State Government fully committed to ensure clean and transparent governance to people: Lal Chand Kataruchak

The Punjab Government under the leadership of Chief Minister Bhagwant Mann stands totally committed to ensuring a clean and transparent governance to the people of the State. That makes it important for the officers of the department to pay field visits in order to keep track of the functioning at the ground level with a view to make further refinements to ensure smooth functioning. These views were expressed by the Food, Civil Supplies and Consumer Affairs Minister Mr. Lal Chand Kataruchak while presiding over a review meeting of the department at the Anaj Bhawan in Sector 39 today. 

The Minister exhorted the District Food Supply Controllers (DFSCs) to also plant saplings in their offices so as to increase area under greenery besides according a beautified look to the office premises. 

Advocating the acceleration of the work pertaining to verification of Atta Dal cards, the Minister said no eligible beneficiary should be left out. Inspiring the officers to adopt a fully devoted approach with regard to their work, Mr. Kataruchak made it clear that negligence in the discharge of duties would not be tolerated at any cost.

The Minister was apprised that in order to ensure uninterrupted and hassle free functioning the DFSC Ludhiana (East) and West wings have been ordered to be separated. Apart from this, the DFSCs have also been directed to visit FRK (Fortified Rice Kernel) plants once a month. The Minister was further informed about the steps being initiated by the Department towards maintaining the stock of wheat and ensuring its quality.

The Principal Secretary of the department, Rahul Bhandari assured the Minister that a completely transparent mechanism is being adopted for carrying the flagship schemes of the department to the people besides ensuring smooth functioning of the department. 

Among others present on the occasion included the Director Ghanshyam Thori, AMD Pungrain Parampal Kaur Sidhu, Joint Directors Dr. Anjuman Bhaskar & Ajayveer Singh Sarao and the DFSCs from across the districts.

Haryana Government announced New Year Bonanza to BPL families

Haryana Government announced New Year Bonanza to the BPL families. Now eligible beneficiaries will receive Rs. 300/- through DBT for the mustard oil. Earlier the amount received by such families was Rs. 250/-. The Haryana government has increased the amount received in their ration for mustard oil by Rs. 50/-.  This will benefit 31.47 lakh families of the state.

        The Deputy Chief Minister, who also holds the portfolio of Food, Civil Supplies and Consumer Affairs Department, said that the state government cares for the poor and regularly takes the necessary action for their upliftment.

        Sh. Dushyant Chautala approved the decision regarding increasing the amount of mustard oil given in the ration of AAY/BPL families in the meeting with the senior officers of the department. He has given directions to implement it from February 2023 itself. Earlier, where ration card holders used to get Rs. 250/- for mustard oil, now they will be given Rs. 300/-.

        The Deputy Chief Minister said that from June 2021, the state government had decided to transfer Rs. 250 per family per month through DBT to the bank accounts of the concerned families in place of mustard oil to the AAY/BPL families. The amount is being sent to the concerned families through DBT.

        He informed that about 31.47 lakh families have been included in the new AAY/BPL list issued by the state government. The families will start receiving the enhanced benefit from February 2023 itself.

        The Deputy Chief Minister also said that the beneficiaries who are facing any problem in availing the benefits of DBT can lodge their complaint or problem on the portal https://grievance.edisha.gov.in or register their issue on helpline number 0172-3968400 issued by the state government.

Government serious about demands of players: Haryana Chief Minister

Haryana Chief Minister, Sh. Manohar Lal said that the Union Government has taken all the concerns of the players seriously and the Union Sports Ministry has asked the Wrestling Federation of India to respond in this regard within 72 hours; on whose report the central government will definitely take appropriate action.

He said that the central and state government through its welfare schemes are doing several works to boost the morale of the sportspersons. In relation to the latest case, if any matter is referred to the state government by the Centre, then cognizance will be taken of it. He said that no such complaint had come earlier and all the information was received only after the demonstration of the players yesterday.

