Haryana Governor said that the State Government while reiterating its commitment to ensure welfare of all the sections of the society in the spirit of Antyodaya took several concerted steps. “My Government is fully committed to complete coverage of all schemes, and to Antyodaya. It is our endeavour that all the rightful beneficiaries get benefits of Government schemes and no one is deprived of the same,” said Sh. Bandaru Dattatraya.To take this commitment a step further, Mukhya Mantri Antyodaya Parivar Utthan Yojana (MMAPUY) has been initiated by the State Government with the objective of increasing the annual family income of the poorest families of the State to at least Rs 1,80,000 and beyond,  said the Governor while delivering his address on the first day of Budget Session of the 14th Haryana Vidhan Sabha which commenced here today.“Till date, 3.35 lakh families have been identified whose annual family income is less than Rs 1,00,000 in order to link with existing loan schemes, skill-development schemes and private or wage employment of different departments and to facilitate increase in their income,” shared Sh. Bandaru Dattatraya.Rs 27.32 crore released as subsidy under MMAPUYThe Governor said that committed to Antyodaya, the present State Government will ensure that every section of society gets equal opportunity for growth and every individual leads a life of fulfillment.He further informed that an amount of Rs 27.32 crore have been released as subsidy under MMAPUY. Furthermore, so far 17,466 beneficiaries so far have benefited from this scheme.He further shared that the Animal Husbandry and Dairying department has received overwhelming response to the MMAPUY started by the Government for increasing income of the poorest of the poor families.  “A total of 68,257 applications have been received under this scheme, out of which, 60,347 applications have been sponsored to banks and 904 applications are under process,” shared Sh. Bandaru Dattatraya.‘Sanjhi Dairy’ scheme launchedThe Governor said that Haryana Dairy Development Cooperative Federation Ltd. has launched a scheme to set up animal sheds ‘Sanjhi Dairy’ where facilities of animal feed, silage and veterinary services will be provided. The interested farmers shall set up a cooperative society which would be part of existing dairy cooperative society of milk unions, informed Sh. Bandaru Dattatraya.Since its launch, Harhith project has done business of about Rs 150 croreThe Governor further informed that to provide ample employment opportunities to the Youth in rural areas, the State Government has opened 750 ‘Harhith Retail’ outlets.“Since its launch about a year ago, Harhith project has done business of about Rs 150 crore, aparft from providing quality products to consumers at their doorsteps. The Harhith franchises having family income less than Rs 1.8 lakh will be provided with infrastructure and financial assistance upto Rs 1 lakh,” shared Sh. Bandaru Dattatraya.About 1.6 lakh persons have been screened under ‘NIROGI Haryana’The Governor informed that under ‘NIROGI Haryana’, which provides comprehensive health checkup of the families having annual income less than Rs 1.80 lakh, till January 2023, about 1.6 lakh persons have been screened and about 15 lakh samples have been examined.Furthermore, more than 46.7 lakh Ayushman Cards have also been generated under the Comprehensive Health Insurance of Antyodaya Units (CHIRAYU) Haryana Scheme launched on November 21, 2022, shared Sh. Bandaru Dattatraya.He said that CHIRAYU aims to expand the benefits of Ayushman Bharat to 29 lakh Antyodaya Families i.e. Families having annual income less than or equal to Rs 1.80 lakh. More than 46.7 lakh Ayushman Cards have also been generated under CHIRAYU scheme.Coverage of AAY, BPL, and OPH increased from 26.9 lakh to 31.6 lakh till January, 2023The Governor said that in order to widen the coverage of NFSA among the population of the State, income criteria as per database of PPP has been utilized for the selection of beneficiaries. “The coverage of eligible families under Antyodaya Anna Yojana (AAY)/Below Poverty Line (BPL)/Other Priority Household (OPH) has increased from 26.9 lakh to 31.6 lakh till January, 2023,” shared Sh. Bandaru Dattatraya.Automated Ration CardsThe Governor said that the present State Government has totally revamped and simplified the process for preparation of BPL/AAY ration card.  Now BPL/AAY ration cards are being generated automatically on the basis of income criteria as per PPP database. Any beneficiary can now download his/her ration card online, by submitting the necessary details like family ID, etc.“The primary objective as well as benefit of PPP is to provide benefits to the beneficiary at the doorstep proactively without undergoing a separate inspection or verification process by each government agency or having to submit documents as proof or visit any government office. During the last year, many schemes and services have been linked to PPP for pro-active delivery,” said Sh. Bandaru Dattatraya. 

