The budget allocation of the Higher Education Department increased from 9.90 percent to Rs 3874.09 crore

Chandigarh, March-17- With the aim of making the education system in Haryana in line with the vision of the National Education Policy, 2020 and making the quality of education in all government schools, colleges and universities of the state the best in the country, the allocation for the School Education Department in the State Budget 2025-26 has been increased from 8.10  percent  to Rs 17,848.70 crore.  However, for this financial year the budget allocation of the Higher Education Department has been increased  from 9.90  percent to Rs 3874.09 crore.  Meanwhile, the budgetary allocation of the ITI Department has been increased  from 16.68  percent to Rs 574.03 crore, as compared to the revised estimates for the year 2024-25 for the proposals of all the department’s schemes.

Haryana Chief Minister, Sh. Nayab Singh Saini while presenting State Budget 2025-26 as the Finance Minister during the ongoing session of the Vidhan Sabha here today shared that currently, 197 Government Model Sanskriti Schools are operational in the state to provide quality education. Therefore, in the financial year 2025-26, a new Model Sanskriti School will be established within every 10 km radius in the state.  He said that the students from various blocks such as Dabwali, Narnaul, Nagnal Chaudhary, Siwani, Hisar, Bhattu Kalan, Guhla and Pehowa will get an opportunity to receive education in these Model Sanskriti Schools.

Sh. Nayab Singh Saini further shared that one Government Model Sanskriti School will also be developed in each district as a Center of Excellence in Sports. This restructuring will be carried out through collective efforts by Sports University of Haryana, Rai, Board of School Education, Haryana, Bhiwani and the Education Department, he shared.

The Chief Minister said that similarly, one Government Model Sanskriti School will also be established  in each district as a Centre of Excellence in Skills. This restructuring will be carried out through collective efforts by Shri Vishwakarma Skill University, Palwal, Board of School Education, Haryana, Bhiwani, and the Education Department, he shared.

12 schools are operating in double shifts  in 6 districts to now operate in single shifts

Sh. Nayab Singh Saini said that at present, 12 schools are operating in double shifts in the districts of Ambala, Kaithal, Kurukshetra, Fatehabad, Charkhi Dadri, and Mahendragarh.  Now in the financial year 2025-26, these schools will be operated in single shifts by developing the necessary infrastructure. If this initiative proves successful, from the year 2026-27, schools running in double shifts in other districts will also be included in this scheme, said the Chief Minister.

A new STEM Lab will be set up in 615 other government senior secondary schools

The Chief Minister said that to increase the interest of students in lower classes in science and technology subjects and to develop their skills, an Atal Tinkering Lab has been established in 50 government senior secondary schools across 13 districts of the state. In the financial year 2025-26, a new Science, Technology, Engineering, and Mathematics (STEM) Lab will be set up in 615 other government senior secondary schools. This will ensure that every district is covered. In these labs, students up to class 12 will be taught modern technologies such as robotics, 3D printing, and AI, shared Sh. Nayab Singh Saini.

Haryana Math Olympiad will be organized every year for students of class 10th to 12th

The Chief Minister said that to promote mathematical thinking among the students of the state, “Haryana Math Olympiad” will be organized every year for students of class 10th to 12th. Students studying in both government and private schools will be able to participate in it, shared Sh. Nayab Singh Saini. An honorarium of Rs. 1,00,000, Rs. 51,000, and Rs. 25,000 to the students securing the first, second, and third positions, respectively will be awarded. All students securing positions from fourth to hundredth will receive an honorarium of Rs. 10,000, said the Chief Minister.

He said that to  promote STEM, brilliant students from classes 6th to 12th will be taken on a tour of technical institutes such as ISRO, DRDO, and the Bhabha Atomic Research Centre, allowing them to gain firsthand experience of advanced technologies.

Introduction of Third Language in Curriculum for Classes 9th and 10th  in 2025-26, Aligned with NEP

The Chief Minister said that in today’s globalized system, knowledge of multiple languages is crucial. Therefore, in line with the provisions of the National Education Policy(NEP), 2020, a third language will be introduced in the curriculum for classes 9th and 10th in the financial year 2025-26. He said that the French government has promised to support our teachers with quality training to teach the French language to interested students in government schools. The government will soon sign a MoU with them in this regard, shared Sh. Nayab Singh Saini.

He said that to support students of 10th and 12th, the Board of School Education, Haryana will make question papers and mock tests from the last 10 years available on its website.

Entrepreneurship competitions to be organized  in every district from the academic session 2025-26

The Chief Minister said that to encourage students to create their own startups, entrepreneurship competitions  will be organized in every district from the academic session 2025-26, and  Rs. 1 lakh will be provided  to selected teams to help them convert their ideas into a business model.

CCTV cameras to be installed in 1,497 government schools

The Chief Minister said that in the interest of the safety of students and teachers, CCTV cameras will be installed  in every PM Shri school, Model Sanskriti School, and every cluster school, totaling 1,497 government schools, to enhance security, surveillance, and discipline. Besides this, e-libraries  will be established in all 197 Government Model Sanskriti schools and all 250 PM Shri schools and keep them open for public use after school hours.

