AAP tariff policy another “shock” to Punjab Industry: Jaiveer Shergill

In what is likely to “spell doom” for the already struggling Punjab industry, the Punjab State Power Corporation Limited (PSPCL) has taken a “disastrous” decision by increasing the power tariff for medium and large industrial consumers from Rs 5 to Rs 5.50. Expresessing extreme dismay over this anti-Industry decision BJP’s National Spokesperson Jaiveer Shergill, said that a circular issued by PSPCL reads that the power will be provided at the rate of Rs 5.5 per kilo volt ampere-hour (kvah) for five years with an annual increase of 3 per cent for medium and large industrial units. He further said that as per media reports practically, the total hike will be actually 60 paise per unit in wake of the fact that 20 per cent taxes are also levied on the power bills, which will put an additional burden of more than a “whopping” Rs 2,000 crore per annum on the industry. Asserting that the “anti-industry” decision has been implemented by the PSPCL on the instructions of Bhagwant Mann-led AAP government because the state coffers are empty, Shergill told that during deliberations with renowned industrialists of the state, particularly those from the industrial hub of Ludhiana, he came to know about a shocking fact that existing Punjab industry has been left out from the incentives offered to the new investors in the Punjab Industrial and Business Development Policy-2022. “The top industrialists told me that the new industrial units coming in the state would be charged Rs 5 per unit of power and they have also been given 13 per cent relief in the excise duty, which existing industry has been deprived of these incentives. In such circumstances, how can the existing industry in the state survive”, he questioned.     Pointing out that the said decision has sent “shock waves” among the entire Punjab industry, Shergill while terming the said decision as highly condemnable said, “The present government is actually playing the bluff that they are charging Rs 5 (now Rs 5.5) per unit power consumption but in reality, if the fixed charges etc are also clubbed with consumption charges, then the industry is paying almost Rs 7 to Rs 12 per unit of power, as told by top industrialists as well. It is really unfortunate that within one year of coming to power, Aam Aadmi Party (AAP) had completely forgotten its pre-poll assurance to the industry of providing power at cost of 5 Rs per unit and more shameful is the fact that the government has started increasing the power consumption charges.”   Shergill termed the electricity tariff hike as a “betrayal” by the AAP government, while adding that independent inquiries conducted by him from the industrial sector brought to light that almost 45 per cent of the total revenue of power bills is generated by furnaces and henceforth they will be the most affected with this decision. It is pertinent to mention here that state of affairs under AAP regime have been so “worrisome” that feeling unsafe to run their industry because of the “grim law and order” situation in the state, a group of top industrialists from Ludhiana had recently met Uttar Pradesh Chief Minister Yogi Adityanath expressing their desire to invest in UP. “Now, the power tariff hike and the new industrial policy have further irked the industrialists, thereby giving more weight to changes of industry migrating from Punjab”, he added. Meanwhile, Shergill said that most of the existing industrialists and the furnace owners said that in case the government does not amend the Punjab Industrial and Business Development Policy-2022 and provides a level playing field besides roll back the power tariff hike, the existing industry will gradually shut down. BJP Spokesperson demanded that the AAP Government must accept all the demands of the industry unconditionally without any delay.

ONE-DAY WORKSHOP ON ‘JANPARICHAY’ ORGANISED IN CHANDIGARH

With an aim to make everyone familiarise with the functionalities of the JanParichay, NIC Punjab in collaboration with Department of Governance Reforms (DGR) Punjab and NIC Delhi JAN PARICHAY team organised one-day workshop at MGSIPA, Chandigarh.Director DGR Mr Girish Dayalan, Deputy Director General NIC, Punjab Mr. Vivek Verma, SIO NIC Haryana Mr Deepak Bansal and SIO NIC Chandigarh UT Mr Ramesh Gupta along with their team members participated in the workshop.JanParichay is a single sign on platform, which acts as one digital identity for all applications. The purpose to organise this workshop was to make everyone familiar with functionalities of the JanParichay and usage with respect to citizen centric services. This system takes care of authentication and identity management and provide Government to Citizen (G2C) services seamlessly. It was proposed by Meity and entrusted NIC, C-DAC and NeGD to build National Single sign on (NSSO) platform under “Meri Pehchan”,The main objective of JanParichay was to make convenient to the citizen by eliminating the need of repeatedly prove their identities to access the different citizen centric services.Any citizen, who wants to register for some government services, can use JanParichay even using their social media accounts. The user has to go through the eKYC with Aadhaar/PAN/DL. So with JanParichay, a citizen can login and access multiple services smoothly. It supports six different languages and is under the process of integrating Geo-fencing too. All citizen centric services in Punjab will be provided through Jan Parichay for the convenience of citizens.Meanwhile, the Officers of JanParichay Delhi team briefed about features, functionalities, migration strategies and its benefits and presented some case studies during the workshop. The team also told about the challenges which are being faced today in services delivery and need of the JanParichay. SIO Haryana and SIO Chandigarh appreciated for such type of initiative by NIC Punjab, DGR and NIC Delhi Team. 

