Another achievement has been added in the name of Chaudhary Charan Singh Haryana Agricultural University. The Indira Chakraborty College of Home Science of the University has secured 42nd rank in the National Institutional Ranking Framework (NIRF) released by the Union Ministry of Education across the country for the year 2022 while it stood first in Haryana. In the National Institutional Ranking Framework (NIRF) as many as 2270 colleges from across the country had participated.

The University Vice-Chancellor, Prof. B.R. Kamboj said that due to its achievements, this university has made a different identity at the national and international level. He congratulated the Dean, teachers, staff and students of Home Science College for this achievement. He said, “it is difficult task for any institute to achieve a high rank and even more difficult to stay in the same position.” He said that this college has been successful to be among the top 50 institutes of country for the last three years. “A work plan will be framed for the college to achieve more heights in future,” he added.

The NIRF ranking is finalized according to performance of the educational institutions on several parameters that include learning and resources, research and professional practice, outreach and inclusivity, graduation outcome and perception. The ranking is prepared based on the subject domain and the type of institute.

The Dean of the college, Dr. Manju Mahta said that with this ranking the teaching and research work of the college have got recognition at the national level. Efforts will continue to reach at first position, she said.

Haryana to adopt aggressive IEC activities to spread mass awareness about declining groundwater levels in State

In a bid to ensure community participation at large in the Atal Bhujal Yojana, Haryana Government has now planned to adopt aggressive and effective IEC strategies to spread mass awareness about declining groundwater levels in the State.

This was stated by Project Director, Atal Bhujal Yojana Sh. Satbir Singh Kadian while presiding over a review meeting regarding the progress of this ongoing project in Haryana held at Irrigation and Water Resources (I&WR) Department, Panchkula.

Sh. Satbir Singh Kadian said that the Atal Bhujal Yojana is a groundwater management scheme launched by Prime Minister Narendra Modi on the 95th birth anniversary of former Prime Minister Atal Bihari Vajpayee on 25 December 2019.

The purpose of the scheme is to improve groundwater management in seven states of India. Of the selected seven states, Haryana is one of them where Atal Bhujal Yojana is being implemented by the I&WR department. 14 districts (36 blocks covering 1669 Gram Panchayats) of Haryana have been identified for the planned intervention where the groundwater consumption and groundwater declining rate were higher, he added.

Sh. Satbir Singh Kadian  further shared that notably, Atal Bhujal Yojana(Atal Jal) is a Central Sector Scheme with an outlay of INR 6000 crore, out of which INR 3,000 crore is being provided as a loan from the World Bank and INR 3,000 crore as matching contribution from the Government of India (GoI). The funds under the scheme are being provided to the states as grants-in-aid. Funds under the scheme will be disbursed from the World Bank to the GoI based on the achievement of pre-agreed results, he added.

Sh. Satbir Singh Kadian shared that based on the same approach, a review meeting by the World Bank was called upon to check the progress and to discuss the way forward. For the effective implementation of the Atal Bhujal Yojana, it has been emphasized that relevant government departments executing schemes related to sustainable groundwater management must arrive at the same platform to bring in convergence.

Meanwhile, during the meeting, all the 14 selected districts under Atal Bhujal Yojana presented the progress report. Later in the meeting, the district-wise ranking was presented where Sirsa topped the list while Faridabad bagged the last spot.

Taking into consideration the learnings from previous schemes, Atal Bhujal Yojana has adopted Participatory Ground Water Management (PGWM) approach to engage the community in the planning and execution phase. This approach is important to inculcate ownership among the community members, shared Sh. Satbir Singh Kadian.

Task Team Leader, World Bank, Sh. Satya Priya and Sh. M.K Goel were present as a World Bank representative. During the meeting, XEN Atal Bhujal Yojana, representatives from the concerned departments, and SPMU and DPMU teams were also present.

Haryana Water Resources Authority set up in 2020 for conservation and sustainable use of water resources in State

Haryana Government, under the leadership of Chief Minister, Sh. Manohar Lal has established Haryana Water Resources Authority (HWRA) in the year 2020 for the conservation and sustainable use of water resources in the State. The bulk water tariff was earlier determined by the Government before the Authority came into being, now the mandate to decide the bulk water tariff is vested with the Authority.

