ongoing session of the Vidhan Sabha here today, said in the financial year 2025-26, the Revenue Department will transition from the traditional method of marking with a jareeb, which has been in practice since the time of Raja Todarmal, to using Rover technology. This will provide more accurate markings for the people of Haryana in less time and at a reduced cost.

The Chief Minister announced an allocation of Rs. 2,866.58 crore for the Revenue Department for the year 2025-26, which is an increase of 58.48% from the allocation of Rs 1,808 crore last year.

The Chief Minister said first of all, on behalf of all the villagers in the state, he extends gratitude to former Chief Minister Sh. Manohar Lal Ji for freeing the state from the Lal Dora system, which had been in place since the British era.

He also initiated the drone survey of the entire state, and it is a matter of great pride that this project has been successfully completed. Revenue records have been fully computerized in all the villages of the state. Patwaris have been trained on a pilot basis in 10 villages across each of the 22 districts to update revenue records and Sajra using the Tatima Katkar software. The work for the remaining villages across the state will be completed in the financial year 2025-26. After that, the process of updating revenue records will continue automatically throughout the entire state.

The Chief Minister said in the financial year 2025-26, he proposes an allocation of Rs. 217 crore for the purchase of 250 different types of firefighting vehicles and Rs. 250 crore for 13 hydraulic platforms to assist in firefighting operations in multi-storey buildings. A provision of Rs. 29 crore has also been made for establishing a state-level fire training institute in Khedi Masania village, district Jind.

Developers, builders, societies, and authorities often transfer property to the allottee in their records and give possession but fail to complete the registration deed, which is legally incorrect and causes a loss of stamp duty revenue for the government. In the next financial year, it will be mandatory for all such properties to be registered. If the allottees do not complete the registration within a specified period, they will have to pay stamp duty at the current collector rate, he said.

The registration process will be introduced in all tehsils on the lines of modern passport offices, allowing individuals to apply from the comfort of their homes. This will make the process more convenient and transparent

The Chief Minister said the Haryana Space Applications Centre (HARSAC) plays a crucial role in geospatial research, remote sensing, and GIS applications in the state. It significantly contributes to strengthening land use, crop monitoring, disaster management, and urban development. I propose to increase the allocated amount for HARSAC from Rs 23.25 crore to Rs 30 crore, compared to the Revised Estimate for the financial year 2024-25. This represents a 13% increase in the department’s budget, which will further promote satellite data analysis, AI integration, and capacity building. This enhancement will make Haryana’s policy decision-making processes more effective and accelerate innovation and economic development in the state.

The Chief Minister said he was confident that the implementation of the above new arrangements will increase the stamp duty income in the state. He said the government has set a revenue target of Rs.16,555 crore for the department in the year 2025-26.

Chandigarh, March 17: Haryana Chief Minister Sh. Nayab Singh Saini said that the state government has taken many revolutionary steps in the power sector in the last 10 years. As a result, the total transmission and commercial losses of power undertakings have come down from 30 per cent in the year 2014-15 to only 10.4 per cent now. Due to these reforms, there has been a comprehensive change in the power system of the state. The Chief Minister today presented the budget for the financial year 2025-26 in the Vidhan Sabha.

He said it is a matter of pride for the state that in the national ranking of the year 2023-24 released recently by the Government of India, the Uttar Haryana Bijli Vitran Nigam has secured the first position in the entire country, while Dakshin Haryana Bijli Vitran Nigam has got the second position. This achievement is a proof of the unprecedented reforms in the energy sector of Haryana.

The Chief Minister said under the ‘Mhara Gaon-Jagmag Gaon’ scheme launched by former Chief Minister Sh. Manohar Lal, so far 5,877 villages are being provided with 24-hour electricity facility. A new scheme will be launched in the financial year 2025-26 to connect the remaining 1,376 villages with this scheme. There has also been a significant increase in the power generation capacity in the state. The total power availability in the year 2014 was 10,729 MW, which has now increased to 16,015 MW. The government aims to take it to 24,000 MW in the next seven years, so that uninterrupted power supply can be ensured to all consumers.

