Relief in surcharge to electricity consumers: Power Minister

Haryana Power Minister, Sh. Ranjit Singh has said that Chief Minister, Sh.  Manohar Lal has given a big gift to all the domestic categories of consumers who are not able to pay their electricity bills due to any reason during Covid-19 by giving in-principle approval to not levy surcharge.

        Addressing a press conference in his office here today, the Power Minister said that now instead of surcharge, consumers will be able to pay their bills by calculating the annual rate of simple interest of 10 percent.  Consumers paying one time bill will get an additional 5% discount on the interest rate.  He said that this scheme will continue for three months.

Consumers can also deposit their amount in three installments

        This one-time surcharge waiver scheme will be applicable to the consumers of rural household, urban, domestic, agriculture and poultry categories.  After levying surcharge on the first bill, the amount increases two to three times.

Electricity Panchayats will be organized to solve the problems of consumers

        Sh. Ranjit Singh said that to solve the problems of the consumers on the spot, the department will organize electricity panchayats, which he himself will start from Adampur Power House in Hisar district on September 6.  He informed that work is underway on the plan to install smart meters in five cities.  Orders were given to buy 10 lakh smart meters, out of which 3.5 lakh smart meters have been purchased.  

        He said that the consumers should pay their electricity bills through e-pay, a study is being done in this direction.

Government ready to conduct Panchayat elections

Responding to a question regarding Panchayat elections, the Power Minister said that the government is ready for this, as soon as the next comment in this regard comes from the court, we are ready to conduct the elections.  He said that decentralization of power is the hallmark of our democracy.  The Vidhan Sabha is also the property of the people, from the Gram Panchayat to the Parliament, only the elected representatives of the people take up the problems of the people and get them resolved.

Work is also being done on prison reform

        Sh. Ranjit Singh said that he is also in charge of the prison department. In the last almost three years, a unique initiative has been taken to improve the level of jails.  A workshop of Jail Superintendents and Deputy Superintendents was organized in the past, in which Director General of Jail, former DGP, Sh. KP Singh, DGP of Tihar Jail were also called.

It was also agreed in the meeting that Scorpio car would be given to the jail superintendents and deputy superintendents

        Similarly, the time of dinner given to prisoners has also been changed, in the past, the prisoners were given food at sunset which was going on since the year 1947 because there was no electricity system in jails at that time but now modern concept of prisons has arrived.  Now the time of dinner will be from seven to eight in the evening in the summer and from six to seven in the evening in the winter.      

POWER DEPARTMENT PROVIDES JOBS TO 1702 IN SIX MONTHS

The Punjab Government led by Chief Minister Bhagwant Mann has given jobs to 1702 candidates in Punjab State Power Corporation Limited (PSPCL) and Punjab State Transmission Corporation Limited (PSTCL) during last six months. The recruitment process for another 2314 posts is underway.

Disclosing this, Punjab Power Minister Harbhajan Singh ETO said that the Punjab Government is committed to provide government jobs/employment to maximum youngsters of the state. He said that 889 Lower Division Clerks, Junior Engineers, Assistant Sub Station Attendants etc. have been provided government jobs in PSPCL. He said that so far the kin of 86 employees, who lost their lives in line of duty, have been given jobs on compassionate grounds in PSPCL.

The Cabinet Minister further said that 727 Junior Engineers (Electrical), Junior Engineers (Civil), Assistant Sub Station Attendants and Assistant Linemen etc. have been given jobs in Punjab State Transmission Corporation Limited (PSTCL) till July, 2022.

The Minister said that the recruitment process of 624 JEs and Clerks in PSPCL is going on and appointment letters will be handed over soon. He specifically mentioned that the advertisement for posts of 1690 Assistant Lineman in PSPCL has already been released. He said that the eligible candidates of the state will soon be appointed to these posts.

The Minister said that the Punjab government is committed to extend helping hand towards youngsters in the shape of providing government jobs in all departments to root out the menace of brain drain. He said that a large number of youngsters of the state will get employment in coming months.

POWER SECTOR REFORMS GET A BOOST, WITH ALLOCATION OF RS. 25,237 CRORE WORKS UNDER RDSS SCHEME: POWER MINISTER

With the objective to supply 24×7 reliable power, the Punjab Government has approved an Action Plan of Rs. 25,237 Cr.  to improve the quality and reliability of power supply to the consumers. The reform-based and result-linked Revamped Distribution Sector Scheme (RDSS) is an ambitious flagship scheme aimed at improving the operational efficiencies and financial sustainability of the distribution companies through a robust and sustainable distribution network.

