Road Transport and Highways Ministry launched Good Samaritans scheme to mitigate the loss caused by road traffic accidents

The Uttarakhand police will provide cash reward and a citation to citizens who provide certain assistance to victims of road traffic accidents. The State’s director general of police Ashok Kumar informed that The Road Transport and Highways ministry has launched the Good Samaritans scheme in order to mitigate the loss caused by road traffic accidents. Good Samaritans who provide assistance to persons injured in traffic accidents are rewarded under the scheme.

In the State, the departmental Good Samaritans reward scheme has been launched. As part of this scheme, any person who undertakes particular actions to provide assistance to road traffic accident victims, the police will present cash reward and citation to the good Samaritan.

Those eligible for rewards under this scheme include those who provide primary treatment to a person injured in a road traffic accident, those who undertake rescue and relief effort to transport accident victims to the hospital on time, those who transport in private vehicle a person injured in road accident in case of unavailability of ambulance and those who donate blood when required for a road accident victim or publicise the need for the same to secure a donor of the required blood group. Further, those who provide financial assistance to a person injured in a road accident, assist or contribute effectively towards prevention of road accidents and raise awareness regarding good Samaritans through advertisements, social media and print media will also be eligible for the reward.

The rewards in the last two categories will be 10 per cent maximum. According to the police headquarters, the good Samaritans reward scheme will be executed at three levels in the State. At the police headquarters level the Uttarakhand police will present first position reward amounting to Rs 25,000 followed by Rs 10,000 and Rs 5,000 for the second and third positions respectively. At the traffic directorate level, the traffic director will present Rs 5,000, Rs 3,000 and Rs 2,000 for the first, second and third positions respectively. At the district level, the senior/ superintendent of police will present Rs 3,000, Rs 2,000 and Rs 1,000 for the first, second and third positions respectively.

The DGP said, “The purpose of this scheme is to motivate citizens to take seriously injured accident victims from the road to the nearest hospital instead of ignoring them. This scheme will prove to be a milestone for saving the lives of those who are injured in road traffic accidents. People will be motivated, as a result of which more and more people will become involved in this task,” said Kumar. Good Samaritans can submit their application in the fixed format via WhatsApp, email, social media, post or personally at the police headquarters, district traffic office/ traffic CO office, SP traffic office, traffic directorate or senior/superintendent of police office. Facts related to assisting the accident victim, paper cutting, social media screenshots and photographs/videos (if available) can also be presented.

Minister Premchand Agarwal defends appointments made in Uttarakhand Vidhan Sabha during his tenure as Speaker

Uttarakhand Finance and Urban development Minister Premchand Agarwal defended the appointments made in Uttarakhand Vidhan Sabha during his tenure as the Speaker. Responding to the questions of the media persons at the Bharatiya Janata Party State office here on Saturday, Agarwal claimed that all the appointments made in the Vidhan Sabha were as per the rules and no irregularity occurred in the appointments. He said that all the appointments are temporary and were done as the Vidhan Sabha secretariat was suffering from shortage of staff.

When pointed out by the media persons that the list of 72 persons appointed during his tenure include the names of the Public Relations Officers (PROs) of the ministers, relatives of the Officers on Special Duty (OSDs) of the chief minister and other prominent personalities, Agarwal accepted that they were appointed and that it was done on the basis of their ability. He said that for the first time in the history of Uttarakhand Vidhan Sabha, a recruitment examination was held but its result was not declared as some aspirants had gone to the High Court. Agarwal said that the employees were recruited on an ad hoc basis because they were needed for the Vidhan Sabha building at Bharadisain in Gairsain, the summer capital of Uttarakhand. The statement of the minister assumes significance amid allegations of favouritism and corruption in the recruitments in the fourth Vidhan Sabha of Uttarakhand. It is pertinent to mention here that the Vidhan Sabha secretariat released an advertisement for recruitment of 35 personnel in the year 2020. An agency was selected for selecting the candidates from among more than 8,000 applicants. This agency conducted the examination but its result was not declared.

