In a bid to further strengthen the cooperative structure in the state, Local Bodies Minister Balkar Singh on Friday inaugurated newly set up Indian Oil Petrol Pump at Bhogpur Cooperative Sugar Mill.Giving more information, the Minister said that the move has been taken to create multiple income sources for the cooperative Sugar Mills Ltd. Bhogpur  so that they can explore new opportunities for their success. He said that the land for this fuel station has been provided by the Bhogpur Sugar Mill while Indian Oil Corporation has taken the initiative to set its retail outlet in the premises of the mill. Mr. Singh further mentioned that this joint-venture would ensure quality products and services to the customers with the assurance of the trusted Indian Oil Corporation brand.The minister said that the need of the hour was to give further fillip to the Cooperative movement for which the state government was making concerted efforts.The  minister said that the Punjab government led by Chief Minister Bhagwant Mann  was firmly committed to restore the pristine glory of the state. He said that the state government was duty-bound to put the state on high growth trajectory, for which strenuous effort were already afoot.Pointing out further, GM Bhopur Sugar Mill Gurvinder Pal Singh stated that the petrol pump is located at Bhogpur to Bullowal Road, a prominent place where heavy vehicular movement can be seen on a daily basis. He added that this pump would remain open for all passengers/commuters who can take the benefit of quality products of IOC. He stated that the entire operation of this fuel station would be carried out by the mill as requiste staff has already been deployed here. He thanked Punjab Government for taking up this unique initiative to further strengthen the cooperative sector in the state.          On the occasion MLA Urmur Tanda Jasvir Singh Gill (Raja), AAP leader Jit Lal Bhatti, DGM Indian Oil Corporation Limited Rajan Beri, Chairman Sugar Mill Bhogpur Paramvir Singh, General Manager CSM Bhogpur, Gurvinder Pal Singh, Director Manjit Singh, Vice Chairman Parminder Singh Malhi, Director Harjinder Singh Naryal and others were also present.

 Haryana Chief Minister, Sh. Manohar Lal said that the complaints of citizens received regarding income verification being done under Parivar Pehchan Patra will be resolved in the next two months.For this, Additional Deputy Commissioners (ADCs) have been given overriding power to update the income entered in the PPP by verifying the income on the basis of documents, said Sh. Manohar Lal, who is also the Chairman, of Haryana Parivar Pehchan Authority (HPPA), while presiding over the 5th meeting of the Authority, held here today. Deputy Chairperson, Sh. B.K Gairola also remained present on this occasion.Sh. Manohar Lal directed the officers concerned that for data updation related to PPP, joint training of concerned stakeholders including the Additional Deputy Commissioners should be conducted so that the work of data updation could be completed as soon as possible.The Chief Minister was apprised that till now more than 67 lakh families are registered with PPP and various options have been created to ease the process of verification, correction module, grievance redressal etc and to facilitate the applicant to get the benefits of government schemes.Later interacting with the media persons after the meeting, the Chief Minister said that Parivar Pehchan Patra is an ambitious scheme of the State Government and Haryana is the first state to have started such a unique initiative. Due to this, citizens are getting the benefits of more than 500 schemes and services of the government like ration cards, pension, CHIRAYU Haryana, e-fard, caste certificates, income certificates etc. while sitting at their home thus saving their time to visit the offices to get their work done.The Chief Minister further informed that proper arrangements have also been made to settle the complaints of citizens related to PPP. So far 8.64 lakh complaints have been received, out of which more than 8.18 lakh complaints have been disposed of. Apart from this, the officers have been directed to take feedback from the complainants as to how satisfied they are with the settlement of their grievances.In response to another question, the Chief Minister said that the present state government is constantly taking new initiatives for the welfare of the people, and has formulated many schemes, which are benefiting the people today. System change is not easy, but the acceptance of new initiatives increases on the basis of experiences, he added.“Today, the citizens of the state are getting the benefits of government schemes in an easy and hassle-free manner. The opposition says that they will discontinue PPP, portal and merit-based recruitment system. The more the opposition will criticize our welfare policies, the more befitting reply they will get from the Public,” said Sh. Manohar Lal.Responding to a question regarding ‘Mahagathbandhan’, the Chief Minister said that such things keep happening in a democracy. There was a time when Congress was synonymous with governance, however after the emergency public got awakened and understood the power of the vote to show doors to Congress. ‘Janta Janardan’ knows everything, they can very well know the difference between right and wrong and takes decisions very carefully.Chief Secretary, Sh. In a major relief to the defaulting power consumers having annual income of less than Rs. 1 lakh, Haryana Chief Minister, Sh. Manohar Lal announced that all such families, who have been declared as power defaulters or whose power connections have been disconnected will get a complete wave off on their penalty amount.“Irrespective of the default amount, such consumers will not have to pay more than the average bill of only one year, even if their bill is pending for 10 years. Such families will have to pay a maximum of Rs 3600 only for consumption on an average of 150 units per month. Out of the Rs. 3600, the consumers will have to make a payment of 25 percent for the re-issuance of the power connections,” said Sh. Manohar Lal while presiding over an important meeting with the Power Department held here today.Energy Minister, Sh. Ranjit Singh also remained present in the meeting.Sh. Manohar Lal said that getting an adequate supply of water and electricity is a fundamental right of any citizen. Therefore, for the convenience of the citizens, it has been decided to provide electricity connections even in irregular colonies. Citizens will only have to apply for the connection, no other document will be asked from them and the power connection will be issued to them in about 1 month, said the Chief Minister.The Chief Minister directed the officers concerned that a scheme to voluntarily disclose the power load for agricultural tubewells launched in the year 2018 should be restarted for the farmers. If a farmer wants to install a bigger motor, he will now have to disclose a voluntary load, after which the load will be increased. Now the farmers will not face any difficulty in increasing their power load, said Sh. Manohar Lal.He said that farmers should be motivated to adopt micro-irrigation schemes. That’s why planning needs to be done in the interest of farmers. Solar energy and micro irrigation should be promoted, added the Chief Minister.He said that a call centre or helpline number should be started for the release of new connections. As soon as the consumer applies for the connection, a message should be immediately sent to his registered mobile on which day he will get the connection and metre, added Sh. Manohar Lal.The Chief Minister said that ‘Bijli Panchayats’ should be held to resolve the electricity-related complaints of the consumers. Errors in electricity bills and other complaints should be resolved in these Panchayats.Additional Chief Secretary, Power Department, Sh. A.K Singh, Principal Secretary to Chief Minister, Sh V. The Haryana Chief  Secretary, Mr. Sanjeev  Kaushal today issued instructions regarding procedure to implement  reservation in promotion for Scheduled Castes (SC) employees in the state.In his letter addressed to all Administrative Secretaries and Heads of Departments states that the Supreme Court in its judgment dated January 28, 2022, has laid down certain conditions that must be fulfilled by the government in order to implement the policy of reservation in promotions.These conditions include the collection of quantifiable data regarding inadequacy of representation of Schedule castes and Scheduled Tribes, application of data to each cadre separately. According to another condition, if a roster exists, the unit for operation of the roster would be the cadre for which the quantifiable data would have the collected and applied in regard to the filling up of the vacancies in the roster.The Chief Secretary has asked them to strictly maintain reservation rosters and diligently evaluate the suitability of officers being considered for promotion in order to maintain administrative efficiency. Since the Jarnail Singh batch of cases is currently pending in the Supreme Court of India, any promotion orders issued will be subject to further orders that may be passed by the Supreme Court in the said batch of cases.These instructions aim to ensure fair and equitable implementation of reservation in promotion for SCs, in accordance with the law and the guidelines set forth by the Supreme Court.