Sh. Nayab Singh Saini said that due to the increasing interest and request of students and parents, the Buniyaad programme will also be started through offline mode from the academic session 2025-26 in four districts namely Gurugram, Hisar, Kurukshetra and Panipat.

Government will make it mandatory for the group A and B officers of every department to visit a government school every month

The Chief Minister said that the state government will make it mandatory for the first and second-class officers of every department to visit a government school every month and spend time engaging with students. They will dedicate at least two to three hours discussing with students subjects of interest, the projects of their respective departments and providing career counseling, shared Sh. Nayab Singh Saini.

One government college in each district will be developed as a Model Sanskriti College

The Chief Minister said that the state government’s vision is to make Haryana a global destination for higher education. With this goal in mind, one government college in each district will be developed as a Model Sanskriti College, on the lines of the Government Model Sanskriti Schools, in the year 2025-26. These Model Sanskriti Colleges will uphold excellent educational standards, provide dedicated teaching facilities, and focus on student welfare, shared Sh. Nayab Singh Saini.

Haryana State Research Fund with an initial allocation of Rs. 20 crore established to promote research in the colleges and universities

The Chief Minister said that the government will establish the Haryana State Research Fund with an initial allocation of Rs. 20 crore to promote research by students and teachers in the colleges and universities of Haryana.

‘Kalpana Chawla Scholarship Scheme’ to be launched to address the issue of low enrollment of girls in STEM courses

Sh. Nayab Singh Saini said that to address the issue of low enrollment of  girls in STEM courses in colleges, the ‘Kalpana Chawla Scholarship Scheme’ will be launched. Under this scheme, scholarships of up to Rs 1 lakh per annum will be awarded to girl students pursuing undergraduate and postgraduate degrees in science and engineering, said the Chief Minister. He said that now the tuition fees for those girls studying in BSc courses in such government colleges, whose family’s annual income is less than Rs 3 lakh will also be f waived off.

Industry-Academia partnerships to be made mandatory in all universities and colleges

The Chief Minister said that the Industry-Academia partnerships will be made mandatory in all universities and colleges to enhance the employability of youth. At least 10 percent of the courses will be converted into the ‘Earn while Learn’ model, where training will be provided in collaboration with industries. Each student selected under this scheme will receive a monthly honorarium of Rs. 6,000. a budget of Rs. 36 crore to ensure the successful implementation of this initiative, shared Sh. Nayab Singh Saini.

He said that to promote vocational education, NSQF-approved certificates and certificates awarded by Shri Vishwakarma Skill University will be valid for all employment opportunities in the State. Besides this, to make vocational education more flexible, a credit portability system will be implemented, allowing earned credits to be recognized in higher education as well, said the Chief Minister.

Medal winners from Haryana at the World Skills Olympics will be awarded a cash prize of upto Rs. 10 lakh

Sh. Nayab Singh Saini said that the medal winners from Haryana at the World Skills Olympics will be awarded a cash prize of upto Rs. 10 lakh. If they wish to start their own business, the government will provide an additional financial assistance of Rs.10 lakh, said the Chief Minister.

He further informed that if the medal winners are not interested in entrepreneurship, they will be offered employment as skill trainers in Haryana’s schools, ITIs, polytechnics, and colleges.  The Chief Minister said that the participants who perform well at the national level will also be given assistance of upto Rs.5 lakh. This new initiative, called Mukhyamantri Kaushal Padak Samman Vijeta, aims to motivate the youth towards skill development and promote vocational education in the state, shared Sh. Nayab Singh Saini.

Mukhyamantri Yuva Kaushal Samman Yojana launched for 2,000 final-year graduate and postgraduate students

The Chief Minister said that under another new scheme namely Mukhyamantri Yuva Kaushal Samman Yojana, 2,000 final-year graduate and postgraduate students from the state will be provided internship opportunities in reputed industries and companies. During this period, they will be given an honorarium of ₹10,000 per month. This initiative will help bridge the gap between academic knowledge and practical skills, providing youth with better employment opportunities, said Sh. Nayab Singh Saini.

Libraries, laboratories, and workshops of all government educational institutions in Haryana will be opened to the general public

The Chief Minister said that libraries, laboratories, and workshops of all government educational institutions in Haryana will be opened to the general public. This will allow individuals to fulfill their desire for knowledge and utilize resources for innovation and entrepreneurship. This initiative will be a significant step towards democratizing education and innovation in the state, said  Sh. Nayab Singh Saini.

Two engineering institutes at Nilokheri, Karnal, and Panniwala Mota, Sirsa will be upgraded to the HIT

The Chief Minister said that two engineering institutes of the State Government, located at Nilokheri, Karnal, and Panniwala Mota, Sirsa will be upgraded to the Haryana Institute of Technology (HIT).

He said that today, there are many polytechnic institutes in the state. To encourage healthy competition among them, a reward scheme will be introduced. Institutes will be evaluated based on various parameters such as placement records, examination results, availability of machinery and equipment, staff position, discipline, sports etc, shared Sh. Nayab Singh Saini.  He said that the  institute securing the first position will be awarded Rs. 50 lakh, the second position will receive Rs. 25 lakh, and the third position will be awarded Rs. 10 lakh.
