Chief Minister meets families of martyrs in Bhiwani’s Bapora village

Haryana Chief Minister, Sh. Manohar Lal visited the residence of Vir Chakra awardee, Sh. Mathan Singh, who was martyred in 1965 and met the family; before the Jan Samvad programme in Bapora village, Bhiwani district. The Chief Minister also met the families of Girwar Singh, who was martyred in Sri Lanka in 1989, Suraj Pal, who was martyred in 1965, Bhanwar Singh, who was martyred in 1971 and Pratap Singh, who was martyred in 2005.

        On the occasion, the Chief Minister said that the people of the country are proud of such brave sons who laid down their lives for the nation. “Haryana has been the land of brave soldiers,” he added.

        “Whether it is war with China or Pakistan or fighting terrorists, these brave sons preferred to give martyrdom. Today, a strong India is being built because of the sacrifices of the brave soldiers. The people of the country should forget mutual bitterness and contribute to the development of the country,” said Sh. Manohar Lal.

Bhiwani’s railway junction is named after Mathan Singh

       Rifleman Mathan Singh was martyred in the Indo-Pak war of 1965 and was awarded with the honour of Vir Chakra. Bhiwani’s railway junction is named after him. Bapora is the village of martyrs and soldiers. Former Army Chief, General VK Singh is also from Bapora village, who is currently a minister in the Central Government.

RTS Commission slaps a fine of Rs. 60,000/- on Mining Officer

Haryana Right to Service Commission has imposed a penalty of Rs. 60,000 (Rs. 20,000 each in 3 cases) on Sh. Balram Singh, erstwhile Mining Officer, Faridabad who had been delaying cases inordinately.

        Giving more information in this regard, RTS Secretary informed that the Commission observed that in few cases delay was evident in the delivery of Mineral Dealer Licence, notified service under the Haryana Right to Service Act, 2014 as observed in the monthly performance reports for the months of February and March, 2022 of the Mines and Geology Department.

        Taking cognizance of the matter, the Commission called for an immediate inquiry and issued a suo moto notice to the Director, Mines and Geology Department to share the status report on these cases .

        He said that the delivery of the Mineral Dealer License is under the notified service which should be delivered to the applicant within the timeline of 45 working days. However, in certain cases applications were found pending for more than a period of over one year as well.

He further stated that three such cases were found pending with Mining Officer, Faridabad for more than a year despite the MO being furnished show cause notices. The facts discovered during the probe indicates the lapse on the part of Sh. Balram Singh, who held the charge of MO Faridabad till February, 2023 is highly inordinate. The allegations were ratified by Director, Mines and Geology as well.

        The RTS Secretary said that considering all the facts observed during the inquiry the commission decided to impose a penalty of Rs. 60,000/- (Rs. 20,000 each in 3 cases) on MO, Sh. Balram Singh.

        The Commission, while expressing its extreme displeasure at the supervisory role being played by the Department HQ. Director, Mines and Geology instructed that in future, the Commission intends to penalise the Designated Officer for such delays. They should ensure clear SOPs for each level for dealing with such cases and robust monitoring on their part. The HQ officials managing specific districts should also be made to act more diligently towards their responsibilities.

        He added that the Commission will continue to take stringent action against officers/officials taking laxity in their approach towards public work.

Brought many radical changes for good governance, says Haryana CM

   Sh. Kaushal said that instructions have been issued by the government to all administrative secretaries and heads of departments to provide information on sensitive posts of departments, boards and corporations under them and the information of officers and employees posted on them for more than three years in the prescribed proforma. He said that many departments, boards, and corporations have not yet made this information available to the CS office. He further stated that the said information should be made available at the earliest.

        The Chief Secretary directed to provide category-wise details of the approved and vacant posts of Group A, B, C and D. Apart from this, he directed all the Administrative Secretaries to provide details of those employees who completed 20 years of qualifying service or who were dismissed, removed, prematurely retired from service at the age of 50 and 55 in the last 20 years.

