H&UD DEPT SLAPS SHOW-CAUSE NOTICES ON 42 & CHARGE SHEETS 3 OFFICIALS FOR DERELICTION OF DUTY

Adopting zero-tolerance towards delay in service delivery to the people of the state, Punjab Housing and Urban Development (H&UD) Department has issued show-cause notices to 42 officials, besides charge-sheeting three officials— two Senior Assistants and an Assistant Estate Officer, for dereliction of duty. This strict action has been taken on the directions of Housing and Urban Development Minister Mr Aman Arora.Divulging the details of the case, Mr. Aman Arora said that to ensure delivery of services to the public on time, the H&UD department has put in place an online mechanism in which applications and files received by the Department are being monitored by senior officials and by him personally.Recently, he himself personally examined the pendency of each application at each level and it was found that maximum pendency was at the level of 45 officials across the department, who were issued show-cause notices, while, three have been charge-sheeted for not responding to the show-cause notices and dereliction of duty, as undue delay in clearance of applications lead to harassment and unethical corrupt practices, which is absolutely unacceptable and will not be tolerated at any cost, the H&UD Minister categorically said.Three Officials, who got charge sheeted, include Jaspal Kaur Assistant Estate Officer of Patiala Development Authority, Rajesh Kumar Senior Assistant (Accounts) of Amritsar Development Authority and Parminder Singh Senior Assistant of Estate Office GMADA.The 42 officials, who have been issued show-cause notices, include a JE (Civil) of Amritsar Development Authority, four JEs of Jalandhar Development Authority, a Section Officer (SO) and a Senior Assistant (Accounts) of Bathinda Development Authority. Four Senior Assistant (Accounts), an Assistant Estate Officer, a Sub Division Engineer (Civil), a Superintendent and a SO of GLADA. Similarly, in GMADA as many as 27 officials including an Estate Officer (Housing), an Estate Officer (Plots), three Assistant Estate Officer, four Superintendent (Estate Office), two Senior Assistant (Accounts), seven clerks, seven Senior Assistant, two JEs (Civil) were issued show cause notices.Giving warning to the shirkers, Mr. Aman Arora categorically said that public servants’ lackadaisical approach towards work will not be tolerated at any cost. Central Government praises Punjab’s health infrastructure: Becomes Leading state in implementation of Surakshit Matritav Ashwasan program

Chief Minister Bhagwant Mann’s efforts to improve the health infrastructure of Punjab seem to be fructifying, in the national workshop on Maternal Health held in Delhi,the Minister of State for Health of the Government of India Dr. Bharti Praveen Pawar awarded first prize to Punjab for successful implementation of Surakshit Matritav Ashwasan  (SUMAN) program in the state.Giving more information about this, Health and Family Welfare Minister Punjab Chetan Singh Jauramajra said that the Bhagwant Maan government of the state is making tireless efforts to keep its promise of providing better health facilities to the people. Thanks to those efforts, the health infrastructure in Punjab, which was in a very bad condition earlier, is now seeing a lot of improvement. The national ‘Suman’ programme, which was started with the aim of reducing the maternal-child mortality rate, has been implemented in in Punjab in a very successful manner, under which better maternity facilities are guaranteed to pregnant women.The Health Minister said that in the latest data released by the Central government, a great improvement has been seen on the front of maternal mortality rate in Punjab, which is an indicator of the positive changes taking place in the health scenario of the state. He also praised and congratulated all the doctors of the health department, especially the Director Health Services (FW) Dr. Ravinderpal Kaur, Assistant Director Dr. Vaneet Nagpal, Program Officer Dr. Inderdeep Kaur and other paramedical staff who have worked diligently to provide health facilities under the ‘Suman’ program in the state. Talking about the importance of health, Jauramajra said that the progress of any state or country is possible only if its residents are healthy, therefore the Punjab government has given the highest priority to the health of the people so that Punjab can become a developed and prosperous state.He expressed the hope that due to the efforts being made by the government in health, a lot of development is being seen in the health framework of Punjab in a short time and the dreams of Chief Minister Bhagwant Mann will soon come true in providing quality health facilities in Punjab and will be number one state in the field of health. AN EXCLUSIVE INITIATIVE OF MANN GOVERNMENT, FEROZEPUR BECAME THE FIRST DISTRICT OF PUNJAB TO CLEAR ALL ITS LEGACY WASTE: DR.INDERBIR SINGH NIJJAR  Chandigarh, December 18          Punjab government led by Chief Minister Bhagwant Mann is continuously working to provide basic facilities, clean and pollution free environment to the people of the state.Working in this direction, Local Government Minister Dr.Inderbir Singh Nijjar said that Ferozepur has become the first district of Punjab to clean all it’s legacy waste,  which has cleaned 7911 MTs of its legacy waste.Giving more information in this regard, Local Government Minister Dr. Inderbir Singh Nijjar said that District Ferozepur consisting 8 Urban Local Bodies (ULB’s) including Ferozepur, Zira, Guruharsai, Talwandi Bhai, Mallanwala, Mudki, Makhu and Mamdot has cleared all its legacy waste. Local Government Minister Dr.Nijjar said that now daily waste is being sent to MRF and  compost pits so that it can be recycled.  He also informed that Door to Door segregation is around 85 percent, remaining mixed waste is segregated daily and disposed of on the same day.Cabinet Minister Dr.  Nijjar said that now efforts are being made to get 100 percent Door to Door waste segregation.Local Government Minister Dr. Inderbir Singh Nijjar said that the dream of Punjab government led by Chief Minister Bhagwant Mann is to provide a clean and pollution-free environment to the people of Punjab.  Taking a step forward in this direction, the Punjab government has started it from Ferozepur district, now this campaign will be taken forward in other districts so that the state can be made clean and pollution free.Minister said that this work has been possible only with the hard work of the management, officials and employees of the local government department.  For this, he congratulated the management, officers and employees of the department. 

