Indian culture promotes mutual love, goodwill and national integration: Guv

Indian culture is considered as one of the best cultures in the world as it promotes mutual love, goodwill and national integration. Haryana Governor, Sh. Bandaru Dattatraya said this on the occasion of the inauguration of Bhagwan Shree Jagannath Rath Yatra on Sunday at Manimajra. This Rath Yatra was organised by the ISKCON.

On this occasion, Haryana Vidhan Sabha Speaker, Sh. Gian Chand Gupta, Acharya and Trustee Gopal Krishna Goswami, Area Secretary Nand Maharaj Das, ISKCON Chandigarh President, Sh. Akrur Nandan, Dr. Pawan Sharma, Sh. Nirotmanand and many devotees were present.

Governor Sh. Dattatraya said that Indian philosophy has paved the way for human welfare through spiritual contemplation along with material progress in the world. God incarnated on earth and showed humanity the true path of life. Similarly, Lord Jagannath during the Rath Yatra, steps out of his temple and moves around in a chariot and showers blessings on the public. He said that Lord Jagannath Rath Yatra is an important Indian festival.

Haryana Govt to promote cultural activities in the state

Haryana Government has taken several steps to promote cultural activities in the state.  In this series, Art and Cultural Affairs Department of the state government is constituting a panel of experts in music, dance, theatre, painting and sculpture, so that training can be imparted to interested persons.

Giving information in this regard, an official spokesperson said that the senior artists who have been applying to participate in this panel should have at least 10 years of experience in the relevant discipline and should have minimum age of 40 years.  He said that the artists applying should have a Master degree or Diploma from a University recognized under the Government norms, having national and international level achievements in the relevant discipline in the last 5 years.

The spokesperson further informed that the tenure of the panel will be of 2 years and the last date for applying is August 9, 2022.

Beware of fraudulent unauthorized travel agents, agencies for sending abroad for education, employment, other purposes

Haryana Government has cautioned the general public, especially the youth, to beware of fraudulent unauthorized travel agents and agencies that are luring them for sending them abroad for education, employment and other purposes. People should contact travel agents and agencies authorized by the government to go abroad and inquire thoroughly before making any payments.

Giving information about this, an official spokesperson said that people are constantly being made aware and cautioned to go abroad only through authorized travel agents and agencies by the state government. He said that it is often seen that many agents who cheat people in the name of sending money abroad are not registered, such fake or unauthorized agents publish and broadcast their advertisements in various publicity mediums, due to which the general public is fooled by them. They lose their hard earned money, property or ornaments etc.

He said that unauthorized agents and agencies send the person willing to go abroad to some other country and place instead of the chosen country. In many such cases, sometimes the life of the person going abroad is also in danger. The state government has asked people to beware of such illegal travel agents and agencies and to go abroad only through agencies authorized by the government. He said that the list of travel agents and agencies authorized by the government has been released on the website of Haryana Police https://haryanapolice.gov.in.

MCM UBA holds donation drives in adopted villages, inspects Book Bank set up at Kajheri school

The Unnat Bharat Abhiyan (UBA) Cell of Mehr Chand Mahajan DAV College for Women, Chandigarh organised donation drives in the adopted villages of Buterla, Badheri and Attawa. In Buterla and Badheri, the UBA Cell team organised ‘Ripples in the Fun Pond’ for the students of the Government Schools wherein volunteers of the UBA team donated toys, games and stationery items, and played with the school students. The students understood the importance of games as an integral part of honing their cognitive skills and academic learning in a holistic manner.

During the donation drive in Attawa village, the student volunteers of the UBA team donated crayons, colouring books, notebooks, pencils and other stationery items to the students of the village anganwadi and also played with them.

The little children were overjoyed to receive the stationery items. In another initiative, the UBA Cell team organised an inspection of the NCERT textbooks donated earlier to the Government High School, Kajheri. The objective of the activity was to assess the usefulness of the books provided to the students under the Book Bank facility set up by UBA Cell and to monitor the procedure adopted by the school authorities to collect, store, organise and retrieve the donated books to the students.

Headmistress of the school Ms. Gurmeet Kaur appreciated the praiseworthy initiative of the college authorities in establishing the Book Bank. 
Principal Dr. Nisha Bhargava applauded the exemplary work being done by the UBA Cell in the direction of rural upliftment. She added that through these donation drives, the Cell endeavoured to instil in village students love for learning, thereby helping in the accomplishment of the goals of quality education for all. 

