Chairman, Haryana Human Rights Commission and Former Justice, Sh. S.K. Mittal said that Haryana Human Rights Commission is an efficient, accountable and authoritative institution. Awareness programmes will be run by the commission to spread awareness about human rights.

Commission Chairman said this during a press conference on the occasion of completion of 10 years of Haryana Human Rights Commission. During the press conference members, Sh. K.C. Puri and Sh. Deep Bhatia were also present.

He said that in order to fulfil the various functions under its jurisdiction, the Commission will continuously work in relation to rights related to health, food, education, rights of persons belonging to Scheduled Castes and Scheduled Tribes communities as well as other vulnerable sections of society.

Commission Chairman stated that from October 2012 to October 2022, 23,192 complaints were registered with the commission. Out of which 22,454 complaints have been resolved so far. In addition, a total of 1,692 RTI applications were received by the Commission from 2017 to 2022, out of which information was provided to 1689 applications within the stipulated time.

He said that the Haryana Human Rights Commission had suggested to the state government that a policy should be made for the prisoners lodged in the jail. On which the Government had prepared a policy. Under which compensation is given in case of death in judicial custody.

In cases of custodial death, compensation is given as per the policy of the State Government formulated on the recommendations made by the Commission on complaints. Rs. 7.50 lakh in case of death due to quarrel between prisoners, torture/beating by jail staff, negligence in duty by officers/staff and Rs. 5 lakh in case of death due to negligence by medical officers/para medical compensation is given. He informed that the National Human Rights Commission also justified this suggestion and asked various state governments across the country to adopt this policy.

He informed that till September 30, 2022, the commission has given compensation of Rs. 1,83,37,100 to the victims in various cases. Daily cognizance is taken by the commission on the basis of news clippings and instructions are also given to take action on that basis.

The Chairman further stated that apart from Chandigarh, a camp court has also been set up in Gurugram, which includes Gurugram, Faridabad, Palwal, Mahendragarh, Rewari and Mewat districts. Cases are disposed of twice a month in this courts. This court was established so that the people of the districts adjacent to it do not have to go far to submit their complaints.

He informed that the commission keeps on inspecting the jails of the state from time to time. He said that if any complaint comes to the notice of the commission, immediate action is taken.

The commission’s chairman and Former Justice, Sh. S.K. Mittal informed that the commission also inspects child care institutions, old age homes, observation homes, places of safety, special homes, child homes, de-addiction centres, homes for destitute women, special schools for blind and deaf persons, old age homes are visited.
