CM ROLLS OUT ANOTHER CITIZEN CENTRIC INITIATIVE BY LAUNCHING WEBSITE TO ENROLL KHANGI TAQSEEM (FAMILY PARTITION)

 In a significant decision aimed at facilitating the citizens of the state by digitalizing the functioning of the Revenue Department, the Punjab Chief Minister Bhagwant Mann on Wednesday launched a website to further streamline the process to enroll Khangi Taqseem (family partition). Launching the website https://eservices.punjab.gov.in , the Chief Minister described it as a revolutionary decision to facilitate the residents of the state by further streamlining the process to enroll Khangi Taqseem (family partition). He said that through this website applications of people will be easily submitted for Khangi Taqseem through a single click. Bhagwant Mann said that citizens can apply on this website with details including their Name, Father/Husband Name, Name of the Village, Sub-Tehsil/Tehsil, District, Khata and Khewat Number with simple application. The Chief Minister said that the applicant will also have to submit a memorandum of proposed partition and field map depicting portioned parcels of land duly signed by all shareholders. Bhagwant Mann said that after processing by concerned Circle Revenue Officer, these online applications will be sent to Kanungo in-charge and then concerned Patwari. He said that after verifying all the facts of the memorandum with the Revenue Record, Patwari will call the parties to be present personally for the official formalities and to initiate the mutation proceedings. The Chief Minister said that after entering the mutation, concerned Patwaris will present it to the Kanungo for verification and finally before the concerned CRO (Assistant Collector Grade-2) for the final orders. Bhagwant Mann said that a brief order will be entered on the portal against each application after due attestation of the mutation. He said that this citizen centric initiative will go a long way in simplifying the demarcation process adding that disputes will be settled amicably. “This will also ensure ease of buying and selling of land besides making it convenient to get compensation for crop damage and to obtain copy of Zamabandi”, added Bhagwant Mann.

PM Modi to flag off the fourth Vande Bharat Express from Una Station

Under the leadership of Prime Minister, Sh. Narendra Modi country’s rail network is continuously expanding. Taking yet another step to further strengthen the rail network, Prime Minister will flag off the fourth Vande Bharat train equipped with advanced state-of-the-art safety features for the commuters travelling from Una to Delhi on October 13 at Una Railway Station.

Haryana Chief Minister, Sh. Manohar Lal said that the new Vande Bharat train running between Una to Delhi will greatly benefit the people of Punjab and Himachal as well as Haryana. The people of the State, who travel to Delhi or other cities for work, will be greatly benefitted from this train, added Sh. Manohar Lal.

After the flagged off, the train will leave Una at 9.30 am and will reach New Delhi at 3.30 am via Sri Anandpur Sahib, Chandigarh and Ambala. Sh. Manohar Lal along with his Cabinet will travel from Chandigarh to Ambala in Vande Bharat.

Sh. Manohar Lal has thanked the Prime Minister for starting the Vande Bharat train on this route. He said that this train will definitely be a big gift for the passengers travelling between Una to Delhi.

Vande Bharat Express train will not only make the journey comfortable but will also reduce the travelling distance. Travelling from this train Commuters will reach Chandigarh from Delhi in about three hours. Several changes have been made in the new Vande Bharat trains to make travel safer and more comfortable.

Reclining seats have been installed on the train. It is also equipped with an automatic fire sensor. In addition, CCTV cameras have also been installed. It offers on-demand content with a WiFi facility. This will be India’s fourth Vande Bharat train. The three other trains currently running are between Ahmedabad-Mumbai, New Delhi-Varanasi and New Delhi- Mata Vaishno Devi Katara.

Haryana CS appoints nodal officers of various departments to expedite implementation of projects

Haryana Chief Secretary Sanjeev Kaushal, today appointed nodal officers of various departments with a view to expedite the implementation of projects worth more than Rs. 100 crore in the state.

Sh. Kaushal was presiding over the meeting of all the nodal officers for monitoring projects worth more than Rs.100 crore.

Sh. Kaushal said that these nodal officers, designated for projects carried out by each department which are costing more than Rs. 100 crore, will serve as the project’s only liaison officer and be in charge of all communications.

He stated that nodal officers are crucial to the success of any project and they should make strenuous efforts to complete their work before the deadline. He said that every project can be completed at a faster pace with mutual coordination, so if there is more than one nodal officer in any department, they should work in coordination. He also directed the officers to send a planned report in a stipulated time frame.

He also asked the nodal officers to form a WhatsApp group to provide all the information in a timely manner so as to avoid any delay in communication in future and to ensure accountability of all the nodal officers.