Haryana is predominantly an agrarian State: Governor

Haryana Governor while describing Haryana as predominantly an agrarian state, said that the State Government is of the firm conviction that prosperity and happiness can prevail in Haryana only if farmer becomes prosperous. The present State Government has always laid emphasis on agriculture and horticulture, he asserted.

“I take pride in stating that the combined budget of agriculture and horticulture has grown more than 4 times from Rs 1,026 crore in 2014 to Rs 4,379 crore in 2022. The Compounded Annual Growth Rate (CAGR) in Agriculture and Horticulture Budget is 19.9 percent from 2014 to 2022,” shared Sh. Bandaru Dattatraya, while delivering his address on the first day of Budget Session of the 14th Haryana Vidhan Sabha which commenced here today.

He further informed that Haryana, with only 1.54 percent area of India, is the 2nd largest contributor of food grains to the Central pool. Haryana has been conferred with the Best State Agribusiness Award– 2022 by the Indian Agriculture and Food Council for its innovative and agriculture friendly policies and programmes,” said Sh. Bandaru Dattatraya.

For the first time, 30 lakh soil samples have been collected during the year 2022-23

The Governor informed that under Har Khet Swasth Khet campaign, for the first time, 30 lakh soil samples have been collected during the year 2022-23.

As many as 107 mini soil testing laboratories have been established during 2022-23, in Government Senior Secondary Schools/Government Colleges under ‘Earn While You Learn’ Programme, said Sh. Bandaru Dattatraya.

He further shared that during 2022-23, a total of 7,500 farmers including 156 women farmers, 255 young farmers and 405 officers were trained to adopt natural farming. A portal for natural farming was launched and more than 6,000 farmers have registered themselves on the portal so far.

For the year 2023-24, we aim to bring 1 lakh acre under Crop Diversification

The Governor shared that for the year 2023-24, the Department has proposed 1 lakh acre under Crop Diversification and Water Conservation from paddy to other crops. Department has also proposed to launch new projects and concepts on Digital Agriculture namely Precision Farming, Use of Drones for Crop Yield Assessment and insect pest-disease management.

A Nutri Cereal Research Centre at Bhiwani will be functional from Kharif 2023

Sh. Bandaru Dattatraya further informed that the year 2023 is the International Year of Millets and State Government is focused on promoting research and adoption of millet crops. For this purpose, a Nutri Cereal Research Centre at Bhiwani will be functional from Kharif 2023.

In the year 2022-23, the availability of quality planting material for farmers increased from 1 crore to 1.50 crore hybrid vegetable seedlings

The Governor shared that in the year 2022-23, the Horticulture department has increased the availability of quality planting material for farmers from 1 crore to 1.50 crore hybrid vegetable seedlings. Innovative technology of vertical farming in horticulture was adopted for yield enhancement.

He further shared that a unified subsidy portal has been launched for easy access to farmers under all the schemes and components of horticulture. 25,000 farmers have already registered themselves on the portal.

“Haryana is the only state to launch a dedicated crop insurance scheme for horticulture farmers in 2022-23 namely “Mukhyamantri Bagwani Bima Yojana (MBBY)”. 46 horticultural crops have been covered with sum insured of Rs 30,000 to Rs 40,000 per acre with a low premium of Rs 750 to Rs 1000 per acre,” informed Sh. Bandaru Dattatraya.

Establishment of Honey Quality Lab with an investment of Rs 20 crore

The Governor informed that the State Government is establishing a Honey Quality Lab with an investment of Rs 20 crore at the Integrated Beekeeping Development Centre (IBDC), Kurukshetra, to facilitate testing and export of honey.

