Development  of Villages’  is the Top Priority of the Government: Education Minister

Chandigarh, June 26- Reaffirming the Haryana government’s commitment to rural transformation, Education Minister, Sh.  Mahipal Dhanda on Friday said that expanding basic civic infrastructure in villages remains one of the government’s foremost priorities. He said empowering gram panchayats with essential resources is key to achieving the vision of self-reliant and well-equipped villages.

The Minister was addressing a programme organised by the Panipat Zila Parishad at Siwah village, where water tankers and public benches were distributed to several gram panchayats. The event was presided over by Zila Parishad Chairperson, Smt. Jyoti Sharma.

Sh.  Mahipal Dhanda said the state government is working with a clear focus on strengthening rural infrastructure and ensuring that every village has access to quality public amenities. Government’s  objective is to improve the quality of life in rural areas by providing essential infrastructure and ensuring that villages become stronger partners in Haryana’s development journey, he said.

Describing panchayats as the backbone of rural governance, the Minister said equipping them with adequate resources is a government priority.  He said that water tankers and public benches are not merely assets; they are facilities that directly improve the daily lives and convenience of villagers.

He further said that the government remains committed to the principle of Antyodaya by ensuring that the benefits of development reach the last person in society, and assured that similar initiatives for rural development would continue in the future.

Presiding over the function, Zila Parishad Chairperson Jyoti Sharma said the Panipat Zila Parishad has been consistently accelerating development works across rural areas with public welfare as its central focus.

Agriculture Minister chiars District Public Relations and Grievance Redressal Committee meeting at Karnal

Chandigarh, June 26- Haryana Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana on Friday chaired the District Public Relations and Grievance Redressal Committee meeting in Karnal. During the meeting he  resolved seven of the 12 grievances, while ordering fresh inquiries into the remaining five cases.

The Minister said that government officers must make regular field visits, closely monitor work under their respective departments and resolve issues at the grassroots so that fewer complaints reach the administration. He said that the responsibility of the administration is not merely to respond to complaints but to proactively address public issues before they escalate.

The Cabinet Ministers said that officers must remain accessible to the people and ensure that grievances related to basic civic needs are resolved on priority,” the minister said.

Among the cases reviewed, a complaint filed by residents of DRP Enclave in Sector 36 was deferred to the next meeting as the required departmental report had not been submitted. Another complaint by Satish Kumar of Kunjpura village was also kept pending until a written settlement is reached and the complainant receives justice.

Furthermore, a complaint against Chaitanya Techno School, Karnal, was deferred after the District Education Officer informed the committee that schools are currently closed for summer vacations and an inspection would be conducted once they reopen, following which a report would be submitted.

In a complaint filed by Surjit Singh of Gondar village regarding alleged violations of mining norms by a contractor, the complainant expressed dissatisfaction with the inquiry report. Taking note of the objections,  the Minister directed the Additional Deputy Commissioner to conduct a fresh investigation.

 In anoter complaint, the Cabinet Minister direcetd the officers of the Excise and Taxation Department to examine the matter from a social welfare perspective and asked the SDM, Nilokheri, to conduct a detailed inquiry. The case was deferred for further consideration.

Another complaint by Anil Kumar of Alipur Khalsa village alleged that vibrations from heavy machinery operating in a neighbouring industrial unit had caused cracks in his house, besides resulting in air and water pollution. Officers of the Haryana State Pollution Control Board informed the committee that the allegations were found to be prima facie correct and a show-cause notice had already been issued to the company. The department assured that appropriate action would be taken to resolve the matter.

MLAs, Sh.  Jagmohan Anand and, Sh. Yogender Rana, Karnal Mayor, Smt.  Renu Bala Gupta, Deputy Commissioner,  Dr Anand Kumar Sharma, Superintendent of Police Narendra Bijarniya, senior district officials and nominated members of the Grievance Redressal Committee were present at the meeting.

Biodiversity Park Named After Rao Mohar Singh to Boost Conservation in Ahirwal Region: Rao Narbir Singh

ChandigarhJune 26- Haryana Forest, Environment and Wildlife Minister, Rao Narbir Singh on Friday laid the foundation stone for the Rao Mohar Singh Biodiversity Park and an Amrit Sarovar at Budhpur village in Rewari district, describing the project as a significant step towards strengthening ecological conservation and creating quality public green spaces in the Ahirwal region.

The Cabinet Minister said naming the biodiversity park after Rao Mohar Singh, a distinguished educationist, public servant and one of the leading champions of democracy in the erstwhile undivided Punjab was a fitting tribute to his contribution to society. Spread over 30 acres, the biodiversity park will feature more than 150 species of trees and plants, including a wide variety of medicinal species. The project will also include an open-air gym and other recreational facilities, providing residents with a healthy and environmentally sustainable public space.

