Haryana Chief Minister, Sh. Manohar Lal has directed all the Deputy Commissioners to prepare the complete land data of their respective districts as soon as possible under the Land Bank Policy of the State Government. Apart from this, directions have also been given to get GIS mapping of the identified land done so that all the data can be made available in digital form.
The Chief Minister was holding a meeting with the Deputy Commissioners regarding the land bank through video conferencing here today.
While directing the Deputy Commissioners, Sh. Manohar Lal said that the entire land of the district, whether it is owned by Haryana Government, Gram Panchayat, Board or Corporation and private land, should also be assessed in detail.
He said that the land mapping being done under Swamitva Yojana, Large Scale Mapping Scheme and drone mapping being done in urban areas should also be completed at the earliest, only then the actual land of the district can be assessed.
He said that the unutilized land lying with various departments will now come under the government and they wil be made a part of the land bank. The land will be owned by the Haryana government. The land in the land bank can be easily used for development projects.
Make sure to clean the sewerage and drains
During the meeting, the Chief Minister while giving directions to the Deputy Commissioners said that the rainy season has just started and the rainy season is going to last for the next two months, which is why cleaning of drains should be ensured to prevent water logging in urban areas.
Apart from this, wherever the condition of the roads is deteriorating due to rains, repair or patching work should be done continuously so that the general public does not face any kind of problem in traffic.

DS Dhesi, Additional Chief Secretary and Financial Commissioner, Revenue and Disaster Management Department, Sh. PK Das, Director, Consolidation and Geo Records Smt Aamna Tasneem, Deputy Commissioner Karnal, Sh. Anish Yadav along with other senior officers.
In order to promote textiles, Haryana Deputy Chief Minister Dushyant Chautala on Tuesday said that the state government will soon implement the ‘Haryana Aatmanirbhar Textile Policy 2022-25’ in the state. This policy will help in giving wings to the textile industry in the State and MSMEs will also get a boost. The Deputy Chief Minister, who also holds the charge of Industries and Commerce Department, said that the state government is coming up with ‘Haryana Aatmanirbhar Textile Policy 2022-25’ to promote textiles. “It is our endeavour that more and more youth of the state should join MSMEs so that they themselves become employable and are able to provide employment to other youths also, he added.
Chautala said that in the last few years, investors are coming forward to set up industries in the state, as the government has taken several major steps to improve the industrial environment, due to which the Prime Minister Narendra Modi has also recognized Haryana for the remarkable work being done in the field of MSME. In this field, where the state has got the third position at the national level, Haryana has also been ranked in the top achievers category in the fifth edition of ‘State Ease of Doing Business’ released by the Ministry of Commerce and Industry, which is a matter of pride for any state.
He said that Haryana Government’s commitment to provide a conducive ecosystem to the industries has resulted in Haryana getting excellent ranking in Ease of Doing Business, Ease of Logistics and Export Readiness. Apart from this, the state has been ranked first in Export Readiness Index (Land Closed Category)-2021 and second in ‘Logistics is Across Different Status Survey’-2021.
Chautala said that while the State Government is creating employment opportunities through various schemes like the Prime Minister’s Employment Generation Programme (PMEGP) launched by the Central Government for entrepreneurship development and employment generation, and Prime Minister’s Micro Food Processing Enterprises (PMFME). Haryana has also extensively taken advantage of various initiatives like formalization of PMFME etc. The activities of these schemes and programmes have been intensified at the grassroot level in the state. There are many effective policies of the state government such as Haryana Enterprises and Employment Policy 2020, MSME Policy 2019, Haryana Agri-Business and Food Processing Policy 2018 etc, he added.
Following the instructions of Chief Minister S. Bhagwant Mann for providing employment opportunities to the youth of the state in various fields especially in the Indian Army, the state government is focusing on promoting job-oriented National Cadet Corps (NCC) in schools and colleges of the border state.
Considering the NCC as launchpad for career in armed forces and toy magnify the interest of the youth to pursue a career in the Armed Forces, whereas the state government has earmarked Rs.5 crore in recent budget for improving infrastructure and creation of new facilities in NCC units and NCC training centers, it has also approached the Indian Army to boost the NCC activities amongst the youth.
