Take immediate action against illegal miners, directs Haryana CS

Haryana Chief Secretary, Sh. Sanjeev Kaushal has directed all the Deputy Commissioners and Superintendents of Police to take immediate action against the illegal miners. He also directed the officers of the Mining Department to personally visit the sites where illegal mining is being done and immediately send a report regarding the same. Sh. Sanjeev Kaushal said this while presiding over the review meeting regarding illegal mining held here today through video conferencing.

        Sh. Sanjeev Kaushal while directing the Deputy Commissioners said that the implementation of directions related to illegal mining and the environment should be ensured. To prevent illegal mining, officers should prepare an action plan and also ensure its strict compliance, said the Chief Secretary.

        Also, they should personally visit the site to review illegal mining areas and ensure action is taken against those involved in illegal mining. Besides this, police patrolling should also be increased, directed Sh. Sanjeev Kaushal.

        He said that incidents of illegal mining should be completely curbed and as per the prescribed norms, strict action should be taken against those found guilty. The officers should conduct regular meetings of the District Task Force as well as inspect the mining areas from time to time, directed the Chief Secretary.

        He further directed the Superintendents of Police to expedite the proceedings in the cases that are already registered against illegal mining. Further concrete arguments for the cases pending in the courts should also be ensured.

        Sh. Kaushal said that strict arrangements should be made to control illegal mining in all the districts. Round-the-clock deployment of the employees in illegal mining areas should be ensured along with this Gram Sachivs and Patwaris should be deployed at the village level to monitor critical and sensitive areas.

        Additional Chief Secretary, Environment and Climate Change Department, Sh. A.K Singh, Principal Secretary, Mines and Geology Department, Sh. Anurag Agarwal and other officers of the department also remained present in the meeting.

Khattar extends greetings to doctors on Doctor’s Day

Extending greeting to the doctors on Doctors’ Day, Haryana Chief Minister, Sh. Manohar Lal said that serving the poor people as a mission is the biggest service to humanity.

In a message issued here today on the occasion of National Doctor’s Day, the Chief Minister said that in today’s era everyone has joined the rat race. Now we have to pay attention to the health of environment along with the health of human beings. For this, he said that we have to change our eating habits. For which only a doctor can give the right advice.

        Everyone accepts the advice of doctors easily because it is widely believed that doctors are next to God. During the Covid pandemic, doctors treated patients day and night, which cannot be forgotten.

        The Chief Minister said that to meet the shortage of doctors in the state, while the government is working on a plan to open one medical college in every district, on the other hand the regular recruitment process of doctors has also been simplified.

Differently-abled to get 4 pc reservation in promotions in Haryana

Haryana Government has decided to grant the benefit of horizontal reservation in promotion @ 4 percent to the Persons with Benchmark Disabilities (PwBDs) covered under the Rights of Persons with Disabilities Act, 2016. A letter in this regard has been issued by Chief Secretary to all the Administrative Secretaries, Heads of Departments, Chief Administrators and Managing Directors of Boards, Corporations, Public Undertakings, Divisional Commissioners, Registrar of Punjab and Haryana High Court, Chandigarh, Deputy Commissioners and Sub-Divisional Officers (Civil) and Registrar of all Universities of the State.

Divulging more details in this regard an official spokesperson said that as per instructions, the new Act namely, Rights of Persons with Disabilities Act, 2016 has come into force from April 19, 2017, therefore, these instructions of 4 percent horizontal reservation shall be applicable with effect from April 19, 2017 onwards to the PwBDs who covered under this Act.

In case of promotion, 4 percent of the total number of vacancies in the cadre strength of Group A, B, C and D shall be reserved for PwBDs. Against the posts identified for each disability, one percent each shall be reserved for PwBDs under blindness and low vision, deaf and hard of hearing and locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy respectively and one percent combined under autism, intellectual disability, specific learning disability and mental illness, multiple disabilities from amongst persons under clauses a to d including deaf-blindness.

