FSSAI to undertake nation-wide campaign from August 1 to 14

Food Safety & Standards Authority of India has the mandate of ensuring availability of safe and wholesome food to the people of the Country. There have been various instance/complaints reporting sale of adulterated edible oils as well as unauthorized blending of Oils without the mandatory AGMARK license. Further, despite prohibition in place as per the Food Safety & Standards Regulations, cases for sale of loose edible oil have also been reported. 

FSSAI has decided to undertake a nation-wide campaign for a period of two weeks from 01st August, 2022 to 14th August, 2022 through the State Food Safety Authorities with the objectives to check adulteration in edible oils, compliance with respect to limits of trans-fatty acids, labeling provisions and mandatory AGMARK license for Multi-Source Edible Oil and enforcement of prohibition on sale of loose edible oils in the Country.

Under this campaign, the State/UTs shall ensure Surveillance sampling (two samples/FSO) through Food Safety Officers in a staggered manner so that the sample base is wide and representative of all the FBO/ brands being sold in the market. The samples shall be drawn from the retail markets and for both packaged and loose edible oil (if any), MSEO and Vanaspati. The following type of parameters will he checked from the samples to check adulteration:

– Test for the presence of Hydrocyanic acid

– Refractive Index

– Test for iodine value,

– Sponification Value

– Polenske value

– Unsaponification mater

– Test for presence of Mineral Oil

– Test for presence of Argemone oil

– Total Polar compounds

– Cloud point

– Flash point

– Test presence of castor Oil

– Test for presence of Olive residue oil in olive oil Bellier test

– Elaidate

– Linoelaidate

All Food Business operators those are into the manufacturing / repackaging of Edible Oil are hereby advised not to indulge in any wrong practices of mixing of any adulterant in oil etc and if they found doing any such illegal practice, strict action will be initiated against them under the provisions of law.

