 Fulfilling another major poll promise of significant improvement in the healthcare system and to provide best healthcare services free of cost to the people across the state, Chief Minister Bhagwant Mann led state government will operationalize “Mohalla clinics” on the Independence Day on August 15.

            Health and Family Welfare Minister S. Chetan Singh Jouramajra said that these clinics, which would spread across the state, would enable decentralized delivery as well as strengthening of primary health care to people at their doorsteps, thereby increasing access to an expanded range of services, reduce out of pocket expenditure, improve disease surveillance and strengthen referral linkages especially for the vulnerable and marginalised sections.

            Notably, Punjab Chief Minister Bhagwant Mann, in his statement recently, disclosed that during the first Phase, 75 Mohalla clinics will be made operational across the state by 15th August 2022 to mark the 75th Independence day. By end of this fiscal year, 109 Mohalla clinics will be set up.

            The Minister further said that every Mohalla clinic will be staffed with a Medical officer, Pharmacist, Clinical Assistant & Sweeper cum Helper. The Human resources at Mohalla clinics is to be empanelled on per patient basis. These clinics will provide outpatient care for a range of curative care for common illnesses, first aid for injuries, dressing and management of minor wounds. Referral and subsequent follow up for specialized care will also be done through these clinics. Health education, information and awareness too shall be focused upon, he added.

            “Essential drugs and tests will be made available at Mohalla clinics. The diagnostic facilities at Mohalla clinics will be provided through PPP mode”, said the Minister, adding that this will ensure availability of diagnostic tests at Mohalla clinics in a cost-efficient and consistent manner. An IT system will be developed for the registration of patients and record keeping at Mohalla clinics. Teleconsultation services with the specialist will also be introduced in a phased manner, he added.

            The Minister said that empanelment process has already started for this project.

STF Haryana arrests five members of Lawrence Bishnoi gang

In a major crackdown, the Special Task Force (STF) of Haryana Police has arrested five notorious miscreants of Lawrence Bishnoi gang from Bahadurgarh. A number of stolen luxury cars were also recovered.

        Sharing the information here today, the Haryana Police spokesperson informed that those who have been arrested include Chiraag, who is handling the drug trade of Bishnoi gang in South Haryana and the younger brother of Tinu Bhiwani arrested in the Musewala murder case; Manoj Bakkarwala, the country’s famous car thief; Prakash Barmer, resident of Barmer in Rajasthan; Amit of Pinjore and Sanjay, a resident of Zirakpur, Punjab.

        The STF team received specific input regarding the movement of the accused in Bahadurgarh. Acting swiftly, the team laid a trap near Bahadurgarh bypass and apprehended them.

        Giving further details of crackdown, STF SP Sh. Sumit Kumar informed that all the above miscreants are active members of Lawrence Bishnoi gang who supply luxury vehicles and drugs for the gang. They also supply weapons to the gang from Delhi to Haryana and Punjab besides making extortion. Riding in stolen Innova and Scorpio vehicles, these miscreants had entered Haryana from Delhi side.

        SP Sumit Kumar said that all the arrested miscreants were working for the Lawrence Bishnoi and Kala Jathedi gang for a long time. Thorough interrogation of all is going on so that the rest of the gang members can also be apprehended.

        Accused Manoj Bakkarwala and the rest of the miscreants came in contact with Lawrence Bishnoi and Sampat Nehra through the notorious gangster Tinu Bhiwani of Bishnoi gang. Since then these are working for this gang.

        During interrogation, Manoj Bakkarwala has also revealed that apart from providing weapons and drugs to the Bishnoi gang, he has also been a habitual offender of stealing luxury cars and has so far stolen hundreds of luxury vehicles from different states of the country. He has been arrested many times and escaped by dodging the police. There are many cases registered against him in Delhi, Haryana, UP and Punjab.  In addition, he has been jailed for about 10 years till now.

        He said that the team of STF is also searching for other miscreants of this entire gang and raids are also being conducted in many places in this connection.

