While following the mantra of Antyodaya, given by the Chief Minister Haryana, Sh. Manohar Lal, Haryana Right to Service Commission is diligently working to ensure that the benefits of the notified services reaches to the last person standing in the queue. Whenever a complaint related to notified services come to the commission via email or post, the commission takes prompt cognizance of the matter.Giving information, an official spokesperson of the commission said that Sh. Piyush Kathuria from Faridabad had submitted a complaint to the commission via email regarding change of name in the property tax register. The complainant had visited MCF office multiple times but no action was taken in this regard.The spokesperson said that a few days later, a similar complaint was received from Smt. Smriti Rani to the Commission wherein she informed that no action was taken by the authorities on her application regarding change of name in the property tax register. From perusal of both the complaints, it seemed that the employees of the Municipal Corporation office, Faridabad show laxity in their approach towards service being delivered to the public. A citizen is bound to make multiple rounds to the MC office Faridabad, to get their work done.The spokesperson said that a time period of 15 days has been notified for the service of ‘change of owner’s name in the property tax register’ in the services notified by the Commission. Taking cognizance of the matter, the commission issued a notice to the Zonal Taxation Officer, Old Zone, Municipal Corporation Faridabad. Responding to the notice, in the case of Sh. Piyush Kathuria, the respondent stated that the complainant had not attached a copy of the sale deed along with his application. Due to which his application was pending for further processing.The spokesperson said that when the Commission examined the matter thoroughly, it was found that after the intervention of the Commission, the Municipal Corporation acted on the application in question. On detailed perusal of the file, the Commission came to know that the Zonal Taxation Officer (ZTO), Sh. Vijay Singh had issued several warnings to the Assistant of the Corporation Office, Sh. Giriraj Singh, against breaching RTS timelines in the delivery of notified services.The Commission further came to know that Sh. Piyush Kathuria was informed telephonically and asked to complete the documents which the complainant had submitted and the service was given to him whereas in the case of Ms. Smriti Rani, the Commission was informed that Sh. Giriraj Singh had rejected the application, due to lack of documents.The spokesperson said that it was to the surprise of the Commission that both the complaints sent to the commission were identical. Assistant, Sh. Giriraj Singh on one hand called Sh. Piyush Kathuria to complete the documents in the application and on the other side the application of Ms. Smriti Rani was straightway rejected. During the hearing conducted by the Commission in this matter, it was clear that Sh. Giriraj Singh is one of those government servants who do not take any responsibility for the work assigned to them.The Commission imposed a fine of Rs. 20,000 (Rs. 10,000 each in case) on Sh. Giriraj Singh for delay in providing notified service within stipulated time. He is directed to deposit the penalty in the State Treasury within 30 days of issuance of this order, failure to do so would result in deduction of the amount from his salary.