In the 57 years of the formation of Haryana, the State, during the last eight years, has witnessed several new pathbreaking initiatives under the leadership of Chief Minister, Sh Manohar Lal. The youth from far-flung Dhanis in the State to Global Cities are getting government jobs purely on the merit basis without any recommendations whereas, the previous government lacked merit as well as transparency in the government jobs.

As soon as Chief Minister Sh. Manohar Lal took over the reign of the administration in the State, Mission Merit has been implemented to ensure that only meritorious youth got government jobs and that too through a transparent recruitment policy, the results of which are clearly visible in every corner of the State. The coaching centres which were once on the verge of closure today witness long queues of youth aspiring to get coaching for various competitive examinations. There is a belief among the youth that they would have to get into the merit if they want a government job. It would not be an exaggeration to say that this is the beginning of a new educationally competitive era in the state. E-libraries are being set up at village level so that the youth could have easy access to the facilities at the local level itself for preparation of competitive examinations.

On the initiative of the Chief Minister, for the first time, the Haryana Staff Selection Commission (HSSC) has started the Combined Eligibility Test (CET) for recruitment, giving the youth an option of posts according to their educational qualification. The Chief Minister claims that about 86,000 jobs were given during the 10-year tenure of the previous Congress Government in the State whereas, the present State Government has so far given about 1,10,000 government jobs. Apart from this, recruitment processes for additional 60,000 jobs are under active consideration of Haryana Public Service Commission (HPSC) and Haryana Staff Selection Commission (HSSC). The Chief Minister has said that our target of providing jobs to the youth is more than double that of the Congress Government and the number of jobs would exceed 1,70,000 by the completion of the second consecutive term of the State Government in the year 2024.

While taking the initiative to bring under one roof, the employees hired on contract basis in various departments, boards and corporations through contractors and service providers under the outsourcing policy, Haryana Kaushal Rozgar Nigam has been constituted. This has also provided relief to the contractual employees from the exploitation of the contractors. Under the outsourcing policy, about one lakh employees have so far been accommodated in various departments through the Corporation.

