Directorate of Medical Education and Research organizes one-day 1st state-level medico-legal conference

The Directorate of Medical Education and Research, Haryana, organized a one-day 1st state-level medico-legal conference on the theme ‘Emerging trends in medico-legal Practice’. The conference was organized in collaboration with Kalpana Chawla Government Medical College, Karnal, while the Rajiv Gandhi National University of Law (RGNUL), Patiala was the knowledge partner for the same.

The chief guest on the occasion, Justice Sh. Rajesh Bindal spoke extensively about the role of information technology in medico-legal practice. He also explained about the software ‘MedLEaPR’, which was conceived by him during his tenure at the Punjab and Haryana High court. Vice Chancellor, RGNUL, Prof. Dr. G.S. Bajpai, was the guest of honour for the event. He spoke about regular sessions to be conducted on the knowledge update of medical professionals on legal issues.

Director, Medical Education and Research Department, Haryana, Dr. Aditya Dahiya said that the conference was held under overall supervision of Additional Chief Secretary, Health and MER, Dr G. Anupama. He said that more such events will be encouraged by the department in future for the medical fraternity from across the state.

During the conference, forensic medicine and forensic science experts from various medical colleges of the region and RGUNL, gave presentations on pertinent topics including medico-legal examination of female victim, sampling of DNA, recent judgements regarding medico-legal practice, medico-legal responsibilities of doctors, among others. The forensic medicine experts also held panel discussions and clarified the queries of the medical officers from the health department.

Chief Commissioner, Haryana Right to Service Commission, Sh. TC Gupta, who was a special invitee, spoke on the effective role a medical professional can play in timely and rightful service delivery to the beneficiaries.  Supreme Court advocate, Manisha Bhandari, practising advocate, Sudeep Vijayan and SSO, FSL, Madhuban, Garima Chaudhary were amongst other key speakers.

PENDING CASES ON THE BASIS OF COMPASSIONATE GROUNDS SHOULD BE SETTLED IMMEDIATELY: DR. BALJIT KAUR

     Following the directions of Chief Minister Bhagwant Mann to resolving all employment cases of compassionate grounds at earliest,  appointment letters have been handed over to two candidates on compassionate ground in Depatment of Social Security, Women and Child Development today.          Sandeep Singh has been appointed as a clerk in the office of Child Development Project Officer, Jalalabad  and Gurtej Singh has been appointed as a peon in the office of Social Security Officer, Ferozepur.Social Security, Women and Child Development Minister Dr. Baljit Kaur handed over the appointment letters to both the employees.          Congratulating the newly appointed employees, the Cabinet Minister implored them to serve the people with dedication and honesty. Meanwhile, she also directed the authorities to expedite the disposal of pending cases on compassionate ground in the department.          Joint Director Charanjit Singh was also present on this occasion.

MY GOVERNMENT COMMITTED TO ENSURE JUSTICE IN SACRILEGE AND FIRING INCIDENTS: CM

Asserting that the state government is fully committed to ensure justice in Behbal Kalan and Kotakpura incidents, the Punjab Chief Minister Bhagwant Mann on Friday appealed to the sangat to lift the roadblock at Behbal Kalan to avoid any inconvenience to commuters.

In an appeal to the people, the Chief Minister said that firing incidents at Behbal Kalan and Kotakpura along with Sacrilege of Sri Guru Granth Sahib ji at Bargari had bruised the psyche of every human being especially the Sikh sangat. He said that justice will prevail in both these incidents and the perpetrators of these heinous crimes will not be spared at any cost. Bhagwant Mann said that the state government is already leaving no stone unturned for this noble cause and those involved in these crimes will be soon behind the bars.

The Chief Minister said that due to Road blockage at Behbal Kalan a lot of inconvenience is being created to the common people. He said that this harassment of the masses should be avoided adding he appealed to sangat to lift the roadblock in larger public interest. Lashing out at Akalis and Congress, Bhagwant Mann said that both these parties have connived with each other to save the guilty of these incidents.

The Chief Minister said that, while the unfortunate incidents of desecration and firing on innocents took place during the Akali regime, the Congress actively shielded the perpetrators of these crimes during its tenure. Bhagwant Mann further said that the Akali-Congress, nexus that was shielding the accused, had been broken with the AAP Government coming into power, which is already making strenuous efforts to nab the perpetrators. He said that his government is firmly committed to bring the guilty to book and ensure justice in both these cases to assuage the sentiments of the people.