VIGILANCE BUREAU ARRESTS TWO ACCUSED FOR COLLUDING IN SELLING PLOT TO FORMER MINISTER’S SON AT THROW AWAY PRICE

The Punjab Vigilance Bureau (VB) during its ongoing campaign against corruption in the state, has nominated four persons as accused in a corruption case including Harpreet Singh son of former forest minister Sadhu Singh Dharmsot on the charges of buying a plot for Rs 60 lakh and selling it on the same day for only Rs 25 lakh to the ministers’ son.In this case, after arresting the accused Rajesh Kumar Chopra and Raj Kumar Nagpal, the VB has produced them in the court of Mohali and obtained 6-day police remand.  Further investigation of this case was under progress.Disclosing this here today, a spokesman of the VB said the Bureau had already registered a FIR number 06 dated 06-02-2023, under section 13(1), 13(2) of the Prevention of Corruption Act at the Vigilance Bureau Flying Squad, Punjab in Mohali police station. During the investigation of this case, it was found that the accused Raj Kumar Nagpal, resident of Sector 8, Panchkula, Haryana had obtained the LOI of Plot No. 2023, Sector-88 Mohali from Gurminder Singh Gill, Resident of House No. 1677, Phase-3B-2 Mohali, for Rs.60 lakh after purchasing one affidavit (No. AE773271) on 27.11.2018. He had purchased another affidavit in the same series on the same day (No. AE773272) and sold the same plot for only Rs 25 lakh on the basis of this affidavit to Harpreet Singh, son of former Punjab Forest Minister Sadhu Singh Dharamsot, after reducing the price of around Rs 35 lakh. At the time of purchase and sale of this plot, accused Rajesh Kumar Chopra, resident of Sector 82 JLPL, Mohali signed as a witness, he informed.He further said during the probe, it was also found that out of the amount of Rs 60 lakh, Rs 22,50,000 were already deposited in the account of the said accused Raj Kumar by accused Rajesh Kumar Chopra, the proprietor of Anmol Umpire Private Limited, Harpreet Singh son of Sadhu Singh Dharamsot transferred 25,00,000 and Rs.12,10,000 were deposited by others. It has came to light that Raj Kumar Sarpanch, Property Dealer, Jujhar Nagar, Mohali and resident of Phase 6, Mohali had played an important role for Harpreet Singh to procure this LOI from Raj Kumar.The spokesperson further added that there was no record in the files of Greater Mohali Area Development Authority (GMADA) about this LOI issued in the name of Raj Kumar by plot owner Gurminder Singh Gill. This plot was directly transferred from the name of Gurminder Singh Gill in the name of the said Harpreet Singh.He further informed that in this way Raj Kumar Nagpal, Rajesh Kumar Chopra property dealer, Raj Kumar Sarpanch property dealer and Harpreet Singh son of Sadhu Singh Dharmsot had procured and purchased this LOI through Raj Kumar on the basis of different fake entries and in connived with each other to purchase and sell the said plot costing about Rs 60 lakh for only Rs 25 lakh to Harpreet Singh.He informed that on the basis of findings, the VB has amended the FIR by adding section 420, 465, 467, 468, 471, 120-B of IPC and section 12 of the Prevention of Corruption Act and nominated Harpreet Singh son of Sadhu Singh Dharamsot resident of Annia Road, Amloh, Raj Kumar Nagpal, Rajesh Kumar Chopra and Raj Kumar Sarpanch as an accused. In this case, two accused Rajesh Kumar Chopra and Raj Kumar Nagpal have been arrested on 28.03.2023 and the search for the rest is on. 