Ideal Industrial Estate to be set up in Ambala to promote Micro Enterprises- Home and Health Minister

Haryana Home and Health Minister, Sh. Anil Vij said that Ideal Industrial Estate will be set up in Ambala to promote Small and Cottage industries. Various technical facilities will also be made available for the entrepreneurs.

        Sh. Vij was presiding over a meeting with the officers of HSIIDC here today.

        Sh. Vij said that setting up of Ideal Industrial Estate in Ambala will give a boost to science based industries. He added that Small and Cottage Industries play an important role in the prosperity of the state. Sh. Vij further added that the process to establish Ideal Industrial Estate in Ambala has been started by the administration officers.

Common Facility Centre will be setup- Vij

In the meeting, the officers apprised Sh. Vij that a Common Facility Centre will be set up for the entrepreneurs operating small and cottage industries so that the entrepreneurs do not face any kind of inconvenience in running their enterprises.

Discussion on providing the facility of Common Toolroom

Apart from this, a place will be earmarked for exhibition of goods made in small and cottage industries etc. in Ideal Industrial Estate so that exhibitions etc. can be organized from time to time. Similarly, it was discussed in the meeting to make available the facility of a common toolroom as well. Similarly, under the Government’s Padma Scheme, various facilities like loans and other financial assitance will be made available to such entrepreneurs.

Flatted factories to be built in Ideal Industrial Estate, Ambala

In the meeting, the officers apprised the Home and Health Minister that flat factories will be set up at Ideal Industrial Estate, Ambala to promote small and cottage industries and these will be given on lease to small entrepreneurs. Apart from this, space will also be earmarked for stakeholders like dealers etc. in the Ideal Industrial Estate.

Process to set up the estate will be started at the earliest- Vikas Gupta

        In the meeting, Managing Director, HSIIDC, Sh. Vikas Gupta said that soon the process of setting up the Ideal Industrial Estate will be initiated in order to promote small entrepreneurs.

Haryana government will soon introduce Film and Entertainment Policy: Chief Minister

Haryana Government is formulating a Film and Entertainment Policy for the convenience of filmmakers and artists. Apart from this, about 60-70 acres of land in Pinjore have been earmarked for Film City. Efforts will be made to promote the culture of Haryana and Punjab in particular through this Film City. Haryana Government supports artistes, and will continue to work for their interest in future as well. The artistes will not face any kind of problem in Haryana.

Haryana Chief Minister, Sh. Manohar Lal said this while addressing the veteran artistes of Punjab and Haryana at Hotel Mount View in Chandigarh today. Songs made on achievements of Haryana Government by famous singer Mr. Daler Mehndi were released on this occasion. During this, songs were released by the Chief Minister, Sh. Manohar Lal alongwith Daler Mehndi and his wife, film actor Hobby Dhaliwal, singer Pammi Bai, actress Nisha, Dilbag Singh, Sapna Choudhary etc.

Today the state is developing due to the struggle and hard work of the people of Haryana

On this occasion, the Chief Minister said that Punjab-Haryana used to be a single province earlier, later Haryana came into existence in 1966. At that time it seemed that Punjab is very developed, and everyone wondered about how Haryana will be able to move forward on the path of development. But due to the struggle and hard work of the people of Haryana, today Haryana has gone far ahead of Punjab in terms of development. Haryana is also ahead of Punjab in terms of strength in the Indian Army.

Artistes play an important role in showing the right direction to the society

Sh. Manohar Lal said that the image of India that has been created on the world stage under the leadership of Prime Minister, Sh. Narendra Modi has led to the big countries now believing that only India can show the world the path of peace and harmony. Therefore, an artiste has a very important role in showing the right direction to the society, because the artiste does not belong to any caste or province, he is recognized only as an artiste. Artistes should continue to create awareness among the people and inspire them towards the service of the country and society, while contributing in nation building.

Sh. Manohar Lal’s vision is an effective influence for the welfare of the state

Speaking on the occasion, renowned singer Daler Mehndi said that when he used to pass through Haryana, he used to feel very happy to see the hoardings of the Chief Minister on the roads. Though he had never met the Chief Minister, he was deeply impressed by his personality and his vision and zeal for working towards the welfare of the state. He said that the Prime Minister, Sh. Narendra Modi and the Chief Minister, Sh. Manohar Lal understood that they are people connected with the soil, so they are working for the welfare of all by connecting emotionally with the needy.