He informed that moving forward in the energy sector, the government has decided to start the work of setting up a 1×800 MW ultra-super critical thermal power plant in Yamunanagar soon. This project will cost about Rs 7,272 crore and will be completed by March 2029. At the same time, a proposal to set up an expansion unit of 1×800 MW at Rajiv Gandhi Thermal Power Plant, Hisar has been sent to the Government of India, while the process of setting up a 2×800 MW ultra-super critical project in Panipat has also been started.

The Chief Minister said the Haryana Government is also moving rapidly in the field of renewable energy. The Haryana Power Purchase Center has signed a power supply agreement with Satluj Jal Vidyut Nigam Limited for the purchase of 800 MW firm and dispatchable renewable energy, which is expected to be operational from May 2026. This 800 MW renewable energy capacity includes 1,115 MW solar, 896 MW wind and 938 MW battery energy storage systems.

Sh. Nayab Singh Saini said under the Pradhan Mantri Surya Ghar Muft Bijli Yojana, rooftop solar panels have been installed on 14,250 houses so far. The government aims to install rooftop solar panels in 2,22,000 houses by March 31, 2027. Under this scheme, Antyodaya families with connections up to 2 kilowatts will be provided a maximum subsidy of Rs 1,10,000.

Sh. Nayab Singh Saini said the government has also taken a new initiative to install solar powered lights on village roads and Amrit Sarovars. Under this, a subsidy of Rs 4,000 will be provided for normal solar lights and Rs 20,000 for lights installed on high poles. A target has been set to install 20,000 solar lights in the financial year 2025-26. A total budget of Rs 6,379.63 crore has been proposed in the financial year 2025-26 for the implementation of these schemes in the energy sector.

Chandigarh, March 17- Haryana Chief Minister Sh. Nayab Singh Saini, while presenting the budget in the Haryana Assembly today as Finance Minister, allocated Rs 6024.72 crore to the Irrigation and Water Resources Department, which is 10.7 percent more than the revised estimate of Rs 5443.38 crore for 2024-25.

He said the budget has given special attention to the expansion of canals, water conservation schemes and adoption of modern irrigation techniques. To further strengthen water management, 100 ponds will be constructed in the coming year under the “Mukhyamantri Jal Sanchay Yojana” with the help of MGNREGA for the management of flood water coming from the rivers during the rainy season.

He said that 2200 water tanks will be constructed for the management of micro irrigation in the fields and old pumps installed in the lift irrigation project will be replaced at a cost of Rs 100 crore. At the same time, the people of Haryana will be provided their rightful water from Punjab through the Sutlej-Yamuna Link Canal.

The Chief Minister said the Haryana Government is reviewing the NOC policy related to groundwater exploitation. For industrial/infrastructure projects, the period of NOC in highly exploited areas will be increased from one to two years, while in other areas it will be three years. For mining projects also this period will be increased from one to two years. This policy will make the approval process of projects easy and effective. Through this, investment and sustainable development will be encouraged, he added.

Chandigarh, March 17 – Haryana Chief Minister, Sh. Nayab Singh Saini, who also holds the portfolio of Finance Minister, while presenting the state budget for the year 2025-26 in the Haryana Vidhan Sabha on Monday said that in the last 10 years, the double-engine government has placed significant emphasis on Ayurveda, Yoga, Naturopathy, Unani, Siddha, and Homeopathic systems of medicine.

Sharing 18 key highlight of Health sector for Budget 2025-26, the Chief Minister said that the budget for all the department’s schemes has been increased from Rs. 9,391.87 crore, as compared to the Revised Estimates (RE) of 2024-25, by 8.17%, raising it to Rs. 10,159.54 crore in 2025-26.

The Chief Minister said that to improve the health of mothers and children in the state and to bring further improvements in maternal mortality rate, neonatal mortality rate, infant mortality rate and mortality rate of children below 5 years of age. 9 ultra-modern maternal and child health centers will be established in the district hospitals of Panchkula, Panipat, Faridabad, Sonipat, Palwal, Sirsa, Kaithal, Mahendragarh, and the Medical College in Nuh.

