Speaker orders probe in controversial appointments in Uttarakhand Vidhan Sabha

In a major decision the Uttarakhand Assembly speaker Ritu Khanduri has constituted a three-member expert committee to investigate the allegations of illegal appointments and promotions of employees in the State Assembly. The committee headed by former principal secretary Dilip Kumar Kotia has been asked to submit its report in a period of one month.

The other two members of the committee are Surendra Singh Rawat and AS Nayal. All the three experts of the committee are retired officers of Indian Administrative Service (IAS) and had held the position of secretary, Personnel in the past. In another decision, the speaker has sent the Vidhan Sabha Secretary Mukesh Kumar Singhal on a long leave. He will have to remain present before the expert committee whenever required and help in the investigation proceedings. Interacting with the media persons about her decisions at her office in Vidhan Sabha on Saturday, Khanduri categorically stated that strict action would be taken on the basis of the report of the expert committee.

She said that any type of indiscipline and irregularity is not acceptable to her as speaker and that she is ready to take strict measures for reforms in Vidhan Sabha in the greater interests of the people of the State. Khanduri accepted that recent disclosures and media reports have tarnished the image of the Vidhan Sabha and she would adopt every possible measure to restore it. She said that the expert committee would investigate the appointments made in the Vidhan Sabha in two phases, in the first phase the appointments done from the year 2012 till date would be investigated and in the second the appointments from the year 2000 to 2011 would be scanned.

The regulations of Uttarakhand Vidhan Sabha were formulated in the year 2011, prior it the provisions of Uttarakhand Vidhan Sabha regulations were applicable. In a clear message that she means business, the speaker said that impressed by the Prime Minister Narendra Modi, she decided to come to public life and has made his quote ‘ Na Khaunga Na Khane Dunga’ her guiding principle

Bhagwant Mann government to speed up government recruitment process to provide employment to all the eligible youth of the state: Kuldeep Singh Dhaliwal

The Chief Minister Bhagwant Mann led government has issued directions to all the departments to speed up the exercise to provide government jobs to the unemployed eligible youth of the state. Minister for Rural Development and Panchayat Kuldeep Singh Dhaliwal today at Vikas Bhawan, while giving appointment letters to 43 newly appointed draftsman said that due to the negligent approach of the previous governments, the talented youth of the state could not get government jobs. He said that due to which the common people were facing a lot of problems in getting government services. 

Kuldeep Singh Dhaliwal said that the Bhagwant Maan government is in the process of filling vacancies in government departments on priority to provide hassle free quick government services to the common people and vacancies are being filled in each department according to their full capacity. He said that the legal hurdles in the recruitment of vacant posts in some departments are also being removed by taking the legal opinion of experts.

The rural development minister further said that all the recruitments by the state government will be filled on the basis of merit without any discrimination according to academic qualification. Earlier, while congratulating the newly appointed 43 draftsman, Kuldeep Singh Dhaliwal said that they should perform their duty with honesty and service spirit so that people can get government services as soon as possible.

Kharchi-Parchi system has ended in Haryana: Chief Minister Manohar Lal Khattar

Since the formation of the Bharatiya Janata Party government in the year 2014, the Haryana government has been continuously working for public welfare. The resolution taken by our government to bring good governance in Haryana on the occasion of Good Governance Day on December 25, 2014, is being fully realized today, because the benefits of public welfare policies of the government are reaching the last man standing in line. Haryana Chief Minister, Sh. Manohar Lal said this while addressing the gathering at a programme of the organization in Surajkund today, during which he enumerated the achievements of the Haryana government. He said that the biggest example of this is the removal of kharchi-parchi system in government recruitments in Haryana. He said that only eligible candidates have got jobs on the basis of merit.

Sh. Manohar Lal said that during the tenure of the previous governments, children of poor families could only dream of getting into government jobs. At that time, to get a job, one had to resort to the parchi-kharchi system, so the dreams of the youth always remained unfulfilled. But our government ended this system as soon as it came to power. After that the officers who used to recommend jobs according to their wish, were also abolished. We started Mission Merit by ending the practice of interviewing in recruitments. Now government recruitments are being done only on the basis of merit.

He said that during the tenure of the previous governments, the kind of disturbances in government recruitment was known to all. Not only this, most of the recruitments got canceled from the court, but not a single government recruitment has been canceled from the court during our tenure.

Rs. 1,200 crore saved through transparency

The Chief Minister said that after coming to power, we laid emphasis on e-governance to remove the ongoing corruption in the system. To pave the way for good governance through e-governance, we not only focused on developmental projects but also did many system transformation works. The state government made sure to provide the schemes and services of every department through online medium. Today, the financial benefits given to the beneficiaries under various schemes and services of the central and state governments are being deposited directly to their bank accounts. This not only brought transparency in the system but also eliminated middlemen. As a result the state government has saved Rs. 1,200 crore by curbing corruption.

Parivar Pehchan Patra proving milestone

Sh. Manohar Lal said that our government is working with the spirit of Antyodaya. Therefore, the state government has started an ambitious scheme called Parivar Pehchan Patra (PPP), under which the poor families have to be identified and financially uplifted and  brought into the mainstream. Today, people are getting the benefits of all government schemes through PPP sitting at home and do not have to make rounds of government offices.

The Chief Minister said that since the old age pension has been linked with the PPP, the pension of old persons is being generated automatically through online mode on attaining the age of 60 years. Apart from this, the work of making ration card on the basis of income through PPP is also going on. In the last 3 months, about 80,000 ration cards have been made.

Our real goal is to start with the last person in line

The Chief Minister said that the aim of the government is to uplift the last person standing in the queue. Whoever is eligible will definitely receive benefits, but the poor person will get the benefit of government schemes first.

For this purpose, Mukhyamantri Antyodaya Parivar Utthan Yojana has been started. Under this, Antyodaya Melas were organized and families with an annual income of less than Rs. 1.80 lakh were identified and invited to the fairs. To provide employment opportunities to the members of these families and to start self-employment, loan facility is being given under various schemes. He said that the target of the state government is to make the annual income of these families at least Rs 1.80 lakh.