“A new Centre of Excellence (CoE) on Post Harvest Management is being established at Panchkula for which an MoU has been signed with United Kingdom. Two more CoEs are also being established, one for Onion at Pinangwan, Nuh and another for Flowers at Munimpur, Jhajjar,” he said.

We are marching ahead to make the State free from FMD and Haemorrhagic diseases

The Governor said that the State  Government is marching ahead to make the State free from Foot & Mouth disease (FMD) and Haemorrhagic Septicaemia(HS) diseases amongst cattle and buffaloes by using a combined vaccine for FMD&HS.

“Haryana is the only state permitted by Government of India to use the combined vaccine as a pilot project under National Animal Disease Control Programme (NADCP),” he informed.

Sh. Bandaru Dattatraya further shared that the department effectively managed the recent outbreak of Lumpy Skin Disease(LSD) which caused devastating effects on Animal Husbandry Sector throughout the country. With stringent control measures and vaccination, no new case of LSD has been reported after November 2022.

He informed that the Pashudhan Kisan Credit Cards (PKCC) are being provided to the livestock owners of the State by the bankers for meeting their working capital requirements and till date 1.04 lakh Pashudhan Kisan Credit Cards have been sanctioned by the banks. Establishment of 70 Mobile Veterinary Units in the State is under process.

SAP of Sugar cane increased by Rs 10 per quintal

The Governor shared that the Government has increased the State Advised Price (SAP) of Sugar cane by Rs 10 per quintal for the current crushing season 2022-23 over the last year. Now the increased price is Rs 372 and Rs 365 per qtl for early and mid-late varieties, respectively.

For the year 2021-22, Karnal and Shahabad Cooperative Sugar Mills Ltd. have won the first prize in technical efficiency and highest cane crushing respectively at National level. Foundation stone of 90 KLPD Ethanol Plant at Panipat Sugar Mills was laid by Union Home and Cooperation Minister on February 14, 2023, shared Sh. Bandaru Dattatraya.

He shared that HAFED exported 20,000 MT rice to Saudi Arabia and earned foreign exchange of about 2 million USD in 2022.

State has made rapid strides to occupy a place on the global map, says Governor

Haryana Governor, Sh. Bandaru Dattatraya while terming the State as progressive and resourceful said that it is poised to play a key role in the national endeavour to make India a Five Trillion dollar Economy.

“I am proud to say that my Government has ensured good governance by evolving customized policies for all sectors.  It has also ensured welfare of each Haryanvi and will always be dedicated to enhance the socio-economic welfare of its people by making the State as a hub for industries, education, sports, health, skill development and tourism,” said Sh. Bandaru Dattatraya, while delivering his address on the first day of Budget Session of the 14th Haryana Vidhan Sabha which commenced here today.

He said that this session assumes greater significance and demands greater level of commitment as in the 75th year of Independence this is the first session to be held in ‘Amrit Kaal’ of our great nation.

Listing the accomplishments of the state government, the Governor said Haryana has sixth highest GST collection in the country. Per Capita tax collection is a true indicator of tax collection efficiency and effort of any State.

“Haryana with only about 2 percent share of the country’s total population contributes approximately 6 percent to the total GST collections of the country. The per capita GST collection for the State is Rs 26,879 per annum, which is the highest among the top collecting states of the country,” informed Sh. Bandaru Dattatraya.

He further shared that the net SGST collections during first ten months of current fiscal year are 26.53 percent higher than corresponding period of last fiscal year. Further, Excise collections during first ten months of current fiscal year are 22.47 percent higher than corresponding period of last fiscal year.

Haryana bagged the ‘Top Achiever’ status in the Business Reform Action Plan 2020

The Governor said that the State secured ‘Top Achiever’ status in the Business Reform Action Plan 2020 assessment among 37 participating States/UTs in the Ease of Doing Business Rankings released in 2022. Haryana was also accorded “Achiever” status in the Logistics Ease Across Different States (LEADS) ranking released by Government of India.

