Haryana Chief Minister, Sh Manohar Lal has rationalized the outsourcing policy to safeguard contractual employees from contractor exploitation. He has taken the complaints of contractor-induced exploitation of workers, particularly in relation to EPF contribution and ESI, seriously and has established the Haryana Kaushal Rozgaar Nigam to address these issues. In addition, the Chief Minister has also taken care of the youth seeking employment abroad through unconventional means such as kabootarbazi, illegal methods, and donkey routes. This initiative aims to ensure that the youth of Haryana pursue overseas employment through legal avenues, promoting a safer and more secure pathway for their aspirations.

The Chief Minister acknowledges the significant role played by the Haryana Kaushal Razgaar Nigam in promptly meeting the manpower needs of various departments. Within a swift 20-day turnaround, job offer letters are issued to eligible candidates based on departmental requirements. The Nigam has invited applications for 28 categories across various departments, extending the opportunity from law graduates to individuals proficient in reading and writing Hindi. The interested candidates can apply until January 14, 2024.

The state government, through the HKRN, is extending opportunity for interested youth to apply for 41 diverse job categories in countries including Finland, Uzbekistan, Japan, UK, UAE, Saudi Arabia, and Israel. The application deadline for these opportunities is January 10, 2024. In the UAE, Saudi Arabia, and Abu Dhabi, applications are open for positions such as heavy-duty driver, light vehicle driver, electrician, plumber, mason, carpenter, and construction works. Similarly, applications can also be made for the recruitment of 10,000 laborers for Israel, 50 staff nurses for Cambridge University Hospital in the UK and 50 bouncers (security guards) in Dubai.

In addition, there is a pressing demand for 2,500 nursing positions in the UK. Prospective candidates for these roles are being searched with annual salaries ranging from ÂŁ26,000 to ÂŁ29,000 (approximately Rs 27.6 lakh to Rs 30.7 lakh). Furthermore, there is an additional call for candidates proficient in Hindi, English, and Russian languages to serve as translators in Uzbekistan, with a compensation of $1,000 per month (Rs 83,243).

The Haryana government is actively working towards creating employment opportunities for the youth. In the past years, a substantial 1,10,000 jobs have been generated through the Haryana Public Service Commission and Haryana Staff Selection Commission. In addition, 60,000 jobs are in the pipeline. Moreover, to address the employment scenario, over 1.08 lakh individuals already working on a contractual basis have been integrated into the HKRN. Furthermore, the government has recruited 17,785 new personnel on a contract basis, reflecting a comprehensive effort to boost employment opportunities in the state.

Chief Minister Sh Manohar Lal emphasizes the importance of preventing the exploitation of Haryana’s youth at any level, ensuring they do not fall into the clutches of unscrupulous agents. To address this concern, the government has established the HKRN. Apart from this, Foreign Cooperation Department has also been formed, which is continuously working to attract foreign investors to Haryana and to find employment opportunities abroad for the youth.