Newly appointed Publicity Advisor in Information, Public Relations and Languages department, Tarun Bhandari pays courtesy visit to Chief Minister

The newly appointed Publicity Advisor in the Information, Public Relations and Languages Department, Sh. Tarun Bhandari paid a courtesy visit to Haryana Chief Minister, Sh. Manohar Lal at his residence Sant Kabir Kutir and thanked him for the new responsibility. On the occasion, Vidhan Sabha Speaker, Sh. Gian Chand Gupta was also present.After this, Sh. Tarun Bhandari officially assumed his office and also paid a courtesy call on Additional Principal Secretary to the Chief Minister and Director General, Information, Public Relations and Languages Department, Dr. Amit Agrawal.Sh. Tarun Bhandari said that he will seriously discharge the responsibility assigned by the Chief Minister. He said that under the able leadership of the Chief Minister, the state government is running welfare schemes for all sections. “It will be my endeavour to take the public welfare schemes and policies of the government to the masses, together with the department,” he added.Along with Sh. Special emphasis on 10 districts of Haryana

interacting with media persons, the Chief Minister said that the problem of water logging is commonly seen in 10 districts namely Rohtak, Jhajjar, Bhiwani, Hisar, Jind, Fatehabad, Sonipat, Kaithal, Palwal and Sirsa. Therefore, giving special focus to these 10 districts, most of the schemes approved in today’s meeting are for these districts only.

He said that it has been decided to hold a meeting of the Haryana State Drought Relief and Flood Control Board twice a year in the months of January and May. The short-term projects and long-term projects decided in the January meeting will be reviewed in the month of May. For water conservation and water reuse, the budget has been increased from Rs 35 crore, allocated previously to Rs 167 crore, shared Sh. Manohar Lal.

He said that instead of draining out the water from the population and agricultural sector, emphasis is being laid on recharging of this water. More than 50 acres of the area have a waterlogging problem, the government is ready to take this area and work will be done to construct a pond or recharge well on this land.

Chief Secretary, Sh. Sanjeev Kaushal, Chief Principal Secretary to Chief Minister, Sh. D S Dhesi, Additional Principal Secretary to Chief Minister, Dr. Amit Agrawal and various Administrative Secretaries also remained present in the meeting. The Deputy Commissioners of all the districts also joined the meeting virtually.

Flood-free Haryana by 2026, ‘Manohar Sarkar’ sets another target

Setting yet another target, ‘Manohar Sarkar’ now aims to make Haryana Flood-Free by 2026. For this, special projects would be set up in waterlogged areas.

This was decided in the 54th meeting of the Haryana State Drought Relief and Flood Control Board held under the Chairmanship of the Chief Minister here today. Deputy Chief Minister, Sh. Dushyant Chautala also remained present in the meeting, while Agriculture and Farmers’ Welfare Minister, Sh. J.P. Dalal attended the meeting through video conferencing.

Sh. Manohar Lal said that more emphasis is also being laid on water conservation and re-use of rainwater. With this, along with dealing with flood situations, groundwater recharging and optimum use of water in dry areas will also be ensured.

“For the meticulous implementation of this plan, 528 projects amounting to Rs.1100 crore have been approved in the meeting,” said the Chief Minister.

Cluster-based schemes prepared for waterlogged areas

Sh. Manohar Lal said that schemes worth more than Rs 312 crore have been approved for purchasing dewatering machinery and re-use of water. He added that this time schemes have been prepared for waterlogging through a cluster based approach.

The Chief Minister said that Bhiwani district has been considered as a cluster, under which the HDPE pipeline will be laid in 8 villages Kungar, Jatai, Dhanana, Badesra, Siwara, Premnagar, Ghuskani, Dhani Sukhan’s abadi and waterlogged areas. An amount of more than Rs. 16 crores will be spent on this. Under this scheme, water will be drained out from about 2000 acres of waterlogged land, said Sh. Manohar Lal.