The Tariff revision is a long drawn process and on prior occasion tariff has been revised in the year 2012 and lately in 2018 by the Government and latest revision of bulk rates has been done by the Authority vide recent notification dated 15.07.2022.

Chairperson, Haryana Water Resources Authority, Smt. Keshni Anand Arora, informed that earlier the mandate of the Authority was to recommend the Bulk Water Tariff and recently the Government has passed the Amendment Act, 2022 under which the Authority has been given the mandate to fix the Bulk Water Tariff. This signifies the commitment of the government for sustainable use of water resources in the state. The Government also mandates the Authority for the enforcement and implementation of the Treated Waste Water Policy of the Government. The tariff has been decided on the principles of economy, efficiency, equity and sustainability for bulk use of surface water and treated wastewater. The tariff is based on volumetric measurement of water consumption and will be designed suitably.

Smt. Keshni Anand Arora further informed that the Authority consulted with the Department of Irrigation and Water Resources (I&WRD) and Public Health Engineering Department (PHED) to decide the bulk water and treated wastewater tariff by the Authority. She added that the decision was taken so as to arrive at a more optimal and rational proposed tariff.

Chief Executive Officer, Haryana Water Resources Authority, Dr. Satbir Singh Kadian, while discussing the details of revised water rates said that rate revision is a normal procedure that must be amended over time while taking intervention elements such as availability, usage, and supply of water resources into consideration. First the rates were revised in the year 2012, then in 2018 and after the establishment of the authority in the year 2020 now the authority has the mandate to fix the tariff. A notification explaining the justification for the tariff increase has been made available. It is predicted that other industries, power plants, and bulk consumers would pay 2.35 times more in 2018 than they did in 2012, while the beverage and bottling sectors will pay roughly 5 times more. The fold was revised down to about 5 times for drinking water, 2.35 times for other industries and power plants and bulk users. Now, the department has proposed to increase the tariff by 2.5 times in case of bulk water supply to industries and 5.0 times for drinking water, as compared to the prevailing tariff of 2018.

He added that the Cost Inflation Index (CII) has increased by at least 45 points i.e. from 272 in FY 2017-2018 to 317 in FY 2021-2022 (base FY 2001-2002 with CII 100). He further stated that these rates are decided on the proposals submitted by the concerned departments i.e. Department of Irrigation and Public Health Engineering. He further added that these rates will be applicable from August 1, 2022. Any complaint relating to these rates may be made applicable to the Government under the provisions of the amended Act. These rates are applicable to users other than agriculture.

In this regard, it is important to note that the average revenue valuation for the last three years, 2019–20, 2020–21, and 2021–2022, is approximately Rs. 184.11 crore, which is approximately Rs. 1658.09 crore and only 11.10 percent of the expenditure. This is according to the 2018 tariff (currently in effect).

Further, as per the recommendations of the 13th Finance Commission, a State should set up a Water Regulatory Authority by 2011-12 for the purpose of entitlement and release of grants and should collect at least 50% of the water charges mandated by the Authority. In addition, about 30% of the water is lost during transit and about 57% of the water in the state is used for irrigation purposes. However, since due to the economic condition of the farmers and for food security in the nation, the revenue to be recovered from them cannot be increased, the Authority decided that the required amount will be cross-subsidised from other bulk users.

It is in the interest of efficient functioning of the department and stability in the long run that the water tariff is revised so that the targeted recovery is achieved by at least 50% of the cost. On one hand, IWRD does not have sufficient resources to operate and maintain its network. For such reasons, the matter of upward revision in bulk water tariff is the need of the hour.

While the official spokesperson of the authority shared that according to the data, 85 out of 141 blocks in Haryana have been overexploited groundwater. Clean water from open taps is being taken to fill the ponds, while some people are paying for water tankers due to paucity of water. Thus, there is a need to sensitize people, promote effective use of water and this can be achieved by bringing about behavioral change of users of bulk water.

He further added that the increase in bulk tariff will help in curbing uncontrolled water use and discourage wastage of water and encourage the use of treated waste water especially in industry and power sector. It will also provide adequate funds for operation, maintenance and repair of water resources projects as expenditure on irrigation management is more than recovery of water charges. This paradoxical situation is adversely affecting the performance of existing and new projects.