The Minister said that this park will not only help conserve biodiversity but also improve the quality of life by offering a green recreational space for the local community. He urged villagers to actively participate in the development and long-term upkeep of the park, saying environmental conservation is a shared responsibility of both the government and the people.

Rao Narbir Singh also appealed to citizens to actively support Prime Minister, Sh. Narendra Modi’s ‘Ek Ped Maa Ke Naam’ campaign by planting more trees and ensuring their care until they mature. He said the Haryana government, under the leadership of Chief Minister, Sh.  Nayab Singh Saini, is accelerating environmental conservation initiatives through the development of Namo Vans and Aushadhi Vans across the state, besides carrying out extensive plantation drives.

Highlighting the state’s broader development agenda, Rao Narbir Singh said the government is ensuring equitable development across Haryana without discrimination. Referring to the NDA government’s completion of 12 years at the Centre, he said the country and the state have witnessed substantial progress across sectors during this period.

The Minister said all districts of Haryana are now connected through the national highway network, significantly improving connectivity and reducing travel time across the state.  He also highlighted the recently launched Make in Haryana Industrial Policy, describing it as the first initiative of its kind in the country. He said the policy has already attracted investment proposals worth more than Rs. 1 lakh crore.

Rao Narbir Singh said that to further strengthen industrial development in southern Haryana, one of the state’s proposed 10 new Industrial Model Townships (IMTs) will be established in the Kosli region, creating employment opportunities and accelerating economic growth.

The Minister also urged people to shun single-use plastic carry bags and instead promote the use of eco-friendly jute and cloth bags to protect the environment.

Health Minister chairs Special High Powered Purchase Committee meeting

Chandigarh, June 26- Haryana Health Minister, Ms. Arti Singh Rao on Friday said the state government is continuously taking steps to further strengthen healthcare services across the state.

Chairing a meeting of the Special High Powered Purchase Committee on Friday, the Minister said the committee has approved and finalised procurement proposals and rate contracts worth more than Rs. 18 crore to reinforce the state’s medical services and healthcare infrastructure.

Briefing the media after the meeting, the Cabinet Minister said several important decisions relating to healthcare delivery were taken. The committee approved the procurement of 40 Unani medicines worth nearly Rs. 1.85 crore, intraocular lenses (IOLs) worth Rs. 44 lakh for cataract surgeries, and medicines worth Rs. 82 lakh for the treatment of thalassaemia patients.

She further shared that to strengthen healthcare infrastructure on a long-term basis, the committee also finalised a two-year rate contract worth approximately Rs.9.55 crore for the procurement and installation of 18 Liquid Medical Oxygen (LMO) plants and storage tanks at 18 district civil hospitals across the state. In another major decision, the committee approved a two-year rate contract worth Rs. 3.02 crore for the procurement of 24 Pure Tone Audiometers for 22 district civil hospitals to improve hearing diagnostic services.

The committee also cleared a tender worth approximately Rs. 2.40 crore under the Public-Private Partnership (PPP) model for providing haemodialysis services at 16 sub-divisional civil hospitals, expanding access to specialised kidney care at the sub-divisional level.

Ms. Arti Rao said the procurement of medical supplies and the strengthening of healthcare infrastructure would provide immediate relief to patients belonging to different sections of society while significantly improving their quality of life.

She said the availability of medicines for thalassaemia patients would ensure uninterrupted treatment for people suffering from the inherited blood disorder, which is vital for their survival. Similarly, the large-scale procurement of intraocular lenses for cataract surgeries would enable elderly citizens and other cataract patients to undergo affordable and easily accessible surgeries with government support, without having to endure long waiting periods.

The Minister said that the procurement of Unani medicines would provide patients with greater access to alternative and holistic treatment options within the public healthcare system itself.

Highlighting the long-term benefits of the infrastructure projects, Ms. Arti Rao said the installation of Liquid Medical Oxygen plants at 18 district hospitals would substantially enhance the reliability of healthcare services at both the district and sub-divisional levels. It would ensure an uninterrupted supply of medical oxygen for critically ill patients and emergency surgeries, thereby reducing the need to refer patients to hospitals in larger cities.

She reiterated that the Haryana government remains committed to continuously strengthening the state’s public healthcare system through timely investments in medical infrastructure, equipment and essential healthcare services so that quality treatment is available to every citizen closer to home.