Horizontality of Reservation for Persons with Disabilities

The Spokesperson said that reservation for backward classes of citizens (Scheduled Castes and Backward Classes) is called vertical reservation and the reservation for categories such as PwBDs and ex-servicemen is called horizontal reservation.

The Spokesperson said that to illustrate, if in a given year there are two vacancies reserved for the PwBDs and out of two PwBDs promoted, one belongs to Scheduled Caste and the other belongs to Unreserved, the SC candidate with benchmark disability shall be adjusted against the S/caste point in the reservation roster and the Unreserved candidate with benchmark disability against the unreserved point in the relevant roster.

In case none of the vacancies falls on the point reserved for the SCs, the candidate under benchmark disability belonging to SC shall be adjusted in the future against the next available vacancy reserved for SCs.

Since the PwBDs have to be placed in the appropriate category viz. SC/BC/ Unreserved in the roster meant for reservation of SCs/BCs, the application form (in respect of Departmental examination for promotion) for the post should require the candidates applying under the quota reserved for PwBDs to indicate whether they belong to SC/BC or Unreserved category.

Competent Medical Authority to Issue Disability Certificate

The Spokesperson said that the competent medical authority to issue Disability Certificate shall be a Medical Board duly constituted by the State Government. The State Government may constitute Medical Board(s) consisting of at least three members out of which at least one shall be a specialist in the particular field for assessing locomotor, cerebral, visual and hearing disability, as the case may be.

The Spokesperson said that the Medical Board shall, after due examination, give a permanent disability certificate in cases of such permanent disabilities where there are no chances of variation in the degree of disability.

The Medical Board shall indicate the period of validity of the certificate, in cases where there are chances of variation in the degree of disability.

Exemption from Reservation

As per the notification, if any Department considers it necessary to exempt any post/cadre partly or fully from the provision of reservation for persons with disabilities, it may make a reference to the Department of Social Justice and Empowerment, Haryana giving full justification for the proposal. The grant of exemption shall be considered by a Committee set up by the Department of Social Justice and Empowerment, Haryana, constituted vide their notification dated August 3, 2011, in consultation with the State Commissioner.

Monsoon arrives in Chandigarh, Punjab and Haryana

The southwest monsoon arrived in Chandigarh,  Punjab and Haryana on Thursday, bringing rains at many places. According to the Meteorological Department’s report, the southwest monsoon has advanced into some parts of Punjab, Haryana and Chandigarh on June 30. Heavy rains lashed Chandigarh leaving some roads waterlogged for a while. Many commuters also faced problems due to the heavy showers.

Heavy rains also occurred at some places in Haryana, including Panchkula, Kaithal, Mahendergarh, Rewari, Sonipat and Yamunanagar, Met department said. Patiala, Mohali, Rupnagar, Fatehgarh Sahib and Hoshiarpur in Punjab also received rains.

एमएसएमई के क्षेत्र में किए गए उल्लेखनीय कार्यों के लिए भारत सरकार द्वारा जहां प्रदेश को राष्टï्रीय स्तर पर तीसरा स्थान हासिल हुआ है, वहीं वाणिज्य एवं उद्योग मंत्रालय द्वारा जारी ‘स्टेट इज ऑफ डुईंग बिजनेस’ के पांचवें संस्करण में हरियाणा को टॉप अचीवर्स कैटेगरी में होने की घोषणा की गई। हरियाणा के उपमुख्यमंत्री श्री दुष्यंत चौटाला, जिनके पास वाणिज्य एवं उद्योग विभाग का प्रभार भी है, ने हरियाणा सरकार की इस उपलब्धि पर खुशी जताते हुए विभाग तथा उद्यमियों को बधाई दी है।वाणिज्य एवं उद्योग मंत्रालय द्वारा उद्योग एवं आंतरिक व्यापार के प्रोमोशन के लिए गठित विभाग (डीपीआईआईटी) ‘स्टेट इज ऑफ डुईंग बिजनेस’ का पांचवां संस्करण नई दिल्ली में आज भारत की वित्त मंत्री श्रीमती निर्मला सीतारमण ने केंद्रीय वाणिज्य एवं उद्योग मंत्री श्री पीयूष गोयल की उपस्थिति में जारी किया।