Complying with the instructions of the Chief Minister Bhagwant Mann, Punjab Education Minister Mr. Gurmeet Singh Meet Hayer today called on Lt. Gen. Gurbirpal Singh (AVSM, VSM), DG, NCC Directorate, New Delhi and Major General Rajiv Chhibber (Sena Medal), ADG, NCC Directorate (Punjab, Haryana, Himachal Pradesh and Chhattisgarh).
The Minister, while assuring the Army officials for all possible assistance, said that the state government is tirelessly working to improve the infrastructure of NCC units and training centers situated in the State. “In recent budget session, the government has allocated Rs.5 crore for this purpose”, informed the Minister while discussing other technical aspect related to the NCC with the Army officials.
Resolving the long pending problems of the recruitment of 6635 ETT teachers, Bhagwant Mann Government has started the process of issuing appointment letters to the selected candidates. Under this process Education Minister, Mr. Gurmeet Singh Meet Hayar has handed over appointment letters to 16 candidates.
While handing over the appointment letters at the Punjab Bhawan here, Mr. Hayar appealed to the newly appointed teachers to discharge their responsibilities diligently and seriously. He said that the main objective of the Bhagwant Mann government is to provide quality education to the students and for this the standard of schools would be raised. He said that Maan government has launched a campaign to address the shortage of teachers in the schools. In this regard, special attention will be given to the backward and far-flung areas. He said that elementary education has a significant contribution to make in the concrete foundation of any child. He asked the newly appointed elementary teachers to fulfill their responsibility with a sense of dedication and commitment to strengthen the base of the children.
On this occasion Mr. Hayar handed over appointment letters to Mandeep, Sukhwinder Singh, Parvinder Kaur, Sonia Kumari, Nancy, Ashish Kumar Verma, Nikhal Kumar, Ruby Verma, Simranjit Kaur, Kuldeep Kaur, Neena, Anchal Kapoor, Arshdeep and Sarabjit Kaur, whereas Pooja Rani and Manan Mehta were not be present at the occasion.
Education Secretary Mr. Ajoy Sharma and D.P.I. Elementary Mrs. Harinder Kaur were present on the occasion.
1992-Punjab batch IPS officer, Gaurav Yadav on Tuesday assumed the additional charge of Director General of Police (Head of Police Force) Punjab.
According to the orders issued by the state government, Gaurav Yadav would also continue to hold the charge of the Special DGP Administration Punjab.
After assuming charge, the newly appointed DGP Punjab held a meeting with the top brass of the Punjab Police and assured them that he will continue to work for the further betterment of the state Police.
The DGP, while briefing officers, said that the topmost priority of the Punjab Government, as directed by Chief Minister Bhagwant Mann, is to further strengthen the fight against drugs to make Punjab a drug-free state besides eliminating gangster culture, maintaining law and order, and detection of crime.
He stressed on the need to revive basic policing which includes keeping vigil in vulnerable spots and be always ready to handle any kind of anticipated law and order situation, monitoring crime data, inspections of Police Stations, looking after the welfare of Police Personnel, etc.
DGP Gaurav Yadav also directed all the CPs/SSPs to increase Police Check Points in their respective jurisdictions and ensure the frisking of maximum vehicles at every Naka, which will help in curtailing criminal activities. He also advised that all the Nakas should be synchronized in a manner that they must get activated promptly on a single call. He also directed them to ramp up the drug recoveries.
He also emphasized on the need for capacity building of the Police Stations by upgrading them and making them citizen-friendly besides acquiring new patrolling vehicles and hi-tech equipment for modernization.
While soliciting the support and cooperation of the public, DGP Gaurav Yadav reassured the commitment of Chief Minister Bhagwant Mann-led Punjab Government to eradicate drug menace and Gangsters from the state and push towards peace and harmony of Punjab.
Pertinently, awarded with President’s Police Medal for Distinguished Service and Police Medal for Meritorious Service, DGP Gaurav Yadav had served the distinction in various challenging capacities in the state.
Punjab Chief Minister Bhagwant Mann today announced to chalk out a comprehensive blue print for the holistic development of the Border and Kandi areas of the state.
