Chandigarh, March-17- Recognizing the urgent need to reduce water-intensive paddy cultivation, Haryana Chief Minister, Sh. Nayab Singh Saini while presenting State Budget 2025-26 as the Finance Minister during the ongoing session of the Vidhan Sabha here today announced to increase the subsidy for farmers who give up paddy cultivation from Rs. 7,000 per acre to Rs. 8,000 per acre. He said that along with this, Gram Panchayats that leave their cultivable land vacant instead of leasing it for paddy cultivation will also be provided with this incentive amount.
The Chief Minister also announced to increase the subsidy for paddy sowing using the DSR technique from Rs. 4,000 per acre to Rs. 4,500 per acre. He further announced the current subsidy for farmers managing paddy straw which is Rs. 1,000 per acre to increase it to Rs. 1,200 per acre.
Sh. Nayab Singh Saini said that despite the availability of urea and DAP in sufficient quantities in the state, their shortage is sometimes observed at the local level. Therefore to ensure the rational use of fertilizers, as per the suggestions of farmers, this sale will now be linked to the Meri Fasal Mera Byora portal. This will also help in promoting Nano urea and Nano DAP, said the Chief Minister.
He said that the practice of issuing a single gate pass for crops will now be extended to all crops and all Mandis will be renovated to ensure full integration with e-NAM.
The Chief Minister said that a subsidy on harvesters for the mechanical harvesting of sugarcane to address the declining area under sugarcane cultivation and the shortage of labour for manual harvesting.
Seed testing lab to be established in each of the remaining 18 districts
Sh. Nayab Singh Saini said that at present, there are only 4 seed testing labs in the state, located in Karnal, Panchkula, Sirsa, and Rohtak. In the next financial year, the Haryana Seed Certification Agency will establish one such seed testing lab in each of the remaining 18 districts. He said that currently, 11 centres of excellence for horticulture are operational in the state, and 3 other centres are under construction. Furthermore 3 new centres of excellence for litchi, strawberry, and date palm in Ambala, Yamunanagar, and Hisar respectively will be established in the financial year 2025-26.
The Chief Minister said that Prime Minister, Sh Narendra Modi laid the foundation stone of Maharana Pratap Horticulture University on December 9, 2024. He shared that the construction work of its main campus is underway at a rapid pace. This university will develop all the above 14 centres of excellence as Horticulture Science Centres, shared Sh. After Chandsoli, Ambala another Horticulture Research Center will be established in Palwal district
The Chief Minister said that after Chandsoli, Ambala another Horticulture Research Center will be established in Palwal district of South Haryana in the year 2025-26. Currently, the Horticulture Mission is operational in 19 districts of the state. In the financial year 2025-26, this will be extended to the remaining 3 districts, namely Faridabad, Rewari, and Kaithal, shared the Chief Minister.
He shared that a new Sustainable Horticulture Project will be launched in all 22 districts through 400 horticulture clusters and with the assistance of the Government of Japan in the next 9 years at a cost of Rs. 2738 crore. In the financial year 2025-26, a provision of Rs. 138 crore for this ambitious project, he shared.
Government cuts electricity rates for High-Tech Farming and Cold Storage to boost FPOs
The Chief Minister said that the government has decided to provide electricity to three emerging activities—namely mushroom compost and spawn, high-tech hydroponics and aeroponics, and cold storage units with a load of more than 20 kW set up by FPOs—at the rate of Rs 6.50 per unit, instead of Rs 7.50 per unit. To this effect, a new category will be created through issuance of an order to the Haryana Electricity Regulatory Commission, shared Sh. Nayab Singh Saini.
The Chief Minister shared that from the next financial year, the facility of intercropping in the Meri Fasal Mera Byora portal will be extended to all crops. He said that an ultra-modern, multi-storey, and air-conditioned flower market will be established in Gurugram for the purchase and sale of flowers. Furthermore, a sub-yard by the Market Committee will be built in village Manethi, District Rewari, said Sh. Nayab Singh Saini.
