Hry Govt has no plan to make provision for MLALAD on lines of Member of Parliament Local Area Development Scheme: CM Khattar

Haryana Chief Minister, Sh. Manohar Lal said that the MLAs who have received an amount of Rs. 5 crore for development works in their constituencies and their works have not been completed or the MLAs who have not received the total amount. In such cases the concerned MLA will intervene and get it completed by the next session or by March 31.The Chief Minister was replying during a discussion on the provision of Local Area Development Fund for the legislators in the state, on the first day of the winter session of the Haryana Vidhan Sabha here today.Sh. Manohar Lal said that the State Government has no plan to make provision for MLALAD on the lines of Member of Parliament Local Area Development Scheme (MPLAD). He said that the objective of the Member of Legislative Assembly is to get development work done in their assembly constituency under any scheme of the government.Sh. Manohar Lal said that the state government had given Rs. 5 crore each to the MLAs for the development work in their constituencies in the year 2014 and 2019. Giving details of Rs 5 crore allocated to MLAs, the Chief Minister apprised the House that there are 67 assembly constituencies where an amount of about Rs 4 to 6 crore has been allocated to each constituency. Apart from this, less amount has been received by 10 assembly constituencies including Dadri, Beri, Garhi Sampla, Kalanaur, Ellenabad, Israna, Adampur, Rewari, Dabwali and Kalanwali.Sh. Manohar Lal urged the MLAs to hold meetings and get information from concerned officers if some development works are pending in any assembly constituency. He made it clear that any development work including education, health, panchayat etc can be done under this allocated amount of Rs 5 crore to MLAs.The Chief Minister said that 90 MLAs would be sent a list of works done in their areas, in which the works whose completion certificates are yet to come would also be included. If any work is left out of this list, then the MLA should inform the government about it, and further action will be taken on it as soon as possible.

Tributes paid to noted personalities, martyrs in Haryana Assembly

On the first day of the winter session of Haryana Vidhan Sabha which commenced here today, obituary resolutions were passed to pay rich tributes to those prominent personalities who have expired between the period from the end of the previous session and the beginning of the current session.

Leader of the House and Chief Minister, Sh. Manohar Lal paid tributes and read out the obituary resolutions. These include Sh. Dhanik Lal Mandal, former Governor of Haryana, Sh. Bhag Singh Chatter, former Members of Haryana Legislative Assembly.

Haryana Vidhan Sabha Speaker, Sh. Gian Chand Gupta read out the obituary resolutions and paid tributes to the departed souls. The House conveyed its heartfelt condolences to the members of the bereaved families.

Leader of the Opposition, Sh. Bhupinder Singh Hooda also read out the obituary resolutions on behalf of his party.

The House bid tearful farewell to 17 brave Martyrs of Haryana who showed indomitable courage and made the supreme sacrifice while safeguarding the unity and integrity of the motherland. The House pays tributes to the brave soldiers of Haryana who died in this mishap namely Havildar Arvind Kumar of village Jhojhu Kalan, District Charkhi Dadri, Lance Naik Somvir Singh of village Sandol, District Hisar, Sepoy Vikas Kumar of village Pili Mandori, District Fatehabad along with brave soldiers of other states Subedar Guman Singh, Naib Subedar Chandan Kumar Mishra, Naib Subedar Omkar Singh, Havildar Charan Singh, Havildar Gopinath Makur, Naik Ravinder Singh Thapa, Naik Vaisakh S, Naik Pramod Singh, Naik Shyam Singh Yadav, Naik Lokesh Kumar, Lance Naik Bhupender Singh, Lance Naik Manoj Kumar and Sepoy Sukha Ram.

Apart from this, the House placed on record its deep sense of sorrow for the sad demise of Smt. Krishna Devi, mother of Sh. O.P Yadav, Minister of State, Smt. Santosh Devi, sister of Sh. Nayan Pal Rawat, MLA and Dharambir Singh, cousin brother of Sh. Raghubir Singh Kadian, MLA.

Acquisition of land for setting up Julana police station is under process: Anil Vij

Haryana Home Minister, Sh. Anil Vij said that the acquisition of land for setting up Julana police station is under process. The construction of police station building shall be started thereafter.

Sh. Vij gave this information while responding to a question raised during the first day of Winters Session in the Vidhan Sabha here today.

