PUNJAB POLICE ARREST KEY ACCUSED IN RPG ATTACK CASE FROM MUMBAI

IEP CHANDIGARH, October 13

          The ongoing war against anti-social elements launched on the directions of Chief Minister Bhagwant Mann delivered yet another major success after Punjab Police’s Counter Intelligence, in a joint operation with a Central Agency and ATS Maharashtra, apprehended Charat Singh, the main accused in Rocket Propelled Grenade (RPG) attack case from Mumbai on Thursday morning. An RPG attack was carried out at Intelligence headquarters in Mohali on May 9, 2022, at about 1945 hrs.

          Director General of Police (DGP) Punjab Gaurav Yadav said that the arrested accused is a key operative and associate of Canada-based Babbar Khalsa International (BKI) terrorist Lakhbir Singh alias Landa.

          He said that accused Charat had built a strong crime network across the state with the help of Landa and was providing logistic support and shelter to foot soldiers, who carried out an RPG attack. Charat had also procured an RPG, AK-47, and other weapons from across the border with the active support of Pakistan ISI through Pakistan-based terrorist Harwinder Singh alias Rinda.

          Inspector General of Police (IGP) Headquarters Sukhchain Singh Gill, while addressing a press conference, said that with the arrest of accused Charat Singh, Punjab Police have so far arrested eight accused persons in this case, while, another accused, who is juvenile and had carried out the attack, was arrested by the Delhi Police recently, taking the total number of arrests to nine.

          Earlier, Nishan Singh, Jagdeep Singh, Baljinder Singh Rambo, Kanwarjeet Singh Bath, Anantdeep Singh Sonu, Baljeet Kaur Sukhi, and Lovepreet Singh Vicky were arrested by the Punjab Police.

          He said that Police teams are on a manhunt to arrest the last accused in this case identified as Deepak Kumar of Jhajjar, Haryana, who had carried out an RPG attack.

          Divulging more details, IGP Sukhchain Gill said that accused Charat is a habitual offender and has been facing several cases of heinous crimes including murder, attempt to murder, and under the arms act in Punjab. The accused was serving a life sentence in a murder case, and at the time of the RPG attack, he was out on parole, he said, adding that Charat along with his associates had killed a shopkeeper Shashi Kapoor in Khemkaran, Tarn Taran in March 2015.

 “During his parole period, Charat reassembled his associates including Nishan Kulla and others from the Tarn Taran area to carry out the RPG attack, which was aimed at destabilizing communal harmony and peace in the state,” said the IGP.

          Meanwhile, Punjab Police has been striving to make the state crime-free as per the vision of Chief Minister Bhagwant Mann.

SCHOOL EDUCATION DEPT ISSUES ADVERTISEMENT FOR 5994 POSTS OF PRIMARY TEACHERS: HARJOT SINGH BAINS

Punjab Government led by Chief Minister Bhagwant Singh Mann is constantly striving to provide employment to the youth of the state. Working in this direction, the Punjab School Education Department has issued an advertisement for 5994 posts of ETT cadre of primary teachers.          Giving information in this regard, Punjab School Education Minister Harjot Singh Bains said that TET pass candidates can apply online at www.educationrecruitmentboard.com from 14 October 2022 to 10 November 2022 till 5 PM) for these posts of ETT teachers.Bains said that all these recruitment exams will be conducted in a transparent manner.           He said that an objective type written test of 200 marks will be conducted for these posts. The age limit for applying for these posts is 18 to 37 years for general category and  reserved & other categories are given age relaxation as per rules.  For these posts, minimum 50 per cent marks in class XII for general category and 45 per cent marks for reserved category are mandatory.  Passing Teacher Eligibility Test-1 along with two year ETT course is mandatory for these posts.          Out of these total 5994 posts, 975 posts are specially reserved for women and 2994 backlog posts are also included in these posts.          The application fee for these posts is Rs 1000 for general category and Rs 500 for reserved category.

GOVERNANCE REFORMS MINISTER MEET HAYER REVIEWS SEWA KENDRAS OF RAJPURA AND PATIALA

Minister of Governance Reforms Gurmeet Singh Meet Hayer today inspected the Sewa Kendras of Rajpura and Patiala and initiated getting reviews from the public. The cabinet minister said that the digitization of all the departmental services is being executed under the leadership of Chief Minister Bhagwant Singh Mann. The Government has already started providing 183 services to the people over the phone through the Sewa  Kendras. This will save the time and energy of people seeking a certificate or document from Sewa  Kendras.