EC says youngsters above 17 years can now apply for voter ID

Now 17+ year old youngsters can apply in advance for having their names enrolled in Voter’s list and not necessarily have to await the pre-requisite criterion of attaining age of 18 years on 1st January of a year.Giving this information here today, an official spokesperson of Office of Chief Electoral Officer, Haryana informed that Election Commission of India has directed all CEOs, EROs, AEROs of all States to work out tech-enabled solutions such that the youth are facilitated to file their advance applications with reference to three subsequent qualifying dates i.e. April 1, July, 1 and October, 1 and not just January, 1. Henceforth, the Electoral Roll will be updated every quarter and eligible youngsters can be registered in the next quarter of the year in which he/she has attained the qualifying age of 18 years. After getting registered, he/she will be issued an Electoral Photo Identity Card (EPIC). For the current round of annual revision of electoral roll, 2023, any citizen attaining the age of 18 years by April 1, July 1 and October 1 of 2023 can also submit an advance application for registration as a voter from the date of draft publication of electoral roll.        “In other words, advance application can be submitted on or after 9th November 2022, the date on which draft electoral roll will be published. The Election Commission of India, in pursuance of the legal amendments in the Section 14(b) of the RP Act 1950 and consequent modifications in Registration of Electors Rules, 1960, has initiated the process for bringing about necessary changes for preparation/revision of electoral roll of Assembly/Parliamentary Constituency. It may be recalled that on the recommendations of ECI, the Ministry of Law & Justice recently amended the RP Act to provide for four qualifying dates i.e., 01st January, 01st April, 01st July and 01st October as eligibility for youngsters to register in electoral rolls as opposed to the earlier single qualifying date of 1st January only. As per existing policy, revision of electoral rolls with reference to 1st January of the coming year as the qualifying date was done normally in the later part of each year in all States/UTs (normally in the last quarter of a year) so that final publication of the electoral rolls is made in the first week of January of the succeeding year. This meant that a large number of young persons who completed 18 years after 1st January had to wait for Special Summary Revision of the next year for enrolment and were not able to participate in elections held in the intervening period. The Commission has also made the registration Forms more user friendly and simpler. The newly modified Forms will come into force on 1st August, 2022. All applications (claims and objections), in old forms, received before 1st August, 2022 will be processed and disposed of and in such cases, there is no need to file application in new forms. The Commission has ordered Annual Summary Revision with reference to January 1, 2023 as the qualifying date in all States except the Poll Going States. All the pre-revision activities are undertaken in accordance with the Commission’s existing instructions and guidelines and Manual on Electoral Roll, 2016 and Manual on Polling Stations, 2020. The revision and pre-revision activities are done in such a manner that the Electoral Rolls are  finally published much before National Voters’ Day (25th January of every year) so that EPICs generated for new electors especially young voters (18-19 years) can be distributed to them in ceremonial manner on the day of NVD.       Pre-revision activities include Rationalization/Re-arrangement of Polling Stations; Removal of discrepancies of Demographically, Photo Similar Entries; Preparation of Supplements and integrated draft roll with reference to January 01, 2023 as the qualifying date. Commission has directed to take all efforts to ensure 100% removal of DSEs/PSEs from electoral roll and discrepancies in EPICs during the current round of pre-revision activities.        The revision activities to begin in November include disposal of claims and objections received after publication of integrated draft electoral roll. Under the Special Summary Revision, a one-month period is available to file claims and objections in the draft electoral roll. Special camps will be organized by CEOs on weekends for which the date will be publicized by concerned CEOs. The final electoral roll will be published on 5th January 2023.Polling Station Rationalization        As part of the Annual Summary Revision, polling stations, having more than 1500 electors, shall be rationalized/modified as per the given schedule and before the draft publication of electoral rolls in accordance with instructions contained in Manual on Polling Station, 2020. A new Polling Station shall be created only after rationalizing the sections to the adjacent Polling Stations to the possible extent. Other objectives of rationalization of polling stations are to group all the family members and neighbours in a section.EPIC-AADHAR linking        For linking of AADHAR number with Electoral Roll data, provision has been made in the modified registration forms to seek Aadhaar details of electors. A new Form-6B has also been introduced for collecting Aadhaar number of existing electors. However, no application for inclusion of name in electoral roll shall be denied and no entries in electoral roll shall be deleted for inability of an individual to furnish or intimate Aadhaar Number.        It has been emphasized that while handling Aadhaar number of the applicants, the provision under Section 37 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefits and Services) Act, 2016 must be adhered to. Under no circumstances should it go public. If the electors’ information is required to put for public display, the Aadhaar details must be removed or masked.        A Time bound drive is being started w.e.f. 01.8.22 for collection of Aadhaar number of the existing electors. Furnishing of Aadhaar number is purely voluntary. Objective of the programme is to establish the identity of electors and authentication of entries in Electoral Roll.Deleting Repeat/Multiple Entries from Electoral Roll        Detailed Procedure of Deletion of Repeat/Multiple Entries has been specified. In repeated/multiple entries reported by individual citizens, BLAs of political parties or RWA representatives, field verification is mandatorily done in each and every case. Name of the elector would be deleted in the electoral roll only at the place where he/she is not found to be ordinarily residing.Field Verifications and Super checking for Healthy Electoral Roll        For the purpose of improving the health of the electoral roll, the Election Commission has emphasized the need for field verification by the Booth Level Officers. There is a mechanism for supervision and checking for enforcing strict accountability of the work performed by different levels of electoral machinery, such as Supervisors, EROs and AEROs by field verification. Similarly, DEOs, Roll Observers and CEOs also check the work done by EROs before the final decision on claims and objections is taken. Besides, Officers from ECI and O/o CEOs are also deployed to further random checks and to supervise.Participative Process- Involving BLAs        With a view to ensure more involvement of political parties, the Commission has allowed Booth Level Agents (BLAs) of recognized political parties to file applications in bulk, subject to the condition that a BLA shall not submit more than 10 Forms to BLO at one time/in one day. If a BLA files more than 30 Applications/Forms during the entire period of filing claims and objections, then the cross verification must be done by ERO/AERO themselves. Further, the BLA will also submit a list of application forms with a declaration that he has personally verified the particulars of the application forms and is satisfied that they are correct,” the spokesperson added.