Lucknow Fire Tragedy- Cooperation Minister Dr. Arvind Sharma Meets Family of Mahipur Bhavishya Sharma

Chandigarh, June 26- Haryana Cooperation Minister, Dr Arvind Sharma, on Friday visited the family of Bhavishya Sharma, a young resident of Mahipur village who lost his life in the devastating fire at an animation and gaming institute in Lucknow, and announced financial assistance of Rs. 5 lakh for the bereaved family.

Dr Arvind Sharma, accompanied by his wife Dr Rita Sharma, met the victim’s father, Narendra Kumar, and other family members at their residence in Mahipur village in Gohana constituency to express his condolences and offer support during their time of grief.

The Minister said that Bhavishya Sharma was a bright and promising young man and his untimely death in the tragic fire is certainly an irreparable loss not only for the family but also for the entire region. The loss of a young life in such tragic circumstances is deeply painful and cannot be expressed in words, said Dr Sharma.

The Minister assured the family that both the Haryana government and society stand firmly with them during this difficult period.

Yoga Fills Life with Positive Energy and Spiritual Consciousness: Vidhan Sabha Speaker

Chandigarh, June 26- Haryana Vidhan Sabha Speaker, Sh. Harvinder Kalyan said that yoga is not merely a form of physical exercise but a discipline that unites the body, mind and soul into one thread, filling life with positive energy while leading a person towards spiritual consciousness.

Addressing yoga practitioners on the third day of a five-day yoga camp organised under the aegis of the Patanjali Yog Samiti, Gharaunda,  on Friday Sh. Harvinder Kalyan highlighted the importance of yoga and conveyed a positive message to society.

He said that yoga plays a very important role in our lives. The greater the awareness about health and yoga in society, the greater will be our contribution towards making society more beautiful and prosperous.

On the third day of the five-day yoga camp organised under the aegis of the Patanjali Yog Samiti, Gharaunda, yoga practitioners from all major social organisations of Gharaunda town enthusiastically participated in yoga, physical exercises and pranayama.

Focus on AI-based learning, global rankings & research: Haryana CM asks officials

Haryana Chief Minister Nayab Singh Saini while reviewing the Higher Education Department’s five-year roadmap and action plan under “Haryana Vision-2047” at the Haryana Civil Secretariat in Chandigarh on Thursday asked the concerned officers to focus on AI-based learning, global ranking and research.
During the meeting, detailed discussions were held on the progress of ongoing schemes, budget announcements and Chief Minister’s announcements aimed at making higher education more modern, quality-oriented, employment-focused and aligned with global standards.
In the meeting, the officials informed the Chief Minister that 22 Model Sanskriti Colleges in the state are being developed as autonomous institutions. Modern infrastructure, smart classrooms, digital libraries and technology-enabled learning facilities are being expanded in these colleges. The Chief Minister directed that all under-construction college buildings and academic projects be completed within the stipulated timeline while maintaining high quality standards.
To promote the gloablisation of higher education, the state has set a target of bringing its educational institutions among the top 150 institutions in the National Institutional Ranking Framework (NIRF). Efforts are being made to strengthen collaborations with foreign universities, student exchange programmes, research activities and a culture of patent generation. The Chief Minister directed officials to improve university rankings, encourage research and innovation, and ensure the speedy recruitment of faculty against vacant posts.

The meeting also reviewed the progress of the “Autonomous AI Digital College” initiative. These institutions, proposed to be established in Panchkula and Gurugram, will function on an AI-based modern learning system. The Chief Minister said that preparing students for future technologies is the need of the hour. It was also informed that tuition fees for girl students pursuing undergraduate courses in government colleges have been waived.
The Chief Minister directed officials to closely monitor student dropout rates and take measures to bring such students back into the mainstream of education. He further stressed that no student should be deprived of education due to financial constraints and directed that scholarship and other assistance schemes be made more effective.
To promote research and innovation, the government is introducing 100 percent reimbursement of patent registration fees (up to a maximum of Rs. 50,000) and establishing a Rs. 10 crore Higher Education Quality and Research Fund. Work is also underway to link NCC, NSS and sports activities with the Academic Credit Bank and to develop an integrated digital portal for internships, apprenticeships and placements.
Reviewing the progress of various Chief Minister’s announcements, officials provided updates on educational infrastructure projects underway in Rewari, Narnaul and other regions. It was also informed that science faculty classes have commenced at the Government Women College, Kairu, while the new Government College at Ramsaran Majra will become operational from the upcoming academic session.
The Chief Minister directed officials to expedite the process of providing scooters to meritorious girl students under the “Avval Balika Yojana.” He further instructed that all schemes and projects be regularly monitored and implemented in a time-bound manner so that Haryana can emerge as a leading state in higher education, research and innovation.