Punjab to hold Mega Parents-Teacher meeting on December 24 : Harjot Singh Bains

Under the leadership of Chief Minister Bhagwant Mann, the School Education Department will hold Parents-Teachers meeting named Inspire 2.0 at government schools across Punjab on 24th December The department had expected to involve more than 10 lakh parents in this meet.Divulging this, Punjab School Education Minister Harjot Bains said that during this program, which will organised from 10:00 am to 3:00 pm, teachers, students and their parents, school management committees and other renowned persons will sit together and discuss ways to improve the education system. He said that exhibitions showcasing the works done in schools, library Langars and academic achievements to be the center of attraction of this program.Mr. Bains urged the people to ensure their participation in this historic event. He asked the officials to reserve the entire day of December 24 to encourage teachers and students so that the dream of making Punjab’s school education system world-class could be realized.

Two-day NAAC Awareness Programme organized

Two-day NAAC Awareness Programme was organized by the Department of Higher Education, Chandigarh Administration on 20th-21th December 2022. The 1st day programme was held in Sabras Auditorium of Post Graduate Government College for Girls, Sector-42, Chandigarh. Ms. Purva Garg, Secretary Education, UT Chandigarh Administration was the Chief Guest on the occasion. Shri Rajiv Kumar Gupta IAS, DPI (Colleges) Punjab and Secretary, State Board of Technical Education and Shri Amandeep Singh Bhatti, PCS, Director Higher Education, Chandigarh Administration also graced the occasion.

 The Programme was attended by about 500 dignitaries from Higher Education, Departments Principals NAAC Coordinators of almost 250 colleges from Chandigarh and Punjab and NAAC Coordinators from Punjabi University, Patiala, Punjab University, Chandigarh and Guru Nanak Dev University, Amritsar. The august gathering was formally welcomed by the Principal Prof. (Dr.) Nisha Aggarwal. Ms. Purva Garg, IAS, Education Secretary, Chandigarh Administration addressed the audience and spoke on the importance of NAAC and encouraged the organizations to make the best of available resources, capabilities, and opportunities for continuous improvement.

 The Programme had three technical sessions. In session one, Dr. Jagannath Patil, Adviser, NAAC, Bengaluru gave an overview of RAF (Revised Accreditation Framework). In session two Dr. Shyam Singh Inda, Assistant Adviser, NAAC, Bengaluru, spoke on Data Validation & Verification (DVV), Student Satisfaction Survey (SSS) and Peer Team Visit (PTV). In session three, Dr. Dalip Kumar, Registrar, Amity University, Punjab explained in detail the Quality Indicator Framework and how it becomes the cornerstone of the assessment and accreditation process of NAAC. The technical sessions were followed by informal interaction wherein the participants clarified their doubts. A formal Vote of Thanks was delivered by Prof. Lakhvir Singh, NAAC Coordinator and Additional State Project Director, RUSA. It was a great initiative on the part of the Chandigarh Administration to encourage more HEIs from Chandigarh and Punjab to evaluate their quality of education, infrastructure, teaching, research and learning and qualify to apply for NAAC accreditation.