2,573 regular health workers given appointment letters today for civil hospitals, community health centres, primary health centres and sub-centres in Haryana: Health Minister Anil Vij

Haryana Health and Family Welfare Minister, Sh. Anil Vij said that today 2,573 regular health workers have been allotted stations in civil hospitals, community health centres, primary health centres and sub-centres of the state. Health services will be strengthened by the appointment of these health workers.

        Giving information in this regard, Sh. Vij said that among these regular health workers, 1,469 staff nurses (nursing officers), 544 multipurpose health workers (female), 289 laboratory technicians (laboratory technicians), 183 clerks, 84 operation theater assistants and 4 TB Health visitors are included.

        Sh. Vij said that the State Government is making continuous efforts to improve the health services in Haryana and in this direction the State Government will soon complete the recruitment process of doctors. Apart from this, medical colleges are being set up in 8 districts of Haryana including Faridabad, Sirsa, Jind, Bhiwani, Kaithal, Yamunanagar, Mahendragarh and Gurugram.

Much awaited Gurugram-Sohna Elevated Highway to open for public from July 11

In order to decongest the journey from Rajiv Chowk to Sohna in Gurugram, the 6 lane elevated highway constructed on National Highway 248A has been opened on trial basis for traffic today.

        Giving the above information through tweets, Union Minister for Road Transport and Highways, Sh. Nitin Gadkari said that the opening of this 25 km long Gurugram-Sohna highway will facilitate the commuters, save their fuel and time.

        Sh. Gadkari informed that a 6-lane access control corridor with a total elevated section of 7 km has been developed on this 25 km long Gurugram-Sohna National Highway constructed at a cost of about Rs. 2,000 crore. Three three-lane service roads have been constructed on either side of the highway to facilitate local traffic. In addition, this stretch of highway will also provide connectivity to Delhi and Gurgaon through the Delhi-Mumbai Expressway.

The construction of the highway was divided into two parts

        Giving further information, an official spokesperson said that the project was divided into two parts to complete the construction within the stipulated time frame. Under Project One, the construction work of this 8.94 km project was started on January 1, 2019, starting from Rajiv Chowk to Badshahpur. Three elevated structures were prepared, with a total length of 4.752 km. Along with this entire project, this elevated structure will be the longest elevated road in Gurugram district. Along with this, under Project-1, a third elevated structure of 324 meters length has also been prepared in Badshahpur.

        At the same time, on January 30, 2019, the construction work of the part starting from Bhondsi to Sohna was started under Project 2. Two elevated roads of 1.846 km and 1.12 km, a flyover with a length of 1 km and two underpasses have been constructed in the entire stretch of 12.718 km of this project. Along with this, a 750 meter light vehicle underpass has also been built for the movement of small vehicles.

        The construction work of this entire project was fixed to be completed in 30 months. But due to the interruptions in the construction work during Corona, its deadline was extended till June 30, 2022.

        The spokesperson said that a 24-lane toll plaza has also been constructed in the construction area under Project-2. 12 lanes each have been made on both sides in the toll plaza so that the movement of vehicles can be done at the toll plaza in the shortest possible time.

        The travel time will now come down from 60 minutes to 15 to 20 minutes as compared to before the completion of the project.

Haryana Chief Minister, Sh. Manohar Lal has congratulated Bhagwani Devi for winning three medals including gold in the 2022 World Masters Athletics Championships being held in Finland.

        Sh. Manohar Lal said that at the age of 94, Bhagwan Devi has become a source of inspiration for the whole world.  This achievement of hers will work to fuel enthusiasm among the youth.  Bhagwan Devi has once again proved that age is not a barrier to achieve anything in life.

        Bhagwani Devi won gold in 100 meters race in senior citizen category. Due to this achievement of Bhagwani Devi India’s tricolor is flying high at international level.