CM FLAGS ISSUE OF PROPOSED WATER CESS WITH HIMACHAL PRADESH CM

Punjab Chief Minister Bhagwant Mann on Wednesday flagged the issue of proposed Water Cess on Hydropower plants by Himachal Pradesh with his counterpart of hill state Sukhwinder Sukhu. The Himachal Pradesh Chief Minister called on Bhagwant Mann at his official residence this morning. During the meeting, the Chief Minister expressed the concern of the state over the proposed water cess on Hydropower plants being implemented by the Himachal Pradesh government. Bhagwant Mann said that this should not be implemented as it is against the interests of the state. However, the Himachal Pradesh Chief Minister clarified that the water cess will be levied only on the hydropower plants within their own state adding that it will not be applicable in Punjab. Meanwhile, in order to resolve the issue both the Chief Minister agreed that the Chief Secretaries and Power Secretaries of the state will meet after every fortnight to ensure that there is no bickering amongst the states. They said that the top brass bureaucrats of both the states will amicably solve the issues confronting the states so that there is no issue between them. Both the Chief Ministers agreed for mutual cooperation in various fields for benefitting the people of both the states. Flagging another issue, the Chief Minister batted for Ropeway between Sri Anandpur Sahib and Naina Devi ji to mutually benefit the two states. He said that the ropeway will facilitate lakhs of devotees visiting these two historic and religious sites in a smooth and hassle-free manner. Both the Chief Ministers agreed that the project will ease the travel of devotees visiting the two shrines, which were located quite far from each other, with hilly terrain compounding their problems. Meanwhile, both the Chief Ministers also expressed concurrence over setting up the Pathankot-Dalhousie ropeway project to boost tourism. They said that besides facilitating the tourists it will also help to boost the socio-economic development of both the states. Both the leaders also stressed on the huge tourism potential in the region and said it was in the interest of both the states in the region to work collectively to facilitate tourism. The Chief Minister also sought mutual cooperation between both states in the power sector too. He said that Himachal Pradesh can sell excess power available with it to the state during the peak season. Bhagwant Mann said that this will help resolving the issue of power during the paddy season in the state.

ROTATIONAL IRRIGATION PROGRAMME FOR RABI SEASON TILL APRIL 4

          The Irrigation Department, Punjab has announced the Rotational Programme of irrigation for the Rabi Season through canals from March 28 to April 4, 2023. The channels of Sirhind Canal System would run on the priority basis from Bist Doab Canal, Sidhwan Branch, Bathinda Branch, Abohar Branch and Patiala Feeder respectively.

          Disclosing this here today, a spokesman of the Water Resources department said that direct distributaries of Bhakhra Main line group ‘A’ being in the channels of first preference will run to their indent. Balanced water available will be utilized in Ghaggar Branch and P.N.C. in Group ‘B’ respectively.

          The spokesman further said that Punjab channels and branches off-taking from Harike and Ferozepur head works i.e. all the direct distributaries of Sirhind Feeder in group ‘A’ being in the first preference will run to their indent and the balance water supplies available will be utilised in the Abohar Branch Lower off- taking from Sirhind Feeder and its distributaries/Minors in Group ‘B’.

           The spokesman also said that the channels off-taking from Upper Bari Doab Canal i.e. Lahore Branch with its distributaries being in the first preference will run to their indent and balance water supplies available will be utilized in Main Branch lower,  Kasur Branch Lower, Sabhraon Branch and with their distributaries respectively.

JIMPA FELICITATES PEOPLE ON RAM NAVAMI

    Punjab Revenue Minister Bram Shanker Jimpa today extended his warm greetings to the people of state on the auspicious occasion of Ram Navami, the birthday of Maryada Pushotam Lord Rama.          In his message, the Minister said that Lord Ram is the embodiment of tolerance, justice and high moral values, who showed us the path of ideal and virtuous living to carve out a prosperous and harmonious society. “Lord Rama’s philosophy and teachings inspire all of us to rededicate ourselves to the cause of a just society” added Jimpa.          Exhorting the people to follow the teachings of Lord Rama in the true spirit, the Revenue Minister said that these were still relevant in the present materialistic society. He said that such pious occasions not only promote a sense of communal harmony, brotherhood and mutual understanding amongst the people but also showers bountiful joy and prosperity on them.          Jimpa called upon the people to celebrate this auspicious day collectively rising above the parochial considerations of caste, colour, creed and religion.