Meanwhile the Vidhan Sabha recruited 72 ad hoc employees on different posts in December 2021. After their appointment the model code of conduct was imposed in the State on account of the Assembly elections. The list is said to contain the names of the PROs of ministers, wives of two OSDs of the CM and relatives of prominent personalities.

The opposition parties are now demanding an indepth inquiry in the appointments of favour made in the Uttarakhand Vidhan Sabha. The Uttarakhand Assembly which has a strength of only 70 MLAs employs more than 550 employees which is said to be the highest among the State assemblies of the country. The State Assembly reportedly has more employees than the Vidhan Sabha secretariat staff of neighbouring Uttar Pradesh that has 405 MLAs. Interestingly the Uttarakhand Assembly has only 15 -16 sittings in a year as compared to 60 or more of the other States.

25,000 people would benefit under Mukhyamantri Mushroom Vikas Yojana

Uttarakhand Chief Minister Pushkar Singh Dhami said that a Mukhyamantri Mushroom Vikas Yojana would soon be launched in the state and more than 25,000 people would benefit from the scheme. He said this after inaugurating a food processing and packaging plant in Buggawala in Haridwar district on Saturday. Speaking on the occasion, he said that setting up of a 14 acre polyhouse in Buggawala would help in development of the area and said that the Nature Besto and MB Foods companies are providing livelihood to 150-200 families. He said that the State government has launched ‘ One District One Product (ODOP) project and that mushroom is the chosen product for Haridwar district. Dhami said that under ODOP, apricot for Almora, kiwi for Bageshwar, bay leaves and spices for Champawat, fish for Chamoli, bakery for Dehradun, peach for Nainital, malta for Pauri, chaulai for Rudraprayag, ginger for Tehri, apple for Uttarkashi, mango for Udham Singh Nagar and turmeric for Pithoragarh districts have been selected. He disclosed that loans for 48 beneficiaries have been approved under the scheme and out of them 28 units have already been set up.

He said that under the leadership of Prime Minister Narendra Modi, the State government is taking measures to double the income of farmers. He said that many enterprises have come up in Uttarakhand under Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) scheme. The CM said that a new powerful, self reliant and developed India is emerging in a real sense. He said that Uttarakhand has a vast potential for the food processing industries.

“ Items chosen under One District One Product scheme ” Dhami said that the horticulture department provided a grant of 40 per cent to the MB Foods under the Horticulture Mission for the North East Himalayas (HMNEH) for setting up a Mushroom processing plant. He reiterated the commitment of his government to make Uttarakhand one of the leading states of the country by the year 2025. Agriculture minister Ganesh Joshi, Forest minister Subodh Uniyal, former CM and Haridwar MP Ramesh Pokhriyal Nishank, MLAs Savita Kapoor, Munna Singh Chauhan, Pradeep Batra, Ravi Bahadur and others were also present on the occasion.

SSP declares Rs 25k bounty on Bobby Kataria

Dehradun SSPDaleep Singh Kunwar declared a bounty of Rs 25,000 on absconding social media influencer Bobby Kataria on Friday after the recent order of the Director General of Police (DGP) Ashok Kumar. The police filed a case against the Haryana resident Kataria after his video of pouring and consuming alcohol allegedly on a busy road in Dehradun blocking traffic went viral on social media platforms. The police has already issued a non-bailable arrest warrant against him last week after he failed to appear before the police besides sending a team to Gurugram in Haryana for his arrest Kataria but he could not be nabbed so far.

The SSP said that the police have declared a bounty of Rs 25,000 on the accused and other necessary steps are also being taken to nab him as soon as possible. It is pertinent to mention here that the police have been making efforts to clamp down on the tendency of some people to drink and indulge in rowdy acts in public places. The police have so far penalised and taken other action against a number of people under Operation Maryada. At such a time when the authorities are trying to clamp down on hooliganism in public areas, the video clip by Kataria apparently showing off his blatant disregard for the law in the middle of the road did not go down well with the authorities.