इसमें हरियाणा को टॉप अचीवर्स कैटेगरी में होने की घोषणा की गई। इस कैटेगरी में हरियाणा के अलावा टॉप अचीवर्स कैटेगरी में आंध्र प्रदेश, गुजरात, कर्नाटक, पंजाब, तमिलनाडु और तेलंगाना शामिल है।उद्योग एवं वाणिज्य विभाग के प्रधान सचिव श्री विजयेंद्र कुमार ने बताया कि डीपीआईआईटी ने राज्यों और केंद्र शासित प्रदेशों (यूटी) के समन्वय से देश में कारोबारी माहौल में सुधार के लिए कई कदम उठाए हैं। सभी राज्यों और केंद्र शासित प्रदेशों को इन सुधारात्मक कदमों के कार्यान्वयन और फीडबैक के आधार पर रैंक किया गया है। उन्होंने बताया कि वर्ष 2020 की कार्य योजना में 15 क्षेत्रों में 301 सुधार बिंदु शामिल थे। इन सुधारों के कार्यान्वयन में हरियाणा ने 99+ प्रतिशत का स्कोर हासिल किया है।उन्होंने यह भी बताया कि इसके अतिरिक्त, निर्यात तैयारी सूचकांक (भूमि बंद श्रेणी)-2021 में राज्य को पहला तथा ‘लॉजिस्टिक्स इज एक्रोस डिफरेंट स्टेटस सर्वे’-2021 में दूसरा स्थान मिला है।

उन्होंने कहा कि राज्य सरकार ने मुख्यमंत्री श्री मनोहर लाल के नेतृत्व व उपमुख्यमंत्री श्री दुष्यंत चौटाला के मागदर्शन में राज्य में निवेश के माहौल में सुधार के लिए कई प्रमुख कदम उठाए गए, जिनमें नई औद्योगिक नीति ‘हरियाणा उद्यम और रोजगार नीति 2020’ विशेष रही। इन नीति का उद्देश्य राज्य में 5 लाख नौकरियां पैदा करना, 1 लाख करोड़ से अधिक का निवेश आकर्षित करना और निर्यात को दोगुना करके 2 लाख करोड़ करना है। उन्होंने बताया कि राज्य में 100 राज्य-विधियों (अधिनियमों, नियमों और दिशा-निर्देशों) का पुनर्मूल्यांकन किया गया जिससे प्रदेश में निवेश के अनुकूल माहौल बना है। उन्होंने बताया कि प्रदेश की औद्योगिक नीति को सभी निवेशकों और औद्योगिक संघों आदि से प्रशंसा मिलीहै। हरियाणा में राष्ट्रीय और अंतरराष्ट्रीय ख्याति के कई निवेश-प्रस्तावों जैसे मारुति, फाइवले, ग्रासिम पेंट्स, एटीएल बैटरीज, आरती ग्रीन टेक लिमिटेड, एम्पेरेक्स टेक्नोलॉजीज लिमिटेड, एनरिच एग्रो फुड प्रोडेक्टस, जीएलएस पोलिफिल्मस आदि ने रूचि दिखाई है।श्री विजयेंद्र कुमार ने हरियाणा सरकार की उद्योगों को अनुकूल पारिस्थितिकी तंत्र प्रदान करने की प्रतिबद्धता के कारण ही हरियाणा की ईज ऑफ डूइंग बिजनेस, ईज ऑफ लॉजिस्टिक्स और एक्सपोर्ट रेडीनेस में उत्कृष्टï रैंकिंग आई है। उन्होंने कहा कि हमें खुशी है कि राज्य सरकार के प्रयासों को उद्योगपतियों द्वारा अच्छी तरह से प्राप्त किया गया है, क्योंकि प्रदेश में उक्त कैटेगरियों में जो रैंकिंग आई हैं उनमें निवेशकों से भी राज्य में उद्योग सुधारों और सुविधाओं पर प्रतिक्रिया ली गई हैं।