He shared that the single roof clearance system supported by interactive portal is offering enterprise related clearances/services online. So far, it has processed more than 4 lakh service requests related to industrial approvals. In FY 2022-23, average clearance time has come down from 22 days to 12 days. More than 99 percent of the tickets are cleared on time.

“My Government is working on the development of state of the art Industrial and Commercial Township over an area of nearly 3,300 acres of land near Kharkhoda (Sonipat) and Industrial Model Township (IMT) at Sohna over an area of nearly 1,400 acre. Maruti Suzuki India Ltd. is establishing a project with an investment of Rs 18,000 crore and Suzuki Motorcycle India Pvt. Ltd. is establishing a project with an investment of Rs 1,466 crore at IMT Kharkhoda,” said Sh. Bandaru Dattatraya.

PPP now contains updated data of 73.11 lakh families with 2.88 crore individuals, Governor

Haryana Governor said that a massive good governance campaign has been launched across Haryana encompassing all the departments and the sectors and for this the State Government has adopted the path of e-Governance while using modern technologies. Each and every initiative of the present State Government aims towards welfare of people, he added.

“‘Vyavastha Parivartan Se Sushasan’ reforms have made Haryana an epitome of Good Governance. Besides this, because of its radical IT reforms, State has made rapid strides to occupy a place on the global map,” Sh. Bandaru Dattatraya, while delivering his address on the first day of Budget Session of the 14th Haryana Vidhan Sabha which commenced here today.

He said that the vision and perseverance of the present State Government and sincere efforts of every citizen of Haryana in ‘Amrit Kaal’ of 25 years will ensure that India becomes a true global leader. He said that the Prime Minister, Sh. Narendra Modi during his Independence Day speech has dwelt on the future vision for Viksit Bharat-India @100 in Year 2047.

“Planning for the next 25 years to make India a developed nation by 2047 requires a vision which can harness energies and galvanise all the forces and every citizen into a ground-up movement”, said Sh. Bandaru Dattatraya.

Referring to the state government’s emphasis on digital governance and ensuring internet connectivity, the Governor said that with the launch of  5G services in India by the  Prime Minister on October 1, 2022, 5G services are available in Gurugram, Panipat, Faridabad, Hisar and Rohtak. In the coming days, 5G services will be rolled out in the entire state of Haryana in a phased manner, he asserted.

The Governor said that the Parivar Pehchan Patra (PPP) is a unique e-governance scheme to promote “paperless” and “faceless” delivery of services to citizens. The family information data depository now contains updated data of 73.11 lakh families with 2.88 crore individuals.

Haryana has invested more than Rs 2,500 crore to strengthen canal network by rehabilitating/renovating around 500 channels, says Governor