Hisar and Panipat district hospitals will be upgraded from 200 to 300 beds

The Chief Minister said that in the year 2014-15, Haryana had a total of 4 government hospitals with 200 beds and 2 government hospitals with 300 beds. Today, their numbers have increased to 18 and 3, respectively.  He said that approval has been granted to upgrade the district hospitals of Palwal, Rohtak, and Charkhi Dadri, as well as Al Afia District Hospital in Mandikhera (Nuh), from 100 to 200 beds. In the financial year 2025-26, the district hospitals of Hisar and Panipat will be upgraded from 200 to 300 beds, and the district hospital of Jhajjar from 100 to 200 beds.

All district hospitals to have state-of-the-art medical facilities

The Chief Minister said that the government has set a target to make every district hospital the best hospital in that city with the same number of beds in the next 2 years. In the financial year 2025-26, modern services and state-of-the-art facilities like CT scan, MRI, ultrasound, blood analyzer and digital X-ray will be ensured in all district hospitals. Apart from this, private rooms will be arranged for patients in all district hospitals and shelter home facilities will also be provided for their companions, he said.

The Chief Minister  further said that a 50-bed critical care block in every district hospital and government medical college will be established,  along with modernizing the blood bank facilities.

The Chief Minister said that for enhancing trauma treatment facilities during accidents, the Government of India has approved an investment of Rs 201.59 crore for the year 2025-26 for 70 advanced life support ambulances and other infrastructural improvements in the district hospitals of 14 districts, namely Gurugram, Faridabad, Palwal, Mewat, Rewari, Mahendragarh, Jind, Bhiwani, Rohtak, Karnal, Panipat, Sonipat, Jhajjar, and Charkhi Dadri.

Day care centers for cancer patients to be established in the remaining 17 districts

The Chief Minister said that at present day care centers for cancer patients are operational in Panchkula, Kurukshetra, Ambala, Yamunanagar, and Faridabad. However, similar day care centers will now be established in the remaining 17 districts during the financial year 2025-26.

He said that the number of MBBS seats in the state will be increased  from 2,185 to 2,485 for the financial year 2025-26. Besides this, Pandit Deen Dayal Upadhayaya University of Health Sciences, Kutail, along with the newly constructed 750-bed super specialty hospital, will also be started in the financial year 2025-26, shared Sh. Nayab Singh Saini.

The Chief Minister said that a Centre of Excellence will be established at Shaheed Hasan Khan Mewati Government Medical College and Hospital, Nuh for preventive health in the state. Besides this, a budgetary provision of Rs. 20 core will be made for the modernization of state-level drug testing laboratory located in Kurukshetra.

The Chief Minister said that to promote the study, systematic teaching, training and research of non-allopathic medical systems, the construction work of the building of Shri Krishna Ayush University will be started in the financial year 2025-26 on about 100 acres of land in Fatuhpur village of district Kurukshetra. In this, provision has been made for 63 seats of BAMS and 82 seats of postgraduate level and 63 seats of Diploma in Pharmacy, shared Sh. Nayab Singh Saini.

Ayush Herbal Parks will be established in Rewari and Jind

The Chief Minister said that Ayush Herbal Parks will be established in Rewari and Jind. He said that provision of Government Homeopathic College will be made in village Chandpura of district Ambala, for this a 25-bed Homeopathic Hospital has been started in village Rampur-Sarsehdi Community Center.

He further informed that 421 AYUSH dispensaries and 111 sub health centers have been upgraded as Ayushman Arogya Mandir. Out of these, 201 Ayushman Arogya Mandirs have received NABH certification.  He said that adequate budget provision has been made for the remaining 332 Ayushman Arogya Mandirs to obtain such certification in the financial year 2025-26.

Furthermore, a system to provide guidance on AYUSH medical system and nutrition, diet and routine based on it to the general public will be set up at all the primary health centers and community health centers of the health department in the financial year 2025-26.