          Disclosing this the Power Minister Harbhajan Singh ETO said that under this scheme various infrastructure works like commissioning of 94 new 66 KV sub stations and installation and augmentation of 89 and 382 66/ 11 KV power transformers respectively shall be carried out. In addition to this, 2,015 circuit kilometers of 66 KV transmission lines shall be erected under this scheme for system strengthening and its modernization along with installation of 23,687 11KV distribution transformers and erection of 15,859 circuit kilometers of HT/LT lines.

          Similarly, for loss reduction, 600 circuit kilometers of 66 KV lines/underground cables shall also be erected along with installation of 2,83,349 new distribution transformers under High Voltage Distribution System (HVDS) and erection of 1,10,117 circuit kilometers of HT/LT lines shall be done.

          The Cabinet Minister further informed that in addition to above, IT enabling works like SCADA (Supervisory Control and Data Acquisition) and OMS (Outage Management System), Customer Care Centers, Unified Billing Solution are also to be carried out.

          Notably, with the execution of all these works besides the loss reduction, reliability and quality of power supply in the state shall further be improved which will benefit more than one Crore electricity consumers of the state. Out of the total project amount of Rs. 25,237 Cr, grant of Rs. 11,632 Cr. will be provided by the Govt. of India as gross budgetary support under this scheme.

PSPCL successfully meets all time highest ever peak power demand of 14295 MW: Harbhajan Singh

Under the visionary leadership of Chief Minister Bhagwant Mann the Punjab State Power Corporation Limited has successfully met its all-time highest ever power peak demand of 14,295 MW on August-22, 2022 thereby surpassing its previous  demand achievement of 14,207 MW recorded on June-29, 2022.

Overall increase in energy supplied is also up by 12.87 % from April till date as against 2021. –  33,242 MUs viz-a-viz 29,452 MUs.

          Disclosing these details, Power Minister Harbhajan Singh ETO, said that peak demand of PSPCL is observed during the end of June month or start of July month due to high temperatures and initial high irrigation demand of paddy plantation. But this year due to prevalence of comparatively dry weather conditions, the peak demand in the state has continued till end August.

He further said that in August till 22.8.2022, PSPCL has successfully met a rise of 6.57% in power demand viz-a-viz last year i.e 6,316 MUs against 5,927 MUs during the same period.

          PSPCL has also made additional arrangements of power through more banking from other states and allocation of 1300 MW additional power from Central sector. During the month of June & July, PSPCL has arranged 2,836 MUs through banking from other states which is 130 % more in comparison to last year i.e 1,234 MUs. He said that this year with the optimum utilization of the available resources and close monitoring of the energy generated from the generating stations, Hydro Generation of PSPCL has been increased by 3% from last i.e 1715 MUs viz-a-viz 1664 MUs. Notably, Ranjit Sagar Hydro Power Project has achieved its all-time maximum generation of 149.55 LUs in a single day on 22-08-2022 which surpasses its previous maximum generation of 149.02 LUs on 28-08-2019 since the date of its commissioning.

He said that PSPCL is supplying regular 8 hour supply to Agriculture Tubewells without imposing any power cut on any other category of consumers.

POWER MINISTER LAYS FOUNDATION STONE OF 66 KV GRID SUB-STATION AND STATE OF THE ART MULTI STORY BUILDING AT SANGRUR

The Power and Public Works Minister Punjab Mr. Harbhajan Singh ETO today laid foundation stones of two different projects at Sangrur.

            After laying the foundation stone of 66 KV grid sub station at Sangrur, the Power Minister informed that this sub station will be completed by March 31, 2023 at a cost of around Rs.9.50 crore. He said that the construction of this sub-station will benefit about 60 to 70 thousand electricity consumers and its commencement will prevent overloading of 66 KV grid sub-stations on Badrukhan, Mangwal and Sohian roads.

            Similarly, laying the foundation stone of the second project, a multi-storied state-of-the-art building to be constructed at 33 KV Colony, Sohian Road, Sangrur to shift 12 offices of PSPCL Sangrur to one place, the Minister for Power said that the construction of this building will cost around Rs 17.30 crore and the project is targeted to be completed by 31st March 2024. He said that with PSPCL offices coming together under one roof, it will be easier to provide timely services to consumers, electricity workers and pensioners.