An investment of around Rs 1,500 crore is being made for increasing the capacity of entire WJC System and after implementation of this project, State will get additional 4,000 cusec water during the monsoon period. Besides this my Government has invested more than Rs 2,500 crore to strengthen canal network by rehabilitating/renovating around 500 channels throughout the State and this process will continue in coming fiscal year also.This was stated by Haryana Governor while delivering his address on the first day of Budget Session of the 14th Haryana Vidhan Sabha which commenced here today.He informed that to improve the irrigation efficiency, damaged watercourses having age more than 20 years are being rehabilitated on priority and the length of these water courses is also being increased. Further, utilization of treated waste water of various STPs through micro irrigation has been taken on priority by my Government, said Sh. Bandaru Dattatraya.The Governor informed that as many as 22 works costing about Rs 500 crore are in progress. Subsidy of around Rs 450 crore will be provided in 2022-23 for installing micro-irrigation on 1 lakh acre command area.State Government is committed to construct the SYL CanalThe Governor said that the State Government is committed to construct the SYL Canal in order to get the State’s share of waters in Ravi-Beas Rivers.“My Government is also committed to the construction of up-stream storage dams namely Renuka, Kishau and Lakhwar Vyasi on river Yamuna. After investment clearance of Renuka Ji dam by Ministry of Finance, Government of India, State Government has also deposited Rs 63.57 crore as seed money with Upper Yamuna River Board (UYRB),” informed Sh. Bandaru Dattatraya.He said that under the Rejuvenation of Sarasvati river project, preliminary clearances and design for the construction of Adi Badri dam are in progress. The work is likely to start before October, 2023.During the current FY, 14 canal based water-works, 261 tubewells and 96 Boosting Stations have been commissionedThe Governor said that drinking water supply has been provided in all 7,288 habitations and 85 towns by PHED in the State. During the current financial year, 14 canal based water-works, 261 tubewells and 96 Boosting Stations have been commissioned.“With the objective of Har Ghar Jal, State of Haryana is amongst the front runners in providing Functional Household Tap Connections to all the rural households under the Jal Jeevan Mission (JJM). The State is now engaged in the task of ensuring functionality of water taps, providing a regular supply of at least 55 Litres per Capita per Day (LPCD) drinking water,” shared Sh. Bandaru Dattatraya.Under ‘Mahagram Yojna’, out of 132 selected villagesThe Governor said that under ‘Mahagram Yojna’, out of 132 selected villages, work is currently in progress in 35 villages and work in 3 villages, namely Sotai (District Faridabad), Naharpur Kasan (District Gurugram) and Keorak (District Kaithal) has already been completed.Haryana Government has notified the policy on re-use of Treated Waste Water in 2019. This assumes great relevance at this juncture, when the ground water is highly stressed. It is part of the vision of ‘Circular Economy’ of water as envisioned by Prime Minister. The bulk-consumers, including Power Plants, Municipal Corporations, Industries and Irrigation have been tapped for non-potable applications, informed Sh. Bandaru Dattatraya.  

Utmost emphasis has been laid on up-gradation of Urban Infrastructure, says Governor

Haryana Governor, Sh. Bandaru Dattatraya while delivering his address on the first day of Budget Session of the 14th Haryana Vidhan Sabha which commenced here today said that after taking a giant leap forward by holding elections of educated citizens as Panchayati Raj Institution (PRI) representatives, the State is swiftly moving towards promotion of self sufficiency of all the PRIs.

“My Government is actively working towards their empowerment by building their capacities and by devolving functions and funds to them. Greater roles and responsibilities are now being given to all the three levels of PRIs. My Government is also planning to enhance own resources and revenue of PRIs by giving them various powers of taxation such as Panchayat Tax on electricity consumption and surcharge on stamp duty. We have also given them full financial autonomy with respect to their own funds, said Sh. Bandaru Dattatraya.

He said that present State Government has taken a significant step towards gender empowerment by ensuring participation of women at all levels of Panchayati Raj Institutions.

“In the general elections held for all the PRIs, half of the elected representatives are women. Similarly, adequate representation has also been given to the persons belonging to Backward Classes (A) in the Panchayati Raj Institutions,” he added.

15,553 demands received on the Gram Darshan portal

The Governor Further informed that to establish connection between rural inhabitants and Government, a unique initiative of Gram Darshan Portal has been started by my Government. So far 15,553 demands have been received on the portal out of which 7,693 demands have been recommended by the public representatives to the various departments for necessary action, he shared.

Utmost emphasis has been laid on up-gradation of Urban Infrastructure

The Governor informed that his government has given high priority and emphasis on creation and up-gradation of Urban Infrastructure.

“My Government has taken appropriate steps for de-centralization of powers and accordingly administrative and financial powers of all Urban Local Bodies have been enhanced for timely execution of development works,” said Sh. Bandaru Dattatraya.

The Governor further asserted that the Urban Local Bodies Department has brought out a Policy for sale of municipal shops/houses which have been on lease/rent for 20 years. Till date 9,766 applications have been submitted on this portal, out of which 2,126 applications have been approved and 5,724 applications are under process, he added.

 ‘Nagar Darshan”’ Portal has been launched by the Government and integrated with the Haryana Engineering Works Portal (HEWP) where in Citizens/public representatives can raise their demands/suggestions/ complaints pertaining to development works and schemes of all departments of the State Government, shared Sh. Bandaru Dattatraya.