The Chief Minister, who was here to participate in a function organised by Bhagwan Valmiki Dhunna Sahib Trust to mark the birth anniversaries of Luv-kush and Guru Gyannath here at Bhagwan Valmiki Tirath, bemoaned that both these areas have lagged behind in pace of development due to constant neglect by the previous governments. However, he said that his government will lay major thrust on development of both these areas. Bhagwant Mann said that a detailed plan will be chalk out for this purpose so that these areas get a major facelift in the coming times.
The Chief Minister further said that the state government is fully sensitive towards checking cross border infiltration in Punjab. He said that the Punjab Police is constantly in touch with the Border Security Force (BSF) and other agencies for this purpose. Bhagwant Mann reiterated the firm commitment of the state government for snapping the pipeline of drugs and weapons from cross the border.
The Chief Minister said that the state government will fulfil all the guarantees promised to the people in the coming days. He said that the Punjab government is already in the process of resource mobilisation to ensure that every promise made with people is fulfilled. Bhagwant Mann said that his government is committed for well being of people and no stone will be left unturned for this.
The Chief Minister further said the state government is according top priority to Education and Health sector adding that his government has recently enhanced budgetary allocation for both these key sectors. He said that the additional budget will be now spent on facelift of the government schools and hospitals besides for opening Mohall Clinics in all the Vidhan Sabha segments. Bhagwant Mann said that this will revolutionise both these sectors thereby providing much needed succour to the masses.
Earlier, the Chief Minister paid obeisance at the Bhagwan Valmiki Tirath and described his visit on this pious land bearing the footprints of Bhagwan Valmiki ji as a divine experience. Bhagwant Mann also paid floral tributes to Luv-Kush and Guru Gyannath on their birth anniversaries and exhorted the people to follow their teachings. He said that all the issues pertaining to further development of this sacred land will be soon resolved after due consultations with the trustees.
On the occasion MLAs Jasbir Singh Sandhu and Jaswinder Singh Ramdass along with others were also present.
The Punjab Vigilance Bureau on Tuesday arrested two property dealers namely Rabbi Singh and Banarsi Das for tampering and fabrication of the revenue record regarding mutation of approximately 578 acres (4624 Kanals) of village common land of Majrian in SAS Nagar district in connivance with the officials of revenue department.
Disclosing this here a spokesperson of the Punjab Vigilance Bureau (VB) said that after verification of complaint number 370 of 2019 SAS Nagar related to the fabrication and tampering of revenue record of Village Majrian, Tehsil Kharar, a F.I.R No: 06 dated 08.05.2021 u/s 7 Prevention of Corruption Act and 409, 420, 467, 468, 471, 477 A, 201, 120-B of IPC at police station V.B. F.S-1, Punjab at SAS Nagar was registered against the officials of Revenue Department and private persons dealing as property dealers.
He informed that during the investigation of the above said case Economic Offence Wing of VB found that the tampering and fabrication in the revenue record regarding mutation (Iintkal) was done under no: 3159 dated 21.05.2004 which was filed by the villagers of the village Majri for division of their respective land, of which they were actual owners as per mutation no: 2026 dated 07.05.1991 by the then consolidation officer, Mohali. The accused property dealers in conniving with revenue officials have fraudulently managed to alter the mutation of village land in which the 14 persons were shown as owners of the land measuring 558 Acres (4464 Kanals) of village Majri.
It has came to light that out of these 14 persons, 12 were totally bogus. They are neither the owners, residents of village Majri nor the cultivators of the above said land. Rest 2 persons are residents of Village Majri and owner of some land in question, but their shares had been increased from their actual shares by the accused revenue officials. Apart from this, on 18.06.2014 and on 19.06.2014, approx. 578 acres (4624 Kanals) of land had been transferred fraudulently to persons who were actually not the owners of the land.
The spokesperson further informed that on the basis of investigation of the above said case the VB has arrested accused property dealers namely Rabbi Singh and Banarsi Das. The police remand of both the accused would be taken from the concerned court for further investigating the case.
Divulging more details of this case he added that the accused Rabbi Singh was responsible for procuring General Power of Attorney (G.P.A) of land measuring 69.68 Acres (557 Kanals) in name of one fake person namely Amrik Singh and further sold approximately 42 Acres (336.5 Kanals) land to different persons on the basis of this G.P.A.