Vigilance Bureau arrests paaser Sodhi accused in tax evasion scam

Aiming to check the menace of corruption in the state the Vigilance Bureau Punjab during its ongoing campaign today arrested a main passer namely Rajinder Singh Sodhi @ Lovely from Ambala, Haryana and recovered a huge cash from his house. He was wanted in a case related to causing a huge loss to the state exchequer for evasion of GST in connivance with excise and taxation officers in the state.Disclosing this here today a spokesperson of the State Vigilance Bureau (VB) said in this regard a case FIR No. 8. dated 21.08.2020 u/s 420, 465, 467, 468, 471, 120-B, 201 IPC and 7, 7(A) and 8 of Prevention of Corruption Act had already been registered at VB flying squad-1, police station at Mohali.Giving more details he informed that this case was registered against Punjab GST/Excise & Taxation officials and passers/mediators for being complicit for causing a huge loss to the state exchequer through provision of escape routes to passers for evasion of GST as well as imposing a lesser amount of penalty during checking of vehicles carrying unfinished (Iron scrap) and finished goods, he added.He informed that during investigation of this case some officers of Excise & Taxation Department and Passers have already been arrested. “These passers/mediators gave hefty bribes on monthly basis to the department officials for this purpose”, he said.The spokesperson further revealed that after the arrest of above said passer Rajinder Singh Sodhi, the VB team made a house search of the accused. During the search the Vigilance team recovered huge cash amounting to Rs. 21,65,241 in the presence of witnesses, which would be further probed during investigation.He informed that 6 day police remand of the above mentioned accused has been obtained from the competent court by the VB for further investigation in the case.

CM ASKS BSF TO ENHANCE VIGIL AT BORDER FOR CHECKING CROSS BORDER SMUGGLING OF ARMS AND DRUGS

Punjab Chief Minister Bhagwant Mann today impressed upon the Director General of Border Security Force (BSF) Pankaj Kumar to enhance vigil at the borders of the state for checking smuggling of drugs and weapons from across the border.

The Director General of BSF called on the Chief Minister here at his official residence on Sunday.

During deliberations, the Chief Minister said that Punjab being a border state faces numerous challenges in wake of the smuggling of drugs and weapons from across the fence. He said that this needs to be checked with a heavy hand as it poses a grave threat to the unity, integrity, security and sovereignty of the country. Bhagwant Mann said that Punjab is fighting country’s war against drug as not even a single ounce of drug is produced in Punjab but as state is on transit route of drug supply, so it is battling hard to prevent smuggling of drugs into the country.

The Chief Minister said that meticulous planning and flawless execution of strategy against drug smuggling by BSF and the Punjab Police can act as a ‘barrier’ to save the country from poison of drugs. He said that this is the need of the hour to break the backbone of narco-gangster-terrorist nexus which is trying to flex its muscles for disturbing the hard earned peace of state. Bhagwant Mann assured fulsome support and cooperation to the Director General of BSF for this noble cause.

Underlining the need for equipping BSF and the state Police with the latest weapons and gadgets to combat cross border terrorism and smuggling more effectively, the Chief Minister said that he had already flagged off this issue with the Union government. He said that both Punjab Police and BSF are working tirelessly for checking the cross border smuggling of weapons and drugs adding that strenuous efforts on part of both the forces will bear the desired results. Bhagwant Mann also lauded the services rendered by the BSF for safeguarding the border of the country in general and state in particular.

Shalby Hospital launches robotic knee replacement surgery

Tricity residents can now avail the facility of robotic knee replacement with Shalby Hospital, Mohali today announcing the launch of robotic assisted knee replacement surgery in association with Anhad Robotics, Ludhiana.

Dr. Gagandeep Gupta, ortho surgeon said,” Robotic systems help to plan surgery on a patient’s unique anatomy. It also helps to position the total knee implant using a combination of computer and robotic assistance. It further allows us to collect patient-specific data during the procedure to build a 3D model of the patient’s knee.”

Haryana CM launches finance department bulletin

IEP Chandigarh, July 29, 2022 Haryana Chief Minister Manohar Lal Khattar on Friday launched the  Finance Department Bulletin, which is a handbook that contains instructions and notifications issued by the department from time to time.  The objective of this handbook is to facilitate the day-to-day working of all departments of the State Government and also to give them a reference point to assess their performance across various indicators of Sustainable Development Goals.Further, the data related to the State budget allocation as well as the performance of Districts and Departments across various indicators of the Sustainable Development Goals is also included in the book.  On this occasion, Deputy Chief Minister Dushyant Chautala, Ministers and senior officials of the State Government were present. The  Chief Minister expressed his pleasure at the compilation of this book and encouraged the Finance Department to keep updating it periodically. Speaking on the occasion, Additional Chief Secretary Finance, TVSN Prasad,  said that this document was compiled with the intention of creating a single repository where all such instructions and notifications issued by the Finance Department could be found.