Haryana has been implementing proactive measures to transform paddy straw, which was once seen as an environmental hazard, into a valuable source to enhance farmers’ income. These measures include the announcement of a Common Determined Rate (CDR) of Rs. 2500 per Metric ton for paddy straw, as well as the continued provision of financial support for In-situ/Ex-situ techniques and the Direct Seeded Rice (DSR) technique in paddy cultivation.        Additionally, Haryana has successfully reduced farm fires by about 40 percent as compared to the previous year. These efforts underscore Haryana’s commitment to sustainable agricultural practices and its dedication to mitigate environmental challenges.        This was disclosed in the meeting conducted to review of the state’s actions plan and preparedness for tackling paddy straw burning by the Haryana Chief Secretary, Mr. Sanjeev Kaushal along withChairman of the Commission for Air Quality Management (CAQM), Mr. M.M. Kutty here today. Additional Chief Secretary, Environment Department, Mr.  Vineet Garg, Chairman Haryana Pollution Control Board, Mr. P. Raghavendra Rao and Director Agriculture and Farmers’ Welfare. Mr. Narhari Banger were present in the meeting, While all Deputy Commissioners attened meeting through Video Conferencing.        For achieving the goal of zero farm fires in the state, the Chief Secretary said that the state government has notified CDR of Rs. 2500 per metric ton, with an additional Rs. 500 per metric ton for moisture content below 20 percent. Moreover, Haryana is providing financial support to farmers, including Rs. 1000 per acre for In-situ/Ex-situ techniques, Rs. 7000 per acre under Mera Pani Meri Virasat Scheme and Rs. 4000 per acre for DSR technique in paddy cultivation. These initiatives aim to support farmers in maximizing their income while promoting sustainable agricultural practices in the state.        Mr. Kaushal emphasized the measures taken to convert paddy straw into biofuel. It was revealed during the meeting that the state government has set a target to utilize 13,54,850 metric tons of paddy straw in industrial units throughout Haryana. These initiatives showcase Haryana’s proactive stance towards sustainable agricultural practices and the effective utilization of agricultural waste for productive purposes.        In was apprised in the meeting that the Government of India under the Crop Residue Management scheme has allocated Rs. 300 crore for the promotion agricultural mechanism for In- situ management of Crop residue in the state of Haryana, Punjab and Uttar Pradesh and NCT Delhi.        Mr. Kaushal emphasized the importance of promoting Information, Education, and Communication (IEC) activities in all districts, as well as raising awareness among farmers about the detrimental effects of stubble burning. He urged Deputy Commissioners to actively engage with farmers’ unions. As per the district’s action plan, he directed the immediate activation of relevant groups, while personally monitoring progress on a daily basis. In addition, the Deputy Commissioner should convene separate meetings with concerned officers every 15 days. To disseminate information about incentive amounts provided to farmers and the availability of agricultural equipment, press conferences should be organized. The Chief Secretary emphasized that stubble burning adversely affects the general public, hence educational institutions, religious organizations, and village panchayats should also be involved in raising awareness about this issue.The Chairman of the Commission for Air Quality Management (CAQM). Mr. M. M Kutty said that Haryana has done better work in the direction of stubble management to reduce air pollution, but incidents of stubble burning have to be brought to zero. For this, the officers of the district administration need to work harder in this direction. Farmers should be provided with modern agricultural machinery so that stubble can be managed properly. He said that farmers of nearby districts should be made aware to deliver stubble to the ethanol plant set up at IOCL Panipat for stubble management. Inspire the farmers to adopt the stubble as a business instead of burning it.  Apart from this, encourage industrial units to use the straw. Haryana Deputy Chief Minister, Mr. Dushyant Chautala reiterated the strong alliance between the BJP and JJP, emphasizing the government’s unwavering commitment to the welfare of farmers and the general public. He said that farmers in Haryana are receiving higher rates for their sunflower crops compared to neighboring states like Punjab and Rajasthan. This highlights the opposition’s disregard for the farmers’ interests.         During a press conference held at the residence of Ram Mehar Singh, a renowned international player and coach of the Indian Kabaddi team in Bhiwani, the Deputy Chief Minister highlighted the government policies on enhancing infrastructure for the betterment of the public. Recently, the Union Road Transport and Highways Minister, Mr. Nitin Gadkari, unveiled projects worth Rs. 3700 crore for Haryana. Notably, the four-laning of the Hansi to Jind and Jind to Kaithal roads has received approval, along with the construction of the CC road from Shahbad to Radaur in Kurukshetra via Babain and Yamuna Nagar. These initiatives will significantly bolster the state’s road infrastructure. Additionally, the government actively encourages the establishment of new industries in Haryana.        The Deputy Chief Minister further emphasized the government’s efforts in promoting industrial growth through favorable policies. Over the past three and a half years, Bhiwani has emerged as a prominent hub for fiber-related textile industries, satisfying 70 percent of the country’s demand. Industrial operators in Bhiwani have greatly benefited from the state’s industrial policy. Additionally, under the Padma policy, the government has granted permission for the establishment of two industrial blocks in Bhiwani.        Earlier, Mr. Dushyant Chautala redressed the public grievances at Devi Lal Sadan in Bhiwani.