हरियाणा को मिला ‘एमएसएमई नेशनल अवार्ड’ में तीसरा स्थान

सरकार द्वारा एमएसएमई के क्षेत्र में किए गए उल्लेखनीय कार्यों के लिए प्रदेश को राष्टï्रीय स्तर पर तीसरा स्थान हासिल हुआ है। आज नई दिल्ली में भारत सरकार के एमएसएमई मंत्रालय द्वारा उद्यमी-भारत कार्यक्रम के तहत आयोजित ‘एमएसएमई नेशनल अवार्ड’ समारोह में प्रधानमंत्री श्री नरेंद्र मोदी द्वारा हरियाणा को यह अवार्ड दिया गया। इस अवसर पर हरियाणा के उपमुख्यमंत्री श्री दुष्यंत चौटाला तथा वाणिज्य एवं उद्योग विभाग के प्रधान सचिव श्री विजयेंद्र कुमार विशेष रूप से उपस्थित थे। एमएसएमई के क्षेत्र में हरियाणा देश के टॉप-3 राज्यों में शामिल है। इस अवसर पर हरियाणा की औद्योगिक नीतियों की काफी तारीफ हुई।इस कार्यक्रम में हरियाणा के दो एमएसएमई को भी अवार्ड मिला है। इनमें डॉ. हरजिंद्र कौर तलवार को वुमैन कैटेगरी के स्मॉल सर्विस इंटरप्राइज में प्रथम तथा रिषभ गुप्ता को मैनुफैक्चरिंग माईक्रो इंटरप्राइज की ओवरऑल कैटेगरी में तीसरे स्थान का अवार्ड मिला है।डिप्टी सीएम ने अवार्ड लेने के बाद मीडिया के सवालों का जवाब देते हुए प्रधानमंत्री श्री नरेंद्र मोदी और भारत सरकार के एमएसएमई मंत्रालय को धन्यवाद दिया कि उन्होंने राज्य एमएसएमई के विकास को बढ़ावा देने के लिए हरियाणा सरकार द्वारा किए गए प्रयासों को मान्यता दी है।

उन्होंने कहा कि बड़े उद्योगों के साथ-साथ हरियाणा छोटे एवं लघु उद्योगों के मामले में भी टॉप परफोर्मिंग स्टेट्स में बना हुआ है। मैं इस उपलब्धि के लिए प्रदेश के सभी उद्यमियों को बधाई देता हूँ। हमारा हमेशा से संकल्प रहा है कि प्रदेश में नए उद्यग लगें, उनका विकास हो और हमारे युवाओं को अधिक से अधिक रोजगार मिले।उन्होंने कहा कि हरियाणा ने पिछले कुछ वर्षों में तेजी से आर्थिक विकास किया है और इसमें हमारे एमएसएमई का विशेष योगदान रहा है। प्रदेश में लगभग 9.7 लाख एमएसएमई हैं जो कि बढ़ती अर्थव्यवस्था की रीढ़ हैं। राज्य सरकार ने एमएसएमई के लिए कई नई योजनाएं और पहल आंरभ की हैं ताकि उनको संस्थागत सलाह और सुविधा प्रदान की जा सके, साथ ही एक मजबूत नीतिगत ढांचा भी बनाया जा सके।श्री दुष्यंत चौटाला ने कहा कि हरियाणा सरकार ने विभिन्न क्षेत्रों में एमएसएमई का समर्थन करने के लिए एक समर्पित विभाग ‘एमएसएमई निदेशालय’ की स्थापना की हुई है, इससे बाजार, प्रौद्योगिकी और कुशल श्रमिकों तक पहुंच आसान हुई है।