In the meeting, Commissioner & Secretary to Government, Haryana, Animal Husbandry & Dairying Department, Sh. Pankaj Yadav and Secretary, Power Department, Sh. Mohammed Shayin, besides other senior officers from Irrigation and Water Resources Department, Electricity Department, Public Cooperation, Town and Country Planning, Health and Family Welfare, Medical Education and Research, Transport, Technical Education, Agriculture and Farmers Welfare, Industry and Commerce, Sports and Youth Affairs, Animal Husbandry and Dairying were present.

State Election Commission bans transfers of officials engaged in PRI elections

Haryana State Election Commissioner Dhanpat Singh said that there will be a complete ban on the posting and transfer of officers and officials who are engaged in the conduct of general elections of the Panchayati Raj Institutions in the State as Mode Code of Conduct is in force.

A notification in this regard has been issued by the Chief Secretary to all Administrative Heads of departments.

Sh. Dhanpat Singh said that Panchayat elections would be conducted in different phases in the state. In the first phase, elections will be held in 9 districts namely, Bhiwani, Jhajjar, Jind, Kaithal, Mahendragarh, Nuh, Panchkula, Panipat and Yamunanagar. In these districts, voting for the Members of Zila Parishads and Panchayat Samitis will be held on October 30.  Meanwhile, polling for Sarpanches and Panches of Gram Panchayats will be held on November 2. The nomination process will start from October 14.

Sh. Dhanpat Singh said that during the Model Code of Conduct, no new scheme, an announcement of new projects etc., inauguration or foundation stone of any building, project etc. can be laid in rural areas of these districts. Conducting free, transparent and fair elections in Haryana is Commission’s topmost priority.

Haryana Govt to incentivise the unanimously elected Panchayats, Sarpanches, Panches, Members Zila Parishad and Members Panchayat Samiti contesting for PRIs scheduled for October 30 and November 2

The Haryana government will incentivise the unanimously elected Panchayats, Sarpanches, Panches, Members Zila Parishad and Members Panchayat Samiti contesting for Panchayati Raj Institutions (PRIs) scheduled for October 30 and November 2.        Divulging more details in this regard an official spokesperson said that the Chief Minister has accorded approval to a proposal regarding the same.        As per the approval, incentive money of Rs 50,000 and Rs. 5 lakh respectively would be given to every unanimously elected Panch, Sarpanch. While an amount of Rs. 11 lakh would be given in case where the entire Panchayat is elected unanimously. Besides this, incentive money of Rs. 5 lakh and Rs. 2 lakh respectively would be given to every unanimously elected Member Zila Parishad and Member Panchayat Samiti, informed the spokesperson.         The scheme of giving incentives to unanimously elected Panchayats Sarpanches, Panches, Members Zila Parishad and Members Panchayat Samiti would build an atmosphere of social harmony and integration in the villages, added the spokesperson.

Project to generate green power from flowing water completed

Shimla Jal Prabandhan Nigam Limited (SJPNL) and Kirloskar Brothers Limited (KBL) have successfully completed a pilot scheme capable of generating upto 3 kilowatts of clean and green power.

The pilot project was undertaken at a water treatment plant in Ashwani Khad by SJPNL where KBL’s micro hydropower generator PICO was put to use. This innovation has the potential to electrify remote locations and villages.

PICO is a compact and sophisticated version of ‘Pump as Turbine’ (PaT) which are small bundled units capable of generating power upto 5 kw by using flowing stream of water from any source like a river or even can be operated using reject water from a WTP or an STP.

Spokesperson of  Kirloskar Brothers Limited said, “With this innovative solution, we can help consumers generate hydropower of upto 500 kw from running water stream with suitable head and flow availability. It is basically a pump running in reverse mode (as a turbine) which uses water to generate electricity. With decreasing coal reserves and rising levels of air pollution we are more and more inclined towards harnessing natural, renewable resources for generating power. Our company has always been striving to develop and promote innovative products. Developed by our R&D team, PICO Micro hydropower generator can be used in hilly areas and even in process industries as small hydropower generation plants.”

Mandeep Gupta, executive engineer, Jal Shakti Vibhag, Shimla said, “Appreciable technology, which can foresee enormous potential in the State. We shall be eager to see, how this concept can harness maximum potential for the department and State.”