Under AMRUT 1.0, 1.7 lakh water connections and 1.7 lakh sewer connections provided

The Governor said that the Urban Local Bodies Department is committed to provide water supply, sewerage, drainage and develop parks & green spaces under Atal Mission for Rejuvenation and Urban Transformation (AMRUT 1.0).

“Under this scheme, 1.7 lakh water connections and 1.7 lakh sewer connections have been provided. Further, 1,755 km of water pipeline, 1,623 km of sewerage line and 158 km of rain water drainage have been laid and 20 sewerage treatment plants have been established,” shared Sh. Bandaru Dattatraya.

Projects worth Rs 238 crore have been allotted for Bio-remediation of legacy waste

 The Governor further informed that dedicated steps have also been taken to reclaim the valuable land occupied on account of dumping of municipal waste over several years at 42 locations and the projects worth Rs 238 crore have been allotted for Bio-remediation of legacy waste. Resultantly, 105 acre land has been reclaimed so far.

HSVP has made a running profit of more than Rs 2,000 crore

Sh. Bandaru Dattatraya informed that previous trend of continued loss making in Haryana Shehri Vikas Pradhikaran (HSVP) has been reversed this year by making a running profit of more than Rs 2,000 crore. HSVP has attained this feat by infusing efficiency, effective management and unlocking the assets, he informed.

Till January 2023, 3.63 lakh SC certificates, 1.86 lakh BC certificates and 2.34 lakh income certificate has been issued digitally

Haryana Governor while delivering his address on the first day of Budget Session of the 14th Haryana Vidhan Sabha which commenced here today said that the State is striving for the socio-economic and educational upliftment of the SC and BC ClassesSh. Bandaru Dattatraya informed that till end of December 2022, an amount of Rs 116 crore has been released for marriage assistance to Widow/Divorced/Destitute/Orphan and destitute children living below poverty line.An amount of Rs 23.88 crore has been spent on scholarships to 27,270 students. An amount of Rs 71.59 crore has been provided to 8,838 house repair beneficiaries, further informed the Governor.He shared that the issuance of Scheduled Caste (SC) certificates in a pro-active manner commenced in April 2022 followed by issuance of Backward Class and Income Certificates in August 2022.“Till January 2023, 3.63 lakh SC certificates, 1.86 lakh BC certificates and 2.34 lakh income certificates have been issued pro-actively without the applicant having to visit any government office,” he shared.He said that the vulnerable sections of the society viz. senior citizens, widows and destitute women, persons with disabilities, eunuchs, destitute children, parents with only girl child, non-school going Divyang children and Kashmiri migrants are assisted with pensions and financial assistance.In addition to this, Grant-in-Aid is also being provided by State and Central Government to Voluntary Organizations working in the field of Disability Welfare, Senior Citizens Welfare and drug de-addiction, shared Sh. Bandaru Dattatraya.Reservation in promotions for SC employeesThe Governor further informed that the Government has recently announced providing reservation in promotion to employees belonging to Scheduled Castes in a fixed and time bound manner.To implement this decision in consonance with the Apex Court judgements, and to assess the cadre-wise deficiency of SC employees in different departments, the Rationalization Commission is being entrusted with the task. SEWA (Social Justice, Empowerment, Welfare of SC/BC and Antyodaya) Department will be providing all assistance to the Commission, and the assessment of deficiency will pave the way for reservation in promotion in Group A, B, C and D posts, shared Sh. Bandaru Dattatraya.Financial assistance of Rs 482 crore disbursed for construction housesThe Governor said that under Beneficiary-Led-Construction (BLC) vertical of Pradhan Mantri Awas Yojana-Urban (PMAY-U), 28,572 Economically Weaker Section (EWS) beneficiaries have been provided financial assistance of Rs 482 crore for construction of their houses.Under Pradhan Mantri Awas Yojana-Gramin (PMAY-G), against the total target of 29,711 houses,  28,837 houses have been sanctioned out of which,  21,932 houses have been completed, informed Sh. Bandaru Dattatraya.State Government is running numerous welfare schemes for Defense PersonnelThe Governor said that the State Government is committed to the welfare of the Defence Personnel, ex-Defence Personnel, Central Armed Police Forces (CAPF) as well as their families.“In recognition of their service to the nation and the supreme sacrifices made by them, State Government is running numerous schemes like grant of financial assistance to Ex- Servicemen (ESM), war widows and widows; grant of government jobs and ex-gratia amount of Rs 50 lakh to the Next of Kin of Battle Casualties; grant of cash awards to Gallantry and Distinguished Award Winners; marriage grants for daughters; grant of cash awards to the newly commissioned officers from Haryana, and timely redressal of grievances,” added Sh. Haryana Village Seen performance will welcome the G-20 Summit participants on their arrival to IGI Airport, New Delhi