Besides this, another cluster-based project has been planned for 3 villages namely Singhwa Khas, Puthi, and Madanheri, on which an amount of Rs. 9.31 crore will be spent. Under this plan, water will be drained out from about 1500 acres of waterlogged land. Similarly, another project costing about Rs. 4 crore has been prepared and will be implemented to drain out water from 885 acres of waterlogged land, shared the Chief Minister.

Similarly, a project costing Rs. 3.20 crore has been approved for the drainage of water from the fields of 3 villages namely Bhatol Jattan, Rangran and Kharkara considering district Hisar as a cluster. This will improve about 750 acres of waterlogged land. Apart from this, a scheme of Rs 2.50 crore has also been approved for Kharbala village. Separate schemes were also approved for the Rohtak district.

Prepare a plan to develop lakes on waterlogged land, CM
Sh. Manohar Lal directed the officers that lakes should be developed in water-logged areas. A plan should be formulated to make about 100 lakes, especially in NCR districts. With the development of these lakes, a permanent solution to the problem of water logging will be done; along with this the capacity of groundwater recharging will also increase. To develop these lakes, proposals will be sought from the farmers who are having waterlogged land.

The Chief Minister also reviewed the schemes approved in the 53rd meeting. While giving directions regarding some of those works which could not be started yet due to shortage of dewatering machinery, Sh. Manohar Lal gave strict directions that the purchase of dewatering machinery for the entire state should be done through the High Powered Purchase Committee.

A new scheme formulate for recharging borewell
The Chief Minister said that the availability of water is a big challenge in today’s time. Water conservation is the only solution to this. In this direction, recharging borewells are being set up by the government in the districts for groundwater recharging. Taking a step further, the government has made a new scheme, under which the farmer can set up recharging borewells on his land, shared Sh. Manohar Lal.  For this applications were sought from the farmers. Till now applications from 20,000 farmers have been received. The government will spend money on these borewells and some cooperation will also be taken from the farmers for setting up these borewells, he added.

An amount of Rs 179 crore will be spent on water conservation and water re-use
The Chief Minister said that in the 54th meeting, schemes have been prepared under different categories. In this, an amount of more than Rs 179 crore will be spent on 97 schemes for water conservation and water re-use. Along with this, an amount of Rs 71.41 crore has been formulated on 67 schemes in the protection of Abadi category, Rs 132.86 crore on 125 schemes in the Protection of Agriculture Land category, Rs 77.90 crore on 49 schemes in the Dewatering Machinery category, Rs 119.50 crore on 68 schemes of Reclamation of Agriculture Land category, he shared.

He further informed that an amount of more than Rs 110 crore had been approved on 59 schemes for the repair and construction of new structures for proper flow of water in the drains. Similarly, an amount of Rs 167 crore has been approved for 63 schemes under Haryana Water Resources Authority and Atal Bhujal Yojana.

The reasonable demands of PWD workers will be fulfilled – Sh. Dushyant Chautala

Haryana Deputy Chief Minister, Sh. Dushyant Chautala said that the reasonable demands of PWD mechanical workers working in the field will be fulfilled, and directions have been given to the departmental officers in this regard.

A delegation of the PWD Mechanical Workers Union met Deputy Chief Minister, Sh. Dushyant Chautala today in Chandigarh. The delegation submitted a memorandum of their demands. The workers working in the field of the department demanded an increase in the allowances given to the drivers for uniforms, shoes etc. and lathis, blankets, batteries to the watchmen.

Sh. Dushyant Chautala called the higher officers of the PWD department on the spot and directed them to prepare a proposal after departmental assessment and evaluation of the reasonable demands of the PWD workers.

Haryana to felicitate 86 daughters on National Girl Child Day

To mark the occasion of National Girl Child Day, being celebrated every year on January 24, Haryana Government has decided to honour a cash prize of Rs. 6,24,900 to 86 daughters of the state. Besides this, certificate of appreciation will also be given to each of them.

        In this regard, Minister of State for Women and Child Development, Smt. Kamlesh Dhanda held a meeting with the officials of the concerned departments here today.

