The upliftment of the last person in the line or ‘Antyodaya’ has been the primary goal of the Manohar Lal-led government and to realise it the Chief Minister launched first of its kind Parivar Pehchan Patra (PPP), the scheme which has become a role model for other states under which benefits of all government schemes are being ensured for the actual verified beneficiaries.
While many states have shown interest in studying this flagship scheme of Haryana Government. A delegation from Maharashtra recently visited the chief minister’s office to study the PPP model.
Following Haryana’s footsteps, Uttarakhand, Jammu and Kashmir have also taken initiative to adopt this scheme.
Lt Governor, Jammu and Kashmir, Sh. Manoj Sinha recently in the presence of the Chief Minister also released a vision document to create an authentic, verified and reliable database of families, under which each family will be given a unique ‘JK Family ID’. This ID will include letters of the English alphabet and mathematical numbers, as is being done in Haryana.
Notably, previously six states had studied the teacher transfer policy implemented by Haryana and now the Parivar Pehchan Patra scheme is also gaining similar acceptance across the country.
In the last eight years, Sh. Manohar Lal , taking a leaf out of former Prime Minister Late Sh. Atal Bihari Vajpayee’s dream of good governance has not only brought revolutionary changes to give honest and transparent governance but has also ensured the upliftment of Antyodaya by providing the benefits of government schemes to the beneficiaries at their doorsteps.
Meanwhile, PPP has certainly played an instrumental role in bringing much-needed change in the functioning of the government. Besides this, the results of the IT reforms brought by the Chief Minister are also showing positive results at the grassroot level.
How Aadhaar and PPP became vital documents to ensure the reach of welfare schemes at the grass root levels
Today in Haryana the 12-digit Aadhaar card and eight-digit Parivar Pehchan Patra have emerged as vital documents so as to ensure the reach of the benefits of public welfare schemes and services of the Central and State Governments at the grassroot levels.
Haryana’s Journey from CM window to PPP
It was on December 25, 2014, when Sh. Manohar Lal in his first tenure only had started CM Window to mark the celebrations of the birth anniversary of former Prime Minister Late Sh. Atal Bihari Vajpayee as Good Governance day. In no time, the CM Window started speedy disposal of the grievances of the people in the state which became a boon for every Haryanvi.
The CM window redressal counters were opened in the mini secretariats in all the districts. Later, counters were also opened at the sub-divisional level, due to which more than 10 lakh 33 thousand people of the state have directly shared their grievances with their Chief Minister without even making several rounds at the Chandigarh office.
Through this transparent system redressal of grievances of more than 9 lakh, 44 thousand complainants became possible while sitting at home only.
Ending infamous practices in the teachers transfer policy, the Manohar Lal-led government implemented an online teacher transfer policy in the education department. Under this revolutionary system, the transfer of more than 75,000 teachers was done with a single click. Having a 90 percent satisfaction rate and buoyed by the success and state-wide acceptance of this Transfer Policy, later it was extended to departments having a staff strength of 250 employees.
‘Manohar Sarkar’s’ IT reforms reddressing grievances of last citizen in line
In the last eight years, various IT reforms have been introduced by the ‘Manohar Sarkar’ which not only ensured redressal of grievances raised by last-mile citizens but also gained popularity among youngsters. Now all they have to do to reach their Chief Minister is to just tweet him and get instant solutions. Both the CM Window and Twitter handle of the Chief Minister has certainly become a ray of hope for many in getting their age-old problems resolved.
While taking a step further to reach out to Antyodaya, Sh. Manohar Lal has now decided to set up a separate cell in the Chief Minister’s Office to monitor the development work being done in the villages adopted by Group-A officers under the Gram Sanrakshak Yojana. Feedback will be taken which will be analyzed by the Chief Minister himself on his dashboard.
Haryana Making environment-friendly plans considering it a circular economy
While showing deep concern over the increasing pollution levels, the Chief Minister has now shifted his focus towards making plans considering the environment as a circular economy to save the environment. As called upon by Sh. Manohar Lal Environment and Climate Change Department along with other departments are putting up collaborative efforts for making such plans.
Recently, the NGT Chairman has also appreciated this initiative of the Chief Minister taken for saving the environment and water management. Especially the Mera Pani Meri Virasat scheme. Besides this, the concrete efforts taken by the Manohar Lal-led Government for stubble management and Treated Wastewater have also gained praise from the NGT, Centre and Supreme Court.