उन्होंने बताया कि प्रदेश सरकार राज्य में औद्योगिक विकास, विशेषकर एमएसएमई के लिए लक्षित नीतियां लेकर आई है।उपमुख्यमंत्री ने राज्य को आत्मनिर्भर बनाने की दिशाउठाए गए कदमों के बारे में जानकारी देते हुए बताया कि हरियाणा ने ‘वोकल फॉर ग्लोबल’ के सिद्घांत पर चलतेे हुए अपनी तरह का एक प्रोग्राम ‘पदमा’ शुरू किया है जिसका मुख्य उद्देश्य खंड स्तर पर एक गतिशील, आत्मनिर्भर और संपन्न औद्योगिक बुनियादी ढांचा तैयार करना है। उन्होंने कहा कि हरियाणा सरकार एमएसएमई के विकास के लिए भारत सरकार के क्लस्टर विकास दृष्टिकोण पर पूरा फोकस कर रही है। भारत सरकार की एमएसई-सीडीपी योजना पर जोर देने के अलावा हरियाणा अपनी तरह की पहली ‘राज्य मिनी क्लस्टर योजना’ भी लेकर आया है। उन्होंने बताया कि अब तक, एमएसई-सीडीपी योजना के तहत हरियाणा से 140 करोड़ रुपए की लागत के 9 क्लस्टरों को मंजूरी दी गई है। इसमें से भारत सरकार की ओर से 58 करोड़ रुपए की सहायता दी गई है।

जबकि, राज्य मिनी क्लस्टर विकास योजना के तहत प्रदेश में 43 एमएसएमई कलस्टर की विभिन्न पहलें,जिनकी कीमत 119 करोड़ रुपये से अधिक है, आरंभ की गई हैं। राज्य सरकार के इन व्यापक क्लस्टर विकास प्रयासों से हरियाणा में 8,000 से अधिक एमएसएमई लाभान्वित हुए हैं।

Sarsanghchalak of Rashtriya Swayamsevak Sangh, Dr. Mohan Bhagwat said that the answer to the problems of the universe and the solution to the problems of the entire humanity and the knowledge of never-fading happiness is in Shrimad Bhagvad Gita, which is given to every human being. Due to this knowledge of Gita, Kurukshetra, apart from being the land of Mahabharata, will now be known as the land of Gita in the world.

Dr. Mohan Bhagwat was addressing a programme on the current relevance of Bhagvad Gita organized at Gita Gyan Sansthanam at Brahmasarovar, Kurukshetra today. During this, Haryana Governor, Sh. Bandaru Dattatraya, Chief Minister, Sh. Manohar Lal and Gita Manishi Swami Sri Gyananand ji Maharaj and other dignitaries were present.

Dr. Mohan Bhagwat said that The Gita does not belong to a single religion, it is a book giving the essence of humanity to the world. Although the Hindu tradition follows the Gita, but there is no patent of any kind on it, it is Vishwadharma.

He said that as long as the human race exists, the Gita will remain relevant. These things were told on this land 5155 years ago. In this way the knowledge that answers the problems of creation, the solution to the problems of all humanity is in the Gita.

Gita is a life science

He said that the Gita teaches us that whatever work we do in life, do it without any hatred and enmity. The knowledge of discharging one’s duties with a pure mind is in this scripture, that is, Gita is a life science.

He said that today we are seeing that the balance of the universe has deteriorated, it needs to be balanced. Today bigotry is visible everywhere. There is a loss of trust in each other. Wars are being seen in countries, although it is rarely seen in India, because there is Gita in the culture of India. This is happening because the human mind is narrowing. It is limiting itself, and dividing itself into caste and creed and sect. This needs to be removed with the knowledge which we get from Shrimad Bhagvad Gita.

He said that it has been said in the Gita that one should not run from problems, but face them.

The message of living life by Lord Shri Krishna ji is equally relevant today – Sh. Manohar Lal

On this occasion, Haryana Chief Minister, Sh. Manohar Lal said that it is a matter of great fortune that the statue of Shri Krishna has been unveiled today. He said that the importance of Gita is in the whole world, there can be no greater book for humanity than this. The message of living life given by Lord Shri Krishna to the whole world at that time is relevant even today.

He said that apart from the huge statue of Shri Krishna, a world-class museum is also being built. About Rs 200 crore will be spent on other works including this museum. Mahabharata and Saraswati civilization will be explained in this museum. The message of Gita will be given through light and show in the museum which will indeed become the center of attraction for the people of the country and the world.

