Haryana CM Directs Swift Implementation of Schemes at Grassroots Level

In a stern message today, Haryana Chief Minister Mr. Manohar Lal declared zero tolerance for any laxity or lethargy in the implementation of Central and State Government schemes at the grassroots level. He directed district administration officers to assume direct responsibility for vigilantly overseeing schemes within their purview, emphasizing the paramount importance of efficient public service delivery. This directive underscores the Chief Minister’s unwavering commitment to ensuring that both Central and State Government programs translate into tangible benefits for the people of Haryana.

Mr. Manohar Lal chaired the State Level Disha Committee meeting, with Administrative Secretaries and Deputy Commissioners participated via video conferencing. The meeting was co-chaired by Development and Panchayats Minister, Mr. Devender Singh Babli. Lok Sabha MP Mr. Dharmbir Singh, Rajya Sabha MP, Mr. Krishna Lal Panwar, Mr. Karthikeya Sharma, MLAs, Harvindra Kalyan, Mr. Nayanpal Rawat, Mrs. Naina Chautala and Mrs. Seema Trikha were also present in the meeting. Apart from these, MP, Dr Arvind Sharma joined the meeting through video conferencing. During the meeting, various schemes of the Central and State Governments were reviewed in detail.

In a reevaluation of decisions made during the previous meeting, the Chief Minister expressed dissatisfaction with the Public Health Engineering Department’s handling of road repairs following pipeline work. Consequently, EIC Mr. Ashim Khanna and EC Mr. Rajeev Batish have been asked to leave the Disha Committee meeting and are mandated to take a five-day compulsory leave. The Chief Minister Lal emphasized the crucial need for contractors to strictly adhere to road construction standards outlined in the tender documents.

The Chief Minister said that quarterly meeting of Disha Committee must be called at the district level. If for some reason the local MP is unable to give time for the meeting, then in that case the Deputy Commissioner has the right to call the meeting. Therefore, all meetings should be held within the stipulated time period.

Highlighting the government’s commitment to housing, Chief Minister Lal announced the formulation of a dedicated Rural Housing Scheme, modeled after the successful Mukhya Mantri Shehri Awas Yojana. Aiming to provide housing solutions to economically disadvantaged families, the urban scheme plans to distribute one lakh houses or plots. He directed officials to draft a blueprint for the Mukhyamantri Gramin Awas Yojana, extending similar benefits to rural inhabitants.

In districts with mining areas, the Chief Minister directed Deputy Commissioners to utilize the PMKKKY Fund to ensure execution of Shivdham Scheme works in villages within a 20-kilometer radius of the mining area. Charkhi Dadri, Bhiwani, Yamunanagar, and Mahendragarh districts each have over Rs 17 crore as mining fund.

The Chief Minister instructed the Bhiwani Deputy Commissioner that, as a result of mining, Khanak village faces serious pollution problems, causing health issues for villagers. Therefore, along with sprinkling water in the mining area, a plan should also be made to install special water-sprinkling plants around the crusher zone.

During the meeting, public representatives discussed the problems faced by children traveling long distances to attend school under the Buniyaad program. In response to this, the Chief Minister, while instructing the concerned officials, emphasized that children should not face any difficulties. He stated, “It is our responsibility to ensure their well-being. Therefore, bus passes should be issued for Buniyaad program children who travel long distances to school. The transport department should also issue instructions to field officers, ensuring proper arrangements for smooth implementation.”

The Chief Minister further declared that children should not face any difficulty in reaching school. He reassured everyone, saying, “The government has made a plan for this. We are providing transportation facilities to children attending schools located over 1 kilometer from their villages. For this purpose, a teacher in each school has been designated as the School Transport Officer, whose responsibility is to coordinate with children who need such facilities.”

Reviewing the Traditional Agricultural Development Scheme, the Chief Minister emphasized that the state government is making continuous efforts to promote natural farming. He encouraged farmers to transition from traditional to natural farming practices, noting that alongside raising awareness, proper training would be crucial in this endeavor. To facilitate greater participation, the Chief Minister also directed officials to re-open the Natural Farming Portal, allowing interested farmers to easily register.

Moving on to agricultural concerns, the Chief Minister directed the Agriculture Department to launch a comprehensive awareness campaign on Soil Health Cards. This campaign aims to educate farmers about the card’s benefits in boosting crop yields and ensure its widespread and timely adoption, promoting sustainable and productive agricultural practices.

The Chief Minister commended the success of the Beti Bachao-Beti Padhao campaign, with the improved gender ratio now at 923 girls per 1,000 boys. However, aiming higher, he urged a comprehensive approach to reach the target of 950. This involves strong legal measures against out-of-state sex determination tests, demanding meticulous collaboration with law enforcement across regions. Additionally, sustained awareness campaigns were emphasized for districts lagging in female birth rates.

The Chief Minister entrusted the Women and Child Development Department with the crucial task of child vaccinations. He called for seamless collaboration between Anganwadi workers, Auxiliary Nurse Midwives (ANMs), and other stakeholders to achieve optimal coverage and protect public health.

The Chief Principal Secretary to the Chief Minister, Mr. Rajesh Khullar, Additional Chief Secretary Revenue and Disaster Management Department and Financial Commissioner, Revenue Mr. TVSN Prasad, Principal Secretary to the Chief Minister Mr. V Umashankar, Additional Principal Secretary to the Chief Minister, Dr. Amit Agrawal and Administrative Secretaries of various Departments were present in the meeting.