        Smt. Kamlesh Dhanda said that as a result of the various schemes launched by the Central and State Governments for the welfare of daughters, they are getting great opportunities to excel in their career. Besides this, the Haryana girls have brought laurels to the country by their outstanding performance at National and International level events. Such girls who have made remarkable achievements in various fields will be honoured with appreciation certificate and cash prize.

        Minister of State for Women and Child Development said that on the occasion of National Girl Child Day, a cash prize of Rs. 11,000 will be given to the girls performed outstanding work in the field of sports, education, cultural and social work. Besides this, a cash prize of Rs. 5100, 2100 and 1100 with an appreciation certificate will be given to the girls performed at various National Level events.

Among those present in the meeting include Women and Child Development, Director, Ms. Monica Malik, Additional Director of Social Justice and Empowerment Department, Ms. Smt. Pooja Chanwaria, Joint Director of Women and Child Development, Dr. Poonam Raman and other senior officers.

Officers must settle complaints on CM window in time-bound manner: Sh. Manohar Lal

Haryana Chief Minister, Sh. Manohar Lal said that the disposal of complaints received on the CM window should be completed in a time-bound manner for quick redressal to the people. Besides, the Chief Minister will preside over the review meeting of CM Window every three months.

While presiding over the CM Window meeting here today, the Chief Minister said that a mobile app will be created for the departmental officers for complete information about the grievances of CM Window. He said that the details of the complaints regarding the police department should be kept separate and it should be disposed of within the time limit.

The Chief Minister said that to redress the grievances of the people, various departments should develop a separate system at their level. Along with this, information about redressal of complaints received during the last three months should also be made available to them on a regular basis. He said that in cases of corruption, the complaints should be disposed of by the concerned senior officers on priority basis and in case of complaint against any officer; only the senior officer should investigate the matter.

Sh. Manohar Lal said that the Chief Secretary can directly send the complaints of corruption to the Vigilance Bureau for investigation as per the requirement. Along with this, he should also regularly review the complaints related to various departments. He said that unless there is a clear order of the court in any case, the department should settle them within the time limit at its own level to provide relief to the complainant. Also, the reference of the complaint given to the department should also be registered in the complaints received in the CM window, he added.

The Chief Minister said that an Additional Director or Class-A officer should be made the nodal officer at the department level to resolve the complaints of CM Window. In this regard, the department heads will review redressal of complaints in 15 days, administrative secretary in one-month, Chief Secretary in two months and the Chief Minister in three months. Along with this, the complaints of the Panchayat Department at the district level should be redressed by the CEO and the complaints of the Urban Local Bodies Department by the DMC. The officers doing excellent work in redressing the complaints of CM Window will be appreciated.

The Chief Minister was apprised in the meeting that 10,58,888 complaints have been received on the CM Window, out of which 9,23,880 complaints have been resolved. Out of these, 54,262 complaints have been found inconsistent and action taken report has been received on 23,011 complaints. Along with this action has been taken on 10,057 complaints and 29,072 complaints are overdue and clarification has been sought on 17,614 complaints.

No case of re-employment in service beyond two years be considered in future-CS

The Haryana Government has decided that in future, case of re-employment of a government employee in service beyond two years will not be considered states a circular issued by the Chief Secretary, Mr Sanjeev Kaushal.

According to Rule-143 of Haryana Civil Services (General) Rules, 2016 and State Government Instructions, the re-employment can only be given in exceptional circumstances after 58 years for a period of maximum two years to a government employee beyond the age of superannuation. However, many departments are sending the proposals of re-employment beyond 2 years to Human Resources Department. The State Government has taken a serious view in this regard and decided that in future no case of re-employment in service beyond two years be considered. If there is requirement of service of any retired employee beyond two years, only contractual engagement may be considered as per policy/guidelines, with the prior approval of Human Resources Department (in Human Resources-III Branch added, Mr Kaushal.