Haryana Chief Minister, Sh. Manohar Lal, while taking another pivotal decision towards e-governance today directed the officers concerned to computerize the working of PACS in a phased manner.

        The Chief Minister while presiding over the state – level review meeting of Haryana State Co-operative Apex Bank (HARCO) here today directed the officers to explore the possibility of opening HARCO Bank branches in every district of the state. 

        “If the rules have to be amended for this, then it should be done. Presently HARCO Bank has two branches in Chandigarh and Panchkula, whereas this bank controls the branches of District Central Co-operative Bank”, said Sh. Manohar Lal.  

        The Chief Minister was apprised that PACS is not directly linked with HARCO Bank.  There are about 700 PACS in the state, which is maintained at the village level.  

        Additional Chief Secretary, Finance Department, Sh. T.V.S N Prasad assured the Chief Minister that the entire work in Kanauli PACS of Panchkula district has been computerized and the process of computerizing 62 more PACS is going on.  This work will be completed by November 30, 2022, he said.

        The Chief Minister said that the salary of the employees of PACS should also be centralized and arrangements should be made by the government. 

        To end the monopoly on PACS, on similar lines of this, Village Agricultural Primary Co-operative Societies (VACS) should be formed at the village level by talking to the educated young farmers in the villages and their registration should be done under the Co-operative Societies Registration Act and farmers only should Operate these VACS, said Sh. Manohar Lal. 

Crop loan should be linked to sowing and harvesting

        The Chief Minister said that crop loans should be made available to the farmers at the time of sowing and that too in three instalments when they need to pay wages along with seeds, tillage and fertilizers to prepare the field. Debt recovery should be linked to the harvesting season so that farmers can sell their crops and repay the loan on time. Farmers who repay on time will be given an incentive of one percent, said Sh. Manohar Lal. 

        The Chief Minister also directed the officers that loans should be made available promptly on the applications approved under ‘Mukhyamantri Antyodaya Parivar Utthan Yojana’.

        Registrar Co-Operative Society Haryana, Smt. Geeta Bharti, Joint-registrar, Ms Poonam Nara, Chairman, HARCO Bank, Sh. Arvind Yadav, Managing Director, Sh. Rahul Uppal and other senior officers were present at the meeting.

Chandigarh Admn orders removal of all dead, dry trees posing danger to life, property

In the backdrop of the tragic incident on July 8 where an old heritage tree crushed a student to death and injured several others, the UT administration on Monday directed the officers to go for an extensive survey of all dead and dry trees posing danger to human life and property.

UT Adviser Dharam Pal said that all the remaining 30 Heritage trees have been thoroughly verified by the committee consisting of officers from Engineering Department, Horticulture Wing of Municipal Corporation and Forest Department, UT Chandigarh for their health, strength and vulnerability to uprooting among others.

After thorough examination of all the aspects, the committee has recommended pruning of branches of 3 heritage trees including one at Sukhna Lake and axing of 2 over-matured trees standing in Sector 19 and 23. The Adviser has directed to take Immediate action on the recommendations. He said that axing of dead & dry trees are carried away by the Administration on regular basis following due protocol and during the last 5 years, 1634 dead and dry trees have been cut from various places in Chandigarh.

Earlier, six teams consisting of officers from Engineering Department, Horticulture Wing of Municipal Corporation and Forest Department, UT Chandigarh were deployed for carrying out a survey of over 200 schools and educational institutions. The teams are likely to submit their report on Tuesday.

Capt Amarinder rues scrapping of Mattewara Industrial Park project

India E Post (Chandigarh):- Former Punjab Chief Minister Capt Amarinder Singh today rued the scrapping of the Mattewara Textile Park project, terming it as the most regressive and short sighted decision. “You don’t throw away the baby with the bath water”, he remarked in a statement while reacting to the government decision.

    Questioning the diatribe launched against the project he clarified that the textile park was not to come up within the Mattewara forest area as was being said, but outside it. He disclosed that all environmental concerns had been addressed according to the United Nations guidelines and only then the park was approved. 