The second accused Banarsi Das sold approximately 53 Acres of land (424 Kanals) to different persons on the basis of a fake mutation of transfer of land to Dharampal. The accused Banarsi Das was never the actual owner of the sold land, which is shown in the name of Dharmpal in the revenue record. He informed that further investigations are in progress in this regard.
The Punjab Government led by Chief Minister Bhagwant Mann is ready to evaluate the Kandhi Canal (Talwara-Balachaur) Project on technical parameters.
Members of farmers’ organizations today called on Cabniet Minister Mr. Bram Shanker Jimpa regarding some issues related to the construction of Kandi Canal (Talwara-Balachaur) Project to provide irrigation facilities to the Barani area of Kandi.
Assuring that the demand of the farmers would be considered on technical grounds, the Cabinet Minister Mr. Bram Shanker Jimpa, in the presence of MLA Tanda Jasbir Singh Raja Gill, said that it was the priority of the Punjab Government to address the issues related to Punjab keeping in view of public interest. He said that Kandi Canal originating from Mukerian Hydel Channel to Balachaur along with hills. This canal was constructed in two phases to provide irrigation facilities to Barani fields of Kandi area. He said that this canal covers 19867 hectares of 215 villages of Hoshiarpur district and providing irrigation facilities.
The Cabinet Minister said that Kandi Canal Stage-2 stretch is around 60 to 130 km, which has been constructed from Hoshiarpur to Balachaur. The canal irrigates 16270 hectares of Barani Area in 146 villages of Hoshiarpur district and 13257 hectares of Barani Area in 72 villages of Shaheed Bhagat Singh Nagar district.
Divulging further, the Minister said that the lining of Kandi Stage-1 had been damaged with the passage of time so the department were decided to laid new concrete lining with HDEP Film replacing the old structure. He said that the work of stage-1 of concrete relining of Kandi canal was completed by R.D.-0 to about 32 kms and remaining work from RD 32 to 47 Km is underway.
Notably, this work has been ceased by the residents of the adjoining villages, they were demanding that concrete lining should not be done on the beds of the canal. They are demanding that the thought of the HDEP Film lining should be dropped as this may cause environmental issues like stoppage of water recharging which will further deplete the ground water graph. They said that the lining would lead to further aggregate the problem of water shortage in the villages.
The Minister said that besides human beings, all sectors, be it agriculture or industry, need water, thus our government would take decisions after considering the new as well as old project at the technical level and will pay special attention towards the needs and interests of the area/regions.
The newly appointed DGP of Punjab Police Mr. Yadav conducted surprise checks at Mataur Police Station and Phase VIII Police Station of Mohali today. Mr. Gurpreet Singh Bhullar DIG Rupnagar Range and Mr. Vivek Sheel Soni SSP SAS Nagar were present at the occasion.
DGP Gaurav Yadav inspected the Malkhans, barracks and canteens of Mataur Police Station and Phase VIII Police Station and inquired about the facilities being provided by the police administration.
Highlighting the motive of his surprise check, the DGP said that he was trying to personally go to the police stations to check the working of the police force and see if there was any shortcoming which could be rectified. He said that it was the priority of the Punjab Police Force to take strong action against drugs and gangsterism and to eradicate from Punjab thus providing better law and order to the people of Punjab. He said that it would be the agenda of the Punjab Police to improve the basic policing of the Punjab Police and to improve the relations of the police with the general public.
Punjab Chief Minister Bhagwant Mann on Tuesday pledged that he will not rest until the perpetrators of sacrilege of Sri Guru Granth Sahib ji are not put behind the bars.
“Desecration of Sri Guru Granth Sahib ji on sacred land of Punjab is a blot on us. This inhuman crime is unimaginable and unpardonable, the guilty of which can never be spared” said the Chief Minister during Mission Sunehra Punjab conclave organised by a news channel here today.
The Chief Minister said that it is unfortunate that even after passing of so many years, the guilty of this heinous crime are roaming free. Bhagwant Mann said that this has happened just because the Akalis and Congress have hobnobbed with each other to save the culprits. However, he said that the day is not far when the guilty will be behind the bars for which his government will not leave any stone unturned.