Haryana Urban Local Bodies Minister, Dr. Kamal Gupta said that the storm water drainage pipelines in Sector 7 and Sector 13 of Kurukshetra are not blocked. Sh. Gupta was replying to a question asked by MLA, Sh. Subhash Sudha during the Question Hour in the ongoing winter session of Haryana Vidhan Sabha here today.

The ULB minister said that during the construction of road and drain from Gita Dwar Pipli to Gate No. 3 of Kurukshetra University, the rain water pipeline of these sectors was damaged; result of which water gets accumulated in these sectors during rainy season. He said that at present no proposal is under consideration to replace the rain water pipelines of Sectors 7 and 13.

Sh. Gupta said that it will cost about Rs 2 crores to repair the damaged pipeline of about one-and-a-half to two kilometers and it will be laid in the near future.

Funds of the CFC, State Finance Commission provided to Municipal Committees from time to time: Haryana CM

Haryana Chief Minister, Sh. Manohar Lal said that the state government had never announced the release of Rs 15 crore to the municipal bodies and Panchayati Raj institutions.  If any institutions still need financially help then the state government certainly provided all possible help to them, he added. 

The Chief Minister was speaking during the first day of the winter session of the Vidhan Sabha while responding to a question raised by MLA, Sh. Bishan Lal regarding the release of funds to the financially weak municipal committees.

Sh. Manohar Lal said that the funds of the Central Finance Commission and State Finance Commission are provided to the Municipal Committees from time to time.  These committees also have self-income, if any institution remains financially weak after spending all these funds, then the state government helps it as per the requirement, he added. 

The Chief Minister said that at present, Radaur municipality still has an amount pending allocated by the Central Finance Commission and State Finance Commission. The municipality has a total balance of Rs 4 crore.  First, this amount should be spent, after that, the state government will consider their demand if there is a need.

Haryana Deputy Chief Minister, Sh. Dushyant Chautala in response to a question raised by a member of the House in the winter session of the Haryana Vidhan Sabha today said that the total length of Brij Parikrama falling in the state of Haryana is 37.85 kms, out of which 6.25 kms falls in Punhana constituency and 31.60 kms in Hodal constituency.

He further stated that a road of 30.10 km length already exists in Hodal constituency and for remaining 1.50 Km the government has accorded administrative approval for the purchase of land which is under process through e-Bhoomi portal. He further informed that the bridge over Yamuna river is to be constructed by the Uttar Pradesh (UP) government.

In response to another, the Deputy Chief Minister said that a traffic survey will be conducted on the road from Tohana to Ratia, if the number of vehicles is found to be within the rules, the road will be made four-lane.

In response to another question regarding the making of a four lane road from Pipli to Yamunanagar by a member of the house, Sh. Dushyant Chautala, said that the state government has requested the central government to declare this route as a national highway, it is known that a proposal in this regard has been made. If the central government is not able to make it under Bharatmala project, then by establishing a state highway, the state government will work to widen this route to four lanes.

Haryana Agriculture and Farmers Welfare Minister, Sh. JP Dalal said that a drain of about 1,700 feet length has been dug from the land of Gram Panchayat for drainage of rain water in Juan and for cementing this drain; the scheme costing Rs. 105.00 lakh has been put in the agenda for approval in the forthcoming 54th meeting of Haryana State Drought Relief & Flood Control Board (HSDR&FCB).

Haryana Sports and Youth Affairs Minister, Sardar Sandeep Singh said that the facility of Astroturf ground for hockey is available in the Sports Complex, Sector-4, Sonipat.

          This information was given by Sardar Sandeep Singh today in response to a question raised during the winter session of the Haryana Vidhan Sabha.

He informed that there is a district level stadium in Sonipat district. In addition, there are 4 sub-divisional stadiums, 16 Rajiv Gandhi Rural Sports Complexes and 19 mini/rural stadiums. Apart from this, 71 sports nurseries are being run in Sonipat, in which 41 are being run through private coaches and 30 through government coaches.

He informed that Kabaddi Hall at village Rindhana district Sonipat at a cost of Rs. 939.20 lakh and facility centre at Subhash Stadium, Sonipat at a cost of Rs. 325 lakh is under construction. There are 20 coaches and 18 junior coaches of various sports in Sonipat district who are providing training.