Haryana Roadways to provide free travel facility to women on August 10: Mool Chand Sharma

Transport Minister Mool Chand Sharma on Friday said that the State Government has decided to provide free travel facility in Haryana Roadways buses as a gift to women of the state on the occasion of Rakshabandhan. He said that the Government is providing this facility so as to assist the women of the state to visit their brothers’ place.The Transport Minister said that the Chief Minister Manohar Lal Khattar has approved a proposal to this effect today.  He said that the facility of free travel will begin from 12 noon on August 10, 2022 and will remain till 12 midnight on August 11, 2022.  This facility will be provided in ordinary buses of Haryana Roadways buses.Sharma said that free travel facility was being provided by the Transport Department to women and children up to 15 years of age on the occasion of Rakshabandhan for the last several years which was halted during the Covid-19 pandemic.  At present, after the significant decline in the Covid-19 cases, it has been decided to resume this facility to women.

e-Library will soon be started in every hospital of Haryana: Health Minister

Haryana Health and Family Welfare Minister, Sh. Anil Vij said that e-Library will soon be started in every hospital in Haryana and medical colleges will also be associated with this e-Library so that students pursuing DNB course can get the latest and world class information.

Sh. Vij was addressing a gathering as the chief guest during the DNB Orientation Programme at Indradhanush Auditorium, Sector 5, Panchkula.

State hospitals associated with e-treatment

He said that the world is now moving towards digitization and the state of Haryana is also moving fast in this direction. In this episode, the hospitals of the state are connected with e-Upchaar, but they want that every PHC and hospital in the state should be connected to e-Upchaar and the Health Department is moving forward towards this initiative.

Health mapping will be done in Haryana soon

Sh. Vij said that soon mapping regarding health for which tenders have been invited will be done in Haryana. He said that at present health facilities are being provided on the basis of demand, but after mapping, health facilities will be available to the people of the state on the basis of need. He said that mapping will be done by an agency which will reveal how much health facilities are required at which city, town or village level of the state. He said that Haryana will be the first state to get mapping done in the field of health.

Survey will be done soon for the dilapidated buildings of Health Department

The Health Minister said that a separate provision has been made for health-related buildings in the health budget and soon a survey will be conducted for the dilapidated buildings of the Health Department and after the survey, that building will be repaired.

Every mother and sister has to be the dietician of the family

He said that we have to make Haryana anemia free and in this regard a booklet “Anemia Mukt Haryana” has also been released in which various types of information have been provided. He said that we have to change the way we eat and drink in the changing environment and every mother and sister has to become the dietician of the family, only then we can become strong. He said that the country whose citizens are strong, the country is also strong. Today, in relation to new experiences related to the medical field, a booklet named “Synergy” has been released, which will contain information about new experiments.

Number of DNB courses will be increased

Sh. Vij said that the introduction of DNB courses will benefit the Health Department. He said that in this way the health department of the state would get double benefit. He said that the Central Government has sanctioned an amount of Rs. 9 crore for DNB infrastructure, which will include equipment and guest faculty etc. He said that at present there are 76 seats for DNB courses in the state and their number will be increased soon.

950 doctors selected; services will be available soon

The Health Minister said that there are dialysis centers in 21 districts, city scans in 22 districts, cathlabs in 4 districts in the last 4 years. The process of opening cathlabs in other districts is also going on. Apart from this, the process of recruitment of 1,250 doctors has been completed in the health department, out of which 950 doctors have been selected and soon these doctors will give their services in the department.

Sh. Vij said that 6 medical colleges are running and 6 medical colleges are being set up. He said that we have huge infrastructure related to health, so we can start DNB courses in these hospitals. Apart from this, Sh. Vij also shared his past experiences.

Apprentices of various courses will soon be appointed in state hospitals

Additional Chief Secretary, Health Department, Sh. Rajeev Arora said that apprentices of various courses will also be appointed in the state hospitals soon. Apart from this, Haryana has done good work on campaigns against Hepatitis, Covid etc. He said that we have to pay more attention to how our paramedical staff and field workers can be upgraded. He said that to eradicate TB by the year 2025, we have to start from today itself only then we can eliminate TB from the state. Apart from this, we have to run the anemia programme on a large scale.

Earlier, Director General, Health Services Department, Dr. Veena Singh, PMO, Panchkula, Dr. Rajeev Kapoor also addressed the audience and laid out a roadmap about the DNB courses.