Haryana Chief Secretary, Sh. Sanjeev Kaushal directed the officers to send the action taken report for G-20 Summit to the Chief Secretary’s office within three days.While reviewing the preparations for organizing the G-20 Summit in Gurugram, the Chief Secretary informed that morning hours of G-20 Summit will begin with yoga sessions. For this, efficient Yoga Instructors have been engaged for yoga sessions.It was apprised in the meeting that AYUSH Department has made all arrangements like yoga mats and other required items in yoga sessions. The Chief Secretary directed the officers to get the benefits of yoga asanas displayed during the sessions. Besides this, the Yoga Instructor will also communicate the benefits of Yoga to members of G-20 Summit, he added.It was apprised in the meeting that Haryana Village Seen performance will welcome the delegates on their arrival to IGI Airport, New Delhi. The delegates would further enjoy the live performance of Haryanvi folk dance and culture on their way to Haryana.The Chief Secretary informed that special mementos depicting Haryanvi heritage will also be presented to the member delegation. Aadhaar Card stalls will also be set up in the Summit. He informed that along with the preparations for the grand welcome of the participating delegates of the summit, signages, welcome gates and hoardings are also being displayed to inform the general public about the importance of this Summit.In the meeting, Additional Principal Secretary to Chief Minister, Dr Amit Agrawal, who is also the Director General of Information, Public Relations, Culture and Languages Department, Haryana informed that 400 auto rickshaws and as many taxi cabs in Gurugram and Faridabad are used to publicize the event. In addition, 100 bus queue shelters in the national capital Delhi and 200 bus queue shelters in Gurugram, 300 buses of Haryana State Transport, 200 departmental hoardings have been put up with publicity material related to the summit. Not only this, the G-20 logo is being broadcast on the screens in all the common service centers across the state. Publicity material related to the conference is being broadcast on 100 digital screens installed at railway stations of 6 districts including Gurugram. Not only this, eight inter-state Volvo buses plying from Gurugram have been completely wrapped (covered) with paraphernalia related to the summit.        It was also informed that the delegates of the Summit will be given options for evening visit to Camera Museum, Transport Museum, Biodiversity Park and Cyber Hub located in Gurugram city. They can go to any of these places as per their wish. They will be briefed about these places through brochures and digital mode. The participants of the summit will also visit Sultanpur Bird Sanctuary. The delegates will also be invited to plant saplings at the Sanctuary, so that the memory of the Summit remains in the future.Principal Secretary, Information, Public Relations and Languages Department, Sh. Address given by Governor in budget session reflects the vision of Prime Minister for a developed India by 2047’

School Education and Parliamentary Affairs Minister, Sh. Kanwar Pal said that the address given by Governor, Sh. Bandaru Dattatraya in the budget session of the Haryana Vidhan Sabha today reflects the vision of Prime Minister, Sh. Narendra Modi for a developed India by 2047. He said that in the Union Budget, the central government has set a target of making the country’s economy a $5 trillion economy; which will lead India to the category of developed countries from a developing country.

Sh. Kanwar Pal was addressing the mediapersons after the conclusion of the proceedings of the first day of the budget session of the Vidhan Sabha.