PSDM INKS MoUs TO SET UP THREE CENTRES OF EXCELLENCE AT KAPURTHALA, JALANDHAR AND LUDHIANA

      To bridge the skilling gap among youth, Punjab Skill Development Mission (PSDM) under the aegis of Punjab Government has inked MoUs with Industry Associations to set up three Centres of Excellence in Kapurthala, Jalandhar and Ludhiana districts.          According to an official spokesperson, these MoUs have been inked at level of Secretary, Employment Generation Skill Development and Training, Punjab and MD, PSDM with Associated Chambers of Commerce and Industry (ASSOCHAM), Sports Goods Manufacturing and Exports Excellence (SGMEA) Jalandhar and Metro Tyre/Rubber, Chemical & Petrochemical Skill Development Council (RCPSDC). At-least 2,700 candidates will benefit by getting free of cost skill training followed by employment/self-employment.          The Spokesperson further informed that ASSOCHAM in Centre of Excellence (CoE),Phagwarawill train and place 2,000 candidates, in trades of Automotive Machine Operator, Fitter Electrical and Electronic Assembly,Metro Tyrein CoE Ludhiana will train and place 500 youth in trades of Rubber Product Quality Assurance Supervisor, Rubber Calendar Operator, Rubber Product Internal Mixer Operator, Tyer Fitter (servicing and maintenance), Assistant Operator (Tyre Retreading Building & Curing), Rubber Extruder Operator, Rubber Molding /Curing Supervisor. Similarly,in CoE Jalandhar 200 candidates extendable to 5,00 candidates in trades of Stitching operator (Goods & Garments), Cutting operator (Sports Goods) and Cutter (Goods & Garments) will be trained. These trainings will start before 30th April, 2023 and interested candidates can approach the District Offices of Skill Development or Employment Generation to seek more information and for getting enrolment in the offered skill training courses.

RURAL DEVELOPMENT AND PANCHAYAT MINISTER INSTRUCTS TO INSTALL BIOMETRIC ATTENDANCE SYSTEM IN ALL FIELD OFFICES

     To streamline the official functioning and provide hassle free citizen centric services, Punjab Rural Development and Panchayat Minister Kuldeep Singh Dhaliwal on Friday instructed to install Biometric Machines to mark the attendance of employees in all field offices of the department.          Disclosing this, the Cabinet Minister informed that it has been observed that some of the employees were coming late in field offices across Punjab due to which public has to go through tough times thereby the department has started to mark the attendance on Biometric Machines to counter this problem and provide on time services to the masses. He instructed that the Biometric Machines would be installed up to February 28, 2023 at all field offices of the department so that the attendance would be marked from March 1, 2023.          Speaking about the initiative, Kuldeep Singh Dhaliwal informed that some of the other departments have already introduced Bio-Metric Attendance System a few years back but the same was discontinued due to COVID Pandemic. ‘’Other departments will follow the footsteps to install these systems, while some of them have already resumed this system to mark the attendance,’’ he added.          The Cabinet Minister said that the Punjab Government led by Chief Minister Bhagwant Mann firmly committed to provide citizen services to the people at their doorsteps thereby the steps have been taken to counter the practice of absenteeism among the employees. He exhorted that the government would ensure that the people will not face any hardships for public utility services.

Vigilance Bureau nabs Forest Guard red handed for taking bribe Rs. 15,000

IEP Chandigarh, February 10

          Aiming to curb the menace of corruption in the state on the directions of Punjab Chief Minister Bhagwant Mann, the Punjab Vigilance Bureau (VB) on Friday nabbed a Forest Guard Munish Kumar, posted at Malerkotla and residing at Sunam road, Sangrur red handed for accepting a bribe of Rs. 15,000.

          Disclosing this here today, a spokesperson of VB said the above said forest official has been arrested on the complaint of Nirbhey Singh, resident of village Burj, Malerkotla district.

          Giving more details he informed that the complainant has approached the VB and alleged that the above said official has been demanding a bribe of Rs. 15,000 for for not reporting the damage to forest park adjoining his plot.

          After verifying his complaint, a VB team from economic offences wing Ludhiana range laid a trap and the accused Forest Guard was arrested while accepting a bribe of Rs. 15,000 as a bribe from the complainant and the tainted money was recovered from him in the presence of two official witnesses, he added.

          The spokesperson informed that a case under prevention of corruption act has been registered against the accused official at VB police station Ludhiana range and further investigation was under progress.

POLICE CHIEFS OF PUNJAB AND CHANDIGARH HOLD COORDINATION MEETING

          In order to ensure better synergy between both the forces, a coordination meeting between Punjab Police and Chandigarh Police was held under the Joint Chairmanship of Director General of Police (DGP) Punjab Gaurav Yadav and DGP Union Territory Chandigarh Praveer Ranjan at Punjab Police Headquarters here on Friday.

          ADGP Law and Order Punjab Arpit Shukla, Inspector General of Police (IGP) Ropar Range Gurpreet Singh Bhullar, Senior Superintendent of Police (SSP) Chandigarh Manisha Chaudhary and SSP SAS Nagar Sandeep Garg also attended the meeting.

           During the meeting, detailed discussions were held to formulate a strategy and Action Plans against gangsters & criminals who have been operating in these states.