On this occasion, Health Minister awarded DNB students Dr. Aditi and Dr. Rahul Pandey certificates. Apart from this, Sh. Vij also released ‘Anemia Mukt Haryana’ and ‘Synergy’ Journal booklets. On this occasion, Additional Chief Secretary, Health Department, Sh. Rajeev Arora honoured the Health Minister with a shawl and a memento. Apart from this, Managing Director, NHM, Sh. Prabhjot Singh and Director General, Health Services Department, Dr. Veena Singh etc. were also honoured with mementos. In the end, Panchkula Civil Surgeon, Dr. Mukta Kumar proposed vote of thanks.

Unprecedented progress in the power sector in the last 7 years: Ranjit Singh

Haryana Power, New and Renewable Energy and Jail Minister, Sh. Ranjit Singh said that Haryana has made unprecedented progress in the field of electricity in the last 7 years. Today there is a power surplus in the state and uninterrupted power is being supplied to the people in the entire state. Haryana is a leader in the solar energy sector in the country, up to 75 percent subsidy is also being given by the government to the people of the state for solar energy. Apart from this, soon after covering big canals, solar panels will be installed on them, which will not only save electricity but will also keep the water of the canals clean.

The Power Minister was addressing the attendees of the Electricity Festival program under the ‘Ujjwal Bharat-Ujwal Bhavishya Abhiyan’ organized under the Azadi ka Amrit Mahotsav by Dakshin Haryana Electricity Corporation (DHBVN in Rania on Wednesday.

The Power Minister said that under the leadership of Chief Minister, Sh. Manohar Lal, unprecedented development has taken place in the power sector and new power lines have been laid along with the establishment of new sub-stations. Not only this, by reducing the line loss by the power corporation, the power consumers have been given the benefits of various schemes.

He said that today electricity is being made available in all the villages, dhanis and every house of the state. Haryana ranks second in the country after Gujarat in terms of electricity. He said that electricity is the cornerstone of the development of any nation. Industrialization and development is possible only with electricity. Sharing his experience, he said that during his childhood, there was no power supply in his village, but today air conditioners run there. All this is the result of development in the power sector.

Haryana Chief Minister announces Rs. 20,000 per month as assistance for Anjali, a student who got 100 percent marks in Class X

Haryana Chief Minister, Sh. Manohar Lal has announced a scholarship of Rs. 20,000 per month for two years to Anjali, a student of Mahendragarh who has scored 100 percent marks in Class X.  The Chief Minister congratulated Anjali and her family members over video call.  The Chief Minister assured that wherever Anjali wants to take admission in future, she will be admitted there.

        Anjali has secured 100 percent marks in the CBSE Class X examination.  Sh. Manohar Lal said that she has not only broken a record but has also set a record which cannot be broken further.  He wished Anjali the best of luck for bringing laurels to the country, state, village and parents.  When Anjali shared her dream of becoming a doctor when she grows up, the Chief Minister assured her that she will be enrolled in any medical college in the country she wanted.

Haryana became the first state to distribute tablets to students

Chief Minister, Sh. Manohar Lal said that tablets have been distributed to 5 lakh students of Classes X, XI and XII.  Haryana is the first state in the country to distribute tablets to five lakh students of government schools.  The state government is striving for more reforms in education.  An amount of Rs 20,000 crore has been earmarked for education in this budget.  The present era is of technology and we do not want to leave our students behind in any field.  He said that it is our endeavor that the way Haryana has made progress in agriculture and industry, in the same way the youth of our state should bring laurels to the country in Information Technology

Haryana will implement the new education policy by 2025

        Sh. Manohar Lal said that the Central Government has set a target to implement the New Education Policy in the entire country by 2030, but Haryana has set a target to implement it by 2025.  KG to PG programme has been started in the university.  Under this, elementary education will be given to the students in the university itself.  Two universities of Haryana, MDU and Kurukshetra University have started this programme.  He said that the Super-100 programme is also being run by the state government for bright students studying in government schools.  The Super-100 programme of the Education Department is a unique effort to further the careers of meritorious students.  Under this, free coaching is provided for IIT and NEET.  The Chief Minister said that if someone has talent, then no one can stop them from fulfilling their dreams, even if someone belongs to the rural area.  He said that sports takes strength and studies take brain.  Haryana is moving ahead by coordinating these two and is achieving new records.