Dehradun SSP appeals to SJA management on Rajpur Road/Subhash Road to cooperate with administration in improving traffic condition

Taking a step towards resolving the regular traffic congestion and related problems caused on main roads outside prominent schools, the Dehradun senior superintendent of police Daleep Singh Kunwar appealed to the management of St Joseph Academy on Rajpur Road/Subhash Road to cooperate with the administration in improving the traffic condition.

According to the Traffic directorate, the school management altered the school timings and the parents of the students dropped them on time at school.

The vehicles of the parents and others coming to drop and pick up the students are being made to park properly on the school campus by the traffic police. After the school parking space becomes fully occupied, the remaining vehicles are being parked in an orderly line along the boundary wall so that other vehicle users do not face any kind of problem on the road. The traffic CO, traffic inspector and other police personnel have been deployed on the roads concerned during school timings to effectively manage the traffic on these roads.

In case of vehicle owners not cooperating or parking improperly on the road unnecessarily, the traffic police are taking action by towing and clamping. It is pertinent to mention here that Haridwar Road, Darshanlal Chowk, EC Road and various other busy roads in different parts of the city face regular traffic congestion and disorder during the times when the schools open and close for the day.

The vehicles of parents and school cabs/buses transporting the children continue to cause major traffic woes on various busy roads in the city. The St Joseph Academy is situated near the police headquarters and secretariat, making traffic jams outside the school more noticeable to the authorities.

Uttarakhand CM inaugurates Rishikesh- Karnprayag rail project

The breakthrough of the first tunnel from Gullar to Shivpuri, of the ambitious Rishikesh- Karnprayag rail project was inaugurated by the chief minister Pushkar Singh Dhami by lighting of a lamp on Friday. Speaking on the occasion he said that the rail line is one of the dream projects of Prime Minister Narendra Modi. He said that the PM wants the rail project to be completed by the year 2024 and he takes regular updates of the project. Dhami congratulated the engineers and workers of the project for successful completion of the tunnel and said that approvals for more rail lines and road construction have been given and work on them would commence soon. He said that this year about four crore Kanwad Yatris and 30 lakh pilgrims for Char Dham Yatra arrived in the State. The Finance minister Prem Chand Agarwal said that development works in all sectors are going on in the State under the guidance of Prime Minister Narendra Modi. Forest minister Subodh Uniyal thanked the villagers who provided their land for the rail project.

The chief project officer of the Rishikesh- Karnprayag rail project, Ajit Singh Yadav said that the rail line would be 125 kilometres long in which 17 tunnels with a total length of 104 kilometres would be constructed. He said that the 14.5 kilometres long Jandasu- Devprayag Saur tunnel would be the longest tunnel of the project. Yadav said that modern machines have been deployed by the Railway in the construction of the rail line.

He claimed that the work on all tunnels would be completed in time. The Garhwal commissioner Sushil Kumar, Deputy Inspector General (DIG) of Garhwal KS Nagnyal, district magistrate of Tehri Saurabh Gaharwar, Senior Superintendent of Police (SSP) Navneet Singh Bhullar and senior officers of railways were also present on the occasion.

CM Dhami flags off Dehradun- Almora- Pithoragarh helicopter service from the Dehradun airport

Uttarakhand Chief Minister Pushkar Singh Dhami flagged off the Dehradun- Almora- Pithoragarh helicopter service from the Dehradun airport on Friday. The service would operate from Dehradun to Haldwani, Pantnagar, Almora and Pithoragarh.

The seven seater Pawan Hans service would initially fly once a week. Expressing his gratitude towards Union Civil Aviation minister Jyotiraditya Scindia for starting the helicopter service, the CM said that all such services operating in the State under the UDAN project would help in improving air connectivity in the State. He said that the helicopter services would make transportation easy.