The 2nd day programme was organized at State Project Directorate, RUSA, Sector-42, Chandigarh, where officers from Punjab and Chandigarh Higher Education Departments and members of Internal Quality Assurance Cell (IQAC) interacted with the officials of NAAC Bengaluru. Dr. Jagannath Patil and Dr. Shyam Singh Inda the Session was chaired by Sh. Amandeep Singh Bhatti, Director Higher Education, Chandigarh Administration. The Programme started with welcome address from Prof. Anita kaushal, Principal PGGCG-11, Chandigarh, Dr. Ashwini Bhalla, Deputy Director (Colleges) gave presentation on Higher Education Status of Punjab and Presentation on Status of Higher Education of UT. Chandigarh was given by Prof. Lakhvir Singh ASPD, RUSA. The Programme ended with the vote of thanks from Prof. Punam Aggarwal, IQAC member and Principal GCC&BA, Sector-50 Chandigarh.

Vigilance registers case against lady Sarpanch, two MGNREGA officials and a private person for embezzlement in funds

 The Punjab Vigilance Bureau (VB), during its ongoing campaign against corruption in the state, on Wednesday registered an embezzlement case against against lady Sarpanch, two MGNREGA officials and a private person for committing embezzlement in MGNREGA funds to the tune of Rs 2,16,510. In this case Amandeep Kaur, Sarpanch, gram panchayat Kot Jaspat, district Tarntaran has been arrested. Teams have been formed to arrest the other accused.

Disclosing this here today a spokesperson of the state VB said this misappropriation case has been registered after investigation of a complaint against Amandeep Kaur Sarpanch, Jodhveer Singh, Gram Employment Assistant MGNERGA, Tarunpreet Singh, technical assistant, MGNERGA of gram panchayat Kot Jaspat, district Tarntaran and Prem Singh, a private person who have colluded to usurp the government funds.

Giving details he further informed that during the probe it has came to light that the above mentioned accused in conniving with each other prepared forged muster rolls of labour under MGNERGA scheme in the village and encashed fake salary bills from bank which were in the names of their known persons shown as labourers. It was proved in the investigation that the above said accused have misused their official positions to misappropriate the government funds for their own purposes.

The spokesperson further added that in this regard a case under section 409, 420, 467, 468, 471, 120-B of IPC and under section 13(1) A, 13(2) of prevention of corruption act has been registered at VB police station Amritsar. Further investigation in this case was under progress.

NHRC notices to the Maharashtra Chief Secretary and the Collectors of eight Districts of the Marathwada region over the reported rising instances of child marriage

 The National Human Rights Commission, NHRC, India has taken suo motu cognizance of a newspaper article highlighting the malpractice of child marriage prevailing in the Marathwada region of Maharashtra due to which a large number of women are forced to lead a miserable life. The article has documented the plight of some child marriage victims in the region. The Commission has observed that the contents of the article about the plight of the victims of child marriages, if true, amount to a violation of human rights relating to their life, liberty, dignity, and equality of the poor people especially, the women in the Marathwada region. Accordingly, it has issued notices to the Chief Secretary, Government of Maharashtra, and the District Collectors of Jalna, Aurangabad, Parbhani, Hingoli, Nanded, Latur, Osmanabad, and Beed in the State, calling for a detailed report in the matter including the steps taken/ proposed to be taken to address the issue raised in the news report. The response from the authorities is expected at the earliest but not later than 6 weeks from the issuance of these orders. The Commission has also asked its Special Rapporteur, Mr. P.N. Dixit to visit the Marathwada region; collect data, make an in-depth study of the problem of child marriage and suggest measures within 3 months for better implementation of the law in force.  It has noted that despite the provisions for punishment with rigorous imprisonment extending upto 2 years, and the fine upto Rs.1 lakh in the case of the marriage of a male of lower than 21 years and a female lower than 18 years, the incidents of child marriage are reportedly happening in many parts of the country.  The Commission has further observed that government agencies have to be more vigilant and active to take effective steps to fight this social evil. The plight of the young girls/women who are falling prey to the lack of infrastructure and apathy of the government agencies as mentioned in the article is indeed a matter of concern.  According to the article, carried on 21st December, 2022, amid social instability, financial constraints, lack of education, rigid religious and caste-based rituals/traditions, lack of natural resources, drought conditions, and reckless attitude of the government agencies, the number of child marriages has been rising in the region. It has also been mentioned that most children go to school only for six months a year and for the remaining period, they keep working in the sugarcane fields for their livelihood.The article claims that as per the data, there has been a sharp rise in the number of cases of child marriages after the Covid pandemic.  It pitches in for an urgent need on the part of the government agencies to take immediate steps to encourage skill-based education like dairy farming, poultry, fashion designing, agro-business, and other mechanical training for the youth so that the social menace like child marriage could be eradicated from the society.