BHAGWANT MANN GOVERNMENT SETS WHEELS IN MOTION FOR RABI PROCUREMENT SEASON

Due to concerted efforts of the Punjab government led by Chief Minister Bhagwant Mann, the Reserve Bank of India (RBI) has cleared a sum of Rs. 29,000 crore towards Cash Credit Limit (CCL) for the procurement of Wheat in Punjab during the ensuing Rabi Marketing Season (RMS). Meanwhile, the Chief Minister expressed satisfaction that the Union government has already released Rs 25,445 crore as CCL for the coming season. Bhagwant Mann said that with this, the bulk of the CCL sought by the state government for the purchase of Wheat for this season has been released by the central bank. Expressing gratitude to the Centre for timely release of CCL, he said that it will go a long way in ensuring seamless procurement of Wheat during the current marketing season. Meanwhile, the Chief Minister, while chairing a meeting of Food and Civil supplies department, directed the officers to ensure smooth and hassle free procurement of every single grain of the farmers. He categorically said that payment to the farmers for their produce must be ensured from the very first day of procurement i.e. April 1, 2023. Bhagwant Mann reiterated the commitment of the state government to procure every single grain of the golden harvest of the farmers. The Chief Minister said that elaborate arrangements will be made for the procurement of the wheat so that farmers do not face any sort of inconvenience. Bhagwant Mann said that the state government is duty bound to ensure procurement of the grains in a smooth and hassle free manner.  Pertinently, the procurement of wheat will begin from April 1 and culminate on May 31 during the current RMS.                          

Punjab School Education Department opens portal for general transfers of teachers: Harjot Singh Bains

Punjab School Education Department has opened a portal to receive the applications for general transfers of teachers in the state from today.Disclosing this here today school education Minister Punjab  Mr. Harjot Singh Bains said that teachers willing to get transferred can apply online on the e-Punjab portal of the Education Department from 28 to 31 March 2023.Mr. Bains said that these transfers will be made as per the teacher transfer policy of 2019 and the revised policy of 2020.He said that the transfer requests will be accepted online only and the applications received through offline mode will not be entertained.Similarly, the applications of teachers/computer faculty/non-teaching staff for transfers will only be considered if the details furnished by them found to be correct.Education Minister also said that teachers who transferred during the years 2019, 2021 and 2022 but orders were not implemented due to technical reasons will get a chance to cancel the orders.

SPORTS MINISTER MEET HAYER CONGRATULATES KHO KHO PLAYER GURVIR KAUR FOR BECOMING THE ASIAN CHAMPION

      Punjab Sports Minister Gurmeet Singh Meet Hayer has congratulated Punjab’s Kho Kho player Gurvir Kaur for becoming the Asian champion.          The Indian women’s team won the gold medal in the 4th Asian Kho Kho Championship held at Guwahati (Assam). In the final, the India defeated Nepal by an innings and 33 points. Earlier, India defeated Bangladesh in the semi-final.          Meet Hayer has congratulated Gurvir Kaur, representing Punjab in the Indian women’s Kho Kho team, her parents and coach. He said that with this achievement she has brought laurels to the name of the entire state. Gurvir Kaur is a resident of the village of Buttar Shareeh in the Sri Muktsar Sahib district. The sports minister has wished this talented player All The Best for the future as well.          Meet Hayer further said that Chief Minister Bhagwant Mann has given special guidelines to raise the flag of Punjab again at top position in the field of sports. Punjab’s sports budget has been increased by 55 percent. A new sports policy is being drafted too. 

PUNJAB TOURISM MINISTER ANMOL GAGAN MANN PARTICIPATED IN CHINTAN SHIVIR ORGANISED IN NEW DELHI TO DEVISE STRATEGIES ON PROMOTING ‘TOURISM IN MISSION MODE’

       Cabinet Minister Anmol Gagan Mann participated in Chintan Shivir in New Delhi to devise strategies on promoting ‘Tourism in Mission Mode’ where ministers of several states, UT’s, Industries Association and various leaders of Tourism industries and their representatives attended the event and shared their opinions in different sessions to promote tourism globally.          In order to deliberate, ideas and devise strategies for promoting “Tourism in Mission Mode”, the Ministry of Tourism is organized  two-day Chintan Shivir on March 28 and March 29 at New Delhi.          During the session, Punjab Tourism and Cultural affairs minister Anmol Gagan Mann highlighted the tremendous opportunities available for the growth of the tourism industry in Punjab under the dynamic leadership of Chief Minister Bhagwant Mann. She also emphasized the need to focus on Digitization, Remote Tourism, Border Tourism and to operate a theme based train in the states to ensure the preservation of the state’s natural and cultural heritage.          Minister further informed that the event was aimed at developing a collaborative approach towards promoting tourism in India, with a focus on leveraging the country’s diverse offerings to attract tourists from across the globe. The discussions included topics such as infrastructure development, tourism marketing, and the use of digital technologies in promoting tourism.          In the Inaugural Session, Secretary, Ministry of Tourism Arvind Singh welcomed the participants and briefly outlined the key priorities of the Ministry of Tourism. All participants were encouraged to share their ideas, suggestions and experience during various sessions to enrich the deliberations.