Information about charge sheet and disciplinary action cases should be uploaded on the portal

        Sh. Kaushal also instructed all administrative secretaries to provide information regarding the charge sheets issued to officers and employees under Rule-7 and 8 in the last 5 years. Apart from this, he also directed to upload the information of disciplinary action cases on the HRMS portal.

Information regarding police verification of Group-D employees should be made available with corrected demographic data

        The Chief Secretary said that information regarding police verification of Common Cadre Group-D employees should be uploaded on the HRMS portal with corrected demographic data. So far, information about police verification has been given by 48 departments. Giving strict instructions to the officers of the rest of the department, he directed them to make the above information available. He said that orders have been given to NIC officers to make mandatory provisions related to police verification on the HRMS portal.

        He said that incorrect demographic information for the employees on the HRMS portal was discovered while configuring the software for the transfer drive of Common Cadre Group-D personnel. Therefore, all senior officers should get the demographic data of Group-D employees working in the departments corrected in the portal, so that the upcoming process can be completed at the earliest. 

On this occasion, Additional Chief Secretary, Home Department, Sh. T.V.S.N. Prasad, Principal Secretary to Chief Minister, Sh. V. Umashankar, Deputy Principal Secretary to Chief Minister, Sh. K. Makarand Pandurang, Special Secretary to Government, Human Resources Department, Sh. Aditya Dahiya and other senior officers and Deputy Commissioners attended the meeting through video conferencing.

Now no need for verification of online Fard copy from Patwari in state, announces Chief Minister

Haryana Chief Minister, Sh. Manohar Lal has announced that now there will be no need for verification of online Fard copy from the Patwari. “Now, only online Fard copy will be valid and all institutions including banks will recognize online Fard,” he added. An order in this regard will be implemented in the entire state.

        The Chief Minister made the announcement after listening to the grievances of the people in a Jan Samvad programme organized at Bapora village in Bhiwani district on Monday.

        He said that the state government has emphasized on ensuring the benefits of schemes and government services easily available to the general public; besides development works. “By implementing the SVAMITVA Yojana, the government has done the work of giving the ownership rights of the property to the people of the rural sector. Today, development works are being done in the village on the lines of the city,” he added.

        The Chief Minister also paid obeisance before the newly constructed statue of Lord Parshuram at Lord Parshuram Seva Sadan in Bapora village. He said that the government is moving forward in the direction of public service; on the path shown by such great personalities.

In the meeting, a presentation was also given regarding Covid-19, in which it was told that 80,208 new Covid cases have been reported globally in the last week, in which USA, Japan, France, South Korea, Russia have 54.2 percent participation while India has a share of only 3.3 per cent. It was informed in the meeting that there are 53 testing labs in the state, out of which 26 are government and 27 private. In addition, there are 18 District Molecular Labs and 4,867 Isolation Beds for Pediatric Patients, 3,704 Oxygen Pediatric Patients Beds, 2,067 ICU Beds, 817 Neo Natal ICU Beds, 1,250 Pediatric ICU Beds, 733 Ventilator Pediatric. Similarly, there are 101 oxygen plants, 907 ventilators, 7,521 oxygen concentrators, and 16,734 oxygen cylinders.

Indian School of Business celebrates its graduation day at the Mohali Campus

Indian School of Business (ISB) celebrated the graduation of its Post Graduate Programme in Management (PGP) Class of 2023, Mohali Cohort; and Post Graduate Programme in Management for Working Professionals (PGPpro) Class of 2022 – Bengaluru, Delhi, Hyderabad, and Mumbai Cohorts – at its Mohali Campus on Monday. 255 students from the PGP Class of 2023 and 233 students from the PGPpro Class of 2022 graduated from their programmes today.

Ms Rekha M Menon, Chairperson and Senior Managing Director at Accenture in India, addressed the graduands as the Chief Guest.