AAP acting as East India Company: Warring says, Kejriwal treating Punjab as occupied colony

Punjab Congress today launched a scathing attack on the Aam Aamdi Party government in the state over appointing two rank outsiders to two important positions in the Real Estate Regulatory Authority, Punjab. 

“While Aam Aadmi Party is acting like East India Company, its supremo Arvind Kejriwal is treating Punjab as an occupied colony and rehabilitating his favourite non-Punjabis in the state”, Warring said in a statement, while reacting to appointments of Satya Gopal and Rakesh Goel in RERA.

He wondered why the AAP was not able to find any Punjabi worth and competent to hold important positions in the government. He pointed out, earlier the AAP nominated mostly non-Punjabis and non-politicians to the Rajya Sabha and now it had started the process to “infiltrate” outsiders into the state administration.  

“Didn’t you find any Punjabi worth the chairmanship or membership of RERA that you had to bring in people from outside?” Warring asked Kejriwal while feeling sorry for prominent and competent people in AAP Punjab who have not only been ignored but humiliated. 

“This is a harsh judgement on the credibility and competence of all those Punjabis who worked hard to install AAP government in Punjab but are being scornfully ignored when time had come to reward and compensate them for hardwork”, he remarked, while expressing full sympathies with and telling them it is still not too late to correct the mistake they committed by supporting the AAP.

District Level Workshop held regarding Good Governance Week

As a part of Government of India’s celebration of Good Governance Week from 19-25 December, 2022, the UT Chandigarh Administration held a District Level Workshop on 23 December, 2022 under the Chairmanship of Sh. Yashpal Garg, D.C. Chandigarh. Sh. Inderjit Singh Sandhu, ex-ADC, UT Chandigarh, was the Chief Guest during the occasion.

The DC welcomed the chief guest and briefed about the Good Governance Week. He said that the basic objective of good governance is to take government services at the doorstep of every citizen on the lines of ‘Prashaasan Aapke Dewaar’ and ‘Prashaasan Gaon ki aur’. Chandigarh Administration will work in this direction and upload the pictures and videos of activities conducted on the portal created for Good Governance week.

Sh. Yashpal Garg gave example of Estate office that many services have been made online to facilitate the citizens. He said that the State employees, especially those entrusted with public dealing, are the face of the department and should deal with the public politely and responsibly. He also said that the officers should be accessible to the general public.

The chief guest, Sh. Inderjit Singh Sandhu said that today the staff is better trained and better equipped and thus they should perform their duty with full dedication, commitment and sensitivity so as to facilitate and mitigate the problems of public.

The officials from Chandigarh Housing Board, Health department and Social Welfare department gave their respective presentations about how they have implemented various initiatives for the betterment of people of city.

Punjab Vidhan Sabha Speaker pays tribute to Sahabzadas and Mata Gujri Ji

Punjab Vidhan Sabha Speaker S. Kultar Singh Sandhwan has paid tribute to the Sahabzadas and Mata Gujri ji.

 Sahibzadas of Sri Guru Gobind Singh Ji, Ajit Singh (18 years) and Jujhar Singh (14 years) were martyred in Chamkaur Sahib on the morning of December 22 while fighting a unique war with a large number of Mughal forces while Sahibzada Zorawar Singh (seven years and eleven months) ) and Sahibzada Fateh Singh (five years and ten months) were martyred at Sirhind. S. Sandhwan said that the martyrdom of Sahabzadas is an expression of determination towards their beliefs. He appealed to the people to remain firm in their belief and asked them to take guidance from the great sacrifice of the Sahabzadas.   

Punjab Government fully committed to solve all the problems of the people- Kultar Singh Sandhwan