Sardar Sandeep Singh said that the state government has laid special emphasis on promoting sports infrastructure in the state. At present there are 3 state level sports complexes, 21 district level sports stadiums, 25 sub-divisional stadiums and 163 Rajiv Gandhi Rural Sports Complexes in the state. Apart from this, 245 mini/rural stadiums, 09 swimming pools, 09 multipurpose halls, 11 synthetic athletics tracks, 14 hockey astroturf and 2 artificial football turfs are available in the state. 238 coaches and 365 junior coaches are imparting training in various sports across the state.

He informed that 1100 sports nurseries have been started by the department to promote sports at the grass root level. Similarly, 9 day-boarding, 08 residential sports academies have also been opened across the state to train talented players. A proposal is under process to appoint 202 coaches on contract basis for providing coaching/training to budding players across the state.

Apart from this, a sports hostel has been constructed at a cost of Rs. 1318.54 lakh under the Scheduled Castes Component Plan in district Ambala.

He said that in all the district level stadiums of the state (except Ambala, Charkhi Dadri, Kurukshetra Nuh and Panchkula), facility centres have been constructed for the office of District Sports and Youth Programme Officer at an estimated cost of Rs. 3 crore. The construction work is underway in Sonipat and Jhajjar.

He informed that with the approval of the Chief Minister, Sh. Manohar Lal, directions have been issued to all the Deputy Commissioners through the District Sports Council to provide basic machinery and appoint a groundsman in each Rajiv Gandhi Rural Sports Complex. All the Deputy Commissioners have been requested to repair the Rajiv Gandhi Rural Sports Complexes under MGNREGA through the District Sports Council of the concerned district.

Won’t allow any private school to loot students in Punjab: Harjot Singh Bains

Reiterating his government’s firm stand against exorbitant fees structure and loot by private schools, the Education Minister, Punjab, Mr. Harjot Singh Bains on Monday said that Punjab government will not allow any private school in the state to loot the students and their parents and strict action will be taken against any private institution who violates the rules.

          Mr Bains said that the Chief Minister Mr. Bhagwant Mann categorically said that he will not allow education to become a business in Punjab. Every private institution has freedom to function according to the rules laid down by the department, but strict action will be taken against those who indulge in arbitrariness and irregularities.

Disclosing this here today, the Education Minister said that the Fee Regulatory Body, Patiala has directed two private schools in the district to refund the excess fees charged during the academic year 2022-23 to the students. Both the schools have also been fined for violating the ‘The Punjab Regulation of Fees of Unaided Educational Institutions Act’.

Mr Bains said that in view of the instructions issued by the Punjab Government regarding the fees for the year 2022-23, an inquiry was conducted on the complaints of various schools in district Patiala, on the basis of which the Chairperson of the Fee Regulatory Body, District Patiala, has directed the Chairperson of The Ryan International School, Urban Estate Phase-II and KSB School, Patiala. World School Burar, District Patiala has also been fined Rs 2 lakh and Rs 1 lakh respectively and asked to refund the excess fees collected from the students during the academic year 2022-23 and violating the rules.

He said that during the surprise inspection conducted by the fee regulatory body regarding these schools, errors were found, for which show cause notices were issued to the said schools. He said that action has been taken against the two schools for not furnishing satisfactory reply regarding the fee hike.

Notices have been issued to the two schools and they have been directed to comply with the orders within a week, he said. In case of non-compliance of the orders, further action under Section 14 of the Fees Act, 2016 will also be initiated by the Fee Regulatory Body, Patiala against the school.

Vigilance Bureau nabs ASI in for taking bribe Rs 6,000

The Punjab Vigilance Bureau (VB) during its anti-corruption campaign on Monday , arrested an Assistant Sub Inspector (ASI), Gurmej Singh, posted at police station Guru Harsahai, Ferozepur district for demanding and accepting a bribe of Rs 6,000.

Disclosing this here today, a spokesperson of the VB said the above mentioned accused ASI has been arrested red handed while accepting a bribe of Rs 6000 from complaint Rani, resident of Guru Harsahai.