Underlining how technological disruptions have sparked unprecedented opportunities, she called on the students to constantly adapt to the fast-evolving landscape to stay relevant. “There is a tsunami of change and disruption coming our way. We have seen so much disruption, especially in the technology world that I represent in the last five years. Technology is disrupting every aspect of our life. It has also sparked unprecedented opportunity space for new jobs, new roles and new industries and the only way you could seize all of this is if you are constantly learning. The half-life of the skills you have learnt is about two-and-a-half years so you have to constantly learn, you have to constantly adapt,” she said in her address.

Haryana’s hospitality wins hearts of foreign delegates

The Haryana Government has won the hearts of foreign delegates attending G-20 meetings with its art and culture, food and hospitality. A grand programme was organized at the historic Yadavindra Garden in Pinjore on Friday night, in which the foreign guests were introduced to the culture of Haryana and the country.Chief Minister, Sh. Haryana appoints senior officers as district incharge for smooth procurement of Rabi Crops

Haryana Government has deputed various Administrative Secretaries as districts incharge to ensure smooth and hassle-free procurement of Rabi crops in grain markets across the state.   In this regard, a letter has been addressed to Administrative Secretaries by the Chief Secretary, Sh. Sanjeev Kaushal here today.In the letter, Sh. Sanjeev Kaushal stated that the procurement of Wheat, Barley and Gram is commencing from April 1, 2023 while the procurement agencies like Food, Civil Supplies, HAFED, Haryana Warehousing Corporation (HWC) and Food Corporation of India (FCI) have already started procuring Mustard from March 20, 2023 in grain markets across the state. The State Government has set up 408 purchase centres for wheat procurement, 103 purchase centres for mustard, 25 grain markets for barley and 11 purchase centres for gram in the state.Payment of rabi procurement will be transferred directly to the bank accounts of farmers’Smooth and hassle-free crop procurement is the top most priority for the State Government. That’s why the Administrative Secretary have been appointed for the inspection of grain markets based in districts of the state. Online payment will be made directly to the bank account of farmers who have registered for Minimum Support Price on ‘Meri Fasal Mera Byora’ portal of the state government, reads the letter.All parameters will be mapped and monitored through e-procurement platformThe letter further states that mapping and monitoring of all parameters would be done through the e-procurement platform. Besides this, a checklist of important aspects for reviewing and inspection will be submitted to the district incharge before starting the procurement and during the procurement process. Hry CM Interacts with the beneficiaries of “Mera Pani-Meri Virasat Yojana”