          Stressing on the need to develop an internal mechanism for maintaining better coordination between both the forces, DGP Gaurav Yadav proposed that quarterly or bi-monthly meetings shall be conducted between the District Police Chiefs and SSPs of the neighbouring states to discuss activities of the gangsters and criminal gangs operating in the region as so many of the issues and crime patterns are similar and inter-related.

          He also laid emphasis on the real time sharing of information by the use of latest technology to to share the update pertaining to maintain law and order in the region. He also directed SSP Mohali to hold regular meetings with SSP Chandigarh and DCP Panchkula to discuss the crime trends and law and order situation in the tricity.

          DGP Gaurav Yadav said that Punjab Police is committed to ensure better synergy between both the forces to make Punjab a crime-free state as per the vision of Chief Minister Bhagwant Mann.

PUNJAB POLICE ARREST ASSOCIATE OF CANADA-BASED TERRORIST LAKHBIR LANDA, HIS THREE AIDES FROM JALANDHAR

IEP CHANDIGARH/JALANDHAR, February 10:        

  As part of the ongoing drive against anti-social elements launched on the directions of Chief Minister Bhagwant Mann, Punjab Police arrested an associate of Canada-based terrorist Lakhbir Singh alias Landa and his three aides after recovering four pistols along with ammunition from their possession, said Director General of Police (DGP) Punjab Gaurav Yadav here on Friday.          The arrested key accused has been identified as Vijay Kumar alias Toti of village Bhikha Nangal in Kartarpur, Jalandhar, while, his three aides have been identified as Amardeep Singh alias Patwari, Sooraj Singh and Rahul Lahoch, all residents of Jalandhar. Whereas, all the accused persons are History-sheeters, the main accused Vijay alias Toti has been facing as many as 18 criminal cases pertaining to drugs, illegal weapons, kidnapping and extortion.          DGP Gaurav Yadav said that acting on a reliable input that accused Vijay along with his gang members were hatching a conspiracy to commit crime in Kartarpur area, Police teams from Jalandhar Rural promptly conducted special naka near Drain in Durgi area of Jalandhar and successfully arrested all the four accused persons, who were travelling on two motorcycles.          He said that the Police impounded both the motorcycles and have recovered four pistols including two .32 bore country-made pistols along with 10 live cartridges, one 9 mm country-made pistol along with two live cartridges and one .12 bore country made pistol along with one live cartridge from their possession.          Divulging more details, Senior Superintendent of Police (SSP) Jalandhar Rural said that two of the arrested accused persons were also wanted by Kapurthala Police in kidnapping case, wherein they had abducted a resident of Gaji Gadana village in Kapurthala district and sought Rs 3 crore as ransom for his release. The case FIR was registered under relevant sections of the Indian Penal Code (IPC) at Police Station Dhilwan in Kapurthala.          Meanwhile, a fresh case FIR no. 16 has been registered under sections 379-B, 386, 392 and 506 of the Indian Penal Code (IPC) and section 25 of the Arms Act at Police Station Kartarpur.

Trials of Punjab teams for All India Services Kabaddi Tournament on 13th February

          Central Civil Services Cultural and Board are organizing the All India Services Kabaddi (Men & Women) tournament from 20th February to 24th February 2023 at New Multipurpose Hall, Dehradun.

          Trial for the selection of Punjab Kabaddi (Men and Women) teams for this tournament will be held at Guru Nanak Stadium, Ludhiana on February 13, 2023, at 10 am.

          The spokesman of the sports department further informed that in these trials security services personnel/para-security organizations/central police organizations/police/RPF/CISF/BSF/ITBP and NSG etc., autonomous parties/undertakings/public sector Banks including central ministry run banks, excluding casual/daily workers, temporary office workers, newly recruited employees who have been in regular services for less than 6 months, Government employees (regular), government officials (regular) of different departments can participate only after receiving NoC from their departments.

          The cost of travel, accommodation and food in this tournament will be paid by the player personally.

Special camp to link voter card with Aadhaar card on February 12

 Special camps are being held on February 12 at SAS Nagar to link voter card with Aadhaar card. Giving this information, District Election Officer and Deputy Commissioner SAS Nagar, Mrs. Ashika Jain has appealed to voters to link their voter cards with Aadhaar card. In this regard, special camps are being organized as per the instructions of the Election Commission of India. These special camps will be organized on February 12, 2023 at all the polling stations.

Mrs. Jain said that, during the special camps BLOs will be present at their respective polling stations and collect Form 6B to link the Aadhaar card with the voter card. Apart from this, the District Election Officer has appealed to the voters to give full support to the BLO in this campaign so that the Aadhaar card of all the voters of the district can be linked with the voter card. Voters themselves can fill form no.6 on nvsp.in or Voterhelpline App to link their voter card with Aadhaar card. The purpose of this is to provide better electoral services to voters in future.