Dhami said that Uttarakhand is an important state from tourism and religious point of view. He said that the State government is committed to providing every facility to the pilgrims and the tourists visiting Uttarakhand. Dhami asked Pawan Hans to increase the number of seats in the Heli service and also said that the service should operate for three days in a week.

Cabinet ministers Prem Chand Agarwal, Subodh Uniyal, secretary Dilip Jawalkar, chief executive officer (CEO) of Uttarakhand Civil Aviation Development Authority (UCADA) C Ravishankar and general manager of Pawan Hans Limited Sanjay Kumar were also present on the occasion.

Admission process in MTech course in Computer Science and Engineering started in Doon University

The process of admission in the MTech course in Computer Science and Engineering has started in Doon University. The MTech students of the university would specialise in cloud computing and data sciences . A communiqué from the university informed that for admission in the MTech the students should have BTech degree either in computer science and engineering, IT, electronics, mechanical, MCA or MSc computer sciences with minimum 60 per cent marks from a recognised university or institute.

The students can get more information about the admission procedure on the website of the university https://doonuniversity.ac.in . It is worth mentioning here that a four year degree course in the Computer sciences department of the university as per the norms of the New Education Policy (NEP)-2020 is already underway in the Computer Sciences department of Doon University.

The vice chancellor of the Doon University Surekha Dangwal said that large number of parents and students had demanded that the university should have employment oriented courses like MTech in computer sciences so that the students can get better and employment oriented education from government universities and the MTech programme of the university is a step in this direction.

CM Dhami prays in Tapkeshwar after shrine flooded by raging river

The heavy rainfall experienced in Dehradun from Friday night onward caused flooding in various parts of the city and its suburbs. The famous Tapkewhar Mahadev temple was also flooded during the wee hours due the level of water in the Tamasa river rising considerably due to consistent and heavy rainfall in the surrounding foothills.

After inspecting the suburban areas affected the heavy rainfall and resulting damage, chief minister Pushkar Singh Dhami visited the Tapkeshwar Mahadev temple area. He directed officials to focus on plans to mitigate damage from disasters in the future. The CM also offered prayers in the shrine and wished for the welfare of all citizens.

Earlier, Dhami visited the affected areas of Thano, Kumalda and nearby areas. He directed the Garhwal commissioner and Tehri district magistrate to shift residents of affected areas to safer locations. The CM directed officials to facilitate alternative routes to citizens in places where the main roads are blocked. Officials were told to restore electricity and water supply in the areas where these were disrupted.

Inspecting the collapsed bridge in Thano, he directed officials to arrange for an alternative route soon. The CM also talked to the MLAs concerned to keep a tab on the situation in their respective areas.

U’khand to be made cataract-free, says Minister Dhan Singh Rawat

Uttarakhand Health Minister Dhan Singh Rawat has said that a campaign in phased manner would be undertaken to make Uttarakhand free from cataract. He said that Prime Minister Narendra Modi has given a call for ‘Cataract free India’ campaign so that the country is made free from cataract in the next three years. The minister said that the free operation of cataract patients is being done in the State and free eyeglasses are being provided to such patients.

Elaborating further he said that in the year 2017-18, free cataract surgery was performed on 37,901 patients while 34,538 surgeries were done in the year 2018-19. In the year 2019-20 a total of 33,292 cataract surgeries were performed while 23,160 and 34,627 surgeries were formed in the year 2020-21 and 2021-22 respectively.  The minister added that the State government is committed to making the State free from cataract.

He said that 37th national eye donation fortnight would be organised in the State from August 25 to September 8. The fortnight is being organised under the aegis of the National programme for control of blindness and visual impairment. The Minister has given necessary instruction to the officers of the health department for successful organisation of the campaign. In the fortnight the people would be encouraged to take a pledge to donate eyes after their death.

Rawat said that camps to test the eyes of the people would be organised at the block levels in all the 13 districts of the state during the campaign.  Apart from checking the eyes the ANMs and Asha workers would distribute vitamin A tablets in these camps. Rawat said that many schemes are being operated in the State for the patients with visual impairment and other diseases.