Haryana Chief Minister, Sh. Manohar Lal today virtually interacted with the beneficiaries of “Mera Pani-Meri Virasat Yojana”. During the interaction, he called upon the people of the state to conserve water for future generations. Giving the title of “Amrit Krantikari Mitra” to the farmers who contributed in water conservation, he said that the government is taking effective steps to overcome water crisis on earth. He said that water is essential for survival of human life on earth. He urged the people of the state to come forward and participate in the grassroot implementation of such initiatives of the state government. Lauding the progressive farmers for conserving water by adopting “Mera Pani-Meri Virasat Yojana”, he said that groundwater depletion and drying up of water bodies has been a major concern of the government. The Chief Minister said that the Haryana Water Resources Authority has prepared a village-wise report of ground water availability. This report reveals that out of 7,287 villages of Haryana, 3,041 villages are facing a water crisis and the government is making concrete efforts to solve the problem of water shortage. Out of these villages, groundwater has been critically depleted in 1,948 villages. If decreasing of water level continues in the same pattern, then the future generations have to face critical consequences, he added.“Mera Pani Meri Virasat” was launched on 6th May, 2020        The Chief Minister said that in order to overcome the water crisis and conserve water for the coming generations, Prime Minister, Sh. Narendra Modi had also given a call to start a campaign for water conservation. Taking inspiration from this campaign, Haryana took initiative to launch a unique scheme “Mera Pani Meri Virasat” in the state from May 6, 2020. In this direction during Kharif season-2020, stress was given to grow less water consuming crops like maize, cotton, millet, pulses, vegetables and fruits by replacing paddy.  Similarly, in Kharif season-2021, the government had included oilseeds, pulses, onion, fodder and other crops under this scheme. While ‘Poplar and Safeda’ were also included in Kharif season-2022 under this scheme.The Chief Minister Mr. Manohar Lal informed that under this scheme, financial assistance of Rs. 7,000 per acre is provided to the farmers for adopting crop diversification. This incentive amount has been transferred directly to the bank accounts of the farmers in two instalments. The first release instalment is Rs 2,000 at the time of registration on the Mera Pani-Meri Virasat portal and the second release instalment is Rs 5,000 after the crop ripens. He said that the target has been set by the state government to sow alternative crops on 2.50 lakh hectares replacing paddy area every year.The Chief Minister further informed that 20 to 25 percent of water can be conserved by adopting DSR (Direct Seeded Rice) technology for paddy cultivation. That’s why the government has made a provision to provide financial assistance of Rs 4,000 per acre for adopting DSR technology. He expressed gratitude to the farmers who saved 31,500 crore liters of water in Kharif-2022 by adopting DSR on 72,000 acres. The total amount of Rs. 29.16 crore at the rate of Rs 4,000 per acre was provided to those farmers who adopted DSR technology.The Chief Minister said that if the farmers will adopt alternative crops replacing paddy in the blocks containing low ground water level, then 80 per cent subsidy will be offered on micro-irrigation and drip irrigation systems. He said that adopting this system can help the farmers to maintain the ground water table in some blocks of the state. Water Conservation in agricultureThe Chief Minister said that under the ‘Underground Pipeline Scheme’ an amount of Rs. 10,000 per acre, upto a maximum of Rs 60,000 per farmer, is given for laying underground pipelines for irrigation. Under this scheme, an amount of Rs. 8.34 crore has been given as grant to 1957 farmers so far. The state government has also set a target to cover 2 lakh acres of area under sugarcane cultivation with micro-irrigation systems in the next 3 years.Bore wells for recharging ground waterThe Chief Minister informed the farmers that ‘Atal Bhujal Yojana’ has been started to improve groundwater in 36 identified blocks of 14 districts of the state.  He said that under “Mera Pani-Meri Virasat Yojana” work is going on to raise the underground water level.  For this, construction work of 1,000 water recharge bore wells is in progress in 8 dark zone declared sections of the state.Similarly, 86 rain water harvesting structures have been built in the state.  Water is being released for recharging in Krishnavati river and Masani barrage.Calling upon the farmers to conserve maximum water, the Chief Minister said ‘Jal Hi Jeevan Hai’. Survival on earth is possible due to the presence of water, he added.On this occasion, Chief Principal Secretary to Chief Minister, Sh. D. S Dhesi, Principal Secretary to Chief Minister, Sh. V. MCC takes the stray dog menace, head on

Taking another step towards curbing  the stray dog menace in Chandigarh, Sh. Anup Gupta, city Mayor today flagged off two dog catching vehicles at MCC office premises in the presence of Ms. Anindita Mitra, IAS, Commissioner, Municipal Corporation Chandigarh and other concerned officers of MCC.With the addition of two dog catching vans to pick dogs for sterilisation and  immunisation and to give them proper medical treatment in the Animal Birth Control Centre of MCC.A sector wise plan has been drawn up so that the staff of CAWA, the NGO appointed for ABC programme, will catch the non-sterilized dogs and sterilise them in order to control the rising population of dogs in the city and in the larger public interest.Ms Anindita Mitra, Commissioner Municipal Corporation added that it has been decided that when the NGO starts working in a particular sector/area, they shall continue to do so till they have sterilised the entire female population of the sector/area. It has also been decided that this entire schedule shall be executed under intimation to and with the cooperation of the RWAs.