            Mr. ETO said that due to the visionary thinking of Chief Minister Bhagwant Mann, the Punjab Government is committed to solving the problems faced by the people on a priority basis. He further added that the Punjab Government has provided the facility of 600 units of free electricity every two months to the domestic consumers which will be applicable to all domestic consumers fairly. The bill will be zero for consumers consuming up to 600 units of electricity in two months, said the Minister.

            The MLA Sangrur Narinder Kaur Bharaj and MLA Lehra Barinder Kumar Goyal, Deputy Commissioner Jitinder Jorwal, SSP Mandeep Singh Sidhu, Director PSPCL Er. DPS Grewal were also present on this occasion.

51 lakh electricity consumers will get zero  bills from September 1: CM

Punjab Chief Minister Bhagwant Mann on Friday said that  51 lakh households of Punjab can look forward to getting zero electricity bills from September 1st.

After dedicating 66KV Butaari-Beas line to the people, the Chief minister said that in a path breaking initiative the Aam Aadmi government in the state has provided 600 units of free power per billing cycle to every section of society. He said that due to this unprecedented pro-people initiative 51 lakh households out of total 74 lakh will get zero electricity bill in the coming month of September. Likewise, Bhagwant Mann said that 68 lakh household will get zero power bill in January, which will be roughly 90% of the total households of the state.     

The Chief Minister said that for the first time in history of state farmers have got regular, uninterrupted and surplus power. Bhagwant Mann said that neither there was any power cut for farmers nor for others

The Chief Minister said that the state government is taking path breaking initiatives for the progress of state and welfare of people. He said that this important line that will regularly illuminate 70 villages of the border districts have been hanging in fire since last one decade. However, Bhagwant Mann said that after assuming the charge of office he had asked the officers to ensure that all such projects are completed at the earliest.

The Chief Minister said that the total expenditure incurred on the project has been Rs 4.40 crore. He said that the project will benefit more than 2 lakh consumers who will no longer have to unscheduled face power cuts or overloading. Bhagwant Mann said that four power stations viz. 66KV Lidhar, 66 KV Beas, 66 KV Butaala and 66 KV Sathiala are connected with it.

Unprecedented progress in the power sector in the last 7 years: Ranjit Singh

Haryana Power, New and Renewable Energy and Jail Minister, Sh. Ranjit Singh said that Haryana has made unprecedented progress in the field of electricity in the last 7 years. Today there is a power surplus in the state and uninterrupted power is being supplied to the people in the entire state. Haryana is a leader in the solar energy sector in the country, up to 75 percent subsidy is also being given by the government to the people of the state for solar energy. Apart from this, soon after covering big canals, solar panels will be installed on them, which will not only save electricity but will also keep the water of the canals clean.

The Power Minister was addressing the attendees of the Electricity Festival program under the ‘Ujjwal Bharat-Ujwal Bhavishya Abhiyan’ organized under the Azadi ka Amrit Mahotsav by Dakshin Haryana Electricity Corporation (DHBVN in Rania on Wednesday.

The Power Minister said that under the leadership of Chief Minister, Sh. Manohar Lal, unprecedented development has taken place in the power sector and new power lines have been laid along with the establishment of new sub-stations. Not only this, by reducing the line loss by the power corporation, the power consumers have been given the benefits of various schemes.

He said that today electricity is being made available in all the villages, dhanis and every house of the state. Haryana ranks second in the country after Gujarat in terms of electricity. He said that electricity is the cornerstone of the development of any nation. Industrialization and development is possible only with electricity. Sharing his experience, he said that during his childhood, there was no power supply in his village, but today air conditioners run there. All this is the result of development in the power sector.

MANN GOVERNMENT WILL INSTALL SOLAR POWER PLANTS IN ALL MANDIS ACROSS THE STATE, SAYS KULDEEP DHALIWAL

Following the directions of the Chief Minister Bhagwant Mann, Punjab Mandi Board will install solar power plants in all the mandis to provide affordable electricity across the state.

This has been disclosed by the Agriculture and Rural Development Minister Kuldeep Singh Dhaliwal, while chairing a meeting with the senior officials of the department at the head office here.