Responding to a question, he said that the sale and use of at least 30 percent electric vehicles by the year 2030 has been highlighted in the address. Similarly, it has been said to work with the spirit of Antyodaya. “The work is being done to increase the income of families whose income is less than Rs 1 lakh to Rs 1.80 lakh annually. Loans have been made available to such families from banks for self-employment like animal husbandry, shop or other business,” he added.

Sh. Kanwar Pal said that many schemes are being run for the welfare of scheduled castes and backward classes. He said that an amount of Rs 116 crore has been released for marriage assistance to destitute children, widows, divorcees and orphans living below the poverty line. In addition, more than 30 lakh samples were taken for soil testing for the farmers. The address also mentioned the promotion of millet as well.

Responding to a question regarding the statement of the Leader of Opposition, Sh. Bhupinder Singh Hooda of restoring the old pension to the employees immediately after the formation of the Congress government, Sh. Kanwar Pal said that the old pension was stopped during the Congress regime itself. “Even the renowned economist, former Prime Minister, Sh. Manmohan Singh had asked to stop it. Now Montek Singh Ahluwalia is also saying the same,” he said.

Taking a dig, Sh. Kanwar Pal said that the proceedings of the Assembly were being unnecessarily obstructed by the opposition. “When the outline of proceedings was decided in the meeting of the Business Advisory Committee, the Leader of the Opposition was also a part of this meeting. The opposition wanted to be named, but the Vidhan Sabha Speaker took a wise decision and completed the proceedings in a good manner,” he said, adding that accusing someone does not make them guilty and a special investigation team of the Chandigarh Police is probing the case of the Minister of State.

Haryana Governor, Bandaru Dattatreya while terming the State as progressive and resourceful said that it is poised to play a key role in the national endeavour to make India a Five Trillion dollar Economy. “I am proud to say that

my Government has ensured good governance by evolving customised policies for all sectors.  It has also ensured welfare of each Haryanvi and will always be dedicated to enhance the socio-economic welfare of its people by making the State as a hub for industries, education, sports, health, skill development and tourism,” said Bandaru Dattatreya, while delivering his address on the first day of Budget Session of the 14th Haryana Vidhan Sabha which commenced here today.

He said that this session assumes greater significance and demands greater level of commitment as in the 75th year of Independence this is the first session to be held in ‘Amrit Kaal’ of our great nation.

Listing the accomplishments of the state government, the Governor said Haryana has sixth highest GST collection in the country. Per Capita tax collection is a true indicator of tax collection efficiency and effort of any State.

“Haryana with only about 2 per cent share of the country’s total population contributes approximately 6 per cent to the total GST collections of the country. The per capita GST collection for the State is Rs 26,879 per annum, which is the highest among the top collecting states of the country,” informed Bandaru Dattatraya.

He further shared that the net SGST collections during the first ten months of the current fiscal year are 26.53 per cent higher than corresponding period of last fiscal year. Further, Excise collections during the first ten months of the current fiscal year are 22.47 percent higher than corresponding period of last fiscal year.

The Governor said that the State secured ‘Top Achiever’ status in the Business Reform Action Plan 2020 assessment among 37 participating States/UTs in the Ease of Doing Business Rankings released in 2022. Haryana was also accorded “Achiever” status in the Logistics Ease Across Different States (LEADS) ranking released by Government of India.

He shared that the single roof clearance system supported by interactive portal is offering enterprise related clearances/services online. So far, it has processed more than 4 lakh service requests related to industrial approvals. In FY 2022-23, average clearance time has come down from 22 days to 12 days. More than 99 percent of the tickets are cleared on time.

“My Government is working on the development of state of the art Industrial and Commercial Township over an area of nearly 3,300 acres of land near Kharkhoda (Sonipat) and Industrial Model Township (IMT) at Sohna over an area of nearly 1,400 acre. Maruti Suzuki India Ltd. is establishing a project with an investment of Rs 18,000 crore and Suzuki Motorcycle India Pvt. Ltd. is establishing a project with an investment of Rs 1,466 crore at IMT Kharkhoda,” said Bandaru Dattatreya.