 The Cabinet Minister told that the links of the certificates required for admission to the students on WhatsApp through a unique system are being sent. Students have got hassle-free service for their admission.

He further added that in the first phase, the government has eliminated the age-old inconvenient system of filling forms for services viz income and assets certificates, rural area certificates, the inclusion of name in the birth certificate, caste certificate and senior citizen identity card. This will benefit the public in form of quicker and speedy processing of applications.

Meet Hayer further said that more than 46 thousand certificates have been provided on applicants’ mobile phones in the last four days. This will result in saving paper and the environment. Apart from this, the token system has also been extensively improved.

Meanwhile, feeling relieved from the services provided at the Sewa Kendras people appreciated the step and thanked Meet Hayer for the initiative. These services are a boon for senior citizens as they got the requested certificates by signing a single form without any inconvenience.

On this occasion Rajpura MLA Neena Mittal, Director Administrative Reformsh Girish Dayalan, Deputy Commissioner Sakshi Sawhney, S.S.P. Deepak Pareek, ADC Isha Singhal, SDMs Dr Ismat Vijay Singh and Dr Sanjeev Kumar and Assistant Commissioner (G) Kirpalveer Singh were present.

TRANSPORT MINISTER CONDUCTS SURPRISE CHECK OF RTA OFFICE SAS NAGAR

          Minister of Transport Mr. Laljit Singh Bhullar paid a surprise visit to RTA office Mohali today and reviewed the work going on in the office.

           Giving more information in this regard, the official spokesperson said that the Minister of Transport went to the public counters at the RTA office this morning, where he got the details of the work being done from the employees and also talked to the people who came to get the work done.  He also interacted with the people and got information about the problems being faced by them. The Minister gave instructions to the officials on the spot to solve the problems faced by the people.

Explaining the purpose of today’s visit, Mr. Bhullar said that the Punjab government led by Chief Minister Mr. Bhagwant Singh is committed to bring administrative reform and transparency in government work so that people do not have to face any hassle in government offices.  On this occasion, he instructed the officials of the RTA office to ensure the attendance of the employees from 9 am to 5 pm.

He instructed the officials and employees of the RTA office that if someone’s papers are incomplete they should be told about it at the first instance so that they do not have to visit the office again and again. Apart from this, he said that the list of required documents should also be posted on the board so that people can apply only after reading it.

He said that the government will soon start biometric attendance of employees so that timely presence of employees in the offices can be ensured.

          On this occasion, RTA SAS Nagar Mr. Pardeep Singh Dhillon and other officers were specially present.

Education Minister Harjot Singh Bains confers Swachh Vidyala awards to distinguished schools

Punjab School Education Minister Harjot Singh Bains on Tuesday gave away Prizes and Certificates of Appreciation to those schools who topped in various categories of Swachh Vidyala Awards of session 2021-22 during a function organized at the head office.

Appreciating the work of principals and teachers of the concerned schools, the Education Minister said that these teachers and their teams brought laurels for the state with their constructive approach. He also urged these teachers of the winning schools to play vanguard role to improve the situation of sanitation in nearby schools so that more schools can get this national distinction next year.

Notably, Government of India has selected these schools in various categories on sanitation parameters under the Swachh Bharat Campaign. The selected schools included government and private ones. In the overall category of elementary schools in selected rural areas included Government Middle School Kingra (Faridkot), Government Primary School Inderpura (Patiala), Government Primary School Suhali (SAS Nagar), Government Primary School Fatehpur (SAS Nagar), Government Primary School Mukandpur (SBS Nagar) and Government Primary School Katarian (SBS Nagar).

However, the overall category of elementary schools in urban areas included Government Primary School Sheikhupur (Kapurthala), Golden Era Millennium School Mandi Killianwali (Sri Muktsar Sahib), Government Primary School Chohak Kalan (Jalandhar) and Government Primary School Sensi Wehra Amloh (Fatehgarh Sahib).

Similarly, DAV International School Verka Chowk (Amritsar), Government Senior Secondary School Bhawanipur (Kapurthala), Government Senior Secondary School Pakki Tibbi (Sri Muktsar Sahib), Pioneer Convent School Gurmukh Nagar (Malerkotla), The Town School (Malerkotla) and K.V. Barnala was given the Swachh Vidyala were awarded in overall category of secondary schools of rural areas.

While Government Senior Secondary School Model Town Patiala, SGRM Government Girls Senior Secondary School Zira (Ferozepur), B.V.M. Kichlu Nagar Ludhiana and Government Senior Secondary School Boys Amloh (Fatehgarh Sahib) were felicitated with the Swachh Vidyala award under overall category of secondary schools of urban areas.