A warehouse for air cargo at Hisar Airport
The Chief Minister shared that to promote the export of horticultural products in the state, Haryana State Warehousing Corporation will construct a warehouse for air cargo at Hisar Airport. For this, 5 acres of land will be provided, and 4 acres of land will be made available for parking, repair, and maintenance of aircraft. He said that the Haryana State Warehousing Corporation will also construct a new warehouse with a capacity of 3 lakh metric tonnes and a silo with a capacity of 1 lakh tonnes using modern technology in Yamunanagar in the financial year 2025-26. HAFED will provide a new storage capacity of 30 lakh metric tonnes under the PEG scheme of the Government of India.
The Chief Minister further shared that the largest modern mustard oil mill of the cooperative sector in South Haryana and a sunflower oil mill in district Kurukshetra will be established under the Public-Private Partnership (PPP) mode.
A Sex Sorted Semen laboratory to come up at Hisar
The Chief Minister further shared that a Sex Sorted Semen laboratory will be established at Hisar with the help of National Dairy Development Board for sex based sorting of semen of indigenous bulls. Furthermore, under the Gau Seva Aayog, one e-rickshaw will be provided to Gaushalas with 1,000 cattle and two e-rickshaws to Gaushalas with more than 1,000 cattle and a grant of Rs. 5 crore for constructing 51 sheds in registered Gaushalas to expand their capacity.
A new cow sanctuary in every district, to ensure that destitute cows are protected in a systematic manner
The Chief Minister said that to maintain people’s faith and love for cows, a new cow sanctuary will be built in every district, to ensure that destitute cows are protected in a systematic manner. He said that under the Pashudhan Bima Yojana for cattle-rearing farmers, the current maximum insurance limit for a farmer will be increased from 5 cattle to 10 cattle. He said that medicines and installations of advanced diagnostic equipment, such as X-ray and ultrasound will be made available in all veterinary institutions at a cost of Rs. 60 crore. These services will be provided free of charge to livestock owners, said Sh. Nayab Singh Saini.
The Chief Minister said that to reduce the cost of production of white shrimp, the limit of 10 kilowatts of subsidy given on installation of solar will be increased to 30 kilowatts. He said that one Integrated Aqua Park Centre of Excellence each in Sirsa and Bhiwani will also be set up to promote white Shrimp and fish farming.
For the first time, under the Mukhyamantri Doodh Utpadak Protsahan Yojana, an incentive amount of Rs 70 crore will be given to the cooperative milk producers
The Chief Minister said that for the first time in the history of the state, under the “Mukhyamantri Doodh Utpadak Protsahan Yojana”, an incentive amount of Rs 70 crore will be given to the cooperative milk producers along with the milk payment in the financial year 2025-26. At present, Haryana Dairy Development Cooperative Federation procures an average of 4.75 lakh liters of milk per day. In the financial year 2025-26, a target has been set to increase it by 15 percent to an average of 5.45 lakh liters per day, said Sh. Nayab Singh Saini. He said that one milk collection center will be developed in each block and one cooling center in each district.
One-time settlement scheme to address the issue of farmers’ dues towards PACS
The Chief Minister said that a one-time settlement scheme to address the issue of farmers’ dues towards PACS will be introduced. He shared that under the Har-Hith Store scheme, launched in 2021-22, 1,250 stores have been established in both rural and urban areas, with 758 of these shops operating through Mudra loans. The Har-Hith Yojana in Haryana has generated total revenue of approximately Rs 1,000 crore. Now an additional 750 Har-Hith stores will be opened in the year 2025-26.
At present, the Haryana Dairy Development Cooperative Federation operates 638 Vita milk booths. In the year 2025-26, 350 new Vita booths will be opened. Furthermore, an ultra-modern processing and packaging plant for guava will be set up in Hisar, said Sh. Nayab Singh Saini. Haryana Agro Industries Corporation and Haryana Dairy Development Cooperative Federation will jointly establish a juice processing plant for Kinnow-producing farmers in Sirsa, said the Chief Minister.
