IEP New Delhi, December, 23 2022

The National Human Rights Commission, NHRC, India has taken suo motu cognizance of the media reports that the administration of a state-run school in Mahoba district of Uttar Pradesh called a Tantrik to treat 15 girl students, who fell ill after consuming a mid-day meal. Reportedly, they were taken to hospital after police intervention. The Commission has observed that the contents of the media reports, if true, amount to human rights violations of the victim students, who instead of being taken to a hospital for treatment by the school authorities, were reportedly subjected to superstitious practices at a government-run school. Accordingly, it has issued a notice to the Chief Secretary, Government of Uttar Pradesh calling for a detailed report in the matter within 4 weeks.  It is expected to include the steps taken or to be taken to ensure that this type of incident should not recur in the future in the State. Issuing the notice, the Commission has also observed that apparently, a sub-standard mid-day meal was served to the students leading to their illness, which is indicative of the apathy of the concerned authorities.  Besides, the school teachers are expected to educate the students and not to make them believe in such superstitious malpractices. According to the media reports, carried on 21st December, 2022,  a video purportedly showing the girls being subjected to sorcery by a Tantrik came to the notice of the police, who chased him away before taking the ill students to the local Community Health Centre for treatment. Most of them are in the age group of 9 to 13 years. Reportedly, the villagers had blamed ghosts in the school for the illness of their children.

As announced by Chief Minister, Sh. Manohar Lal, the Cancer patient suffering from Stage III and IV Cancer will now start getting a monthly pension of Rs.2500 for which a separate budgetary provision of Rs 68.42 crore has been made by the state government.

Earlier, in terms of giving monthly pension to cancer patients, Tripura was the only state in the country that has been giving monthly financial assistance of Rs.1000 to stage-3 cancer patients.

Chief Minister had announced this pension in May this year

It was in May this year when the Chief Minister while meeting the families of cancer patients, had assured them that the State Government will extend every possible help to them. He then had informed that this assistance would be given to those patients whose family’s annual income is up to Rs.3 lakh.

Pension will be transferred directly to bank accounts through Public Financial Management System (PFMS)

In a bid to ensure that the actual beneficiaries get the scheme benefit, the income verification of such patients would be matched with PPP. The beneficiary will get the said benefits till they are alive. Documents verified by the committee of the Civil Surgeon Office will have to be uploaded through Saral Kendra. Applicant must bring ration card, voter card, pan card, passport, bank passbook, telephone, water, electricity or other utility bills with home address or land record documents/Parivar Pehchan Patra to Saral Kendras for necessary verification. The ASHA worker/ANM will verify the survival certificate of the patient which will be counter-signed by the health department.

State Government offers all support to cancer patients

The financial assistance given to cancer victims from the Chief Minister’s Relief Fund was earlier approved by the Chief Minister’s Office. The concerned Deputy Commissioner then used to forward the matter to the Chief Minister’s Office, which was a time-consuming process. As soon as this matter came to the notice of the Chief Minister, he then had given directions to the Deputy Commissioner to issue this financial assistance amount at his own level. This amount of up to Rs 1 lakh is given at the district level as financial help to the patient.

Showing sympathy towards these cancer patients, Haryana Government has now decided that if the patient is taking advantage of any other type of social security pension or old age pension scheme, then he will also continue to get an additional monthly pension of Rs. 2500.

CS stresses on ‘Circular Economy’ for overall growth

IEP Chandigarh December 23

Haryana Chief Secretary Sanjeev Kaushal today stressed the identification of appropriate location and land availability in the planning at various levels before setting up waste management infrastructure in the state.

Laying emphasis to promote and implement ‘Circular Economy’ in the state, Sanjeev Kaushal said that with the growing economy in different sectors and the expansion of the urban areas due to fast expansion of their jurisdiction the need for upgrading the waste management infrastructure also arose.

It may be stated that ‘Circular Economy’ is an economic system, which involves sharing, leasing, reusing, repairing, refurbishing and recycling existing materials and products as long as and wherever possible in different spheres.

Kaushal here today suggested various important measures to implement ‘Circular Economy’ in the state along with its implementation across the Country. During the presentation Union Cabinet Secretary, Rajiv Guaba, CEO Nitti Ayog, Sh. Parameswaran Iyer, Secretary, Ministry of Housing and Urban Affairs, Sh. Manoj Joshi, Secretary, Department of Drinking Water and Sanitation, Smt. Vini Mahajan besides Chief Secretaries of various states were present.

Taking ahead the vision of encouraging a Circular Economy as envisioned by the Hon’ble Prime Minister, Kaushal urged the need to strengthen the monitoring of various policies run by the government.

Kaushal said that the states should notify and amend the policies and bylaws from time to time for incorporating new elements as per the national priorities and changing situation. Enforcement mechanism will eventually streamline the waste management operation, he added.

The Chief Secretary said that informal sectors play a very important role in the waste management value chain. A huge quantity of dry waste has been managed by them in an informal manner.

They should be integrated in the waste managed value chain with the help of Community- Based Organizations (CBO) and Self-Help Groups (SHG), Kaushal said adding that they can be engaged in the management of dry waste as they are very much prominent in the dry waste management.

Sharing measures about managing organic waste, he further said that the bio-fertilizer/organic manure generated from the biogas/CBG plants have got a very good nutrient value. There off take can be ensured by engaging with the local farmers and fertilizer co-operatives through formal agreement, capacity building and IEC activities.

Kaushal said that all the waste processing plants, specifically organic waste processing plants should be identified, and the assessment should be done to calculate the GHS emission reduction. This can be done with the help of identified Clean Development Mechanism (CDM) agencies, he added.

Stressing that e-marketplace has an important role in disbursement and sale of various products, Kaushal further said that the processed by-products of C and D waste should be featured in the Government E-marketplace so that the buyers can directly buy the required quantity of materials from there.

State needs to plan for the same and register one entity as the overall responsible agency for the same. For certain processed/recycled products Bureau of Indian Standards (BIS) standards are available which can be used only for non-load bearing construction works.

Kaushal said that it should be ensured that all the processed products are BIS certified and this will help in creating a market for the offtake of these products, he added.

On the occasion, Additional Chief Secretary, Environment and Climate Change Vineet Garg, Additional Chief Secretary, Urban Local Bodies Arun Kumar Gupta, Additional Chief Secretary, Public Health Engineering A.K. Singh and other senior officers were present.