Apart from this, six schools were also awarded under various sub-categories. These schools included Government Middle School Kingra for Capacity Building and Behaviour Change, Sacred Heart School Dosanjh Road Moga for preparedness and response to cope with Covid-19 pandemic, Sita Grammar School Malerkotla for hand washing hygiene, SGRM Government Girls Senior Secondary School m Zira (Ferozepur) for maintaining good environment and better water supply and efficient use, Government Middle School Kingra (Faridkot) for better hygiene in toilets.

During the award ceremony Director General School Education Pradeep Kumar Agarwal, DPI Secondary Education Kuljit Pal Singh Mahi, Director SCERT Dr. Maninder Singh Sarkaria, Deputy SPD and State Nodal Officer Swachh Vidyala Campaign Gurjit Singh and other concerned officials were present.

No need for citizens to fill forms for availing services at Sewa Kendras: Meet Hayer

In order to reform government procedures that impact the common man,  a landmark decision of the Bhagwant Mann  government became a reality with the discontinuation of physical filling of application forms and submission at Sewa Kendras.
Today Governance Reforms Minister Gurmeet Singh Meet Hayer made surprise visit at the Sewa Kendra situated at District Administrative Complex, SAS Nagar, checked working of Sewa Kendra and interacted with citizen to know about the issues.
The Minister asked service Operator (M/s DSSPL) to increase the quality of service delivery and ensure that every citizen is being dealt with utmost priority and provide services without any hassles. Further, the minister also launched a new concept with name of form less services by starting 6 services in phase 1.
Disclosing more about the new initiative Meet Hayer said that in this reform now citizen can avail the services e.g. Income Certificate, Rural area certificate, Addition of name in birth certificate, Income and Asset Certificate, General Caste Certificate & Senior Citizen ID Card without filling the physical form.
To avail these services, citizen has to visit Sewa Kendra with only original Proof of Identify & Proof of Address (already notified by Punjab Government) along with the service specific documents e.g. Self Declaration form.
On the basis of citizen’s documents Sewa Kendra operator shall apply the service by filling the online form and getting the citizen’s signature on the system generated form.
Above reform will reduce 4 steps (e.g. Form procurement, Form Filling, Document Photo Copy attachment and Form checking) from 7 steps to 3 to avail the services. In subsequent features more services will be added in form less service gamut.
With the launch of form less services and acceptance of digitally signed certificates on mobile phone, citizen visits to collect the certificates shall be reduced significantly along with time take taken to fill the applications forms or file making.
The minister also interacted with the citizens who obtained certificates on their mobile phones/SMS. Recently an initiative of doing away holograms and physical signature was announced by the Minister Governance Reforms for which  notification was issued by governance reforms department. This has been implemented across the state. The citizens expressed their satisfaction & delight to obtain certificates on mobile phones.

CM REVIEWS ARRANGEMENT FOR G-20 SUMMIT SLATED TO BE HELD AT HOLY CITY AMRITSAR IN MARCH 2023

   Punjab Chief Minister Bhagwant Mann on Monday reviewed the arrangements for the prestigious G-20 summit slated to be held at holy city Amritsar in March 2023.Chairing a meeting in this regard here at his office in Punjab Civil Secretariat, the Chief Minister said that this summit will take place in the month of March and leading countries of the world will be participating. He asserted that the state is fortunate to have got the opportunity to host this mega event in which deliberations will be held on Education by the leading countries from across the world. Bhagwant Mann said that elaborate arrangements have to be put in place for making this global event a huge success.The Chief Minister said that for making this event a huge success the entire holy city will be divided into five major sectors. He said that senior officers of the state Civil and Police administration will be deployed in these sectors for effective management. Bhagwant Mann said that these officers will be responsible for the smooth conduct of the entire activity during the summit in the area under their jurisdiction.The Chief Minister also constituted a Cabinet Sub Committee comprising Local Government Minister Dr Inderbir Singh Nijjer, Public Works Department Harbhajan Singh ETO, Education Minister Harjot Singh Bains and Tourism Minister Anmol Gagan Mann. He said that the Cabinet Sub Committee will monitor the day to day arrangements of the event to ensure its flawless execution. Bhagwant Mann also constituted a high powered committee headed by Chief Secretary Vijay Kumar Janjua to facilitate the Cabinet Sub Committee in smooth and hassle free conduct of the mega event.