Dhaliwal ordered the concerned officials to start the work of installing solar power plants in all grain and vegetable markets at once in the state.

The officials present on this occasion said that the under a pilot project, net metering roof top solar power plant in four mandis are being installed and such solar power plants will be installed in 23 mandis.

The Minister of Agriculture said that a project report should be prepared for all grain and vegetable markets for setting up net monitoring solar power plants so that the people can be provided with affordable electricity. He directed to install sheds on which solar panels could be installed easily.

On this occasion, considering issue of lack of cleanliness in the vegetable markets, which led to obnoxious smell, the Minister directed officials to ensure the cleanliness of the vegetable markets on daily basis.

            The Agriculture Minister also issued instructions to take action to strengthen the link roads and make them 18 feet wide under the Mandi Board. Along with this, he said that the damaged link roads should be repaired immediately.

Taking an important decision, Kuldeep Dhaliwal asked the officials of the Mandi Board to submit a report as soon as possible to bring the vacant land of the focal point into use.

On this occasion, Special Principal Secretary to Chief Minister of Punjab and Secretary of Mandi Board Ravi Bhagat among other senior officials were present.

Raid conducted under ‘Bijli Chori Pakdo Abhiyaan’ on the directions of Power Minister

Haryana Government is committed to provide continuous and uninterrupted power supply to all the consumers of the state. The state is aware of the increasing power consumption day by day.  In this direction, ‘Bijli Chori Pakdo Abhiyaan’ was launched across the state on July 15.  In future also such campaigns will be run and those who steal electricity will not be spared.

        Giving information in this regard, an official spokesperson said that in this direction, during the ‘Bijli Chori Pakdo Abhiyaan’ on July 15, on the directions of Power Minister, Sh. Ranjit Singh, the officers of Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHVBN) along with the police teams were organized in various parts of the state.  Raids were conducted at the places to check the electricity, in which RO, ice candy, cold store, brick kiln, temporary connections, dhabas, mobile towers and domestic/non-domestic connections etc. were checked.

        A total of 252 teams were deployed for investigation in all the ten circles of UHBVN during the campaign , which started their investigation from 6 am, the spokesperson said.  In the drive to stop power theft, 13,929 connections were checked by the teams and 1,719 cases of power theft were caught.  Thus the theft of about Rs  4.88 crore was caught by the teams of UHBVN.

        He said that raids were also conducted by the officials in all the circles of DHBVN in which 243 teams were deployed.  During this 5,860 connections were checked and 1,286 cases of theft were reported and power theft worth Rs  4.94 crores was caught. Consumers found involved in power theft by the team of electricity officers were fined while taking departmental action and theft of 6.5 MW was caught during the raids conducted across the state.

        The spokesperson said that during this time, the consumers were also requested by the officials of the power department not to steal the electricity and pay the electricity bills on time.

AROUND 51 LAKH HOUSEHOLDS TO GET ZERO POWER BILL IN MONTH OF SEPTEMBER: SAYS CM

In a major relief to residents of the state, the Punjab Chief Minister Bhagwant Mann on Saturday announced that as per decision of the state government to provide 600 units of free power, per billing cycle to people, around 51 lakh households will get zero electricity bill from September.

          Divulging the details, the Chief Minister said that fulfilling its major guarantee, the state government has decided to provide 600 units of free power to every household per billing cycle in the state with effect from July 1, 2022. He said that all the domestic consumers in the state will be eligible to get zero bills if their consumption is upto 600 units in every billing cycle. Bhagwant Mann said that this decision has been implemented from July 1, so the households who will consume less than 600 units of power in billing cycle of July and August will not have to pay even a single penny for their electricity consumption.

          The Chief Minister said that the bill of this which will be payable in month of September will be zero for these consumers. He said that around 51 lakh households across the state will be benefitted from this pro-people initiative as they will not have to pay anything for their power usage. Bhagwant Mann said that it is huge relief to these domestic consumers who have to hitherto shell out huge money every month in form of power tariff.

          Asserting that we deliver, what we promise, the Chief Minister said that his government is committed for fulfilling every promise made to the people of Punjab. He said that the state government is making strenuous efforts to restore the pristine glory of Punjab by making it a front runner state in the country. Bhagwant Mann reiterated that no stone is a being left unturned for progress of state and prosperity of its people.