Giving details he added that the complainant lady has approached the VB and alleged that the above said police official has demanded Rs 10,000 as a bribe to join her in the investigations in a police case registered against her at the police station. She further alleged that the accused police official had already taken Rs 2,000 as a first instalment and was asking more money in this regard. An accomplice of the complainant has recorded the conversation as a proof while giving him this bribe amount.

The spokesperson added that the VB has investigated the allegations and laid a trap. The above said accused police official was nabbed red handed while accepting a bribe of Rs 6,000 as a second instalment in the presence of two official witnesses. In this regard a case under prevention of corruption act has been registered against the above mentioned police official at VB police station Ferozepur. Further investigation in this case was under progress.

Bhagwant Mann government is committed to provide a clean environment to the people of the state

          Punjab government led by Chief Minister Bhagwant Mann is committed to provide a clean environment to the people of the state.  Under this series,  Social Security, Women and Child Development  Minister Dr. Baljit Kaur were given six tippers for proper disposal of wet and dry waste to keep Malout city clean and prevent diseases.

          Social Security, Women, Child Development Minister flagged off the tippers for proper disposal of wet and dry waste for cleaning the city.

          Giving further information, the Cabinet Minister said that all possible efforts will be made to keep the cities, towns and villages of the state clean.  Six tippers were provided to the Municipal Council for proper disposal of wet and dry waste of the city.

      She appealed to the people to make their valuable contribution to keep the city clean so that diseases can be avoided.  She said wet and dry waste should be kept separately.

5 bills passed in Hry Assembly; 10 bills introduced

A total of 5 Bills were passed on the first day of the winter session of the Haryana Vidhan Sabha held today. These include The Haryana Urban Immovable Property Tax (Validation of Lists) Repeal Bill, 2022, The Haryana Small Towns (Tax – Validating) Repeal Bill, 2022, The Haryana Municipal (Tax – Validating) Repeal Bill, 2022, The Haryana Minor Canals (Repeal) Bill, 2022 and The Haryana State Tube-Well (Repeal) Bill, 2022.

Besides this, 10 Bills were also introduced in the House. The Haryana Urban Immovable Property Tax (Validation of Lists) Repeal Bill, 2022

The Haryana Urban Immovable Property Tax (Validation of Lists) Repeal Bill, 2022 has been passed to repeal the Haryana Urban Immovable Property Tax (Validation of Lists) Act, 1943.

The Haryana Statute Review Committee was constituted by the State Government under the Chairpersonship of Mr. Justice Iqbal Singh (Retd,) to identify such laws which are not in harmony with the existing climate of economic liberalization and need to be changed or repealed. Accordingly the Committee had recommended to repeal the Haryana Urban Immovable Property Tax (Validation of Lists) Act, 1943 related to Urban Local Bodies Department, having lost its relevance. Property Tax as well as other applicable taxes are being levied and collected as per the provisions of the Haryana Municipal Act, 1973 and the Haryana Municipal Corporation Act, 1994. As such the Haryana Urban Immovable Property Tax (Validation of Lists) Act, 1943 has no force and value to deal with the provision of present scenario of taxation Validations in the municipalities. Hence, it is necessary to repeal the Haryana Urban Immovable Property Tax (Validation of Lists) Act, 1943 by way of enacting the Haryana Urban immovable Property Tax (Validation of Lists) Repeal Bill, 2022.

The Haryana Small Towns (Tax – Validating) Repeal Bill , 2022 has been passed to repeal the Haryana Small Towns (Tax – Validating) Act, 1934.

The Haryana Statute Review Committee was constituted by the State Government under the Chairpersonship of Mr. Justice Iqbal Singh (Retd .) to identify such laws which are not in harmony with the existing climate of economic liberalization and need to be changed or repealed . Accordingly the Committee had recommended to repeal the Haryana Small Towns ( Tax – Validating ) Act , 1934 related to Urban Local Bodies Department , having lost its relevance. Property Tax as well as other applicable taxes are being levied and collected as per the provisions of the Haryana Municipal Act , 1973 and the Haryana Municipal Corporation Act , 1994. As such the Haryana Small Towns ( Tax – Validating ) Act , 1934 has no force and value to deal with the provision of present scenario of Taxation Validations in the municipalities  Hence , it is necessary to repeal the Haryana Small Towns ( Tax – Validating ) Act , 1934 by way of enacting the Haryana Small Towns ( Tax – Validating ) Repeal Bill , 2022 .