PUNJAB VIDHAN SABHA SPEAKER EXPRESSED GRIEF OVER DEMISE OF SAMAJWADI PARTY FOUNDER AND FORMER CHIEF MINISTER MULAYAM SINGH YADAV

Punjab Vidhan Sabha Speaker Mr. Kultar Singh Sandhwan has expressed deep grief over the demise of Samajwadi Party founder and former Chief Minister of Uttar Pradesh Mr. Mulayam Singh Yadav, who passed away in a hospital in Delhi this morning. S. Sandhwan said that Sri Mulayam Singh Yadav was a grassroots leader who played an important role in carrying forward the socialist ideology. He said that Mr. Yadav devoted his entire life to protect the rights and interests of the downtrodden and left a significant mark on the politics of India.Mr. Sandhwan shared his grief with the members of the Mr. Yadav family and prayed to God for the peace of the departed soul.

TRANSPORT MINISTER LALJIT SINGH BHULLAR CONDUCTS SURPRISE CHECK AT SRI ANANDPUR SAHIB AND NANGAL BUS STANDS

Punjab Transport Minister S. Laljit Singh Bhullar, on Sunday, conducted a surprise check at the bus stands of Sri Anandpur Sahib and Nangal City and Nangal Bus Depot.          At Sri Anandpur Sahib Bus Stand, the Transport Minister directed the depot officials to immediately start the public bus service between Sri Anandpur Sahib and Amritsar, the two centers of Sikhism, from tomorrow i.e. October 10. He inquired about the details regarding non-operation of buses on this route at the General Manager’s office and instructed the General Manager Paramvir Singh that there is anger among public due to non-operation of buses, so it should be ensured that buses continuously ply on this important route in future.          Reviewing the cleanliness at the bus stand, shops and toilets, the Transport Minister directed the General Manager to pay more attention towards cleanliness of the bus stand. S. Bhullar, while interacting with the passengers and listening to their problems, said that Chief Minister S. Bhagwant Singh Mann is paying much attention for making the public bus service more reliable and comfortable.          The Transport Minister also paid obeisance at Takht Sri Kesgarh Sahib. He was bestowed the siropao by the management.          While visiting the bus stand and bus depot at Nangal city, Transport Minister S. Bhullar enquired about the income deficit of the depot and reason for the stationary buses. The Minister was apprised that due to the construction of a RoB over the railway crossing on the Una highway, many routes are closed and around 18 buses have been shifted to Hoshiarpur and Ludhiana, due to which the income has decreased. The Cabinet Minister, while taking stock of the stationary buses in the Depot, instructed the General Manager Gursewak Singh Rajpal to immediately making arrangement for passing of the buses so that these can be operationalized and the loss of income of the depot could be met. He also instructed the GM to ensure that there should be no shortage of buses’ spare parts in the depot.          On the demand of the depot employees, the Transport Minister assured that the concrete bus washing dug will be constructed soon. He also said that he will visit the bus stands across the state in coming days and take every possible step to make the public bus service meet the aspirations of the people.

SPORTS MINISTER MEET HAYER HAILS HARMANPREET SINGH ON BEING SELECTED AS THE BEST HOCKEY PLAYER IN THE WORLD

      Punjab Sports Minister Gurmeet Singh Meet Hayer has congratulated Indian Hockey team vice-captain Harmanpreet Singh for being selected as the best hockey player in the world for the year 2021-22 by the International Hockey Federation (FIH). Indian hockey team defender and ace drag flicker Harmanpreet Singh have been chosen FIH Player of the Year for the second consecutive year.          Meet Hayer personally congratulated Harmanpreet Singh and said that it is a matter of pride for Punjab that our player has been selected as the best player in the world for the second year in a row. Harmanpreet Singh got this honour last year too.          Harmanpreet Singh, a resident of Timmowal village in Amritsar district, scored 6 goals in Tokyo Olympic Games last year and 9 goals in Birmingham Commonwealth Games this year. India won the bronze medal after 41 years at the Olympics while winning the silver medal at the Commonwealth Games. Harmanpreet Singh has played 155 international matches for India so far and has scored a total of 115 goals.          The Sports Minister said that it is a matter of pride for India that apart from Harmanpreet Singh, Indian men’s team goalkeeper P.  Sreejesh and women’s team goalkeeper Savita Punia have also been chosen FIH Goal Keeper of the Year in men’s and women’s categories respectively. Meet Hayer said that with this proud achievement of the Indian players, budding hockey players in the country will be inspired.