The state government has done many works for the welfare of women

Haryanvi artiste Sapna Choudhary said that the state government has done a lot of development work in the last seven years. Seven years ago, women had to face many problems due to lack of toilets. But today, due to the efforts of Prime Minister, Sh. Narendra Modi and Chief Minister Sh. Manohar Lal, women have got real relief due to the provision of toilets. Thanks to the Prime Minister and the Chief Minister for this.

Haryana government is doing public welfare work

Punjabi singer Pammi Bai, who attended the programme, said that this is the first time that the Chief Minister of a state is meeting all the artistes by bringing them on one platform like this. Artists have got a chance to express their views.

Seeing the development of Haryana, there is hope for progress

On this occasion, singer Dolly Guleria said that under the guidance of Chief Minister, Sh. Manohar Lal, the hope of progress has been created after seeing development taking place in Haryana. On entering Haryana, the heart feels cool after seeing the atmosphere and progress here. On coming to Panchkula, there is such a feeling that as if it is our own state. Road network strengthened in Haryana

Singer Kaptan Ladi said that a network of roads has been laid in Haryana. Road network has a special importance for the development of any region. Today the condition of roads connecting villages is better, due to which there is no problem in traffic. The development taking place at the ground level is visible.

Take immediate action against illegal miners, directs Haryana CS

Haryana Chief Secretary, Sh. Sanjeev Kaushal has directed all the Deputy Commissioners and Superintendents of Police to take immediate action against the illegal miners. He also directed the officers of the Mining Department to personally visit the sites where illegal mining is being done and immediately send a report regarding the same. Sh. Sanjeev Kaushal said this while presiding over the review meeting regarding illegal mining held here today through video conferencing.

        Sh. Sanjeev Kaushal while directing the Deputy Commissioners said that the implementation of directions related to illegal mining and the environment should be ensured. To prevent illegal mining, officers should prepare an action plan and also ensure its strict compliance, said the Chief Secretary.

        Also, they should personally visit the site to review illegal mining areas and ensure action is taken against those involved in illegal mining. Besides this, police patrolling should also be increased, directed Sh. Sanjeev Kaushal.

        He said that incidents of illegal mining should be completely curbed and as per the prescribed norms, strict action should be taken against those found guilty. The officers should conduct regular meetings of the District Task Force as well as inspect the mining areas from time to time, directed the Chief Secretary.

        He further directed the Superintendents of Police to expedite the proceedings in the cases that are already registered against illegal mining. Further concrete arguments for the cases pending in the courts should also be ensured.

        Sh. Kaushal said that strict arrangements should be made to control illegal mining in all the districts. Round-the-clock deployment of the employees in illegal mining areas should be ensured along with this Gram Sachivs and Patwaris should be deployed at the village level to monitor critical and sensitive areas.

        Additional Chief Secretary, Environment and Climate Change Department, Sh. A.K Singh, Principal Secretary, Mines and Geology Department, Sh. Anurag Agarwal and other officers of the department also remained present in the meeting.

Khattar extends greetings to doctors on Doctor’s Day

Extending greeting to the doctors on Doctors’ Day, Haryana Chief Minister, Sh. Manohar Lal said that serving the poor people as a mission is the biggest service to humanity.

In a message issued here today on the occasion of National Doctor’s Day, the Chief Minister said that in today’s era everyone has joined the rat race. Now we have to pay attention to the health of environment along with the health of human beings. For this, he said that we have to change our eating habits. For which only a doctor can give the right advice.

        Everyone accepts the advice of doctors easily because it is widely believed that doctors are next to God. During the Covid pandemic, doctors treated patients day and night, which cannot be forgotten.

        The Chief Minister said that to meet the shortage of doctors in the state, while the government is working on a plan to open one medical college in every district, on the other hand the regular recruitment process of doctors has also been simplified.

Differently-abled to get 4 pc reservation in promotions in Haryana

Haryana Government has decided to grant the benefit of horizontal reservation in promotion @ 4 percent to the Persons with Benchmark Disabilities (PwBDs) covered under the Rights of Persons with Disabilities Act, 2016. A letter in this regard has been issued by Chief Secretary to all the Administrative Secretaries, Heads of Departments, Chief Administrators and Managing Directors of Boards, Corporations, Public Undertakings, Divisional Commissioners, Registrar of Punjab and Haryana High Court, Chandigarh, Deputy Commissioners and Sub-Divisional Officers (Civil) and Registrar of all Universities of the State.

Divulging more details in this regard an official spokesperson said that as per instructions, the new Act namely, Rights of Persons with Disabilities Act, 2016 has come into force from April 19, 2017, therefore, these instructions of 4 percent horizontal reservation shall be applicable with effect from April 19, 2017 onwards to the PwBDs who covered under this Act.