The Chief Minister said that so far the culprits have escaped the punishment with the patronisation of the successive governments. However, he said that this has discontinued after his government has been formed because they are firmly committed to punish the culprits. Bhagwant Mann said that the best officers will pursue further investigation into the case and best lawyers will contest the cases in court to ensure that perpetrators do not escape the gallows.
Describing gangsters as a national problem, the Chief Minister said that all the states will have to join hands for curbing this menace. He said that only joint efforts by all the state can help in eliminating this problem effectively. Bhagwant Mann said that his government has already evolved a foolproof strategy to combat this menace.
The Chief Minister said that there is no ‘credit war’ for elimination of organised gang as every state is sensitive towards it. He also lashed out at Congress and Akalis for promoting gangster culture in the state. Bhagwant Mann said that both these parties have patronised gangster culture for their own vested interests.
The Chief Minister said that though destiny had brought him in politics but he had been firmly committed for serving the poorest of poor. Bhagwant Mann said that he is the Chief Minister of entire state and his only target is to make Punjab a front ranking state in country. He said that strenuous efforts are being made for progress of state and prosperity of Punjabis.
The Chief Minister said that most of his Ministers may be new to political arena but their vision and dedication for state and its people is unmatched. He said that this commitment makes them stand different from the other politicians who have used the power just to plunder wealth of state. Bhagwant Mann said that those who claim to be experienced politicians now were once novice in this field adding that the spirit to serve the needy and underprivileged sections of society makes them distinct from others.
The Chief Minister further said that it is unfortunate that Punjabis are reeling under huge debt but instead of worrying about their well being the opposition leaders are worried about their own salaries. He said that as a fact of matter these politicians are not worried about their salaries but they are more concerned about the corruption in public life that has stopped now. Bhagwant Mann said that as his government has plugged in all the pilferages in public money by checking corruption due to which most of the politicians and bureaucrats now think that their original salaries are too low as compared to the money minted by them through illegal means.
The Chief Minister warned that any person who has looted even a single penny of the public will be made accountable to people. Bhagwant Mann said that he will expose all such plunderers and severest of severe action will be taken against them, as per the law. He said that it is the firm commitment of his government that corrupt leader or officer, howsoever affluent he may be, will be brought to book and made accountable for his sins.
The Chief Minister categorically said that there is no opposition in the state as people have shown them the door for their anti-Punjab stance. Citing an example, he said that people have given massive mandate to his government by giving 92 seats out of which 66 were only from Malwa region. Bhagwant Mann said that people have voted for bringing a positive change in the state by ousting Akalis and Congress.
The Chief Minister said that former Chief Ministers Parkash Singh Badal, Captain Amarinder Singh and Charanjit Singh Channi, one former Deputy Chief Minister Sukhbir Singh Badal and other leaders like Navjot Singh Sidhu and Bikram Singh Majithia have been badly rejected by the people. He said that these leaders have grossly misused the political power for their own vested interests as a result of which they have been shown the door. Bhagwant Mann said that people have expressed faith in them and they will upheld it at all costs.
Lashing out at former Chief Ministers Parkash Singh Badal and Captain Amarinder Singh for their non performance, the Chief Minister said that these two leaders ruled the state for fairly long time but they didn’t construct any good hospital in state, due to which they prefer to go abroad for their treatment. He said that though both Captain and Badal secured quality treatment for them at London and New York respectively but people in state are striving hard for good treatment. Bhagwant Mann said that this is shameful on the part of both these leaders who have failed to perform for state despite of the fact that people had elected them to serve.
The Chief Minister said that he had been a votary of healthy comedy throughout his life adding that he introduced satire in Parliament to raise the public issues and bring change in the system. He lamented that those in power had snatched smile of the common due to which despite of losing first poll he continued in politics. Bhagwant Mann said that he will continue to serve the Punjabis till his last breath.
Sharing an anecdote about the poor performance of Punjab People Party (PPP) in 2012 poll, the Chief Minister said that Manpreet Badal had formed the party after a fight with his uncle Parkash Singh Badal, who was the Chief Minister of state at that time. However, Bhagwant Mann said that the former Finance Minister never uttered a single word against the misdeeds of his uncle or his government. He said that this led to poor performance of PPP in Vidhan Sabha polls after which he joined AAP.