The Haryana Municipal ( Tax – Validating ) Repeal Bill , 2022 has been passed to repeal the Haryana Municipal ( Tax – Validating ) Act , 1934 (Punjab Act IV of 1934) and the Haryana Municipal ( Tax – Validating ) Act , 1956 (Punjab Act 34 of 1956).

The Haryana Minor Canals (Repeal) Bill, 2022

The Haryana Minor Canals (Repeal) Bill, 2022 has been passed to repeal The Haryana Minor Canals Act, 1905. The Repeal of enactments under the Punjab Minor Canals Act 1905 specified in the Schedule which have been ceased to be in force or have become obsolete or the retention whereof as separate , independent and distinct Act is unnecessary , then , such enactment is to be repealed . The enactment in reality has lost its meaning but is still shown on the Statute – books . The law has become irrelevant and dysfunctional . The Punjab Minor Canals Act , 1905 , at present does not apply in any part of Haryana . The act was introduced only for West Punjab ( Now Part of Pakistan ) under which all the powers vests with Collector . However , all these powers under Haryana Canal and Drainage Act , 1974 vests with the Officers of the Canal Department ( mostly with Canal Officer / Divisional Canal Officer ) . The Haryana Statute Review Committee under the Chairmanship of Mr. Justice Iqbal Singh ( Retd . ) constituted by State Government submitted its report , in which , it has been recommended to repeal various Act . This Act also figures in that list . Hence the Haryana Minor Canals ( Repeal ) Bill , 2022 has been passed.

The Haryana State Tube-Well (Repeal) Bill,2022

The Haryana State Tube-Well (Repeal) Bill, 2022 has been passed to repeal the Haryana State Tube-well Act, 1954.

The Repeal of enactments under the Punjab State Tube – Well Act 1954 specified in the Schedule which have been ceased to be in force or have become obsolete or the retention whereof as separate, independent and distinct Act is unnecessary, then, such enactments are to be repealed . The enactments in reality have lost its meaning but are still shown on the Statute – books . The law has become irrelevant and dysfunctional. The Haryana State Minor Irrigation & Tube – well Corporation ( HSMITC ) which was governed by the Punjab State Tube – Well Act , 1954 has already been abolished in 2002 and at present , there is no Tube – Well Corporation working in the State of Haryana . The State owned tube – wells have already been auctioned in the State of Haryana . Tube well , if any , in State of Haryana are installed by the Departments , particularly Agricultural Department / Public Health Engineering Departments for their own Farms or domestic water supply and those are governed and regulated by the rules of respective departments and as such , this Act – The Punjab State Tube – Well Act , 1954 is not applicable to those tube wells . Further , Haryana Water Resources ( Conservation , Regulation and Management ) Authority has been established for conservation , management and regulation of water resources Le ground water and surface water within the State of Haryana for ensuring the judicious , equitable and sustainable utilization , management , regulation thereof , fix the rates for use of water and for matters connected therewith or incidental thereto under The Haryana Water Resources ( Conservation , Regulation And Management ) Authority Act , 2020 . The Haryana Statute Review Committee under the Chairmanship of Mr.Justice Iqbal Singh ( Retd . ) constituted by State Government submitted its report in which it has been recommended to repeal various Act . This Act also figures in that list . Hence , the Haryana State Tube – well ( Repeal ) Bill , 2022 has been passed.

Vigilance arrests absconding women accused in an extortion case

The Punjab Vigilance Bureau (VB) on Monday arrested an accused woman named Bholi who was absconding in an extortion case in which her accomplices were operating as police officials and used to extort money from private persons by threatening to register police cases against them.

Disclosing this here today a spokesperson of the state VB said the Bureau had registered a case after an enquiry on 31-08-2021 under sections 388, 389, 411, 179, 171, 120-B of IPC and section 7 of prevention of corruption act at VB police station Jalandhar on the complaint of complainant Gurdeep Singh of village Mari Buchian, Gurdaspur district.

The complainant has alleged that accused Jyoti, resident of Sidhwan Dona, Kapurthala district and his accomplice Gurpreet Singh, resident of Hathi Khanna, Kapurthala city has recorded his video and were threatening him to pay the money by conning as assistant sub-inspector and police constable respectively.  The accused along with their female accomplice Bholi, resident of Wassal Chak, Gurdaspur district has demanded Rs. 4 lakh to return his Aadhar Card and credit card. He further alleged that the above mentioned accused persons have already took Rs 5,000 cash and withdrawn Rs 30,000 through credit card.