In case of promotion, 4 percent of the total number of vacancies in the cadre strength of Group A, B, C and D shall be reserved for PwBDs. Against the posts identified for each disability, one percent each shall be reserved for PwBDs under blindness and low vision, deaf and hard of hearing and locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy respectively and one percent combined under autism, intellectual disability, specific learning disability and mental illness, multiple disabilities from amongst persons under clauses a to d including deaf-blindness.

Horizontality of Reservation for Persons with Disabilities

The Spokesperson said that reservation for backward classes of citizens (Scheduled Castes and Backward Classes) is called vertical reservation and the reservation for categories such as PwBDs and ex-servicemen is called horizontal reservation.

The Spokesperson said that to illustrate, if in a given year there are two vacancies reserved for the PwBDs and out of two PwBDs promoted, one belongs to Scheduled Caste and the other belongs to Unreserved, the SC candidate with benchmark disability shall be adjusted against the S/caste point in the reservation roster and the Unreserved candidate with benchmark disability against the unreserved point in the relevant roster.

In case none of the vacancies falls on the point reserved for the SCs, the candidate under benchmark disability belonging to SC shall be adjusted in the future against the next available vacancy reserved for SCs.

Since the PwBDs have to be placed in the appropriate category viz. SC/BC/ Unreserved in the roster meant for reservation of SCs/BCs, the application form (in respect of Departmental examination for promotion) for the post should require the candidates applying under the quota reserved for PwBDs to indicate whether they belong to SC/BC or Unreserved category.

Competent Medical Authority to Issue Disability Certificate

The Spokesperson said that the competent medical authority to issue Disability Certificate shall be a Medical Board duly constituted by the State Government. The State Government may constitute Medical Board(s) consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing locomotor, cerebral, visual and hearing disability, as the case may be.

The Spokesperson said that the Medical Board shall, after due examination, give a permanent disability certificate in cases of such permanent disabilities where there are no chances of variation in the degree of disability.

The Medical Board shall indicate the period of validity of the certificate, in cases where there are chances of variation in the degree of disability.

Exemption from Reservation

As per the notification, if any Department considers it necessary to exempt any post/cadre partly or fully from the provision of reservation for persons with disabilities, it may make a reference to the Department of Social Justice and Empowerment, Haryana giving full justification for the proposal. The grant of exemption shall be considered by a Committee set up by the Department of Social Justice and Empowerment, Haryana, constituted vide their notification dated August 3, 2011, in consultation with the State Commissioner.

Chief Electoral Officer, Union Territory, Chandigarh reviews the work of the election officials

A meeting under the Chairmanship of Chief Electoral Officer, UT, Chandigarh with the District Election Officer, Electoral Registration Officer and all the Assistant Electoral Registration Officers of Chandigarh Parliamentary  Constituency was held today in the Election Department, U.T., Chandigarh regarding latest amendments in Election Rules which be implemented from 1st August,2022. 

This is for the information of general public and Political Parties of Chandigarh Parliamentary Constituency that Election Commission of India has conveyed the amendments made by the Ministry of Law & Justice in the Representation of the People Act, 1950 and the Representation of the People Act, 1951 vide the Election Laws (Amendment) Act 2021 dated 30.12.2021. The amendments will cover the following aspects:-

(i) Use of Aadhaar for electoral registration purpose

On the direction of the Election Commission of India, Aadhaar will be collected from the registered electors of Chandigarh

(ii) Multiple Qualifying dates

From 1.08.2022, there will be 4 qualifying dates i.e. 1st January, 1st April, 1st July and 1st October for enrolment in Electoral Rolls

(iii) Gender neutral provision for Service and Special Electors

(iv) Power to acquire premises for the purpose of conduct of elections,

         Further, the updated forms mentioned in the latest instructions will be used in the upcoming Special Summary Revision of Photo Electoral Rolls. The AEROs were also briefed about the amendments in the forms. The amendments regarding forms will be uploaded on the website of CEO Chandigarh i.e. ceochandigarh.gov.in for the information of general public.  

AEROs were directed to provide the training regarding the Amendments in Election Rules, IT applications (Garuda App, NVSP, Voter Portal and ERO Net) to the BLOs working under their jurisdiction. 

           In the end, the the Chief Electoral Officer also reviewed the progress of the disposal of forms and directed all the AEROs to dispose off the Forms in time bound manner.

It was also informed that from now onwards, EPIC will be delivered to the registered electors through Post with the help of Postal Department, U.T., Chandigarh.