NHRC Foundation Day function: VP Jagdeep Dhankhar says, we must take sides when it comes to decimation of human rights; neutrality helps the oppressor, never the victim; also lauds the NHRC’s work including the Advisories for protection of human rights

The National Human Rights Commission, NHRC, India, organized a function to celebrate its Foundation Day, at Dr. Ambedkar International Centre, New Delhi today on 12th October, 2022. The Commission was setup on this day in 1993. Addressing the gathering as the Chief Guest, the Vice President of India, Mr. Jagdeep Dhankhar said that serious challenges to human rights arise primarily on account of the silent and voiceless existence of the majority of our citizens, which in fact is a topic that needs to be brought into sharper focus in the public limelight. Human rights are quintessential for a flourishing democracy.

He said that human rights get compromised in the face of corruption. Poor and vulnerable are easy victims of this menace. Continual onslaughts on corruption are a bright sign in this direction and vulnerable sections are prime beneficiaries.

Appreciating the NHRC for propagating philosophy that human rights nurture and blossom in a regime where there is a rule of law and not the Law of the ruler, Mr. Dhankhar credited the Commission for its report on West Bengal Post-poll violence under a judicial fiat in shortest time underlining that the Law of the ruler not the rule of Law is the bane of human rights in the State.

The Vice President of India said that when it comes to decimation of human rights, we must take sides. Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented. In such a scenario, there is no option but to be pro-active and we must interfere.

He said that India fortunately has a robust and strong mechanism of human rights regulations, both at the Centre and the State level. The Covid pandemic was a grave challenge to human rights on the planet. Countries laying claim to robust health infrastructure collapsed. In our country with a vision and strategy affording all health and food this menace was commendably contained. Getting “A” status of Accreditation by the NHRC, India from the Global Alliance of National Human Rights Institution, GANHRI, for the fourth consecutive term, is commendable as it also indicates our Nation’s excellent track record as regards Human Rights.

He also lauded the NHRC for its various Advisories and said that media should talk about them in high decibels to serve the cause of human rights. Protection of human rights is a shared responsibility of the society as a whole and not just of the Government or the NHRC. However, he said there is a strong need for the Commission to inspire and provide handholding support to the State Human Rights Commissions wherever it is required. He also urged every citizen to work for the protection and promotion of human rights.

Earlier, the NHRC Chairperson, Justice Mr. Arun Mishra said that we have to strike a balance between the distribution of benefits and distributive justice. More affirmative action is needed for the socio-economic and political upliftment of the marginalized sections of society. The time has come to clarify that unrepresented classes in services are provided reservation within the reserved category itself to ensure fruits of development percolate down.

Justice Mishra said that we have to achieve gender equality and equal rights for all, in particular for women. They cannot be discriminated against and deprived of civil liberties and rights under the guise of dharma or customary practices. It is desirable to move in the direction of a Uniform Civil Code as envisaged in Article 44 of the Constitution of India. Without gender equality in all respect realization of human rights would remain a distant dream.

He said that the cyberspace has invaded human rights, including individual privacy, resulting in civil and human rights infringement. 96% of dark web of cyberspace has emerged as the most potent human and sex trafficking medium in the world. Trafficking of Women and Children, Tribals and Vulnerable Sections must stop. 

Emphasizing upon the need for the urgent prison reforms to get rid of crimes in the jails, the NHRC Chairperson said that the prisons are places to reform criminals, however, unfortunately, they have become places of crimes. He also said that the Local Self Governments are duty bound to implement statutory obligations towards public. Many of them are not even arranging garbage disposal and sewage treatment plants and do not care for manholes on roads. He also said that water quality in most rivers and streams does not meet the specified parameters and also not getting clean air in several cities in the country is a grave violation of human rights. Burning of stubble (Parali) in neighboring States must stop at once as it chokes Delhi every winter.

Justice Mishra also drew attention towards the global challenges of trans-border movement of hazardous waste, degradation of the environment, global warming and scarcity of potable water. He said that no country has the right to dump waste in other country.

He said due to technological advancements, new trends for violating human rights are being noticed. Cyberspace has invaded human rights, including individuals’ privacy, resulting in the infringement of civil and human rights. Due to the advent of e-commerce, cross-border transactions take place.   Cases of fraud in e-commerce, hacking data and demand for ransom in crypto- currency multiply the difficulty of identifying and tracking offenders.

Giving a brief inside into the Commission’s activities including visits to mental health hospital, Prisons and 20 Advisories on ensuring rights of vulnerable section of society, the NHRC Chairperson said that during the last year, more than 1.21 lakh complaints were received and more than 1.28 lakh including the old and fresh cases decided. The Commission recommended a monetary relief of approximately Rs. 100 million in 250 cases. By now, in 30 years, the Commission has recommended compensation of Rs. 2.3 Billion.