Shri Krishna Utsav will also be celebrated like International Gita Mahotsav- Chief Minister

Sh. Manohar Lal said that the holy land of Jyotiswar has its own importance. Kurukshetra Development Board was formed to develop the city of Dharmakshetra Kurukshetra. 164 places are being renovated under 48 Kos circuit by this Board. Temples and lakes located at these places are being developed. Just as the International Gita Mahotsav is organized in a grand manner, similarly Shri Krishna Utsav will also be celebrated in the coming times.

He said that Kurukshetra is being made a pilgrimage site by the Haryana Government and the Central Government under the Krishna Circuit Scheme, which will become a center of attraction. A temple of Tirupati Balaji is being built in Kurukshetra. ISKCON temple and Akshardham temple have been built. Gita Gyan Sansthanam is also going to become a big institution for spreading the knowledge of Gita. Research work is also going on here. Not only this, the verses of Gita have been included in the syllabus of Class X.

Kurukshetra will be made the Land of Shri Krishna

He said that just as Kurukshetra will be known as the land of Shrimad Bhagvad Gita from now on, similarly Dharmakshetra Kurukshetra will also be made the Land of Shri Krishna, just like people visit Vrindavan, Mathura and Dwarka to imbibe the thoughts of Shri Krishna and the message of his life. Similarly, they will also come to Kurukshetra, because in reality the message of life was given on the holy land of Kurukshetra.

Expressing his gratitude and thanks to Gita sage Swami Shri Gyananand Ji Maharaj, he said that the campaign launched by him to spread the message of Gita is commendable. Before the year 2016, there used to be a small programme on the occasion of Gita Jayanti but gradually the programme started expanding and the International Gita Mahotsav is being organized regularly. The campaign of Gita Jayanti is also being run at the international level. Now there is a demand from abroad also that the programme of Gita Jayanti should be organized in their country as well.

Shrimad Bhagavad Gita is scripture of all religions: Haryana Governor

Haryana Governor, Sh. Bandaru Dattatraya said that Shrimad Bhagvad Gita is scripture of all religions which teaches the essence of life and humanity. Kurukshetra is known as the land of the Bhagavad Gita where Arjuna received the eternal message of Gita. He said that in the coming days, Kurukshetra will be recognised on the world map in terms of historical, religious and tourism related aspects with the efforts of the Central and State Government.

        Sh. Bandaru Dattatraya was addressing a programme on the true relevance of Bhagavad Gita at Gita Gyan Sansthanam, Kurukshetra today. During this, Rashtriya Swayamsevak Sangh Chief, Sh. Mohan Bhagwat, Chief Minister, Sh. Manohar Lal and Geeta Manishi Swami Gyananand Ji Maharaj and other dignitaries were present.

        Earlier, Sh. Mohan Bhagwat unveiled the statue of Lord Sh. Krishna in the holy land of Jyotisar in Kurukshetra.

        Sh. Bandaru Dattatreya said that it is a matter of great pleasure for the people of the state that the foundation stone of the huge statue was laid by Sh. Mohan Bhagwat and today after 3 years, this statue has been unveiled by him. On the battlefield on this holy land of Jyotisar, Lord Krishna delivered an eternal message to Arjuna, which will remain the ultimate guide to humanity.

Finding good from evil and making it an inspiration- Geeta Manishi Swami Gyananand Ji Maharaj 

On this occasion, Geeta Manishi Swami Gyananand Ji Maharaj said that the basic priority of our nation is to find something good out of evil and make it an inspiration. The first words that came out of the mouth of King Dhritarashtra were ‘Dharma-kshetra-Kurukshetra, which became an inspiration for everyone.

        He said that work is being done in the direction towards spreading facts of Gita to the people across the world. Certificate, diploma and degree courses on Gita are being prepared in Gita Gyan Sansthan, so that research on the facts of Gita can be made accessible to the masses.