The spokesperson further informed that the accused conmen had demanded Rs 50,000 from the complainant in this regard and the VB has arrested two persons red handed while taking the bribe money. He added that in this case the above mentioned accused lady was evading her arrest by changing locations since more than one year.

During investigation it has came to light that both the persons were used to don police uniforms to extort the money from private persons and the accused lady was helping them to commit the crime.

Massive achievements by AAP government in health sector on completion of it’s nine months tenure: Chetan Singh Jauramajra

  The Bhagwant Mann led Punjab government has revamped the image of the state’s government health sector in just nine months of its running tenure. Improving government health infrastructure and services to the general public were top priorities of the Aam Aadmi Party (AAP) government and health related promises which were made in the poll manifesto were fulfilled by the party soon after its massive success. More than 100 Aam Aadmi Clinics (AAC) popularly known as Mohalla clinics were inaugurated in rural and urban areas of Punjab and it has happened for the very first time in the history of Punjab since independence that any political party has put impressive stress on health services across the state. It is expected that around 500 more such clinics will be in service on January 26.   The state health and family welfare minister, Mr. Chetan Singh Jauramajra said “Bringing revolutionary change in the health sector is the apex aim of this government and we are giving our selfless effort for its improvement””. He expressed that “People are taking advantage of AACs and it is clearly seen in statistics of AAC that within first three months 630035 patients were treated and 81909 lab tests were conducted in the laboratories of AACs respectively”. The health minister added “Punjab Health Systems Corporation has supplied medicines and consumables worth 124 crore rupees to the AAC and other health institutions in Punjab”. He said “Even union government is well aware of our efforts and it is the only reason that our efforts in the health sector were felicitated on many occasions”. Punjab has been successful in reducing Maternal Mortality by 13.93 percent as 34 dedicated Mother and Child hospitals have been operationalised in the state. Mr Jauramajra said that “The government has put special attention over the spread of Hepatitis B and C and we put more stress upon screening of patients and their timely treatment”. He said “The attention by the previous state government against hepatitis was very poor as screening and treatment was less but our government has screened more than 3 lakh suspects and 247680 pregnant women were tested free of cost for hepatitis B and C.” Mr Jauramajra asserted that “The government is running  Rashtriya Bal Swastha Karyakram (RBSK) in a more efficient manner and provided free treatment to 22585 children of government schools and aanganwari centers across the state”. He said “We have conducted free heart surgeries of 224 children in prestigious government and private empanelled health facilities.’ ‘, added he. He informed that “The government has also inaugurated a 300 bedded cancer hospital at Mullanpur near Chandigarh and provided free treatment of worth 16.25 crore to 1555 cancer patients in the state”.  Sharing another milestone, Mr Jauramajra said “The problem of cataract has become common ailment in Punjab but we are committed to eliminate it, 126010 surgeries of cataract patients were done and the sight of 512 patients have made possible through keratoplasty surgery”, He said “We are running National Programme Against Cataract and Blindness efficiently”. He said “The government has also focused on the patients having chronic renal problems and for them we have established 33 dialysis units at various government health facilities”. “More than 20525 patients had availed the free treatment at government dialysis units”. Mr Jauramajra said “We have provided medicines to de-addiction centres worth Rs 58 crore rupees”. He said “The start of 21 CT scan and 6 MRI scan centres were also another achievement of the Punjab government in its running tenure”. Dedicated 24*7 Stroke ready units have also been operationalised recently to cater to brain stroke patients in all 23 district hospitals and three medical colleges , where a patient with brain stroke will get prompt treatment and such a patient will be provided free CT scan and a life saving injection worth 30000 rupees free of cost. Mr Jauramajra said “We have also rejuvenated the mass media wing of the health department”. He said “Mass media wing officials including District Mass Media Officer, Deputy Mass Media Officer and Block Extension Educators have asked to create awareness at grass root level so that we could educate the masses about preventive measures against various diseases”. Mr Jauramajra said “We will provide updated equipment to the wing so that they could start a wave of awareness across the state”.