73rd Van Mahotsav to be celebrated in Saraswati Van of Kurukshetra on July 19

As per the directions of the Haryana Chief Minister, Sh. Manohar Lal, the State Government would be celebrating the 73rd Van Mahotsav on July 19, 2022, at Saraswati Van, Kurukshetra. The event would be presided over by Forest Minister, Sh. Kanwar Pal. Apart from which Minister of State for Sports and Youth Affairs, S. Sandeep Singh and other guests will also attend the programme.

The Forest Department has set a target of planting 2 crore saplings this time. Of these, 30 lakh saplings will be provided free of cost to the people of Haryana.

Forest Minister Sh. Kanwar Pal informed that on July 19, the 73rd Van Mahotsav will be celebrated in Kurukshetra with great pomp. The department has set a target of planting 2 crore saplings this year. Out of this, 40 lakh saplings will be planted under agroforestry, 29 lakh under Jal Shakti Abhiyan and 19 lakh under the Paudhagiri scheme. Along with this, 30 lakh saplings will also be provided free of cost to the people of Haryana. He said that the remaining 82 lakh saplings would be planted across the state under other schemes.

Under Amrit Sarovar Abhiyan, Peepal- Banyan trees will be planted on the banks of 2200 ponds in 22 districts

Additional Chief Secretary, Forest and Wildlife Department, Sh. A. K Singh further informed that Under the Amrit Sarovar Mission, plants of varieties like Banyan, Peepal, Neem and Pilkhan would be planted on the banks of 2200 ponds in 22 districts of Haryana.

He said that a 150 km long nature trail is being developed from Kalka to Kalesar, so as to ensure that people visiting there can enjoy nature in the best possible way. This work will be completed in this financial year. Along with this, ornamental and shady trees will also be planted in cities and towns to check pollution, he informed.

Book display vehicle decorated with nature and environmental literature will also be flagged off

Sh. A. K Singh informed that on the day of Van Mahotsav, a book display vehicle decorated with nature and environmental literature, in collaboration with the National Book Trust, Government of India, would be specially flagged off.

He said that for the first time 67 species of mushrooms have been discovered in Kalesar National Park and 58 species of butterflies have also been identified in Manethi in Aravalli hills, for which the forest department is geared up for its conservation. The Forest Department is very excited about the inclusion of Sultanpur National Park and Bhindawas Wildlife Sanctuary in the ‘Ramsar Site’ due to the environmental cooperation policy of the Haryana Government.

COVID Vaccination Amrit Mahotsav will be celebrated across the country from July 15 to September 30

 As part of the Azadi ka Amrit Mahotsav, the COVID Vaccination Amrit Mahotsav will be celebrated across the country from July 15 to September 30. Under this, booster doses will be given free of cost to all eligible beneficiaries of 12 years of age and above.

Haryana Chief Secretary, Sh. Sanjeev Kaushal said that the work of ensuring the availability of booster doses to the beneficiaries would be expedited by organizing special vaccine camps in Haryana for the next 75 days. For this, preparations have been made by the Health Department.

Sh. Kaushal shared this information in a meeting chaired by Cabinet Secretary held with the Chief Secretaries of all the States and Union Territories through video conferencing here today. During the meeting, progress of various schemes and programmes of the Central Government were reviewed.

During the meeting, Sh. Sanjeev Kaushal while giving directions to the officers of the Health Department said that the COVID Vaccination Amrit Mahotsav has to be made a public campaign so that in these 75 days, the eligible beneficiaries of the state must be given booster doses. In addition, special vaccination camps should be organized in the Secretariat complex and other government offices wherever required. Also, make sure to organize such camps in schools and colleges as well, he directed.

Har Ghar Tiranga campaign will be celebrated in Haryana from 13 to 15 August

Under the Amrit Mahotsav being celebrated to commemorate 75 years of the country’s Independence, ‘Har Ghar Tiranga’ campaign will be conducted across the country from August 13 to 15, 2022. Under this, the tricolour will be hoisted at every house in Haryana.

The Chief Secretary said that the Haryana Government was working tirelessly to make this campaign a success. All the citizens are fortunate that they are getting an auspicious opportunity to hoist the tricolour at their homes. Tricolour is the pride of every Indian, with this spirit, in the honor of the country, the people of Haryana will make Haryana number one in the country by hoisting the tricolour under the ‘Har Ghar Tiranga’ campaign.

Sh. Kaushal directed the officers to ensure the supply of tricolour in every district. Apart from this, the government buildings where the tricolour is not being hoisted should also be hoisted. He said that during this entire campaign it is the utmost duty of everyone to respect the tricolour.