Haryana moves Centre for second service extension of Chief Secretary Anurag Rastogi

With the State Chief Secretary Anurag Rastogi’s present tenure ending on June 30, Sources in the administration revealed that the Haryana Government has approached the Centre seeking a second extension of his service. The Centre is expected to take the final call on whether he receives a three-month or one-year extension. A one-year extension would allow him to remain in office until June 2028.

Moreover, the possibility of a second service extension for the Chief Secretary Rastogi has triggered fresh discussions and speculation over potential administrative reshuffles within the state’s bureaucracy.

A 1990-batch IAS officer Rastogi was initially appointed Chief Secretary on October 31, 2024, as an interim arrangement pending the repatriation of Senior IAS officer Dr Vivek Joshi from Central deputation. His first tenure in the top bureaucratic post lasted only a few days. Following Dr Joshi’s appointment as Election Commissioner in February 2025, the state government appointed Rastogi as Chief Secretary on a regular basis.

This move drew attention within bureaucratic circles as it bypassed two senior officers of the 1990 batch—Sudhir Rajpal and Sumita Misra—who were placed above Rastogi in the Haryana IAS cadre’s gradation list.

Rastogi attained the age of superannuation on June 30, 2025, but was granted a one-year extension by the government, enabling him to continue as Haryana Chief Secretary.

If granted a second extension, Rastogi would not be the first Chief Secretary in the country to receive multiple tenure extensions. In Uttar Pradesh, former Chief Secretary Dina Nath Mishra was granted three successive extensions.

A possible extension for Rastogi could have significant implications for senior IAS officers who have long been viewed as contenders for the Chief Secretary’s post. Among them is 1990-batch Additional Chief Secretary Sudhir Rajpal, who is due to retire on November 30 this year, and Sumita Misra, another officer of the same batch, who is set to retire in January 2027. Additional Chief Secretary (Transport) Raja Shekhar Vundru is also scheduled to retire in July, 2026.

The Haryana administration is also staring at a significant leadership transition over the next few years. According to service records, more than two dozen senior IAS officers of the Haryana cadre and related services are scheduled to retire between 2026 and June 2028. These include senior officers such as Sudhir Rajpal, Sumita Misra, Vineet Garg, G. Anupama, Anil Malik, A.K. Singh, Abhilaksh Likhi, Arun Kumar Gupta, V. Umashankar, Sukriti Likhi, Anurag Aggarwal, D. Suresh, Sanjay Joon, Geeta Bharti, Kulwant Kumar Kalson, Jitendra Kumar, Anju Chaudhary, Narhari Singh Bangar, Manoj Kumar, Shakti Singh, Virendra Kumar Dahiya, Vivek Padam Singh and Dr. Brahmjeet Singh Rangi. Many of these officers currently occupy key positions as Additional Chief Secretaries, Principal Secretaries, Secretaries and heads of major departments.

F&CC Clears Record 82 Development Works to Accelerate Chandigarh’s Infrastructure Growth

Chandigarh, June 24: In a landmark decision aimed at strengthening civic infrastructure and enhancing public amenities across the city, the Finance & Contract Committee (F&CC) of the Municipal Corporation Chandigarh, under the chairmanship of Mayor Saurabh Joshi, approved a record 82 development agenda items having approximate Rs. 20.00 Cr. marking one of the highest numbers of works ever cleared in a single meeting of the civic body.

            The meeting, attended by MC Commissioner Sh. Amit Kumar, IAS and committee members namely Sh. Harjeet Singh, Sh. Jasbeer Singh Bunty, Sh. Kanwarjeet Singh, Sh. Rajinder Kumar Sharma, Sh. Yogesh Dhingra and other senior officers of MCC, focused on accelerating infrastructure development and enhancing civic amenities across the city.           

            The approvals cover a wide spectrum of civic works including strengthening of storm water drainage systems, improvement of roads and footpaths, enhancement of parks and green belts, water supply augmentation, installation of street lighting, public toilet upgrades, construction of sanitation infrastructure and beautification of public spaces across Chandigarh.

            During the Finance & Contract Committee (F&CC) meeting, it was decided to constitute two separate committee to examine and recommend all special agenda items before their consideration by the competent authority comprises the following officers: Executive Engineer, Road Division No. 2, MCC – Chairman; Amit Sharma, Executive Engineer, PH-I, MCC– Member;  Ankur Bansal, Executive Engineer, Road Division No. 1, MCC – Member; Ashni Kumar, Executive Engineer, Horticulture Division No. I, MCC – Member; Rajdeep Surya, SDE (Electrical), MCC – Member and Vishal Sharma, SDE (Road), MCC– Member Secretary.