The NHRC Secretary General, Mr. Devendra Kumar Singh expressed his gratitude towards all those, who attended the function and extended support in seamlessly organizing it. He appreciated the role of media in spreading awareness about human rights and the reporting of human rights violations, which help the Commission to take suo motu cognizance of such incidents.

Mulay and Mr. Rajiv Jain, DG(I), Mr. Manoj Yadava, Chairperson and Members of State Human Rights Commissions, members of Judiciary, diplomats, senior government officers, civil society representatives, human rights defenders, among other dignitaries, attended the function, which was followed by a dialogue for Strengthening of Bonds With State Human Right Commissions and State Government/UT Administrations

PGIMER’s Radiology Department brings laurels

     The 9th Annual Conference of the Society for Emergency Radiology (SER) India was held on October 7-8, 2022 at Vellore. Emergency Radiology is a nascent subspecialty of Radiology and is an integral part of the Emergency section of any hospital. It deals with diagnostic and interventional aspects of both post-trauma patients and acutely ill critical patients said Prof. MS Sandhu, Head, the Department of Radiodiagnosis.

Numerous faculty actively participated in the annual conference by contributing to the scientific programme in the form of lectures, debates and discussions. The department won several accolades during the meeting. Prof. Naveen Kalra was elected for the post of General Secretary of the Society and Dr Chirag K Ahuja was elected for the post of Joint Secretary of the Society. Dr Mukul Morya, the junior resident in the department, won the best paper award for his thesis work, guided by Dr Chirag K Ahuja, on MRI-based parameters in Optic Neuropathy.

31 volunteered to donate blood at PGIMER’s Voluntary Blood Donation Camp

Thalassaemic Charitable Trust (Regd) PGI-GMCH in coordination with Department of Transfusion Medicine PGIMER  organized its 261st Blood Donation Camp  on  08.10.2022 in  PGIMER,  Chandigarh to  commemorate National Air Force Day. Total 31 Hon’ble voluntary donors donated blood in this camp and 8 blood donors were rejected due to technical reasons.

Shri Rajinder Kalra  Member Secretary Thalassemic Charitable Trust, PGIMER-GMCH expressed deep gratitude to all voluntary blood donors and Head of Department and staff of Blood Transfusion Medicine, PGIMER  for success of this Camp.

This Trust has organised  77 Blood donation camps  since 6th June 2020 during COVID19 lockdown period to help Blood Bank of PGIMER, Chandigarh to provide blood to Thalassaemics and other serious patients requiring blood support.  More than 10031 units of blood has been collected in these camps till date.

Thalassemia is a genetic blood disorder which induces chronic anemia.  Regular Blood transfusion after 15-20 days is a widely recommended treatment for  maintaining optimal Hemoglobin level. Thalassaemic Charitable Trust has been organising blood donation camps and serving thalassaemics since 1985. Presently about 450 Thalasaemics are availing blood transfusion facilities in our two Day Care Centres in  PGIMER  & GMCH Chandigarh. Free medicines are also provided to poor patients by the Trust.

CM REITERATES COMMITMENT TO SAFEGUARD INTERESTS OF SUGARCANE FARMERS IN THE STATE

          Punjab Chief Minister Bhagwant Mann on Tuesday said that the state government is committed to safeguarding the interests of Sugarcane cultivators by assuring timely purchase and payment of their produce.

The Chief Minister, while presiding over a meeting of the Sugarcane control Board, said that the state government has decided to increase the price of sugarcane to Rs. 380 per quintal from existing Rs. 360 per quintal. He said that the farmers will get an additional Rs. 20 per quintal under State Agreed Price (SAP) of sugarcane as compared to last year. Bhagwant Mann asked the private millers who were present in the meeting to assure that the farmers get full price of their produce.

The Chief Minister asked the Millers to ensure that the purchase starts at stipulated time period and the farmers get their payment on time. He said that any sort of laxity in this cause is totally unwarranted and undesirable. Bhagwant Mann said that the farmers of the state eagerly want to adopt sugarcane crop under crop diversification, but they are hesitant for it due to lack of adequate price and timely payment of the crop.

The Chief Minister said that the state government has decided to enhance the price to supplement the income of farmers to promote sugarcane cultivation in the state. He further said that the state government will soon resolve the pending issues related to payments of Phagwara sugar mill. Bhagwant Mann said that adequate steps will be taken for purchasing the sugarcane crop around the Phagwara sugar mill from the farmers adding that no farmer will face any sort of inconvenience for selling their harvest.