The Chief Secretary appealed to the people of the state to experience the feeling of patriotism and national pride by hoisting the tricolour in their homes on the occasion of this national festival. In the 75th year of independence, if everyone brings the flag to their home, it will become a symbol of our commitment towards nation-building.

Haryana has accomplished 100% target of Har Ghar Jal Mission

In the meeting the progress of ‘Har Ghar Jal Mission under Jal Jeevan Mission’ was also reviewed.  The Ministry of Jal Shakti shared that Haryana has achieved 100 percent target of Har Ghar Jal Mission.

The Chief Secretary informed that as per the directions of the Central Government, this target was to be completed by 2024, but under the able leadership and guidance of Chief Minister, Haryana has successfully achieved this target two years ahead of the national target.

New names can also be registered in the voter lists of Panchayat to be published on July 22: Dhanpat Singh

 Haryana State Election Commissioner, Sh. Dhanpat Singh said that the final publication of voter lists of Panchayat elections will be done on July 22, 2022. These lists have been prepared by dividing the voters registered in the assembly voter list till May 16, 2022, into the wards of the Panchayats.

Sh. Dhanpat Singh informed that the person whose name was registered in the voter list of the Vidhan Sabha till May 16, 2022 and due to some reason has not been included in the voter list of the Panchayat or after May 16, 2022 but till the first day of nomination of Panchayat gets registered in the voter list of the Vidhan Sabha then he will have to submit his application in Form 1A to the concerned Deputy Commissioner and District Election Officer (Panchayat) or any other officer authorized by him to get his name registered in the electoral roll of the Panchayat.

He has also informed that necessary instructions have been issued to all the Deputy Commissioners and District Election Officers (Panchayats) in this regard for the convenience of the general public/voters/potential candidates contesting elections. He has also informed that Form 1A can be obtained free of cost from the offices of all Block Development and Panchayat Officers (BDPOs) or can also be downloaded from the official website of State Election Commission, Haryana https://www.secharyana.gov.in.

Atulya Library continues to be a boon for students preparing for competitive exams

In the year 2018, on this day only, while realizing the dream of Chief Minister, Sh. Manohar Lal to provide quality education, Atulya Library was setup at village Juan, District Sonipat, in the memory of Master Atul a special child of Juan village.

Meanwhile, for the past five years, the library has been continually proving to be a boon for children studying in various schools (after school hours) who are preparing for competitive examinations as here they can easily get access to the high-quality academic material required for cracking some of the most prestigious competitive examinations, that too free of cost.

Atulya library as the name says, ‘Unique’ has certainly gained huge popularity not only among the students coming from the Juan area but also among the students coming from the neighbouring areas as they do not have to travel to the urban areas and spend lakhs to get quality study material for competitive exams. Offering a good academic environment, the library is greatly helping rural background students to academically compete with the students of urban areas.

Sharing more details, the President and General Secretary of the Library said that the Library is open for students 24 hours a day, day and night. Within a few months of its existence at Mandir campus on the bank of a river on more than 3 acres of Shamlat land, this library is equipped with about 2,000 books, more than 10 Computers, Projectors, etc. to cater to the academic needs of the students studying in classes K.G to P.G. Besides this, the library also has quality education material for Ph.D. students.

“The Library has a sitting capacity of 50 students. Since the library remains open round the clock, adequate arrangement of providing clean drinking water, along with free of cost Tea and  Coffee facility has also been ensured especially for students studying during late night,” said President and General Secretary.

He further shared that since its foundation, in the last more than three years almost 50-60 students qualified in different examinations at the Central and State levels and around 15 students got Government jobs in various departments.

This year and last year the National Book Trust, New Delhi has also donated books to Atulya Library as well. Besides this, the State Government has also gifted an ITI near to this Library in the name of Master Atul ITI, village Juan, Sonipat to provide quality education to the students of the neighbouring areas along with ensuring skilled education for every child under the Right of Education, said the President.

He said that many times in the past, the Chief Minister has also praised the working of library on social media citing that such an initiative has started showing positive results as after studying in the Libraries situated in villages like ‘Atulya Library’, the students of the nearby areas have passed various competitive exams and succeeded in getting government jobs.