            The committee will ensure that proposed works conform to the policy guidelines of Municipal Corporation Chandigarh and do not violate any rules or regulations. The committee has been directed to submit its recommendations on pending special items within one week.

            Similarly, a committee to recommend market rates, specifications and policy guidelines for installation of decorative poles and lights in market areas across Chandigarh comprises the following officers: Executive Engineer, (Road Division No. 3), MCC – Chairman; Executive Engineer, (Electrical), MCC – Member; SDE (Electrical), MCC – Member and J.E., (Electrical), MCC – Member Convener

            The committee will examine design standards, material quality, suitable lighting options, and undertake a cost-benefit analysis to ensure uniform, aesthetically pleasing and durable infrastructure. The recommendations of the above said committee duly approved by S.E. H&E shall be directed to place before the General House meeting scheduled on 29th June, 2026.

            Speaking on the occasion, Mayor Saurabh Joshi said that the unprecedented number of approvals reflects the Municipal Corporation’s commitment towards ensuring balanced development in every sector, village and colony of the city. He stated that the approved projects will significantly improve civic amenities, strengthen urban infrastructure and enhance the quality of life of residents.

The committee accorded approval for the following agenda items:-

·         The work of Strengthening of existing SWD system at various locations in village Burail at an estimated cost of Rs. 19.74 lakh.

·         Providing and fixing interlocking paver block on internal streets for restoration of road cut in village Buterla, Chandigarh at an estimated cost of Rs. 14.98 lakh.

·         Addition of Security measures in SPCA Building at Sector 38 (W), Chandigarh at an estimated cost of Rs. 3.56 lakh.

·         Special repair of existing sealing wall of Sector 39& 40, Chandigarh at an estimated cost of Rs. 12.12 lakh.

·         The work of raising and re-construction of paver footpath around the various parks in Sector 38-D, Chandigarh at an estimated cost of Rs. 49.80 lakh.

·         Providing and fixing 60mm thick paver block along V-5 road paring and repair of existing paver block along V-4 road of Motor Market, Sector 48, Chandigarh at an estimated cost of Rs. 14.60 lakh.

VIJAY INDER SINGLA AND SENIOR CONGRESS LEADERS LAUNCH FIERCE ATTACK ON CM BHAGWANT MANN OVER Rs10 LAKH FORENSIC FORGERY PLOT TO MASK GURU’S BEADBI; DEMAND CM’S IMMEDIATE RESIGNATION

CHANDIGARH — Senior Punjab Congress leader, former MP, and Cabinet Minister Vijay Inder Singla, alongside other senior Congress leaders, addressed media personnel in Chandigarh today, delivering a scathing indictment of the AAP government. Congress leaders declared that Chief Minister Bhagwant Mann has lost all moral authority to remain in office and must step down immediately. The party leadership asserted that nothing can be more shameful and deeply damaging for the state of Punjab than a sitting Chief Minister facing serious allegations of sacrilegious conduct and subsequently using the unbridled power of his high office to orchestrate a criminal cover-up.

Unveiling a series of scathing attacks, Congress leaders revealed that immediately following the supreme Temporal authority Sri Akal Takht Sahib’s categorical order on June 15 regarding the viral video, senior Punjab Police officers were dispatched to Gurugram with state funds to secure a favorable, manufactured forensic report. A ₹10 lakh deal was struck with a private forensic laboratory to dismiss the truth and shield the Chief Minister from public and religious accountability. The leadership emphasized that the undeniable seriousness of this conspiracy is now a matter of public record, evidenced by the criminal FIR registered by the Haryana Police for illegally coercing a cyber expert into fabricating a forensic report in favor of Bhagwant Mann.

Congress leaders further stressed that this sordid episode has now become a definitive litmus test for the integrity of the Punjab Police. The recently enacted, stringent Beadbi law cannot be reduced to a selective tool used only to penalize ordinary citizens while leaving the Chief Minister completely immune to scrutiny. The party demanded that the case under this newly enacted law must be registered against Bhagwant Mann for his sacrilegious conduct. Concluding the address, Congress leaders warned that Punjab is now plunged into an unprecedented constitutional crisis where a sitting head of state stands accused of manipulating police machinery for personal immunity, making it a fit case for his immediate removal. The leaders issued an uncompromising appeal to the entire global Guru Nanak Naam Lewa Sangat to completely boycott this “Guru Dokhi” Chief Minister who has desecrated the state’s holiest institutions.

Congress leaders unanimously demanded the Chief Minister’s resignation, an impartial investigation, and strict action against the officials allegedly involved.