     Capt Amarinder regretted that the Aam Aadmi Party government, after initially deciding to go ahead with the project had scrapped it, just because some people opposed it without any justification or without any technical and scientific knowledge about the environment.

     The former Chief Minister said, the Ludhiana Textile Park was one of the seven such parks coming up across the country. This textile park was set up with the specific objective of sustainable industrialization that does not harm the environment according to the United Nations Sustainable Development Goal 9.

     He said, with such approach no industrialization can take place in Punjab, which is already scarce of land. “When Punjab is reeling under such a financial crisis and investments are not coming, such a regressive decision will further discourage the industry from coming here”, he observed, while adding, such a crucial decision should not have been taken in such haste.

      Moreover, he pointed out, the National Green Tribunal had already set up an expert committee to examine the project and objections raised from certain quarters. He said the government should have waited for its decision. 

     He also expressed surprise as to how the Chief Minister Bhagwant Mann took a U-turn after supporting the project and even announced funds for further land acquisition.

People turn up at Sampark centres in Chandigarh to avail Aadhar related services

A large number of people on Sunday turned up at Sampark Centres in Chandigarh to avail Aadhar related services.

To facilitate the citizens of the city, the department of Information Technology, Chandigarh administration kickstarted all Aadhar related services for citizens on Sunday as well.

Meanwhile, the decision to open five Sampark centres on Sundays got a welcoming response from the citizens. 

Despite heavy rainfall, people have turned up in a good number to avail aadhar related services across these centres. Director  Rupesh Kumar, has visited these centres  and directed the staff to make these centres more citizens friendly by providing necessary infrastructure comprising portable drinking water, clean washrooms,  visitors’ chairs etc.

He also requested the public to spread awareness among fellow citizens to avail these services and make this initiative more successful.

Under the aegis of Haryana State Legal Services Authority, Panchkula, a Special Legal Awareness Camp of the District Legal Services Authority, Panchkula was organized at Mango Mela, Pinjore from July 8 to July 10 to spread awareness amongst the public visiting the  fair.

A visit was also made by  Mr. Justice Augustine George Masih, Judge, Punjab and Haryana High Court, Chandigarh and Executive Chairman, Haryana State Legal Services Authority, Panchkula along with Sh.Subhas Mehla, Member Secretary, Haryana State Legal Services Authority, Panchkula in the presence of Sh.Deepak Gupta, District and Sessions Judge-cum-Chairman, District Legal Services Authority, Panchkula, Ms. Sampreet Kaur,  Chief Judicial Magistrate-cum-Secretary, District Legal Services Authority, Panchkula, and Sh. Nitin Raj, Ld. Chief Judicial Magistrate, Panchkula. 

On this occasion, Justice Augustine George Masih appreciated the initiative of District Legal Services Authority, Panchkula in respect of the campaign regarding awareness about fundamental duties, National Lok Adalat, environment protection and water conservation.  

On this occasion, The Hon’ble Mr. Justice Augustine George Masih also launched an animated video on the rights of runaway couple along with poster on their rights. The same has been prepared for creating awareness on the rights of couples. The posters will be fixed at various conspicuous places at Court Complexes, ADR Centres etc. Apart from this, for creating awareness on environment protection, Haryana State Legal Services Authority also distributed cotton bags and encouraged public to stop using plastic bags.

  Justice  Masih also distributed saplings to the school children of Government Senior Secondary School, Pinjore, Panchkula motivating them plant the same in their houses or neighborhood and also sensitized them to take care of the saplings planted by them.

Thousands of persons visited the stall of District Legal Services Authority, Panchkula during the Mango Mela who were given relevant literature and information regarding their queries. During the campaign, the legal queries of the public were addressed by the panel advocates as well as the para legal volunteers. General public were also apprised by the Panel Advocates about the upcoming National Lok Adalat which is to be held on August 13, 2022.