Haryana has been ranked third at the national level for the remarkable work done by the state government in the field of MSMEs. The Prime Minister, Sh. Narendra Modi gave this award to Haryana, at the ‘MSME National Award’ function organized under the Entrepreneur-India programme by the Ministry of MSME, Government of India, in New Delhi today. Haryana Deputy Chief Minister, Sh. Dushyant Chautala and Principal Secretary, Commerce and Industry Department, Sh. Vijayendra Kumar were present on this occasion. Haryana is included in the top 3 states of the country in the field of MSME. The industrial policies of Haryana were highly praised on this occasion.

        Two MSMEs of Haryana have also received awards in this programme. Among these, Dr. Harjinder Kaur Talwar got the first prize in the small service enterprise of women category and Sh. Rishabh Gupta got the third position in the overall category of manufacturing micro enterprise.

        In response to a question asked by mediapersons after receiving the award, the Deputy Chief Minister extended gratitude towards the Prime Minister, Sh. Narendra Modi and the Ministry of MSME, Government of India, for recognizing the efforts made by the Haryana Government to promote the development of the State MSMEs. He said that along with big industries, Haryana remains among the top performing states in terms of medium and small scale industries. I congratulate all the entrepreneurs of the state for this achievement. It has always been our resolve that new industries should be set up in the state, they should be developed and our youth should get maximum employment.

        He said that Haryana has made rapid economic development in the last few years and our MSMEs have made a special contribution in this. There are about 9.7 lakh MSMEs in the state which are the backbone and contribute to the pacing economy. The state government has launched several new schemes and initiatives for MSMEs to provide them institutional advice and facilitation, as well as to create a strong policy framework.

Sh. Dushyant Chautala said that the Haryana Government has set up a dedicated department ‘Directorate of MSME’ to support MSMEs in various sectors, thereby facilitating access to market, technology and skilled workers. He informed that the State Government has come up with targeted policies for industrial development, especially for MSMEs in the State.

        Giving information about the steps taken towards making the state self-reliant, the Deputy Chief Minister said that following the principle of ‘Vocal for Global’, Haryana has started a one-of-a-kind programme ‘Padma’, whose main objective is to develop a self-reliant programme at the block level. To create a dynamic, self-sustaining and thriving industrial infrastructure. He said that the Haryana Government is completely focusing on the cluster development approach of the Government of India for the development of MSMEs. Haryana has also come up with a first of its kind ‘State Mini Cluster Scheme’, in addition to its thrust on the Government of India’s MSE-CDP scheme. He informed that so far, 9 clusters worth Rs. 140 crore have been sanctioned from Haryana under MSE-CDP scheme. Out of this, an assistance of Rs. 58 crore has been given by the Government of India. Whereas, under the State Mini Cluster Development Scheme, various initiatives of 43 MSME clusters, which cost more than Rs. 119 crore, have been started in the state. More than 8,000 MSMEs in Haryana have been benefited by these comprehensive cluster development efforts of the state government.

Gov grants exemption to all classes of transport vehicles from penalty for delayed payment

Haryana Government  has granted exemption to all classes of transport vehicles which were granted exemption from payment of motor vehicle tax from penalties for delayed payment of Motor Vehicle Tax from April 1, 2020 till 30th day after the publication of this notification in office gazzette. Any penalty paid by such vehicle owners for this period shall be refunded.

        Divulging more details in this regard, Transport Minister, Sh. Mool Chand Sharma said that State Government, in view of the first wave of COVID-19, had granted the exemption to the transport vehicles from the liability of payment of motor vehicle tax for the period April 1, 2020, to May 31, 2020, and from June 1, 2020 to July 31, 2020  (partial exemption).

        He further informed that the said exemption was again given by the State Government from April 1, 2021, to June 30, 2021 (except goods carriages) in view of the second wave of COVID. The exemptions could not be properly availed by the owners of the vehicles due to some technical issues.

        Keeping in view the same, the Haryana Government has exempted the penalty accrued due to delayed payment of motor vehicle tax from April 1, 2020 till the 30th Day of the date of the publication of the notification for this purpose in the official gazette, said Sh. Mool Chand Sharma.