President and General Secretary while expressing gratitude towards the Chief Minister said that setting up of such modern libraries in villages is not only academically benefitting the students but has also saved their travelling time and money as earlier they had to move to cities to prepare for competitive examination. But now they are getting such an environment of education in the village itself, due to which they are excelling in every field.

Haryana Chief Minister, Sh. Manohar Lal paid tributes to the folk poet Dada Lakhmichand on his birth anniversary, in a tweet on Friday. The Chief Minister hailed the legend as the pride of the art and culture world of Haryana. Even today, every art lover has an unmatched respect for him. He will always be remembered as the patron of Haryanvi folk art and culture.

It is worth noting that Dada Lakhmichand, who is called Surya Kavi, composed many Haryanvi songs, which are famous even in the present time. The grandfather of folk art, Lakhmichand, has made an invaluable contribution to Haryanvi songs and raganis.

Haryana to conduct HCS and Allied services examination on July 24, Chief Secretary chairs high-level meeting with DCs and SPs

Adequate arrangements have been made by the Haryana Government for smooth, copy-free and fair conduct of the HCS and Allied Services Examination to be held on July 24, 2022. For this examination, as many as 1,48,262 candidates will appear at 524 examination centers in 10 districts across the state.

This information was given in a meeting held under the Chairmanship of Chief Secretary, Sh. Sanjeev Kaushal regarding the conduct of the examination with Deputy Commissioners and Superintendents of Police held through video conferencing here today.

Sh. Kaushal directed that the Deputy Commissioners should appoint Flying Squad of officers for each 5-10 locations in their districts. The joint team of Deputy Commissioner and Police should visit the examination centres set up in the districts and check the area around the centre. Extra vigil should be kept on the suspicious movements of any person or vehicle near any examination centre. Also the exam centers should be visited on the day of the exam as well.

He also directed that Section 144 should be imposed near examination centres and the surrounding area. Apart from this, special vigil should be kept on sensitive centres. He also said that directions should be issued to keep the coaching centres closed on the day of the examination. Apart from this, the stationery shops should also be monitored.

Sh. Kaushal further directed that the Deputy Commissioners should appoint a nodal officer in their respective districts for overall supervision of the examination. Besides this, a coordinator should also be appointed who will coordinate with the staff at the examination centers and ensure all arrangements like rooms, furniture, arrangement of drinking water and toilets, etc. in the examination centres.

The Chief Secretary directed that on July 22, the Deputy Commissioner should hold a joint meeting with the nodal officers, flying squad officers and representatives of the agency at the examination centres and conduct a trial run of all the activities related to the examination.

He further directed the Superintendents of Police that checking should be done in and around the examination centres and special care should be taken not to allow large gatherings outside the examination centres on the day of examination.

Director General of Police, Sh. P. K Agarwal while directing the Superintendents of Police said that often attempts are made to copy by using electronic items. Therefore, the arrangement of parking should be done away from the examination centres, so that any such incident can be prevented. Social media and the cyber cells will also work actively on the day of examination so that the activities happening through the internet can be monitored.

It was informed in the meeting that the exam material for the morning and evening shift examinations would be sent separately and the GPS location of the strong rooms set up in the districts to keep the examination material would also be recorded. The entry -exit record of strong room will also be kept.

He said that CCTV cameras would be installed at the entrance and rooms of the examination centres. Every single activity will be recorded from the time of entry till the end of the examination. In addition, jammers will also be installed.

It was informed in the meeting that the candidates should go for the examination after carefully reading the instructions given by the Commission. The exam will be held on July 24, 2022 in 2 shifts. There will be General Studies paper which will be held from 10 am to 12 noon and CSAT paper from 3 pm to 5 pm. All the candidates should take special care of the time.

94-year-old Bhagwani Devi from Haryana wins 3 medals including gold in the World Masters Athletics Championships 2022

Haryana Chief Minister, Sh. Manohar Lal has congratulated Bhagwani Devi for winning three medals including gold in the 2022 World Masters Athletics Championships being held in Finland.

        Sh. Manohar Lal said that at the age of 94, Bhagwan Devi has become a source of inspiration for the whole world.  This achievement of hers will work to fuel enthusiasm among the youth.  Bhagwan Devi has once again proved that age is not a barrier to achieve anything in life.

        Bhagwani Devi won gold in 100 meters race in senior citizen category. Due to this achievement of Bhagwani Devi India’s tricolor is flying high at international level.
